			</toc></section><section id="id5DD4E6DA02374F44A423F3E574ADA6BF" section-type="subsequent-section"><enum>3.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="ideffa3d15798a414a9d6c8bd7126e00a3"><enum>(1)</enum><text>Recent studies indicate that thousands of children and youth are at risk for human trafficking in
			 the United States.</text></paragraph><paragraph id="id7D5062447F5E46EA92AB62167B458AFE"><enum>(2)</enum><text>A significant percentage of children and youth who are trafficked in the United States will commit
			 prostitution offenses
			 or other nonviolent offenses in connection with their exploitation by a
			 trafficker.</text></paragraph><paragraph id="id01fefbaa8e394a5081ab6057f8bdd34f"><enum>(3)</enum><text>The prostitution statutes in many jurisdictions do not differentiate between adult prostitutes and
			 children or youths who have been commercially sexually exploited.</text></paragraph><paragraph id="id3f8c53c5f1614e3b9f7c3eeb13bd3435"><enum>(4)</enum><text>Evidence suggests that runaway or homeless children and youth and young adults leaving the foster
			 care system are especially vulnerable to commercial sexual exploitation.</text></paragraph><paragraph id="idf26ffada79e84daa9fc98863c0be3b0d"><enum>(5)</enum><text>The majority of children and youths who are involved in the criminal or justice systems are
			 responsive to interventions that integrate treatment, rehabilitation, and
			 support services.</text></paragraph><paragraph id="id8a6f413a109d40719d4b41e0943c7043"><enum>(6)</enum><text>Collaborative programs between services providers and criminal or juvenile justice systems that
			 ensure the provision of counseling, housing and related services for
			 trafficking victims can reduce the number of such individuals in
			 corrections facilities.</text></paragraph></section><section id="id55343975bf3e4435b882a176a884edd8"><enum>4.</enum><header>Purpose</header><subsection id="idAA966500B134489A8094DD6EB64A16AC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The purpose of this Act is to combat domestic human trafficking by facilitating
			 collaboration among the criminal justice system, juvenile justice system,
			 and support services.</text></subsection><subsection id="id660ABC5DB1AA4573AE5EDBE636413775"><enum>(b)</enum><header>Collaboration</header><text display-inline="yes-display-inline">The collaboration described in subsection (a) is needed—</text><paragraph id="idf6c89e26addf418b94723fe67121bb65"><enum>(1)</enum><text>to protect public safety by intervening with juvenile offenders who have been trafficked;</text></paragraph><paragraph id="ide9afd374facb431baab7966795102b68"><enum>(2)</enum><text>to provide courts, including new trafficking victims’ courts, with appropriate treatment options;</text></paragraph><paragraph id="idc7d04856e86d49b584880f7a4655d718"><enum>(3)</enum><text>to maximize the use of alternatives to prosecution in appropriate cases involving youths who have
			 committed nonviolent offenses, such as prostitution, in connection with
			 their exploitation by a trafficker;</text></paragraph><paragraph id="idd0e75be0e21d42fa90f7b4152a34b336"><enum>(4)</enum><text>to promote adequate training for criminal justice system personnel about the unique challenges
			 facing juveniles who have been trafficked and the appropriate response to
			 such children and youths in the criminal justice system;</text></paragraph><paragraph id="id09536154a3d64afbbb32a087db17dd38"><enum>(5)</enum><text>to promote communication among adult or juvenile justice personnel, medical personnel, mental
			 health treatment personnel,  and support services such as housing, job
			 placement, community, faith based, and crime victims organizations; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id298667b2b597476e828c7b38479313f0"><enum>(6)</enum><text>to promote communication and collaboration among governmental officials with respect to all forms
