			<enum>1.</enum>
			<header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Improving Opportunities for Service-Disabled Veteran-Owned Small Businesses Act of 2014</short-title></quote>.</text>
		</section><section id="HB6630CA11A9D4C79857A3D77F6EA51F3">
			<enum>2.</enum>
			<header>Small Business
			 definition of small business concern consolidated</header>
			<text display-inline="no-display-inline">Section 3(q) of the Small Business Act (15
			 U.S.C. 632(q)) is amended—</text>
			<paragraph id="H6C0D5F0113B34482833669237E55C36F">
				<enum>(1)</enum>
				<text>by amending  paragraph (2)
			 to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H58D278D178E843EA88EE63B529EF815D" style="OLC">
					<paragraph id="H7E840854B1DD4EE59C16BB5D1AC7A2D7">
						<enum>(2)</enum>
						<header>Small business
				concern owned and controlled by service-disabled veterans</header>
						<text display-inline="yes-display-inline">The term <term>small business concern owned
				and controlled by service-disabled veterans</term> means a small business
				concern—</text>
						<subparagraph id="HF7FDDB23DE574737A106D8ABC9B27A75">
							<enum>(A)</enum>
							<clause commented="no" display-inline="yes-display-inline" id="HAE6E91044D3C48AE83E92CAA0AD95BE3"><enum>(i)</enum>
								<text>not less than 51 percent
				of which is owned by one or more service-disabled veterans or, in
			 the case of
				any publicly owned business, not less than 51 percent of the stock
			 of which is
				owned by one or more service-disabled veterans; and</text>
							</clause><clause id="H1A66EFCFDF0D4E829445399BBA52BFF6" indent="up1">
								<enum>(ii)</enum>
								<text>the management and daily business
				operations of which are controlled by one or more service-disabled
			 veterans or,
				in the case of a veteran with permanent and severe disability, the
			 spouse or
				permanent caregiver of such veteran; or</text>
							</clause></subparagraph><subparagraph id="H7CC687DE245C408C91360B890B151D91">
							<enum>(B)</enum>
							<text>not less than 51
				percent of which is owned by one or more veterans with
			 service-connected
				disabilities that are permanent and total who are unable to manage
			 the daily
				business operations of such concern or, in the case of a publicly
			 owned
				business, not less than 51 percent of the stock of which is owned
			 by one or
				more such veterans.</text>
						</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H0EB1906477DD415091C32881DB1AB936">
				<enum>(2)</enum>
				<text>by adding at the
			 end the following:</text>

						<enum>(6)</enum>
						<header>Treatment of
				Businesses After Death of Veteran-Owner</header>
						<subparagraph id="H9FEF4C4C57FF42D8842727466032A1A0">
							<enum>(A)</enum>
							<header>In
				general</header>
							<text display-inline="yes-display-inline">If the death of a service-disabled veteran causes
			 a small
				business concern to be less than 51 percent owned by one or more
			 such veterans,
				the surviving spouse of such veteran who acquires ownership rights
			 in such
				small business concern shall, for the period described in
			 subparagraph (B), be
				treated as if the surviving spouse were that veteran for the
			 purpose of
				maintaining the status of the small business concern as a small
			 business
				concern owned and controlled by service-disabled veterans.</text>
						</subparagraph><subparagraph id="H20D61FB60CDF43D7917632CFE559907E">
							<enum>(B)</enum>
							<header>Period
				described</header>
							<text display-inline="yes-display-inline">The period referred
				to in subparagraph (A) is the period beginning on the date on which
			 the
				service-disabled veteran dies and ending on the earliest of the
			 following
				dates:</text>
							<clause id="HC6B56C0E967B4113BCE4BDB4BE5C207F">
								<enum>(i)</enum>
								<text>The date on which
				the surviving spouse remarries.</text>
							</clause><clause id="H4AE81C1102A84020969F3A88F9AAA92C">
								<enum>(ii)</enum>
								<text>The date on which
				the surviving spouse relinquishes an ownership interest in the
			 small business
				concern.</text></clause><clause id="id49BAAAA0E78A439A90433BC4BF23F8F0">
								<enum>(iii)</enum>
								<text>The date that—</text>
								<subclause id="id253C74A48FC64DCF8D520BE0BAF6A9EB">
									<enum>(I)</enum>
									<text>in the case of a surviving spouse of a veteran with a service-connected disability rated as 100
			 percent disabling or who dies as a result of a service-connected
			 disability, is 10 years after the date of the veteran's death; or</text>
								</subclause><subclause commented="no" display-inline="no-display-inline" id="id7B33B4E301624D9880CDF61337EF3B1C"><enum>(II)</enum><text>in the case of a surviving spouse of a veteran with a service-connected disability rated as less
			 than 100 percent disabling who does not die as a result of a
			 service-connected disability, is three years after the date of the
			 veteran's death.</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HAC97C6FB46CE44838573EA1B57174962"><enum>3.</enum><header>Veterans Affairs
			 Definition of small business concern consolidated</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/8127">Section 8127</external-xref> of title 38, United States
			 Code, is amended—</text>
			<paragraph id="HCA28D230C340430984412FC1F73DD3A5"><enum>(1)</enum><text>by striking
			 subsection (h); and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HADFBD852F3784BD69810CEC23DCB89D1"><enum>(2)</enum><text>in subsection
			 (l)(2), by striking <quote>means</quote> and all that follows through the
			 period at the end and inserting the following: <quote>has the meaning given
			 that term under section 3(q) of the Small Business Act (15 U.S.C.
			 632(q)).</quote>.</text></paragraph></section><section id="id7B505CB1421F43419D6451A0952F39B4"><enum>4.</enum><header>GAO report on verification of status</header><text display-inline="no-display-inline">Not later than 270 days after the date of enactment of this Act, the Comptroller General of the
			 United States shall submit to the Committee on Veterans' Affairs and the
			 Committee on Small Business and Entrepreneurship of the Senate and the
			 Committee on Veterans' Affairs and the Committee on  Small Business of the
			 House of Representatives a report—</text><paragraph id="idBE74D451EE674245BF6D7BC07A14B63A"><enum>(1)</enum><text display-inline="yes-display-inline">evaluating whether it is practicable for the Administrator of the Small Business Administration or
			 the Secretary of Veterans Affairs to have Government-wide responsibility
			 for  verifying whether a business concern purporting to be a small
			 business concern owned
				and controlled by service-disabled veterans (as defined under
			 section 3(q) of the Small Business Act (15 U.S.C.
			 632(q)), as amended by this Act)  qualifies as a small business concern
			 owned
				and controlled by service-disabled veterans; and</text></paragraph><paragraph id="id6CE59A32C30D46C2BA96EB94EEB360D7"><enum>(2)</enum><text>making recommendations on the advisability of the Administrator of the Small Business
			 Administration or the Secretary of Veterans Affairs having such 
			 Government-wide responsibility.</text>
