			 other purposes.</official-title></form><legis-body id="H9C22B6F45E2C465D9641D6C9C0F60EAD" style="OLC"><section changed="deleted" commented="no" committee-id="SSHR00" display-inline="no-display-inline" id="H3E00B7F3A70944A093C9588C1CFFCA0E" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Autism Collaboration, Accountability, Research, Education, and Support Act of 2014</short-title></quote> or the <quote><short-title>Autism CARES Act of 2014</short-title></quote>.</text></section><section changed="deleted" committee-id="SSHR00" id="H3DA026BC4CD04014935A5B47CDAE3E1D" reported-display-style="strikethrough"><enum>2.</enum><header>National Autism Spectrum Disorder Initiative</header><subsection id="HF99643F51E6E44249C6F6EEABB72BE82"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall designate an existing official within the
			 Department of Health and Human Services to oversee, in consultation with
			 the Secretaries of Defense and Education, national autism spectrum
			 disorder research, services, and support activities.</text></subsection><subsection id="H546FF15B5BE5436B9C2829D988E235B1"><enum>(b)</enum><header>Duties</header><text>The official designated under subsection (a) shall—</text><paragraph id="H3C5082F728C74F63A0B67B0AC7A4DE4C"><enum>(1)</enum><text>implement autism spectrum disorder activities, taking into account the strategic plan developed by
			 the Interagency Autism Coordinating Committee under section 399CC(b) of
			 the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2(b)</external-xref>); and</text></paragraph><paragraph id="H1C20D6DB1FAA4B0ABCFFA626C73C92CD"><enum>(2)</enum><text>ensure that autism spectrum disorder activities of the Department of Health and Human Services and
			 of other Federal departments and agencies are not unnecessarily
			 duplicative.</text></paragraph></subsection></section><section changed="deleted" committee-id="SSHR00" id="H1E510AEEBC2248018AF1EFC880F79BFA" reported-display-style="strikethrough"><enum>3.</enum><header>Research program</header><text display-inline="no-display-inline">Section 399AA of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i">42 U.S.C. 280i</external-xref>) is amended—</text><paragraph id="H4D9ED660CCA64A2FBCCCB780B5017C35"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>for children and adults</quote> after <quote>reporting of State epidemiological data</quote>;</text></paragraph><paragraph id="H2EDFBC02C9F544C4AA303837D7D181C6"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1)—</text><subparagraph id="H95C510B4E45A488CA216C9CB3367E960"><enum>(A)</enum><text>by striking <quote>establishment of regional centers of excellence</quote> and inserting <quote>establishment or support of regional centers of excellence</quote>; and</text></subparagraph><subparagraph id="H2EAAFC869A194B5AB9DC3F7F6A16E295"><enum>(B)</enum><text>by inserting <quote>for children and adults</quote> before the period at the end;</text></subparagraph></paragraph><paragraph id="H42A2821638614C29B382B45402D0C3CC"><enum>(3)</enum><text>in subsection (b)(2), by striking <quote>center to be established</quote> and inserting <quote>center to be established or supported</quote>; and</text></paragraph><paragraph id="H061184D64C144499AC196BDBA2B55126"><enum>(4)</enum><text>in subsection (e), by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text></paragraph></section><section changed="deleted" committee-id="SSHR00" id="H777F2B1F5E4E442FA82F195FDB556A39" reported-display-style="strikethrough"><enum>4.</enum><header>Autism intervention</header><text display-inline="no-display-inline">Section 399BB of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-1">42 U.S.C. 280i–1</external-xref>) is amended—</text><paragraph commented="no" id="HE88DDAB9CBD84615BF885CB7A6DFBB59"><enum>(1)</enum><text>in subsection (b)(1), by inserting <quote>culturally competent</quote> after <quote>provide</quote>;</text></paragraph><paragraph id="H995C3AC2CD2647CDBF228B0DD7790AD8"><enum>(2)</enum><text>in subsection (c)(2)(A)(ii), by inserting <quote>(which may include respite care for caregivers of individuals with an autism spectrum disorder)</quote> after <quote>services and supports</quote>;</text></paragraph><paragraph commented="no" id="H48972B3130FC4A5B93AC82A90CA5C3B8"><enum>(3)</enum><text>in subsection (e)(1)(B)(v), by inserting before the semicolon the following: <quote>, which may include collaborating with research centers or networks to provide training for