			 of human trafficking in the United States.</text></paragraph></subsection></section><title id="idBDB5C2C6AFF8447080B2E9D8F6BA4DA4" style="OLC"><enum>I</enum><header>Stop Advertising Victims of Exploitation</header><section id="HD4BE0A69FAF94FB8833CF6A3D9A35B28" section-type="subsequent-section"><enum>101.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>Stop Advertising Victims of Exploitation Act of 2014</short-title></quote> or the <quote><short-title>SAVE Act of 2014</short-title></quote>.</text>
			</section><section id="HD3DB0303A4E744198E83257E3F77A456"><enum>102.</enum><header>Advertising that offers certain commercial sex acts</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/1591">Section 1591</external-xref> of title 18, United States Code, is amended—</text><paragraph id="id7AB1FC0D464141049D15B94F125B69F5"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text><subparagraph id="idBBF48555FEB74A1FA1F2C02C78F448E8"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>advertises,</quote> after <quote>obtains,</quote>;</text></subparagraph><subparagraph id="idC2C0B3C943214FCC8624D481113CD7FA"><enum>(B)</enum><text>in the undesignated matter following paragraph (2), by inserting <quote>, except where, in an offense under paragraph (2), the act constituting the violation of paragraph
			 (1) is advertising,</quote> after <quote>knowing, or</quote>; and</text></subparagraph></paragraph><paragraph id="id34317A9774D8413EBBC049515FD8F5F5"><enum>(2)</enum><text>in subsection (b), by striking <quote>or obtained</quote> each place such term appears and inserting <quote>obtained, or advertised</quote>.</text></paragraph></section></title><title id="idC4307C8ED5C04778BFFCCA8519AE51A0" style="OLC"><enum>II</enum><header>Child Trafficking Victims Protection</header><section id="id5472C13CE631431893D4FD57262123CB"><enum>201.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>Child Trafficking Victims Protection Act</short-title></quote>.</text></section><section id="idDE8296E2C38F4E24B2B16EDFA49AC22C" section-type="subsequent-section"><enum>202.</enum><header>Court-based pilot program for domestic child trafficking survivors</header><subsection id="id24B1987C2DD34C119282FA88FF6DAAFE"><enum>(a)</enum><header>In general</header><text>Title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3711">42 U.S.C. 3711 et seq.</external-xref>) is
			 amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idBBFDEF8681434AD0B960E8A8E193E65A" style="OLC"><part id="id1BB67E08037542BEABA75CD3C1A14C7B" style="OLC"><enum>LL<?LEXA-Enum LL?></enum><header>Trafficking Survivors’ Courts</header><section id="id2ca40398090f45f9aadfc4602b469298"><enum>3021.</enum><header>Grants authorized</header><subsection id="idCEA2DF82DBD249F7BC5937B74354496E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Attorney General may award grants to States, State courts, local courts, units of local
			 government, and Indian tribal governments, acting directly or through
			 agreements with other public or private entities, for court-based programs
			 that involve—</text><paragraph id="idC58236E021974A1A8D16186378C272ED"><enum>(1)</enum><text display-inline="yes-display-inline">continuing judicial supervision over offenders who—</text><subparagraph id="idE87D12742FA04A82BA00480FE86EFD49"><enum>(A)</enum><text display-inline="yes-display-inline">are younger than 18 years of age;</text></subparagraph><subparagraph id="id82EEC74744FF42739D0026A2DCBB7C50"><enum>(B)</enum><text display-inline="yes-display-inline">have been trafficked; and</text></subparagraph><subparagraph id="idF19C1EBD1493488AA722637BE88A4F16"><enum>(C)</enum><text display-inline="yes-display-inline">are not violent offenders; and</text></subparagraph></paragraph><paragraph id="id3e2ed1535f7945219ef64f3ab6ce6870"><enum>(2)</enum><text>the integrated administration of other sanctions and services, which shall include—</text><subparagraph id="idfff15362b008422084bf0c22813ac77a"><enum>(A)</enum><text>housing placement and the pursuit of a high school education or its equivalent during any period of
