			<header>Short
			 title</header>
			<text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Core Opportunity Resources for Equity and Excellence Act of 2014</short-title></quote>.</text>

			<enum>2.</enum>
			<header>State and school
			 district accountability</header><subsection id="idDEBBE42AFB004298A97C7BFDEC488D07"><enum>(a)</enum><header>In general</header>
				<text display-inline="yes-display-inline">Title
			 I of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et
			 seq.) is amended—</text>
				<paragraph id="id5175E4EE4B0C4B43AC0AA8EB6BABFB53">
					<enum>(1)</enum>
					<text display-inline="yes-display-inline">in section 1111—</text>
					<subparagraph id="id878B6C786A1748D18A0B99BD65777E80">
						<enum>(A)</enum>
						<text display-inline="yes-display-inline">in subsection (b)—</text>
						<clause id="id532526D724CA46CD9299DB41E38D5890">
							<enum>(i)</enum>
							<text display-inline="yes-display-inline">in paragraph (1)—</text>
							<subclause id="idBAFC150334374B32935FC032C6A3368C">
								<enum>(I)</enum>
								<text display-inline="yes-display-inline">in subparagraph (A), by inserting
			 <quote>that lead to college and career readiness by high school graduation
			 and</quote> after <quote>challenging student academic achievement
			 standards</quote>; and</text>

								<enum>(II)</enum>
								<text>in subparagraph
			 (D)(i)—</text>

			 adding at the end the following:</text>

											<text>lead to college
				and career readiness by high school graduation;