			 providers of respite care (as defined in section 2901)</quote>;</text></paragraph><paragraph id="H5224D6D8C4F845929A245AFF85176682"><enum>(4)</enum><text>in subsection (f), by striking <quote>grants or contracts</quote> and all that follows through <quote>for individual with</quote> and inserting <quote>grants or contracts, which may include grants or contracts to research centers or networks, to
			 determine the
			 evidence-based practices for interventions to improve the physical and
			 behavioral health of individuals with</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H758ED723AD194A85A19149ACB25A7593"><enum>(5)</enum><text>in subsection (g), by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text></paragraph></section><section changed="deleted" commented="no" committee-id="SSHR00" display-inline="no-display-inline" id="H02E14A15CC1C4CE3B4833787F5D48FED" reported-display-style="strikethrough"><enum>5.</enum><header>Interagency Autism Coordinating Committee</header><text display-inline="no-display-inline">Section 399CC of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2</external-xref>) is amended—</text><paragraph id="H8FE002843E6D4A15BC7E85889290F2EC"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="HF9A9F7BEA0D6419080E6D1C738E7785D"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HC922C98210514AAD87D23E2F2FBA689C"><enum>(i)</enum><text>by striking <quote>and annually update</quote>; and</text></clause><clause id="H094AE87465A34590A98BC05C64A4C6BC"><enum>(ii)</enum><text>by striking <quote>intervention</quote> and inserting <quote>interventions, including school and community-based interventions</quote>;</text></clause></subparagraph><subparagraph id="HBD436ECC0FAD46E4AA20F9180413B4C0"><enum>(B)</enum><text>by striking paragraph (2);</text></subparagraph><subparagraph id="H9D7D6E60410C4177805204CB5757032D"><enum>(C)</enum><text>by redesignating paragraph (1) as paragraph (2), and inserting before such redesignated paragraph
			 the following:</text><quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="HE8CBE2D91E2A4A4C93339E21E72F9042" reported-display-style="strikethrough" style="OLC"><paragraph id="H79567D69BAAF49B5960380F453F55280"><enum>(1)</enum><text>monitor autism spectrum disorder research, and to the extent practicable services and support
			 activities, across all Federal
			 departments and agencies, including coordination of Federal activities
			 with respect to autism spectrum disorder;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H8E3AE4C5BED04D8D8F919A6B910667BC"><enum>(D)</enum><text>in paragraph (3), by striking <quote>recommendations to the Director of NIH</quote>;</text></subparagraph><subparagraph id="HF5B2823E449C427B8983406147DFE7DD"><enum>(E)</enum><text>in paragraph (4), by inserting before the semicolon the following: <quote>, and the process by which public feedback can be better integrated into such decisions</quote>; and</text></subparagraph><subparagraph id="HD36E8C3891834822A5CE40630219D2EA"><enum>(F)</enum><text>by striking paragraphs (5) and (6) and inserting the following:</text><quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H8AF5BB6047EF4883A9F50BEBED689178" reported-display-style="strikethrough" style="OLC"><paragraph id="H0FAB332EEFC34EEAA3BDF8107A889CCF"><enum>(5)</enum><text>develop a strategic plan for the conduct of, and support for, autism spectrum disorder research and
			 services and supports for individuals with an autism spectrum disorder and
			 the families of such individuals, which shall include—</text><subparagraph id="H232175BD7049417998A49C3E67C9B318"><enum>(A)</enum><text>proposed budgetary requirements; and</text></subparagraph><subparagraph id="H77849F31668C48859828C1EA2608D99B"><enum>(B)</enum><text>recommendations to ensure that autism spectrum disorder research, services, and support activities
			 of the Department of Health and Human Services and of other Federal
			 departments and agencies are not unnecessarily duplicative; and</text></subparagraph></paragraph><paragraph id="H222217A54C8C469CB54ABF1303A7DA05"><enum>(6)</enum><text>submit to Congress and the President—</text><subparagraph id="HF975164CA94D4305B766E6FB23C73231"><enum>(A)</enum><text>an annual update on the summary of advances described in paragraph (2); and</text></subparagraph><subparagraph id="HEDA9BF70859B47858B3604B619FEF825"><enum>(B)</enum><text>an annual update to the strategic plan described in paragraph (5), including any progress made in
			 achieving the goals outlined in such strategic plan.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H1DA68B96BB8D49E0A2754247823402F7"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph id="H88DE35ED31B2416A95909A3A7F1AF9FC"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="HEBBDE8BA26D34643BB2E9FD36D55A65B"><enum>(i)</enum><text>by striking the paragraph heading and matter preceding subparagraph (A) and inserting the
