			 injury and to trauma research.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="idE3C5EA9E11C24FC4B71CD379044EFFB9" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Traumatic Brain Injury Reauthorization Act of 2014</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idc52039d5-49dc-4999-8040-ee64810e4df4" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">CDC programs for
			 prevention and surveillance of traumatic brain injury</header><subsection commented="no" display-inline="no-display-inline" id="id6dc0eb4f-31c7-416b-908f-ce3253db0561"><enum>(a)</enum><header display-inline="yes-display-inline">Prevention of traumatic brain injury</header><text display-inline="yes-display-inline">Section 393B(b)(3) of the Public Health Service Act (42 U.S.C. 280b–1c(b)(3)) is amended by
			 striking <quote>2010, commonly referred to as Healthy People 2010</quote> and inserting <quote>2020, commonly referred to as Healthy People 2020</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idE93DF35A5D78497794FB171C0E63FAD2"><enum>(b)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">Section 394A of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280b-3">42 U.S.C. 280b–3</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id225ea192-491c-4d85-9997-324ab2a67229"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the
			 section heading and all that follows through <quote>For the purpose</quote> and
			 inserting the following:</text><quoted-block display-inline="no-display-inline" id="idefa25eeb-eafc-4850-b42f-55e8fac0e226" style="OLC"><section commented="no" display-inline="no-display-inline" id="id6b5cadb5-2c9a-43c7-be06-cfe86b32fbd5" section-type="subsequent-section"><enum>394A.</enum><header display-inline="yes-display-inline">Authorization

				injury</header><text display-inline="yes-display-inline">To carry out sections
				393B and 393C, there are authorized to be appropriated $6,564,000
			 for each of fiscal years 2015 through
				2019.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id9903cee3-8b6a-4bf8-882b-d0bdc1a1741b" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">State grants for
			 projects regarding traumatic brain injury</header><text display-inline="no-display-inline">Section 1252 of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-52">42 U.S.C. 300d–52</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id08E1A6EAA0EB41069CA9F365616E40CE"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>, acting through the Administrator of the Health Resources and Services Administration,</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4421AF761CA1421AABB9F335FB2A8683"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraphs (1)(A)(i) and (3)(E) of subsection (f), by striking <quote>brain injury</quote> and inserting <quote>traumatic brain injury</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id52AD92AC50EF4B0B8B693EACF65B3E5D"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (h), by striking <quote>under this section, and section 1253 including</quote> and inserting <quote>under this section and section 1253, including</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1699461022394942A4D3237F9FE17C9C"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (j), by striking <quote>such sums as may be necessary for each of the fiscal years 2001 through 2005, and such sums as may
			 be necessary for each of the fiscal years 2009 through 2012</quote> and inserting <quote>$5,500,000 for each of the fiscal years 2015 through 2019</quote>.</text></paragraph></section><section commented="no" display-inline="no-display-inline" id="id030c773a-a250-413e-8c7d-62e1cf65274c" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">State grants for
			 protection and advocacy services</header><text display-inline="no-display-inline">Section 1253 of the Public Health Service
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300d-53">42 U.S.C. 300d–53</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id2a2754f3-af84-4e59-b5fb-5d59c8cc73ab"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>, acting through the Administrator of the Health Resources and Services Administration (referred to
			 in this section as the <quote>Administrator</quote>),</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id64A9E34005E14BAEAE5897F5B387ABCF"><enum>(2)</enum><text display-inline="yes-display-inline">in subsections (c), (d)(1), (e)(1), (e)(4), (g), (h), and (j)(1), by striking <quote>Administrator</quote> each place it appears and inserting <quote>Secretary</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id83405BC5DD33453D9B389C1BA175D9EF"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (h)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id39AD44CC46F24A058289B736F925DEFB"><enum>(A)</enum><text display-inline="yes-display-inline">by striking the subsection heading and inserting <quote><header-in-text level="section" style="OLC">Reporting</header-in-text></quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3687958291C145A3810F11FBC3570C69"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>Each protection and advocacy system</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idF5DE96D9E59B46ABAF76F824BFFCB35C" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="idCDE567482ED4429E8F1CDA85A1B42D43"><enum>(1)</enum><header display-inline="yes-display-inline">Reports by systems</header><text display-inline="yes-display-inline">Each protection and advocacy system</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA15D7C1579E841AFABB08A8FC462DAB5"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id02F4229DEF6A4DAC91F6F3D5EF7E062A" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id8566F76557D04D1EAC1121A6B663E66C"><enum>(2)</enum><header display-inline="yes-display-inline">Report by Secretary</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Traumatic Brain Injury Reauthorization Act of 2014</short-title>, the Secretary shall prepare and submit to the appropriate committees of Congress a report
			 describing the services and activities carried out under this section