			 supervised release or probation for each participant;</text></subparagraph><subparagraph id="id9921f33d29664273ad462820cbf6ed5e"><enum>(B)</enum><text>therapies that address issues faced by each participant, including—</text><clause id="id340D7A46D7234FF988E0109F58CF0203"><enum>(i)</enum><text>healing from physical, sexual, and emotional abuse;</text></clause><clause id="idC3324A3D6C6A4CCDA1CE0264D5DA372C"><enum>(ii)</enum><text>depression; and</text></clause><clause id="id70CF72581B29450AA70DB07897FABA95"><enum>(iii)</enum><text>self-injurious behaviors;</text></clause></subparagraph><subparagraph id="ida6a9aa229abd4094a5fdc591e0726c51"><enum>(C)</enum><text>diversion, probation, or other supervised release involving the possibility of prosecution,
			 confinement, or incarceration based on noncompliance with program
			 requirements or failure to show satisfactory progress; and</text></subparagraph><subparagraph id="id4c2b29fabcfd40869b59522e87df0f08"><enum>(D)</enum><text>programmatic, offender management, and other aftercare services for each participant who requires
			 such services, including—</text><clause id="id2B9FDDF0F4054B6FB2C7DDD8B3DD48DE"><enum>(i)</enum><text>domestic violence counseling;</text></clause><clause id="id097A17FF692049FABA5F0A2277927580"><enum>(ii)</enum><text>substance abuse treatment;</text></clause><clause id="idDB3279CDDA804F37BAAF08745616660C"><enum>(iii)</enum><text>health care;</text></clause><clause id="id9C2767C3F9C74A87A10EF5C0F6F95ED0"><enum>(iv)</enum><text>education;</text></clause><clause id="id9786BF8DCCB6480DBCFF53F6FFC54CA0"><enum>(v)</enum><text>job placement; and</text></clause><clause id="id6A7983CF62C34FC59B865200F2337ED2"><enum>(vi)</enum><text>child care or other family support services.</text></clause></subparagraph></paragraph></subsection><subsection id="id4BC79FEA90374C12B8337CF363CCDA9D"><enum>(b)</enum><header>Application requirements</header><text>An entity described in subsection (a) may apply for a grant under this section by submitting an
			 application to the Attorney General that includes—</text><paragraph id="id82A1024E879548C89EDBE424895166B9"><enum>(1)</enum><text>a description of the population that is targeted for the program to be funded with the grant;</text></paragraph><paragraph id="id6ECB40DF0B1A4632B235E201FBC98AAA"><enum>(2)</enum><text>guidelines that can be used by personnel of an adult or juvenile justice agency to identify
			 qualified program participants;</text></paragraph><paragraph id="idE252DE0C7CE1426DA3CB85218569E126"><enum>(3)</enum><text>plans for making housing and education available to qualified offenders at the time of their
			 release from the criminal justice or juvenile justice system;</text></paragraph><paragraph id="idF0F1C08E9D0D4E8A82DFCE90AEF229E5"><enum>(4)</enum><text>plans for determining the program participants’ eligibility for Federal benefits;</text></paragraph><paragraph id="idE1ECF0CE52004CAAB1C3404A956981AE"><enum>(5)</enum><text>plans to make available, to the extent practicable, other support services that will ensure each
			 trafficking victim’s successful reintegration into the community, such as
			 crisis counseling, peer-to-peer support, job placement, mentoring, health
			 care, and the services of faith-based and community organizations;   and</text></paragraph><paragraph id="idD70F6F3B95724B2A9DCB478727B6EE52"><enum>(6)</enum><text>a certification that the grant funds received under this section will be used to supplement, and
			 not supplant, funding sources that would otherwise be available.</text></paragraph></subsection><subsection id="idA68DA5BDE77E435A948082DB845185CC"><enum>(c)</enum><header>Priority</header><text>Priority in grant funding under this section shall be accorded to grant applicants—</text><paragraph id="id05AEFF4F7D35493C8C8C3996D2A1A878"><enum>(1)</enum><text>whose application details a plan for ensuring that the grant’s target population will receive pro
			 bono assistance in seeking expungement of any charges committed in
			 connection with an individual’s exploitation by a trafficker, upon the