			 following:</text><quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H1168AA0B971A4A37A1F520D978D4C7E3" reported-display-style="strikethrough" style="OLC"><paragraph id="H9AB120BA72EF46209401698A332CEBF7"><enum>(1)</enum><header>Federal membership</header><text>The Committee shall be composed of the following Federal members—</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></clause><clause id="H0B3FCD2378CA4CDD809D114191489059"><enum>(ii)</enum><text>in subparagraph (C)—</text><subclause id="HA61DE964781C41FAB3C5EDB5AABAAD23"><enum>(I)</enum><text>by inserting <quote>, such as the Administration for Community Living, Administration for Children and Families, the
			 Centers for Medicare &amp; Medicaid Services, the Food and Drug Administration, and the Health Resources and Services
			 Administration</quote> before the semicolon at the end; and</text></subclause><subclause id="H8ACCD4DB58E242B89164096E8491DE43"><enum>(II)</enum><text>by adding at the end <quote>and</quote>;</text></subclause></clause><clause id="HCA9116952B87467492EF68F1FF0C26BF"><enum>(iii)</enum><text>in subparagraph (D)—</text><subclause id="HBE909A5EB0A54ADF88B486372694527B"><enum>(I)</enum><text>by inserting <quote>and the Department of Defense</quote> after <quote>Department of Education</quote>; and</text></subclause><subclause id="H2A84D6BDF8C5432A895365B698D487B1"><enum>(II)</enum><text>by striking at the end <quote>; and</quote> and inserting a period; and</text></subclause></clause><clause id="H3A2A62310B4340F788798FF188D20510"><enum>(iv)</enum><text>by striking subparagraph (E);</text></clause></subparagraph><subparagraph id="H020F257D51A343C0AA5368D648D88163"><enum>(B)</enum><text>in paragraph (2)—</text><clause id="H8EC569B0F0E64E92BD48D748EB123060"><enum>(i)</enum><text>in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="OLC">Additional</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Non-Federal</header-in-text></quote>;</text></clause><clause id="HFA4DCE2F695E4502884B3E9378E32458"><enum>(ii)</enum><text>in the matter preceding subparagraph (A), by striking <quote>Not fewer than 6 members of the Committee, or <fraction>1/3</fraction> of the total membership of the Committee,
			 whichever is greater</quote> and inserting <quote>Not more than <fraction>1/2</fraction>, but not fewer than <fraction>1/3</fraction>, of the total membership of the Committee</quote>;</text></clause><clause id="H4D3DD5F13B03486B8FFC221735DA8D22"><enum>(iii)</enum><text>in subparagraph (A), by striking <quote>one such member shall be an individual</quote> and inserting <quote>two such members shall be individuals</quote>;</text></clause><clause id="HF450DF20F2A04F4BB91B43439BD85D07"><enum>(iv)</enum><text>in subparagraph (B), by striking <quote>one such member shall be a parent or legal guardian</quote> and inserting <quote>two such members shall be parents or legal guardians</quote>; and</text></clause><clause id="H171790BB7B6E4F799D7A4AE0450C47D0"><enum>(v)</enum><text>in subparagraph (C), by striking <quote>one such member shall be a representative</quote> and inserting <quote>two such members shall be representatives</quote>; and</text></clause></subparagraph><subparagraph id="H500481D02827432AB5864CA38D2DFA3F"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block changed="deleted" committee-id="SSHR00" display-inline="no-display-inline" id="H5557EB9AA89A4B5AA7FD47A85125C154" reported-display-style="strikethrough" style="OLC"><paragraph id="HBAF70732FC374E24A75FE8C6D7E5028C"><enum>(3)</enum><header>Period of appointment; vacancies</header><subparagraph commented="no" display-inline="no-display-inline" id="H2B3E11E5CFF748C19B4E99E95203220D"><enum>(A)</enum><header display-inline="yes-display-inline">Period of appointment for non-Federal members</header><text display-inline="yes-display-inline">Non-Federal members shall serve for a term of 4 years, and may be reappointed for one or more
			 additional 4-year term.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD8BC199FE5454A0D92B9CF8D2E5FA1EF"><enum>(B)</enum><header>Vacancies</header><text>A vacancy on the Committee shall be filled in the manner in which the original appointment was made
			 and shall not affect the powers or duties of the Committee. Any member
			 appointed to fill a vacancy for an unexpired term shall be appointed for
			 the remainder of such term. A member may serve after the expiration of the