								</item></subclause></clause><clause id="id8DCECFA8617940159B7233B1069EB7DB"><enum>(ii)</enum><text>in paragraph (2), by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idD2F74712CBBB40068A412D9297A4714C" style="OLC">
								<subparagraph id="id2DFB2856A4734E7E97EBAE03C1B669E6">
									<enum>(L)</enum>
									<header>State accountability in the provision of access to the core resources for learning</header>
									<clause id="id0467C8A699024DF0A183110D27E285DD">
										<enum>(i)</enum>
										<header>In
				general</header>
										<text display-inline="yes-display-inline">Each State plan shall
				demonstrate that the State has developed an accountability system
			 that ensures
				that the State’s public school system provides all students within
			 the State an
				education that enables the students to succeed from the earliest
			 grades, and
				graduate from high school ready for college, career, and
			 citizenship,
				through—</text>
										<subclause id="ID259ae5d479ff432ab7d53caf91b5665a">
											<enum>(I)</enum>
											<text>the provision of
				fair and equitable access to the core resources for learning;</text>
										</subclause><subclause id="id0ED3C3CFD942479C8FC277965D7D1BC5">
											<enum>(II)</enum>
											<text>the provision of
				educational services in local educational agencies that receive
			 funds under
				this part; and</text>
										</subclause><subclause id="ID3249ea2875ff4c2ba7674e9ca405d691">
											<enum>(III)</enum>
											<text>compliance with
				any final Federal or State court order in any matter concerning the
			 adequacy or
				equitableness of the State’s public school system.</text>
										</subclause></clause><clause id="idCDA9D3DD7EBD458B82B4D54EFED21C99">
										<enum>(ii)</enum>
										<header>Core resources
				for learning</header>
										<text>The core resources for learning are the resources and student supports necessary to provide all
			 students the opportunity to develop the knowledge and skills that lead to
			 college and career readiness by high school graduation.  Such resources
			 shall include the			       following:</text><subclause id="IDe1b6e8d4db494458be1558b5ed456eca">
											<enum>(I)</enum>
											<text>High-quality
				instructional teams, including licensed, cre­den­tialed, and
			 profession-ready teachers,
			 principals, school
				librarians, counselors, and education support personnel.</text>
										</subclause><subclause id="ID13b95ac3c9764a7f8531079ae138d498">
											<enum>(II)</enum>
											<text>Rigorous
				academic standards and curricula that lead to college and career
			 readiness by
				high school graduation, including the extent to which each local
			 educational
				agency provides access to such standards and curricula in a manner
			 that is
				accessible to all students, including students with disabilities
			 and English
				learners.</text>
										</subclause><subclause id="IDe6ce1b8aa1a84690b78d794e70840318">
											<enum>(III)</enum>
											<text>Equitable and
				in­struc­tion­al­ly appropriate class sizes.</text>
										</subclause><subclause id="ID3e4d3ea8862b4158bf67535832c76fa9">
											<enum>(IV)</enum>
											<text>Up-to-date
				instructional materials, technology, and supplies, including
			 textbooks,
				computers, mobile devices, and
			 access to
				broadband.</text>
										</subclause><subclause id="ID544ca4a737c64cab8e3a52a346d7dcec">
											<enum>(V)</enum>
											<text>Effective school
				library programs.</text>
										</subclause><subclause id="ID340d2be8e60e4878a43495b434122605">
											<enum>(VI)</enum>
											<text>School
				facilities and technology, including physically and environmentally
			 sound
				school buildings and well-equipped instructional spa­ces, including
			 laboratories
				and libraries.</text></subclause><subclause id="idfc9be7d68d404ca6a5365622a25ba3db"><enum>(VII)</enum><text>Specialized instruction support teams, including school counselors, school social workers, school
			 psychologists, school nurses, and other qualified professionals involved
			 in providing assessment,  diagnosis, counseling, educational, therapeutic,
			 and other necessary services (including related  services as that term is
			 defined in section 602 of the Individuals with Disabilities Education Act)
			  as part of a comprehensive program to meet student needs.</text></subclause><subclause id="id6688DE1F578D46EFBCC05D6B690CABA6"><enum>(VIII)</enum><text>Effective programs for family and community engagement in education.</text></subclause></clause><clause id="id0F3DF1FC4E1347FBA3BC42C7DBC1F4CF">
										<enum>(iii)</enum>
										<header>Reporting</header>
										<text>Each
				State desiring to receive a grant under this part shall annually
			 report to the
				Secretary how the State is meeting the requirements for providing
			 equitable
				access to the core resources for learning as required in
			 clause (i) and
				any areas of inequitable access, plans to address such inequities,
			 and progress
				toward eliminating such inequities.</text>
									</clause><clause id="id6A5F1A7656FD4EEB97BF9C77A64118D8">
										<enum>(iv)</enum>
										<header>Accountability
				and remediation</header>
										<text>A State that fails to make progress toward
				eliminating inequities in access to the core resources for learning
			 as required
				in clause (i) identified for 2 or more consecutive years
			 shall not be
				eligible to receive funds under any competitive grant program
			 authorized under
				this Act.</text>
									</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id5469bde0a11e426d9afda0a16db27f82"><enum>(B)</enum><text>in subsection (h)—</text><clause id="id019DE400B6164E158928B679055FDC17"><enum>(i)</enum><text>in paragraph (1)(C)(vii), by striking <quote>information on the performance of local
			 educational agencies in the State regarding making adequate yearly
			 progress,
			 including the number and names of each school identified for school
			 improvement
			 under section 1116</quote> and inserting <quote>information on the performance