			 completion by the individual of the court-based program of judicial
			 supervision;</text></paragraph><paragraph id="id63B52892654E48F58C51FC7274CFB3BC"><enum>(2)</enum><text>in jurisdictions that have implemented, or that commit to implement as part of the grant
			 application process, law enforcement policies that require a shift away
			 from prosecution toward rehabilitation for minors who are victims of human
			 trafficking; and</text></paragraph><paragraph id="id0AC087AAB0014336B260AE343333F822"><enum>(3)</enum><text>in jurisdictions that have adopted demand-reduction policies to promote stricter enforcement of
			 laws imposing criminal penalties for adults involved in human trafficking
			 of minors, including adults who purchase sex from minors.</text></paragraph></subsection><subsection id="id8AB427A025304722809E6894DD3D8740"><enum>(d)</enum><header>Records expungement</header><text>If a participant successfully completes a program of judicial supervision that receives grant
			 funding under this section, the participants shall be notified of the
			 opportunity to seek the expungement of any juvenile court records relating
			 to the crimes for which he or she was originally charged.</text></subsection></section><section id="id1bf2b56a139a449cba5aeb7b6c4155c1"><enum>3022.</enum><header>Prohibition of participation by violent offenders</header><subsection id="idA22927AF39C64A6AA85DC84CA5798930"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Attorney General shall—</text><paragraph id="idc5e33dc3c9ae49ab8a58d9eed63c783a"><enum>(1)</enum><text>issue regulations and guidelines to ensure that the programs authorized under this part do not
			 permit participation by violent offenders; and</text></paragraph><paragraph id="id4f20892249c94c6a89cbca805ced9ede"><enum>(2)</enum><text>immediately suspend funding for any grant under this part, pending compliance, if the Attorney
			 General determines that violent offenders are participating in any program
			 funded under this part.</text></paragraph></subsection><subsection id="idffd8278c662c4042901b9fc3fbc0a0dd"><enum>(b)</enum><header>Defined term</header><text>In this part, the term <term>violent offender</term> means a person who—</text><paragraph id="id45b434be5fef44c481452d6efe69c406"><enum>(1)</enum><text>is charged with, or convicted of, an offense, regardless of whether any of the circumstances
			 described in subparagraph (A), (B), or (C) is an element of the offense or
			 conduct of which or for which the person is charged or convicted, during
			 the course of which offense or conduct—</text><subparagraph id="id684a841b9115454baa679c1ad2a9fb48"><enum>(A)</enum><text>the person carried, possessed, or used a firearm or dangerous weapon;</text></subparagraph><subparagraph id="id0458bad39af94cd1a7fd0836695f885e"><enum>(B)</enum><text>there occurred the death of or serious bodily injury to any person; or</text></subparagraph><subparagraph id="id4d99382b8f234f25820cf1c5106d7a7d"><enum>(C)</enum><text>there occurred the use of force against the person of another;</text></subparagraph></paragraph><paragraph id="idf01b5cba00a1463da9eb19deab2a6f17"><enum>(2)</enum><text>has 1 or more prior convictions for a felony crime of violence involving the use or attempted use
			 of force against a person with the intent to cause death or serious bodily
			 harm.</text></paragraph></subsection></section><section id="idab9fedd85ae44ae5aa176142c63afa64"><enum>3023.</enum><header>Administration</header><subsection id="id5db1f2b51fdc484488039f6612f7b6ee"><enum>(a)</enum><header>Consultation</header><text>The Attorney General shall consult with the Secretary of Health and Human Services and any other
			 appropriate officials in carrying out this part.</text></subsection><subsection id="idd739721e2c0e467aad4c6c3ea1c62ce2"><enum>(b)</enum><header>Use of components</header><text>The Attorney General may utilize any component or components of the Department of Justice in