			 member's term until a successor has been appointed.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H4C80B1B05CFA4795B8347C39BC359B31"><enum>(3)</enum><text>in subsection (d)—</text><subparagraph id="H7DC8980655834E68B35BC71A029CB6E9"><enum>(A)</enum><text>by striking paragraph (2); and</text></subparagraph><subparagraph id="H791B89AAAA324A7BB6506A89E1268F41"><enum>(B)</enum><text>by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively; and</text></subparagraph></paragraph><paragraph id="H0EA517FFAE2C4C5FB90668A468292072"><enum>(4)</enum><text>in subsection (f), by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text></paragraph></section><section changed="deleted" committee-id="SSHR00" id="H885DA82ABF16408C9D4F27E456E34F49" reported-display-style="strikethrough"><enum>6.</enum><header>Reports</header><text display-inline="no-display-inline">Section 399DD of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-3">42 U.S.C. 280i–3</external-xref>) is amended—</text><paragraph id="HFDB0001CEFCE404E9F15023838DD2DA9"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">Report</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Reports</header-in-text></quote>;</text></paragraph><paragraph id="H4BC5E48AFA464B83A26F3FBB172D7422"><enum>(2)</enum><text>in subsection (b), by redesignating paragraphs (1) through (9) as subparagraphs (A) through (I),

			 the incidence and prevalence of autism spectrum disorder;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="HE143400C44DA418E93E6A39E7C56DD31"><enum>(D)</enum><text>in subparagraph (D) (as so redesignated), by striking <quote>6-year period beginning on the date of enactment of the Combating Autism Act of 2006</quote> and inserting <quote>4-year period beginning on the date of enactment of the Autism CARES Act of 2014 and, as
			 appropriate, how this age varies across populations subgroups</quote>;</text></subparagraph><subparagraph id="H599D25E2E5F34A6DA7D0208DB5FBF129"><enum>(E)</enum><text>in subparagraph (E) (as so redesignated), by striking <quote>6-year period beginning on the date of enactment of the Combating Autism Act of 2006</quote> and inserting <quote>4-year period beginning on the date of enactment of the Autism CARES Act of 2014 and, as

			 of Health and Human Services, in coordination with the Secretary of
			 Education and in collaboration with the Secretary of Transportation, the
			 Secretary of Labor, the Secretary of Housing and Urban Development, and
			 the Attorney General, shall prepare and submit to the Committee on Health,
			 Education, Labor, and Pensions of the Senate and the Committee on Energy
			 and Commerce of the House of Representatives, a report concerning young
			 adults with autism spectrum disorder and the challenges related to the
			 transition from existing school-based services to those services available
			 during adulthood.</text></paragraph><paragraph id="H51C6830257844D2BAEBCD66E3A952FB4"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">The report submitted under paragraph (1) shall contain—</text><subparagraph id="HB17DD7EB9A0B4B0890167A90D212F889"><enum>(A)</enum><text display-inline="yes-display-inline">an overview of policies and programs relevant to young adults with autism spectrum disorder
			 relating to post-secondary school transitional services, including an
			 identification of existing Federal laws, regulations, policies, research,
			 and programs;</text></subparagraph><subparagraph id="H8320B855CAE042F5AC96200B0252A2D7"><enum>(B)</enum><text display-inline="yes-display-inline">demographic characteristics of youth transitioning from school-based to community-based supports;</text></subparagraph><subparagraph id="H3B4222BD101B4AA0B82DED7D0766E8D3"><enum>(C)</enum><text display-inline="yes-display-inline">proposals on establishing best practices guidelines to ensure—</text><clause id="id6E41B0C345F040D7BD260E736112FEB6"><enum>(i)</enum><text display-inline="yes-display-inline">interdisciplinary coordination between all relevant services providers receiving Federal funding;</text></clause><clause id="id7A4B539594474C8D97D3B506DC918AFC"><enum>(ii)</enum><text display-inline="yes-display-inline">coordination with transitioning youth and the family of such transitioning youth; and</text></clause><clause id="idB5921EB76A7446D2833DA849A1A18BE0"><enum>(iii)</enum><text display-inline="yes-display-inline">the inclusion of the transitioning youth’s Individualized Education Program as prescribed in
			 section 614 of the Individuals with Disabilities Education Act (20 U.S.C.
