		<official-title>To expedite applications to export natural gas, to require the public disclosure of liquefied
			 natural gas export destinations, and for other purposes.</official-title>

	<legis-body><section id="idA2DC5C46E13A4A1082D29B1D181CE225" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Natural Gas Export Promotion Act of 2014</short-title></quote>.</text></section><section id="id5866833CEC5E4B078BA4941F9B4DFB2D"><enum>2.</enum><header>Applications to export natural gas</header>
			<subsection id="idDE2A086EC2434FF998A60F3A9DBC9A43">
				<enum>(a)</enum>
				<header>In general</header><text>The Secretary of Energy (referred to in this section as the <quote>Secretary</quote>) shall issue a final decision on any application for authorization to export natural gas under
			 section 3 of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717b">15 U.S.C. 717b</external-xref>) that is pending on or
			 filed on or after the
			 date of enactment of this Act not later than 45 days after conclusion of
			 the review required by the National Environmental Policy Act of 1969 (42
			 U.S.C. 4321 et seq.).</text></subsection><subsection id="H04604FD963CC4029B481AB513BF0CA1C">
				<enum>(b)</enum>
				<header>Judicial review</header><paragraph id="idE51D808162364166B3C70345C8AF9CCB"><enum>(1)</enum><header>In general</header><text>Except for review in the Supreme Court, the United States Court of Appeals for the circuit in which
			 the export facility will be located
			 pursuant to an application described in subsection (a) shall have original
			 and exclusive jurisdiction over any civil action for the review of—</text>
					<subparagraph id="H4127656D5D4C45A3B66700B2C1C52049"><enum>(A)</enum><text>an order issued by the Secretary with respect to the application; or</text>
					</subparagraph><subparagraph id="H9CBEA345D42B4DE69E2B22941536076B"><enum>(B)</enum><text>the failure of the Secretary to issue a decision on the application.</text></subparagraph></paragraph><paragraph id="HF78A3964DD3A4C0594B2D7EFB2145C6C">
					<enum>(2)</enum>
					<header>Order</header>
					<text>If the Court in a civil action described in paragraph (1) finds that the Secretary  has
			 failed to issue a decision on the application as required under subsection
			 (a), the Court shall order the Secretary to issue the decision
			 not later than 30 days after the order of the Court.</text></paragraph><paragraph id="H8618A8F5F2274E948629035E5A9E0DC3"><enum>(3)</enum><header>Expedited consideration</header><text>The Court shall—</text><subparagraph id="id7016EE7C1CD240B6909D35F81858FE17"><enum>(A)</enum><text>set any civil action brought under this subsection for expedited consideration; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC0DB494660F642E6A60DE194960D8C4C"><enum>(B)</enum><text>set the matter on the docket as soon as practicable after the filing
			 date of the initial pleading.</text></subparagraph></paragraph></subsection></section><section id="id44320dc490c54893b6752c7dffee61af">
			<enum>3.</enum>
			<header>Public disclosure of export destinations</header>
			<text display-inline="no-display-inline">Section 3 of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717b">15 U.S.C. 717b</external-xref>) is amended by adding at the end the following:</text>

				<subsection id="idc445a4add3f04309a683b58f4fd879f7">
					<enum>(g)</enum>
					<header>Public disclosure of liquefied natural gas export destinations</header>
					<paragraph id="id595570EE040F437EA3ECD4B78BF34FB3">
						<enum>(1)</enum>
						<header>In general</header>
						<text>In the case of any authorization to export liquefied natural gas, the Secretary of Energy shall
			 require the applicant to report to the Secretary of Energy the names of
			 the one or more countries of destination to which the exported liquefied
			 natural gas is delivered.</text>
					</paragraph><paragraph id="idBCA4DD7B20B74618B9183466FFF12BA8">
						<enum>(2)</enum>
						<header>Timing</header>
						<text>The applicant shall file the report required under paragraph (1) not later than—</text>
						<subparagraph id="id192A04A4F3074B68B8D4CAA8AA6C5A52">
							<enum>(A)</enum>
							<text>in the case of the first export, the last  day of the month following the month of the first
			 export; and</text>
						</subparagraph><subparagraph id="id8A99DE42B8B04B6F9D79E2D103145D06">
							<enum>(B)</enum>
							<text>in the case of subsequent exports, the date that is 30 days after the last day of the applicable
			 month concerning the activity of the previous month.</text>
						</subparagraph></paragraph><paragraph id="idE51C0DD0C1774551AA876E6B8FEF2523">
						<enum>(3)</enum>
						<header>Disclosure</header>
						<text>The Secretary of Energy shall publish the information reported under this subsection on the website
			 of the Department of Energy and otherwise make the information available
			 to the public.</text>