			 carrying out this part.</text></subsection><subsection id="ida12db2a79fa34afb971ec9f66137e272"><enum>(c)</enum><header>Applications</header><paragraph id="id014641D870C64B8B941AB473773F7608"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">To request funds under this part, the chief executive or the chief justice of a State or the chief
			 executive or chief judge of a unit of local government or Indian tribal
			 government shall submit an application to the Attorney General in such
			 form and containing such information as the Attorney General may
			 reasonably require.</text></paragraph><paragraph id="id367df2c552864538be6590998bb18250"><enum>(2)</enum><header>Contents</header><text>In addition to any other requirements that may be specified by the Attorney General, an application
			 for a grant under this part shall include—</text><subparagraph id="id64e3dea81a2644b1a57c61fd9a64257a"><enum>(A)</enum><text>a long-term strategy and detailed implementation plan;</text></subparagraph><subparagraph id="ide2e7f7116b984b5bab83e4363782d0f8"><enum>(B)</enum><text>an explanation of  the applicant's inability to fund the program adequately without Federal
			 financial assistance;</text></subparagraph><subparagraph id="id5a564887485f4b2fbd469d411347883b"><enum>(C)</enum><text>a certification that the Federal financial assistance provided will be used to supplement, and not
			 to supplant, State, Indian tribal, and local sources of funding that would
			 otherwise be available;</text></subparagraph><subparagraph id="idd74b067c0bb948a2afdfd0b9f365d697"><enum>(D)</enum><text>a description of related governmental or community initiatives which complement or will be
			 coordinated with the proposal;</text></subparagraph><subparagraph id="id85e4c24a5597461fa353a3b236da7d18"><enum>(E)</enum><text>a certification that—</text><clause id="idFF09FCAE29464335BE3F0B8080BA143B"><enum>(i)</enum><text>there has been appropriate consultation with all affected agencies; and</text></clause><clause id="id7264DF0B5F5141628F10C3748C681D63"><enum>(ii)</enum><text>there will be appropriate coordination with all affected agencies in the implementation of the
			 program;</text></clause></subparagraph><subparagraph id="idbf19a3410d3548d68d9ceb82df287b8a"><enum>(F)</enum><text>a certification that participating offenders will be supervised by 1 or more designated judges with
			 responsibility for the trafficking survivors’ court program;</text></subparagraph><subparagraph id="idbd1745c6a76943868a5947268f89009f"><enum>(G)</enum><text>plans for obtaining necessary support and continuing the proposed program after the termination of
			 Federal financial assistance; and</text></subparagraph><subparagraph id="ide55057416f154e74ae3945d20a5d4c2c"><enum>(H)</enum><text>a description of the methodology that will be used in evaluating the program.</text></subparagraph></paragraph></subsection><subsection id="idb44e842fcbd945969a2452503ff9110c"><enum>(d)</enum><header>Geographic distribution</header><text display-inline="yes-display-inline">The Attorney General shall ensure, to the extent practicable, that grant awards under this part are
			 equitably distributed geographically.</text></subsection><subsection id="idc8a7f29df96445ac963f6adbad2786b9"><enum>(e)</enum><header>Federal share</header><text display-inline="yes-display-inline">The Federal share of a grant awarded under this part may not exceed 75 percent of the total costs
			 of the program described in the application submitted under subsection (c)
			 for the fiscal year for which the program receives assistance under this
			 part, unless the Attorney General waives, wholly or in part, the
			 requirement of a matching contribution under this section. In-kind
			 contributions may constitute a portion of the non-Federal share of a
			 grant.</text></subsection></section><section id="idb38344656bc04cca9cc5f98dff6a0482"><enum>3024.</enum><header>Reports</header><text display-inline="no-display-inline">A State, Indian tribal government, or unit of local government that receives Federal financial
			 assistance under this part during a fiscal year shall submit a report to