			 1414);</text></clause></subparagraph><subparagraph id="HB1B024BBA68640888AB45AD058B35DE1"><enum>(D)</enum><text display-inline="yes-display-inline">comprehensive approaches to transitioning from existing school-based services to services available
			 during adulthood, including—</text><clause id="H7339648C65924FA2B893536E135631EE"><enum>(i)</enum><text display-inline="yes-display-inline">services that increase access to, and improve integration and completion of, post-secondary
			 education, peer support, vocational training (as defined in section 103 of
			 the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/723">29 U.S.C. 723</external-xref>)), rehabilitation,
			 self-advocacy skills, and competitive, integrated employment;</text></clause><clause id="H6CB3669C08734B3B9A4C520F9C6A2215"><enum>(ii)</enum><text display-inline="yes-display-inline">community-based behavioral supports and interventions;</text></clause><clause id="H99F98694FC2D4A429F25F0D40CEBB0C4"><enum>(iii)</enum><text display-inline="yes-display-inline">community-based integrated residential services, housing, and transportation;</text></clause><clause id="H9392551C87B14834AA78636E2F74CA49"><enum>(iv)</enum><text display-inline="yes-display-inline">nutrition, health and wellness, recreational, and social activities;</text></clause><clause id="H9F97A38AA63A43DF94FD1908C74F703F"><enum>(v)</enum><text display-inline="yes-display-inline">personal safety services for individuals with autism spectrum disorder related to public safety
			 agencies or the criminal justice system; and</text></clause><clause id="H579DED2726244916A19C0793AC9A9A56"><enum>(vi)</enum><text display-inline="yes-display-inline">evidence-based approaches for coordination of resources and services once individuals have aged out
			 of post-secondary education; and</text></clause></subparagraph><subparagraph id="H8997DC23A9FC45CFA82201DAE561D34B"><enum>(E)</enum><text display-inline="yes-display-inline">proposals that seek to improve outcomes for adults with autism spectrum disorder making the
			 transition from a school-based support system to adulthood by—</text><clause id="HF8589F4FEE7E4750A3E4D2EC1FE15A0B"><enum>(i)</enum><text>increasing the effectiveness of programs that provide transition services;</text></clause><clause id="H22FE056A66E24BD79E6CC855142EB87D"><enum>(ii)</enum><text>increasing the ability of relevant service providers to provide supports and services to
			 underserved populations and regions;</text></clause><clause id="HC9A4ECA18EAE46E4AF07F2B45BD70115"><enum>(iii)</enum><text display-inline="yes-display-inline">increasing the efficiency of service delivery to maximize resources and outcomes, including with
			 respect to the integration of and collaboration among services for
			 transitioning youth;</text></clause><clause id="H2724B7A82A974AB2BEFEFB23A83FA9A2"><enum>(iv)</enum><text display-inline="yes-display-inline">ensuring access to all services necessary to transitioning youth of all capabilities; and</text></clause><clause id="HC6F2D840B9014A53AD3D5853F4EEE330"><enum>(v)</enum><text display-inline="yes-display-inline">encouraging transitioning youth to utilize all available transition services to maximize
			 independence, equal opportunity, full participation, and self-sufficiency.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section changed="deleted" committee-id="SSHR00" id="HAB8EC552F3FD4244BA7328A897316478" reported-display-style="strikethrough"><enum>7.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 399EE of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-4">42 U.S.C. 280i–4</external-xref>) is amended—</text><paragraph id="HE3D251F4FA084EDB9FD329E2E9C5C4B3"><enum>(1)</enum><text>in subsection (a), by striking <quote>fiscal years 2012 through 2014</quote> and inserting <quote>fiscal years 2015 through 2019</quote>;</text></paragraph><paragraph id="H43ED9019C4BC45BC818D4712E83D7378"><enum>(2)</enum><text>in subsection (b), by striking <quote>fiscal years 2011 through 2014</quote> and inserting <quote>fiscal years 2015 through 2019</quote>; and</text></paragraph><paragraph id="H7D27163B6BA14198ACE831D329785B61"><enum>(3)</enum><text>in subsection (c), by striking <quote>$161,000,000 for each of fiscal years 2011 through 2014</quote> and inserting <quote>$190,000,000 for each of fiscal years 2015 through 2019</quote>.</text></paragraph></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" commented="no" committee-id="SSHR00" display-inline="no-display-inline" id="id1d56db1a-7f7b-4d97-9c87-70fa576a1779" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Autism Collaboration, Accountability, Research, Education, and Support Act of 2014</short-title></quote> or the <quote><short-title>Autism CARES Act of 2014</short-title></quote>.</text></section><section changed="added" committee-id="SSHR00" id="idfcf8affb-6827-4ca9-a347-b905c56f730d" reported-display-style="italic"><enum>2.</enum><header>National Autism Spectrum Disorder Initiative</header><subsection id="id015215ee-ee9d-4367-899e-7dc89ec4ed9b"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall designate an existing official within the
