			 business concerns owned and controlled by women, and for other purposes.</official-title>

	<legis-body><section id="id129C7312622A45AEBC7A63CA6DD1E9D9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Women’s Small Business Procurement Parity Act</short-title></quote>.</text></section><section id="id1B80735C26054781803563CE7F5CAEA7"><enum>2.</enum><header>Sole source contracts for certain small business concerns owned and controlled by women</header><subsection id="H61AAF5A0B3A8473C818B5ADCE5CD81E0">
				<enum>(a)</enum>
				<header>In general</header>
				<text display-inline="yes-display-inline">Section 8(m) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(m)</external-xref>) is amended—</text><paragraph id="id2248B95778EF48208695DE4FF5E73203"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2)(C), by striking <quote>paragraph (3)</quote> and inserting <quote>paragraph (4)</quote>;</text></paragraph><paragraph id="idF1BB63CD3F1E480585B7A4C16D403D72"><enum>(2)</enum><text>in paragraph (5), by striking <quote>(2)(F)</quote> each place it appears and inserting <quote>(2)(E)</quote>; and</text></paragraph><paragraph id="id22C6B6C16AF64FEAB061D63E40D788BA"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at
			 the end the following:</text>

						<paragraph id="H9A6C95BFB3254027B2563EE48A318738">
							<enum>(7)</enum>
							<header>Authority for sole source contracts for economically disadvantaged small business concerns owned
			 and controlled by women in underrepresented industries</header>
							<text display-inline="yes-display-inline">A contracting officer may award a sole source contract under this subsection to a small business
			 concern owned and controlled by women that meets the requirements under
			 paragraph (2)(A) if—</text>
							<subparagraph id="H569E5E9D1DA041E395FDEBAA784BF9DF">
								<enum>(A)</enum>
								<text display-inline="yes-display-inline">the small business concern owned and controlled by women is in an industry in which small business
			 concerns
			 owned and controlled by women are underrepresented, as
			 determined by the Administrator;</text></subparagraph><subparagraph id="idDB4B8A775FA64BCB904E2416A588787A"><enum>(B)</enum><text display-inline="yes-display-inline">the contracting officer determines that the small business concern owned and controlled by women is
			 a responsible contractor with respect to performance of the
			 contract opportunity;</text>
							</subparagraph><subparagraph id="H6CF831E9B78B415E93FF1758912751E2">
								<enum>(C)</enum>
								<text>the anticipated award price of the contract, including options, is not more than—</text>
								<clause id="HDD77CD4813224AE6BC129ADA03DADB76">
									<enum>(i)</enum>
									<text>$6,500,000, in the case of a contract opportunity assigned a North American Industry Classification
			 System code for
			 manufacturing; or</text>
								</clause><clause id="H8820CC7F0ED0430391F60A1E61571FB2">
									<enum>(ii)</enum>
									<text>$4,000,000, in the case of any other contract opportunity; and</text>
								</clause></subparagraph><subparagraph id="HD261ABB5901B41CAB47712D10D897A42">
								<enum>(D)</enum>
								<text>in the estimation of the contracting officer, the contract award can be made at a fair and
			 reasonable price.</text>
							</subparagraph></paragraph><paragraph id="HF129095D813543B7869D958A63F998F0">
							<enum>(8)</enum>
							<header>Authority for sole source contracts for small business concerns owned and controlled by women in
			 substantially underrepresented industries</header>
							<text display-inline="yes-display-inline">A contracting officer may award a sole source contract under this subsection to a small business
			 concern owned and controlled by women that meets the requirements under
			 paragraph (2)(E) if—</text>
							<subparagraph id="idE1899D8AAB904AD6B37A1EE07E730C44">
								<enum>(A)</enum>
								<text>the small business concern owned and controlled by women is in an industry in which small business
			 concerns
			 owned and controlled by women are substantially underrepresented, as
			 determined by the Administrator;</text>
							</subparagraph><subparagraph id="HCDF1068F71A649239A58C8E2C2345168">
								<enum>(B)</enum>
								<text display-inline="yes-display-inline">the contracting officer determines that the small business concern owned and controlled by women is
			 a responsible contractor with respect to performance of the
			 contract opportunity;</text>
							</subparagraph><subparagraph id="H1F6C99F3B8C1403195F1CF81563281A0">
								<enum>(C)</enum>
								<text>the anticipated award price of the contract, including options, is not more than—</text>
								<clause id="HEB5F2846984A4A74B0E43CA419372EE5">
									<enum>(i)</enum>
									<text>$6,500,000, in the case of a contract opportunity assigned a North American Industry Classification
			 System code for
			 manufacturing; or</text>
								</clause><clause id="H14AE53B9EFCB41B084F9839002BBCA26">
									<enum>(ii)</enum>
									<text>$4,000,000, in the case of any other contract opportunity; and</text>
								</clause></subparagraph><subparagraph id="H34561DC5EDC1448E8DB59AEF1898DB9E">
								<enum>(D)</enum>
								<text>in the estimation of the contracting officer, the contract award can be made at a fair and
			 reasonable price.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H326A967A039F424F9F4BA44258E5BA7A">
				<enum>(b)</enum>
				<header>Reporting on goals for sole source contracts for small business concerns owned and controlled by
			 women</header>
				<text>Section 15(h)(2)(E)(viii) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644(h)(2)(E)(viii)</external-xref>) is amended—</text>
				<paragraph id="H62F8F825784B471E98060426ADB1D2BC">
					<enum>(1)</enum>
					<text>in subclause (IV), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H1FE154F6525740548B63A26AAFB66E50">
					<enum>(2)</enum>
					<text>by redesignating subclause (V) as subclause (VIII); and</text>
				</paragraph><paragraph id="H5C02167599B04DF29F915B4E993AA216">
					<enum>(3)</enum>
					<text>by inserting after subclause (IV) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H3D2B66C60F1C47348F83065B79C39113" style="OLC">
						<subclause id="HE3A80B2D24A1466680A45DB12180D83B">
							<enum>(V)</enum>
							<text display-inline="yes-display-inline">through sole source contracts awarded under section 8(m)(7);</text>
						</subclause><subclause id="HEF4468B929B849EBAF591285A68D6608">
							<enum>(VI)</enum>
							<text>through sole source contracts awarded under section 8(m)(8);</text>
						</subclause><subclause id="HFE73E096FFBC42ADB8A1AF7BC76BA978">
							<enum>(VII)</enum>
							<text>by industry for contracts described in subclause (III), (IV), (V), or (VI); and</text>
						</subclause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H5F8C1349FECF40FF9BD46F53CF6BA89D">
				<enum>(c)</enum>
				<header>Deadline for report on underrepresented industries accelerated</header>
				<text display-inline="yes-display-inline">Section 29(o)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(o)(2)</external-xref>) is amended—</text>
				<paragraph id="idF6D46075459D4932B776700196FDFFD6">
					<enum>(1)</enum>
					<text display-inline="yes-display-inline">by striking <quote>5 years after the date of enactment of this subsection</quote> and inserting <quote>January 2, 2015</quote>; and</text>
				</paragraph><paragraph id="id3876422EFB2D451497EA5C6B71CA8434">
					<enum>(2)</enum>
					<text>by striking <quote>5-year period</quote> and inserting <quote>2-year or 5-year period, as applicable,</quote>.</text>