			 the Attorney General not later than March 31 of the following fiscal year
			 that describes the effectiveness of the program funded under this part.</text></section><section id="idf7d747e153804336a3a64cf9d544bb9b"><enum>3025.</enum><header>Technical assistance, training, evaluations, and rulemaking</header><subsection id="id0b9ff1ec96c8417c9580ba4340162706"><enum>(a)</enum><header>Technical assistance and training</header><text>The Attorney General may provide technical assistance and training in furtherance of the purposes
			 of this part.</text></subsection><subsection id="id610694bdcf8c443eaa6bff25444ca0b6"><enum>(b)</enum><header>Evaluations</header><text>In addition to any evaluation requirements that may be prescribed for grantees, the Attorney
			 General may carry out or make arrangements for evaluations of programs
			 that receive support under this part.</text></subsection><subsection id="id8bb762db8b84496a8e496605448acabf"><enum>(c)</enum><header>Administration</header><text>The technical assistance, training, and evaluations authorized under this section may be carried
			 out directly by the Attorney General, in collaboration with the Secretary
			 of Health and Human Services, or through grants, contracts, or other
			 cooperative arrangements with other entities.</text></subsection><subsection id="id0a87ecd509e7403faea080274c611088"><enum>(d)</enum><header>Rulemaking</header><text display-inline="yes-display-inline">The Attorney General may issue regulations and guidelines necessary to carry out this part.</text></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idf9dc82b94fd2416aaea1c07b11813a1b"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42

			 and impact of grants authorized under part LL of title I of the Omnibus
			 Crime
			 Control and Safe Streets Act of 1968, as added by section 202.</text></subsection><subsection id="idece795b84aba4a70a96b3e08136c9f2b"><enum>(b)</enum><header>Documents and information</header><text>The Attorney General and grant recipients shall provide the Comptroller
			 General with all relevant documents and information that the Comptroller
			 General considers necessary to conduct the study under subsection (a),
			 including the identities and criminal records of program participants.</text></subsection><subsection id="id8501261816434b6eb54e0d3043500e38"><enum>(c)</enum><header>Criteria</header><text>In assessing the effectiveness of the grants made under programs authorized under part LL of title
			 I of
			 the Omnibus Crime Control and Safe Streets Act of 1968, the Comptroller
			 General shall consider, among other things—</text><paragraph id="id521ecce87fdc42169532ff89292dae84"><enum>(1)</enum><text>recidivism rates of program participants;</text></paragraph><paragraph id="id1036aa91c8594f3da43d943167157990"><enum>(2)</enum><text>completion rates among program participants; and</text></paragraph><paragraph id="idc7c0e9de687a410eb076ed0ab1f9230c"><enum>(3)</enum><text>the costs of the program to the criminal justice system.</text></paragraph></subsection><subsection id="idF50F6A8C9BF54AB591656ECEA7BBF11C"><enum>(d)</enum><header>Grant effectiveness report</header><text>Not later than January 1, 2017, the Comptroller General shall submit a report
			 to Congress that contains the results of the study conducted under
			 subsection (a).</text></subsection><subsection id="id666641DA3359438584C0B401D2D480C7"><enum>(e)</enum><header>Service gap report</header><text>Not later than 1 year after the date of the enactment of
			 this Act, the Comptroller General of the United States shall submit a
			 report to the appropriate congressional
			 committees that identifies—</text><paragraph id="idA49E5167F5E847F6BD0768CF4F2351C4"><enum>(1)</enum><text>the extent of any service gap that may persist between
			 trafficking victims who are United States citizens or lawful permanent
			 residents and foreign nationals residing in the United States since the
			 completion of the study