			 Department of Health and Human Services to oversee, in consultation with
			 the Secretaries of Defense and Education, national autism spectrum
			 disorder research, services, and support activities.</text></subsection><subsection id="id10541b16-fb9c-4d76-8231-760c5b18240d"><enum>(b)</enum><header>Duties</header><text>The official designated under subsection (a) shall—</text><paragraph id="id6a0f8846-9d9c-48e4-aee0-28a581c20711"><enum>(1)</enum><text>implement autism spectrum disorder activities, taking into account the strategic plan developed by
			 the Interagency Autism Coordinating Committee under section 399CC(b) of
			 the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2(b)</external-xref>); and</text></paragraph><paragraph id="idc77f4da2-4a23-4184-963d-90c0839fdd58"><enum>(2)</enum><text>ensure that autism spectrum disorder activities of the Department of Health and Human Services and
			 of other Federal departments and agencies are not unnecessarily
			 duplicative.</text></paragraph></subsection></section><section changed="added" committee-id="SSHR00" id="idaeba2028-bfbf-4f8d-a759-1e90ae9b13cf" reported-display-style="italic"><enum>3.</enum><header>Research program</header><text display-inline="no-display-inline">Section 399AA of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i">42 U.S.C. 280i</external-xref>) is amended—</text><paragraph id="idff046e35-b30c-4824-84c6-67a4255de56e"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>for children and adults</quote> after <quote>reporting of State epidemiological data</quote>;</text></paragraph><paragraph id="idbc134238-e6c1-4a71-950f-b8267bf240a1"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1)—</text><subparagraph id="id51d3fd7c-dcc7-4a7f-ad8c-21dac9e3dbd1"><enum>(A)</enum><text>by striking <quote>establishment of regional centers of excellence</quote> and inserting <quote>establishment or support of regional centers of excellence</quote>; and</text></subparagraph><subparagraph id="id2a5935f7-ff98-47dc-ade4-8af3d603460b"><enum>(B)</enum><text>by inserting <quote>for children and adults</quote> before the period at the end;</text></subparagraph></paragraph><paragraph id="id8bbfed28-bad6-466a-a35c-c7bdf394d51f"><enum>(3)</enum><text>in subsection (b)(2), by striking <quote>center to be established</quote> and inserting <quote>center to be established or supported</quote>; and</text></paragraph><paragraph id="id55fc7749-79a8-4af5-814b-7a277e60eb07"><enum>(4)</enum><text>in subsection (e), by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text></paragraph></section><section changed="added" committee-id="SSHR00" id="id8ce5df74-f69d-4e83-a3f6-664755e341a6" reported-display-style="italic"><enum>4.</enum><header>Autism intervention</header><text display-inline="no-display-inline">Section 399BB of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-1">42 U.S.C. 280i–1</external-xref>) is amended—</text><paragraph commented="no" id="idcb5733f9-aabc-4bb2-b8aa-bda6c4962856"><enum>(1)</enum><text>in subsection (b)(1), by inserting <quote>culturally competent</quote> after <quote>provide</quote>;</text></paragraph><paragraph id="ide7f4430f-b750-4961-b898-0d5c0ab47162"><enum>(2)</enum><text>in subsection (c)(2)(A)(ii), by inserting <quote>(which may include respite care for caregivers of individuals with an autism spectrum disorder)</quote> after <quote>services and supports</quote>;</text></paragraph><paragraph commented="no" id="id0c113a6f-006a-44db-a35e-9c85917c34fc"><enum>(3)</enum><text>in subsection (e)(1)(B)(v), by inserting before the semicolon the following: <quote>, which may include collaborating with research centers or networks to provide training for
			 providers of respite care (as defined in section 2901)</quote>;</text></paragraph><paragraph id="id1484112e-b8e2-42a4-9a24-c130a679eccd"><enum>(4)</enum><text>in subsection (f), by striking <quote>grants or contracts</quote> and all that follows through <quote>for individuals with</quote> and inserting <quote>grants or contracts, which may include grants or contracts to research centers or networks, to
			 determine the
			 evidence-based practices for interventions to improve the physical and
			 behavioral health of individuals with</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida5d9439b-d490-4484-a82b-91914a24904b"><enum>(5)</enum><text>in subsection (g), by striking <quote>2014</quote> and inserting <quote>2019</quote>.</text></paragraph></section><section changed="added" commented="no" committee-id="SSHR00" display-inline="no-display-inline" id="ida0dd3b2c-b3e2-4e38-8b7e-f16a07c59ebe" reported-display-style="italic"><enum>5.