			 during the period for which the report is being prepared.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE59E68A4074644FE91A72F66BF15C3B1"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (i), by striking <quote>The Administrator of the Health Resources</quote> and all that follows through <quote>regarding</quote> and inserting <quote>The Secretary shall facilitate agreements to coordinate the collection of data by agencies within
			 the Department of Health and Human Services regarding</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4AFF23D699874AE98D9849DC310991AA"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (k), by striking <quote>subtitle C of the Developmental Disabilities Assistance and Bill of Rights Act of 2000</quote> and inserting <quote>subtitle C of title I of the Developmental Disabilities Assistance and Bill of Rights Act of 2000
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/15041">42 U.S.C. 15041 et seq.</external-xref>)</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id06E86EC4239B4627B3093F5A0D009CE6"><enum>(6)</enum><text display-inline="yes-display-inline">in subsection (l),
			 by striking <quote>$5,000,000 for fiscal year 2001, and such sums as may be necessary for each the fiscal years 2009
			 through 2012</quote> and inserting <quote>$3,100,000 for each of the fiscal years 2015 through 2019</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc496a7d3-68bd-4e08-a5e3-c488e4a67f37"><enum>(7)</enum><text display-inline="yes-display-inline">in subsection (m)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9146B4C30BD34678A41F451B883FA048"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking	<quote>part C of the Developmental Disabilities Assistance Bill of Rights Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6042">42 U.S.C. 6042 et seq.</external-xref>)</quote> and inserting <quote>subtitle C of title I of the Developmental Disabilities Assistance and Bill of Rights Act of 2000
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/15041">42 U.S.C. 15041 et seq.</external-xref>)</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBA17D001B93F45989DFEDF931708A318"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>part C of the Developmental Disabilities Assistance and Bill of Rights Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6042">42 U.S.C. 6042 et seq.</external-xref>)</quote> and inserting <quote>subtitle C of title I of the Developmental Disabilities Assistance and Bill of Rights Act of 2000
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/15041">42 U.S.C. 15041 et seq.</external-xref>)</quote>.</text></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="ideb28dda2-1633-4ea4-b225-a147a1b74fe5" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Traumatic Brain Injury Coordination Plan</header><subsection commented="no" display-inline="no-display-inline" id="id374c3924-0b1e-4760-bee1-e84d2e5e8fe0"><enum>(a)</enum><header display-inline="yes-display-inline">Development of plan</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary of Health and Human
			 Services shall develop a plan for improved coordination of Federal
			 activities with respect
			 to traumatic brain injury.  Such plan shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idcd9bcb29-8925-4241-88d2-a3c56aa872d8"><enum>(1)</enum><text display-inline="yes-display-inline">review existing interagency coordination efforts with respect to Federal activities related to
			 traumatic brain injury, including services for individuals with traumatic
			 brain injury;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id37e0dade-fb52-4899-8c9f-f2c7a0aa80fd"><enum>(2)</enum><text display-inline="yes-display-inline">identify areas for improved coordination between relevant Federal agencies and programs, including
			 agencies and programs with a focus on serving individuals with
			 disabilities;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id03C2177433234F4190C7921984F8A920"><enum>(3)</enum><text display-inline="yes-display-inline">identify each recommendation in the report required by section 393C(b) of the Public Health
			 Service Act (42 U.S.C. 280b–1d(b)) that has been adopted and each such
			 recommendation that has not been adopted, and describe any planned
			 activities to address each such recommendation that has not been adopted;
			 and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id63396dce-87fd-4459-8084-0adf53863785"><enum>(4)</enum><text display-inline="yes-display-inline">incorporate, as appropriate, stakeholder feedback, including feedback from individuals with
			 traumatic brain injury and their caregivers.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id76f6c239-4bbf-4241-ae1d-18f250a0aefa"><enum>(b)</enum><header display-inline="yes-display-inline">Submission to Congress</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall submit the plan developed under subsection (a) to
			 the Committee on Health,
			 Education, Labor, and Pensions of the Senate  and the Committee on Energy
			 and Commerce of the House of Representatives.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id96c671cb-e33b-4562-bd2b-7cf1bc90899a" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Review of brain injury management in children</header><text display-inline="no-display-inline">The Director of the Centers for Disease Control and Prevention, in consultation with the Director
			 of the National Institutes of Health, shall conduct a review of the
			 scientific evidence related to brain injury management in children, such
			 as the restriction or prohibition of children from attending school or 
			 participating in
			 athletic activities following a head injury, and
			 identify ongoing and potential further opportunities for research. Not
			 later than 2 years after the date of enactment of this Act, the Director
			 of the Centers for
			 Disease Control and Prevention shall submit to the Committee on Health,
			 Education, Labor, and Pensions of the Senate  and the Committee on Energy
			 and Commerce of the House of Representatives the
