		<official-title>To amend title XVIII of the Social Security Act to provide for a minimum Medicare payment rate for
			 primary care services furnished by primary care physicians.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
		  <quote><short-title>Medicare Access Improvement Act of 2014</short-title></quote>.</text>
		</section><section id="idC529EF80C69140A882085C04B837CF08"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that the 2010 Report to Congress of the Interagency Access to Health Care In Alaska
			 Task Force found that—</text><paragraph id="id772a3d6e9f8249e293aa37021e0fa7a6"><enum>(1)</enum><text>there is a shortage of primary care Medicare providers in Alaska, a problem most severe in
			 Anchorage but evident in Fairbanks as well as in rural Alaska;</text></paragraph><paragraph id="idfa26e77250b247db811701d3c738a743"><enum>(2)</enum><text>the main reason physicians give for not wanting to add new Medicare patients is their perception of
			 Medicare’s inadequate reimbursement;</text></paragraph><paragraph id="id8ed3bdcde0cf412db4f3098f8887d60f"><enum>(3)</enum><text>the Medicare program has the lowest reimbursement level of the six primary payers of health care in
			 Alaska;</text></paragraph><paragraph id="id4c2a58b2a79a43f8894313f791e3a3f4"><enum>(4)</enum><text>the typical physician can have a viable practice in Alaska without servicing any Medicare patients;
			 and</text></paragraph><paragraph id="id2833343fd4c1456d8be4199c0b8c173d"><enum>(5)</enum><text>many in the provider community believe that a fair, adequate, and uniform Federal rate would
			 alleviate existing provider shortages
			 in Alaska.</text></paragraph></section><section id="idB9F8E9517A824F3BA1AB06BDE35E3074"><enum>3.</enum><header>Minimum Medicare payment rate for primary care services furnished by primary care physicians</header><text display-inline="no-display-inline">Section 1848(b) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395w-4">42 U.S.C. 1395w–4(b)</external-xref>) is amended by adding at the end
			 the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="idF2A5C0DDBE914F748A416270E97DD254" style="OLC"><paragraph id="idBE9AAA6081A84202B7870AF8E90957DD"><enum>(8)</enum><header>Minimum payment rate for primary care services furnished by primary care physicians</header><subparagraph id="id6CA98A6610D74ADABEC1BFDEC33CF625"><enum>(A)</enum><header>In general</header><text>Notwithstanding any other provision of this section, subject to paragraphs (3), (7), and (8) of
			 subsection (a) and subsection (p), the payment rate under the fee schedule
			 under this section for primary care services (as
			 defined in subparagraph (B)) furnished in 2015 and 2016 by a physician
			 with a primary specialty designation of family medicine, general internal
			 medicine, or geriatric medicine may not be less than 100 percent of the
			 payment rate that applied in 2013 to such services and such a physician
			 under the
			 Medicaid plan under title XIX for the State in which the service is
			 furnished.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6812D6D87A0A4A12AED0C2634D586AEC"><enum>(B)</enum><header display-inline="yes-display-inline">Primary care services defined</header><text display-inline="yes-display-inline">In subparagraph (A), the term <term>primary care services</term> means evaluation and management services that are procedure codes for services in the category
			 designated Evaluation and Management
			 in the Healthcare Common Procedure Coding System (established by the
			 Secretary under subsection (c)(5) as of December 31, 2014, and as
			 subsequently modified).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