</enum><header>Interagency Autism Coordinating Committee</header><text display-inline="no-display-inline">Section 399CC of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280i-2">42 U.S.C. 280i–2</external-xref>) is amended—</text><paragraph id="idea6ba502-81ef-4d33-ab6a-c02284d78d93"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="id7c039b47-9052-4161-8559-44a5d201c551"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="idf8c18a1d-b63a-4634-82e7-decac461fe6d"><enum>(i)</enum><text>by striking <quote>and annually update</quote>; and</text></clause><clause id="id4c23c0fa-16c3-457e-9bb1-d26ffbd0db34"><enum>(ii)</enum><text>by striking <quote>intervention</quote> and inserting <quote>interventions, including school and community-based interventions</quote>;</text></clause></subparagraph><subparagraph id="id621adab0-a7fe-4548-a2f6-b8b1abda5445"><enum>(B)</enum><text>by striking paragraph (2);</text></subparagraph><subparagraph id="idf7aabf46-ab97-47a7-8ce5-d906d0b14661"><enum>(C)</enum><text>by redesignating paragraph (1) as paragraph (2), and inserting before such redesignated paragraph

			 the families of such individuals, which shall include—</text><subparagraph id="id53b5a47e-23c9-4a88-ab9f-b6b5cc2892c0"><enum>(A)</enum><text>proposed budgetary requirements; and</text></subparagraph><subparagraph id="idabbe193a-b5f8-4fbb-922f-1d22e48e2a88"><enum>(B)</enum><text>recommendations to ensure that autism spectrum disorder research,  and services and support
			 activities to the extent practicable,
			 of the Department of Health and Human Services and of other Federal
			 departments and agencies are not unnecessarily duplicative; and</text></subparagraph></paragraph><paragraph id="id53bafe05-3d31-49b1-8efa-e5376cec09fb"><enum>(6)</enum><text>submit to Congress and the President—</text><subparagraph id="id11ae5fe5-e4ba-4644-8895-5881d7c174c6"><enum>(A)</enum><text>an annual update on the summary of advances described in paragraph (2); and</text></subparagraph><subparagraph id="id003bd665-40ac-4e4f-a3ed-c4f10c0ee826"><enum>(B)</enum><text>an annual update to the strategic plan described in paragraph (5), including any progress made in
			 achieving the goals outlined in such strategic plan.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idab7f15f3-5b13-42b3-a5c0-ec4bad2beb03"><enum>(2)</enum><text>in subsection (c)—</text><subparagraph id="ida178fc85-f238-494a-944d-8ccb2502f58b"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="idf0f8920b-4f26-4aad-8ee5-52b918c7416f"><enum>(i)</enum><text>by striking the paragraph designation, the heading, and the matter preceding subparagraph (A) and

			 additional 4-year terms.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6a0d3d52-e7ad-4773-b6b2-285c88624e0c"><enum>(B)</enum><header>Vacancies</header><text>A vacancy on the Committee shall be filled in the manner in which the original appointment was made
			 and shall not affect the powers or duties of the Committee. Any member
			 appointed to fill a vacancy for an unexpired term shall be appointed for

			 of Health and Human Services, in coordination with the Secretary of
			 Education and in collaboration with the Secretary of Transportation, the
			 Secretary of Labor, the Secretary of Housing and Urban Development, and
			 the Attorney General, shall prepare and submit to the Committee on Health,
			 Education, Labor, and Pensions of the Senate and the Committee on Energy
			 and Commerce of the House of Representatives, a report concerning young
			 adults with autism spectrum disorder and the challenges related to the
			 transition from existing school-based services to those services available
			 during adulthood.</text></paragraph><paragraph id="idf795bcbf-52c6-4bce-a240-617eb0b4ef13"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">The report submitted under paragraph (1) shall contain—</text><subparagraph id="idf5cdc115-e73f-44de-8e2f-b66d0d337e56"><enum>(A)</enum><text display-inline="yes-display-inline">demographic characteristics of youth transitioning from school-based to community-based supports;</text></subparagraph><subparagraph id="id8868f9c9-e116-4a01-98bb-5d8021d071fa"><enum>(B)</enum><text display-inline="yes-display-inline">an overview of policies and programs relevant to young adults with autism spectrum disorder
			 relating to post-secondary school transitional services, including an
			 identification of existing Federal laws, regulations, policies, research,
			 and programs;</text></subparagraph><subparagraph id="id2e9c3390-3375-426f-98ae-dcf28319a744"><enum>(C)</enum><text display-inline="yes-display-inline">proposals on establishing best practices guidelines to ensure—</text><clause id="id3282f750-d943-4234-9430-eb0c805d09e1"><enum>(i)</enum><text display-inline="yes-display-inline">interdisciplinary coordination between all relevant service providers receiving Federal funding;</text></clause><clause id="id73b7a1b4-b101-4608-89e0-4d34bb9b5bfa"><enum>(ii)</enum><text display-inline="yes-display-inline">coordination with transitioning youth and the family of such transitioning youth; and</text></clause><clause id="id0e318534-b131-4fb7-942f-4009853322bf"><enum>(iii)</enum><text display-inline="yes-display-inline">inclusion of the individualized education program for the transitioning youth, as prescribed in
			 section 614 of the Individuals with Disabilities Education Act (20 U.S.C.