			 required under 213(b) of the William Wilberforce Trafficking Victims
			 Protection
			 Act (<external-xref legal-doc="public-law" parsable-cite="pl/110/457">Public Law 110–457</external-xref>);</text></paragraph><paragraph id="id2DBA1D45DE344059B981494CDBAD7A5D"><enum>(2)</enum><text>if a service gap
			 described in paragraph (1) persists—</text><subparagraph id="idD07EF16050BF4C288DFB638E9F9D1306"><enum>(A)</enum><text>the progress that Federal agencies have made in closing
			 the gap since 2009; and</text></subparagraph><subparagraph id="idD56F11629CD14E4A9C329F9E0762AA2A"><enum>(B)</enum><text>the  deficiencies remaining as of the date of the enactment of this Act;</text></subparagraph></paragraph><paragraph id="id2C6E7BE4F54445A4B3BC1F13850E7F92"><enum>(3)</enum><text>the extent to which
			 efficiencies could be achieved and duplication could be avoided by
			 consolidating existing Federal grant programs for trafficking survivors
			 that are administered by the
			 Department of Health and Human Services and the Department of Justice; and</text></paragraph><paragraph id="idC762D1F53E3C465D8BF5CF138A7023F7"><enum>(4)</enum><text>options for
			 additional legislative or regulatory changes to help ensure that the
			 Nation’s criminal justice policies are adequate to combat sex trafficking
			 of minors.</text></paragraph></subsection></section><section id="idda9ec2de562845bb899a94c6855e173e"><enum>204.</enum><header>Expanded definition of child abuse and neglect</header><text display-inline="no-display-inline">The Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106g">42 U.S.C. 5106g(2)</external-xref>) is amended—</text><paragraph id="id39ED6DC9B7034AAE84BF2CB1435C62FF"><enum>(1)</enum><text display-inline="yes-display-inline">in section 3(2) (<external-xref legal-doc="usc" parsable-cite="usc/42/5101">42 U.S.C. 5101</external-xref> note), by inserting <quote>(including commercial sexual exploitation)</quote> after <quote>exploitation</quote>; and</text></paragraph><paragraph id="id45463757CBF2418B82A75324F6E8836A"><enum>(2)</enum><text display-inline="yes-display-inline">in section 111(4)(A) (<external-xref legal-doc="usc" parsable-cite="usc/42/5106g">42 U.S.C. 5106g(4)(A)</external-xref>), by inserting <quote>for commercial purposes or</quote> before <quote>for the purpose of</quote>.</text></paragraph></section><section id="id7533571cd24d407482ab78514a6ca888"><enum>205.</enum><header>Recommendations for combating domestic child trafficking</header><subsection id="id5E617A91DC71473FAF916942F7D92A6D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the submission of the study required under section 203(e), the Attorney
			 General, in consultation with other Federal agencies involved in the
			 protection of human trafficking victims who are minors, shall submit a
			 report to Congress that describes any deficiencies that exist in the
			 services that are available from private and public sources to child
			 victims of human trafficking in the United States.</text></subsection><subsection id="id776CDCE6ABB54ECDAEC8969F0CDE7132"><enum>(b)</enum><header>Components</header><text>The report required under subsection (a) shall include—</text><paragraph id="id95469656ca1f4175a01cc1fab27d7794"><enum>(1)</enum><text>recommendations for legislative or regulatory changes to ensure the adequacy of, and parity in,
			 services and legal assistance to all child trafficking victims in the
			 United States by—</text><subparagraph id="idA802C9B3E83E41C6A6F3FF125D9EAB8C"><enum>(A)</enum><text>eliminating any perceived gaps in services; and</text></subparagraph><subparagraph id="idB6DDEF8FD8F34F89AEF71E3B451BC79B"><enum>(B)</enum><text>avoiding overlap and duplication in Federal programs; and</text></subparagraph></paragraph><paragraph id="id7622db9a5c494b72a0157039bb879a68"><enum>(2)</enum><text>a list of best practices for State and local jurisdictions seeking to discourage the sex 
			 trafficking of minors in the United States through the adoption of