			 of local educational agencies in the State in providing fair and equitable
			 access to the core resources for learning and the number and names of
			 each school and each agency identified for improvement under section 1116
			 or under the terms
			 of any waiver granted under section 9401</quote>;</text>
						</clause><clause id="id6A0968357B574BD7B5693A0016743DDE">
							<enum>(ii)</enum>
							<text>in
			 paragraph (2)(B)—</text><subclause id="id89faf0db08814c54b7d6f245da9b0884"><enum>(I)</enum><text>in clause (i)—</text><item id="idBC0F4B80DEAA4108ACAD51E8153E6CD9"><enum>(aa)</enum><text>in subclause (I), by striking <quote>and</quote> after the semicolon; and</text></item><item id="idF59488D1D418477C98199C98AD6D8BAE"><enum>(bb)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id7B34A479C4574E329E4AB24268430893" style="OLC"><subclause id="id4aea2dd9821d4432b7cec90b91829388"><enum>(III)</enum><text>information that shows how students served by the local educational agency are provided access to
			 the core resources for learning compared to students in the State as a
			 whole; and</text></subclause><after-quoted-block>;</after-quoted-block></quoted-block></item></subclause><subclause id="idf648c44faa3848b19fc5f670d4be45bd"><enum>(II)</enum><text>in clause (ii)—</text><item id="id00074D51F8724B08928B858009B043E2"><enum>(aa)</enum><text>in subclause (I), by striking <quote>and</quote> after the semicolon;</text></item><item id="idE8B334CEFEE04EBAB98CB347BBE9A932"><enum>(bb)</enum><text>in subclause (II), by striking the period at the end and inserting <quote>; and</quote>; and</text></item><item id="id32F61983B16B4A8085C71EF3885BF722"><enum>(cc)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idE0ED86019FA74DD781435CBC9489F32A" style="OLC"><subclause id="id08C5AC98664A4A84B368C7BEEF38779F"><enum>(III)</enum><text>information that shows how the school’s students are provided access to the core resources for
			 learning compared to students in the local educational agency and the
			 State as a whole.</text></subclause><after-quoted-block>;</after-quoted-block></quoted-block></item></subclause></clause><clause id="idA2E08584F59642D3BD7C7950A5833EC1">
							<enum>(iii)</enum>
							<text>in paragraph
			 (4)—</text><subclause id="id99A72EA95EF54C50B47E79EF0AE5ED02"><enum>(I)</enum><text>in subparagraph (F), by striking <quote>and</quote> after the semicolon;</text></subclause><subclause id="id1173785BC2654B3A90A862B9E7AE420D"><enum>(II)</enum><text>in subparagraph (G), by striking the period at the end and inserting <quote>; and</quote>; and</text></subclause><subclause id="id821E2DC922A04B679BC80FB70AD32355"><enum>(III)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idB159EDF4BDC246C8AF1B1703430F11EA" style="OLC">
									<subparagraph id="id02E73334EA804CA5BCEC0B57F32F86AE">
										<enum>(H)</enum>
										<text>the number and
				names of each local educational agency identified for improvement
			 under section 1116 or under the terms of any waiver granted under section
			 9401,	the reason each such agency was
			 so
				identified, and the measures taken to address the achievement
			 problems of each
				such
				agency.</text>
									</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subclause></clause></subparagraph></paragraph><paragraph id="idA216C476906D4E0A8A0CC629A7952908"><enum>(2)</enum><text>in section 1116(c), by striking paragraph (3) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id42E61A2761FA4E339F5CBB12AE5F5DDD" style="OLC"><paragraph id="id77D75FF5672143B9A87014DED8A25BD9"><enum>(3)</enum><header>Identification of local educational agency for improvement</header><subparagraph commented="no" id="idD2CC0F1273BA4A9997E22A006E1C187F"><enum>(A)</enum><header>In general</header><text>A State shall identify for improvement—</text><clause commented="no" id="id34A11592EEA04BBE8452000B50952E8F"><enum>(i)</enum><text>any local educational agency that, for 2 consecutive years,
			 including the period immediately prior to the date of enactment of the No
			 Child Left Behind Act of 2001, failed to make adequate yearly progress as
			 defined in the State's plan under section 1111(b)(2); or</text></clause><clause commented="no" id="id6946E7FF52DB4295AE455D4981325162"><enum>(ii)</enum><text>any local educational identified under the terms of a waiver granted under section 9401.</text></clause></subparagraph><subparagraph id="id3D4735954F5445BCA0C03E3495E1F82D">
								<enum>(B)</enum>
								<header>Intervention in local educational agencies identified for improvement</header><text>With
				respect to each local educational agency identified for
			 improvement by a State under this section or under the terms of any waiver
			 granted under section 9401,  the State—</text><clause id="idE2F1A97C141040108C99AA65EF45D6F5">
									<enum>(i)</enum>
									<text>shall identify
				any inequities in access to the core resources for learning in the
			 schools
				served by the agency; and</text>
								</clause><clause id="id3DD95E9EA76544DF9EF890D1DD98009B">
									<enum>(ii)</enum>
									<text>in partnership
				with such agency, shall develop and implement a plan to address
			 identified
				inequities in access to the core resources for learning.</text>
								</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id107EEBD827444134918F84003F707B73"><enum>(b)</enum><header>Restrictions on waivers</header><text>Section 9401(c) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7861">20 U.S.C. 7861(c)</external-xref>) is
			 amended—</text><paragraph id="id55C2F03D4C52447ABD52E773813F0B20"><enum>(1)</enum><text>in paragraph (9)(C), by striking <quote>or</quote> after the semicolon;</text></paragraph><paragraph id="idADB306F1910D48D4826E848C288851EE"><enum>(2)</enum><text>in paragraph (10), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="id63C4D83B510C4B05AD61436A275A848B"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idAEA7AF049D8445EBAAAF8F6F0915FD46" style="OLC"><paragraph id="idB47DD586422546F7B7117B5512C76BB7"><enum>(11)</enum><text>accountability for the provision of the core resources for learning.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