			 1414);</text></clause></subparagraph><subparagraph id="idb1135b1d-a74f-4f75-96d0-78e873a99245"><enum>(D)</enum><text display-inline="yes-display-inline">comprehensive approaches to transitioning from existing school-based services to services available
			 during adulthood, including—</text><clause id="id2c253cc5-4a8b-4f60-9924-8321cd2854fd"><enum>(i)</enum><text display-inline="yes-display-inline">services that increase access to, and improve integration and completion of, post-secondary
			 education, peer support, vocational training (as defined in section 103 of
			 the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/723">29 U.S.C. 723</external-xref>)), rehabilitation,
			 self-advocacy skills, and competitive, integrated employment;</text></clause><clause id="ida7f2bcd6-7b45-47c0-8517-baa572d04754"><enum>(ii)</enum><text display-inline="yes-display-inline">community-based behavioral supports and interventions;</text></clause><clause id="id73c926ea-01f9-4811-bee0-9b312fe76850"><enum>(iii)</enum><text display-inline="yes-display-inline">community-based integrated residential services, housing, and transportation;</text></clause><clause id="ida8d916fb-2b42-4cac-9bce-302d1f2a99ef"><enum>(iv)</enum><text display-inline="yes-display-inline">nutrition, health and wellness, recreational, and social activities;</text></clause><clause id="ida01c4b64-ff67-425d-8fd9-0f6eb73b6f17"><enum>(v)</enum><text display-inline="yes-display-inline">personal safety services for individuals with autism spectrum disorder related to public safety
			 agencies or the criminal justice system; and</text></clause><clause id="idc9fbd7d6-82fe-411e-ba1d-891a01fc07f1"><enum>(vi)</enum><text display-inline="yes-display-inline">evidence-based approaches for coordination of resources and services once individuals have aged out
			 of post-secondary education; and</text></clause></subparagraph><subparagraph id="idf954c676-51ca-4004-a693-0076f3743b10"><enum>(E)</enum><text display-inline="yes-display-inline">proposals that seek to improve outcomes for adults with autism spectrum disorder making the
			 transition from a school-based support system to adulthood by—</text><clause id="ide1b7a726-db71-4714-8690-883aafdd2134"><enum>(i)</enum><text>increasing the effectiveness of programs that provide transition services;</text></clause><clause id="id88062137-aa13-4af0-838d-560d412e6101"><enum>(ii)</enum><text>increasing the ability of the relevant service providers described in subparagraph (C) to
			 provide supports and services to underserved populations and regions;</text></clause><clause id="id0164662d-d36f-4f59-ab46-444b6ebc0bf5"><enum>(iii)</enum><text display-inline="yes-display-inline">increasing the efficiency of service delivery to maximize resources and outcomes, including with
			 respect to the integration of and collaboration among services for
			 transitioning youth;</text></clause><clause id="ida071ea2e-598a-4d3c-8c62-9421598ae71b"><enum>(iv)</enum><text display-inline="yes-display-inline">ensuring access to all services necessary to transitioning youth of all capabilities; and</text></clause><clause id="id3421b028-09b4-4a82-9a28-e72625cef7cf"><enum>(v)</enum><text display-inline="yes-display-inline">encouraging transitioning youth to utilize all available transition services to maximize