			 demand-reduction strategies.</text></paragraph></subsection></section><section id="id40b16e9f25b74aed850de19e8f2eab33"><enum>206.</enum><header>Education and outreach to trafficking survivors</header><text display-inline="no-display-inline">The Attorney General shall make available, through the website of the Department of Justice’s
			 Office of Juvenile Justice and Delinquency Prevention, a database of
			 information for trafficking victim advocates, crisis hotline personnel,
			 foster parents, law enforcement personnel, and crime
			 survivors on counseling and hotline resources, housing resources, legal
			 assistance, and other services to trafficking survivors.</text></section><section id="idbf4449b9d6c046b29efa70a4bde32192"><enum>207.</enum><header>Enhanced penalty for fraud in labor contracting</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/1351">Section 1351(a)</external-xref> of title 18, United States Code, is amended by striking <quote>that employment</quote> and all that follows and inserting the following: “that employment—</text><quoted-block display-inline="no-display-inline" id="id25334F48000340A59854ED8CCA2FEE87" style="OLC"><paragraph id="id7EE72BAEC49F4A878BF11EA8E8C33243"><enum>(1)</enum><text display-inline="yes-display-inline">shall be fined under this title, imprisoned for not more than 5 years, or both; and</text></paragraph><paragraph id="id9DA1C7FF88C74FBCA3E551DEFEB74806"><enum>(2)</enum><text display-inline="yes-display-inline">if the offense results in sexual abuse or trafficking of a foreign national who is younger than 21
			 years of age, shall be fined under this title, imprisoned for not more
			 than 10 years, or both.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id7fc35080768041a296993911be3c5fab"><enum>208.</enum><header>Expanded statute of limitations for civil actions by child trafficking survivors</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/1595">Section 1595(c)</external-xref> of title 18, United States Code, is amended by striking <quote>not later than 10 years after the cause of action arose.</quote> and inserting the following: “not later than the later of—</text><quoted-block display-inline="no-display-inline" id="id728C8500FCC544459317FB404DB5A4A4" style="OLC"><paragraph id="idF716C135DC274DB68BB1A204364F9FD6"><enum>(1)</enum><text display-inline="yes-display-inline">10 years after the cause of action arose; or</text></paragraph><paragraph id="idDB9337016C294476B5DA1C8DFAF6546E"><enum>(2)</enum><text>10 years after the victim reaches 18 years of age, in the case of a victim who was a minor at the
			 time of the alleged offense.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id05525cd7778444f3a18351f918aadcba"><enum>209.</enum><header>Edward Byrne Memorial Justice Assistance Grants</header><subsection id="id2C2405C9B3254706BA21AE127BEE016D"><enum>(a)</enum><header>Technical assistance</header><text>The Secretary of Health and Human Services shall provide technical assistance to States, upon
			 request, to assist with the implementation of demand reduction strategies
			 that focus on the psychology of demand for commercial sex.</text></subsection><subsection id="id8EA620ED45AA446E9FA7B206142BA946"><enum>(b)</enum><header>Grant funding prioritization</header><text display-inline="yes-display-inline">Section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3751">42 U.S.C. 3751</external-xref>) is amended
			 by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id94B167FA46D94801AC02D27C34A0D3BD" style="OLC"><subsection id="idC468E76CD519465FBB28A374BD65396A"><enum>(h)</enum><header>Priority for grant funding</header><text display-inline="yes-display-inline">Beginning on October 1, 2016, in awarding grants under this section, the Attorney General shall
			 give priority to States
			 and units of local government that have adopted demand reduction
			 strategies
			 designed to combat minor sex
			 trafficking in the United States, in accordance with criteria established
			 by the Attorney General.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></title></legis-body>
