		<official-title display="yes">To amend title 18, United States Code, to require that the Director of the Bureau of Prisons ensure
			 that each chief executive officer of a Federal penal or correctional
			 institution provides a secure storage area located outside of the secure
			 perimeter of the Federal penal or correctional institution for firearms
			 carried by certain employees of the Bureau of Prisons, and for other
			 purposes.</official-title>

		<section id="H88D9C4A444204C638AC15B547EFB2B24" section-type="section-one">
			<enum>1.</enum>
			<header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Correctional Officer Self-Protection Act of 2014</short-title></quote>.</text>
		</section><section id="H66E810918F044349967B37E1BAF41009">
			<enum>2.</enum>
			<header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H4E03B40CE3B545AE8900E5995FAB8576">
				<enum>(1)</enum>
				<text>the Law Enforcement Officers Safety Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/277">Public Law 108–277</external-xref>; 118 Stat. 865) gives certain
			 law
			 enforcement
			 officers, including certain correctional officers of the Bureau of
			 Prisons, the right to carry
			 a
			 concealed firearm in all 50 States for self-protection;</text>
			</paragraph><paragraph id="H4E03B40CE3B545AE8900E5995FAB9576">
				<enum>(2)</enum>
				<text>the purpose of that Act is to allow certain law enforcement officers to protect themselves while
			 off
			 duty;</text>
			</paragraph><paragraph id="H45A47D85AFF6459B83D6481860F50C12">
				<enum>(3)</enum>
				<text>correctional officers of the Bureau of Prisons have been the targets of assaults and murders while
			 off
			 duty; and</text>
			</paragraph><paragraph id="HC0A27E9CD21449A1A47C8881CFB419C8">
				<enum>(4)</enum>
				<text>while that Act allows certain law enforcement officers to protect themselves off duty, the Director
			 of the Bureau of Prisons allows correctional officers of the Bureau of
			 Prisons to
			 securely store personal firearms at only 33 Federal penal and correctional
			 institutions while at work.</text>

			<enum>3.</enum>
			<header>Secure firearms
			 storage</header>
			<subsection id="H783E514042F04DF0AC5775D504CA8871">
				<enum>(a)</enum>
				<header>In
			 general</header>
				<text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/303">Chapter 303</external-xref> of title 18, United States Code, is amended
			 by adding at the end the following:</text>

					<section id="idAD55F6CD250D4D379609C3CA50A0AB59">
						<enum>4049.</enum>
						<header>Secure
				firearms storage</header><subsection id="idBFD0094C962342D49DC2FA27F460F831"><enum>(a)</enum><header>Definitions</header>
							<text display-inline="yes-display-inline">In this section—</text><paragraph id="idF0B3CB15DEE84796BFB801F0BA75381F"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>employee</term> means a qualified law enforcement officer employed by the Bureau of Prisons; and</text></paragraph><paragraph id="id920AFFB5470D4A39960F35D1F583B692"><enum>(2)</enum><text display-inline="yes-display-inline">the terms <term>firearm</term> and <term>qualified law enforcement officer</term> have the meanings given those terms under section 926B.</text></paragraph></subsection><subsection id="id2F9540B33FEA44038737974823E3F5EE"><enum>(b)</enum><header>Secure firearms storage</header><text display-inline="yes-display-inline">The Director of the Bureau of Prisons shall ensure that each chief executive officer of a Federal
			 penal or correctional institution—</text><paragraph id="id4434BE852DC04F8C9916AE658B2B3A4E"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idD3783617E9A04CE298891449BABB8C68"><enum>(A)</enum><text display-inline="yes-display-inline">provides a secure storage area located outside of the secure perimeter of the institution for
			 employees to store firearms; or</text></subparagraph><subparagraph id="id0A41BD13F7D14E9BA2D0B6BCBC5E0CC7" indent="up1"><enum>(B)</enum><text>allows employees to store firearms in a
				vehicle lockbox approved by the Director of the Bureau of Prisons;
			 and</text></subparagraph></paragraph><paragraph id="id731E6C95720342A5ABC156DEF73F8C0C"><enum>(2)</enum><text display-inline="yes-display-inline">notwithstanding any other provision of law (including regulations), allows employees to carry
			 concealed firearms on the premises outside of the secure perimeter of	the
			 institution.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

				<enum>(b)</enum>
				<header>Technical and conforming amendment</header>
				<text>The table of sections for chapter 303
			 of title 18, United States Code, is amended by adding at the end the
			 following:</text>
