		<official-title>To authorize and strengthen the tsunami detection, forecast, warning, research, and mitigation
			 program of the National Oceanic and Atmospheric Administration, and for
			 other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
		  <quote><short-title>Tsunami Warning and Education Reauthorization Act of 2014</short-title></quote>.</text></section><section id="id9b03cf17c2fb4e91a13b2b04eec6e9c9"><enum>2.</enum><header>References to the Tsunami Warning and Education Act</header><text display-inline="no-display-inline">Except as otherwise expressly provided, whenever in this Act an amendment or repeal is expressed in
			 terms of an amendment to, or repeal of, a section or other provision, the
			 reference shall be considered to be made to a section or other provision
			 of title VIII of the Magnuson-Stevens Fishery Conservation and Management
			 Reauthorization Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/479">Public Law 109–479</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/33/3201">33 U.S.C. 3201 et seq.</external-xref>),
			 also known as the <quote>Tsunami Warning and Education Act</quote>.</text></section><section id="id4635F9DB5CF14DAF962C63E9F2A33352"><enum>3.</enum><header>Expansion of purposes of Tsunami Warning and Education Act</header><text display-inline="no-display-inline">Section 803 (<external-xref legal-doc="usc" parsable-cite="usc/33/3202">33 U.S.C. 3202</external-xref>) is amended—</text><paragraph id="idE0984B4859E4494EA341CB2968ACEDAC"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>research,</quote> after <quote>warnings,</quote>;</text></paragraph><paragraph id="idF91383C0454E49329088F01ECA12A7A6"><enum>(2)</enum><text>by amending paragraph (2) to read as follows:</text><quoted-block display-inline="no-display-inline" id="idA5DB4ADEB7D44138A0D6571416D7C7E3" style="OLC"><paragraph id="id836AFFB79368456A999E38F798C940CF"><enum>(2)</enum><text>to enhance and modernize the tsunami warning system of the United States to increase the accuracy
			 of forecasts
			 and warnings and reduce false alarms;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id9941C2A286864D0E93E50A581867828C"><enum>(3)</enum><text>in paragraph (3), by inserting <quote>and establish standards for</quote> before <quote>mapping,</quote>;</text></paragraph><paragraph id="id4FEFC336D59C4A4D8588B465DE0E40A4"><enum>(4)</enum><text>in paragraph (4)—</text><subparagraph id="id2A0A72B08E834A4E96AA4C6FBFDB2E62"><enum>(A)</enum><text>by striking <quote>and increase</quote> and inserting <quote>, increase, and establish standards for</quote>; and</text></subparagraph><subparagraph id="idC673C82D4F04447496E52A7E835433B5"><enum>(B)</enum><text>by inserting <quote>, including the warning signs of locally generated tsunamis</quote> after <quote>approaching</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id708B5C4FCA7D47EE9B35BE9E0EDA1539"><enum>(5)</enum><text>in paragraph (5), by striking <quote>, including the Indian Ocean; and</quote> and inserting a semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6524B1C12EB742A1981AEE1168C54CB8"><enum>(6)</enum><text>by redesignating paragraph (6) as paragraph (7);  and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id237EC4613EDD474299E8FAE6A257FA79"><enum>(7)</enum><text>by inserting after paragraph (5), the following:</text><quoted-block display-inline="no-display-inline" id="id6469BBC58CC34DDFAFA8B9BE4F9A72B0" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id878FFF32BD934492BC5D0A6B29E790D7"><enum>(6)</enum><text>to foster resilient communities in the face of tsunami and other coastal hazards; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id682F2A1F20AC45A78018CCB1A437E706"><enum>4.</enum><header>Modification of tsunami forecasting and warning program</header><subsection id="id26444AD863284EEBBCE23591E6497A95"><enum>(a)</enum><header>Components</header><text display-inline="yes-display-inline">Subsection (b) of section 804 (<external-xref legal-doc="usc" parsable-cite="usc/33/3203">33 U.S.C. 3203</external-xref>) is amended—</text><paragraph id="id478797720E3049869149A855A9902955"><enum>(1)</enum><text>in paragraph (1), by inserting <quote>or maintained</quote> after <quote>established</quote>;</text></paragraph><paragraph id="id23311EC411BB44A88356B9FFC7A773FC"><enum>(2)</enum><text>in paragraph (4), by inserting <quote>and safeguarding port and harbor operations</quote> after <quote>communities</quote>;</text></paragraph><paragraph id="id96D2F713D8474B19A34F82C88C912B83"><enum>(3)</enum><text>in paragraph (6), by inserting <quote>, including regional seismic networks previously installed in areas of sparse instrumentation</quote> after <quote>networks</quote>;</text></paragraph><paragraph id="id1EAD82ACE9A84936BC774945F4CC34E3"><enum>(4)</enum><text>in paragraph (7)—</text><subparagraph id="id3118E79BD72F4AF5BE2182C51D487C15"><enum>(A)</enum><text>by inserting <quote>, including graphical warning products,</quote> after <quote>warnings</quote>; and</text></subparagraph><subparagraph id="id563CFE94DECC4C4CA69BE3B1328172CB"><enum>(B)</enum><text>by inserting <quote>and Wireless Emergency Alerts</quote> after <quote>Hazards Program</quote>; and</text></subparagraph></paragraph><paragraph id="id44F8D8158F4A4D908A7A8B5E4C7E5616"><enum>(5)</enum><text>in paragraph (8), by inserting <quote>and commercial and Federal undersea communications cables</quote> after <quote>technologies</quote>.</text></paragraph></subsection><subsection id="idDCC57423571F4067B813E44B97D43682"><enum>(b)</enum><header>Tsunami warning system</header><text>Subsection (c) of such section is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="idDA7B017D5A3F4899ACD2A3F676B4350F" style="OLC"><subsection id="idA0795740E5034B89923C3181F66134C2"><enum>(c)</enum><header>Tsunami warning system</header><text>The program under this section shall operate a tsunami warning system that—</text><paragraph id="id9cfe44b3628f49fdb96b855954fa3ec1"><enum>(1)</enum><text>is capable of forecasting tsunamis anywhere in the Pacific and Arctic Ocean regions and providing
			 adequate warnings;</text></paragraph><paragraph id="id68d77497aef2449bb24f5b67f3842b40"><enum>(2)</enum><text>is capable of providing adequate warnings in areas of the Atlantic Ocean, Caribbean Sea, and Gulf
			 of Mexico that are determined—</text><subparagraph id="id07706b59ce944695a6a4ac666cbc3a8f"><enum>(A)</enum><text>to be geologically active, or to have significant potential for geological activity; and</text></subparagraph><subparagraph id="id750e7ff74d0741a88758507d321f0f12"><enum>(B)</enum><text>to pose significant risks of tsunamis for States along the coastal areas of the Atlantic Ocean,
			 Caribbean Sea, or Gulf of Mexico; and</text></subparagraph></paragraph><paragraph id="id0467d148185b4bdaa232f54fe1dd8007"><enum>(3)</enum><text>supports other international tsunami forecasting and warning efforts.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id1D5E29BC6CBF4B02ACBB95A2C4154C9F"><enum>(c)</enum><header>Tsunami warning centers</header><text>Subsection (d) of such section is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="idB8DA1E74E47D4FAF8A64DF6B4B1C9D67" style="OLC"><subsection id="id875C101D9C384E2C96F35B2661933359"><enum>(d)</enum><header>Tsunami warning centers</header><paragraph id="id6AA9EFDA5F0C451AA01382113AFBF3BA"><enum>(1)</enum><header>Establishment</header><text>The Administrator shall establish or maintain, as part of the National Centers for Environmental
			 Prediction, centers to support the tsunami warning system required by
			 subsection (c).</text></paragraph><paragraph id="id654C31FFAE91453C9F33EB03B4B269B6"><enum>(2)</enum><header>Responsibilities</header><text>The responsibilities of the centers established or maintained pursuant to paragraph (1) shall
			 include the following:</text><subparagraph id="id0B64F63FD70E446C91E432A3931682D3"><enum>(A)</enum><text>Continuously monitoring data from seismological, deep ocean, and tidal monitoring stations.</text></subparagraph><subparagraph id="id7a40c6d445d44ad4a6973bc005ff0697"><enum>(B)</enum><text>Evaluating earthquakes that have the potential to generate tsunamis.</text></subparagraph><subparagraph id="id44905d7a36dd42eda97f78deb0980091"><enum>(C)</enum><text>Evaluating deep ocean buoy data and tidal monitoring stations for indications of tsunamis resulting
			 from earthquakes and other sources.</text></subparagraph><subparagraph id="id44c009addbc242c29c5b198332ef7439"><enum>(D)</enum><text>To the extent practicable, utilizing ensemble models to predict tsunamis.</text></subparagraph><subparagraph id="idd2c2121121624e5dab468f84a700c020"><enum>(E)</enum><text>Ensuring  supercomputing resources of the National Centers for Environmental Prediction are
			 available to run, as rapidly as possible,
			 such computer models as are needed for purposes of the tsunami warning
			 system operated pursuant to subsection (c).</text></subparagraph><subparagraph id="id5af94f93814e401d9459a3a077dcd64c"><enum>(F)</enum><text>Disseminating forecasts and tsunami warning bulletins to Federal, State, and local government
			 officials and the public.</text></subparagraph><subparagraph id="id35ace98d2b044315ab6b48c5ddeaaa7a"><enum>(G)</enum><text>Developing outreach plans to ensure close integration with local Weather Forecast Offices of the
			 National Weather Service and
			 emergency managers.</text></subparagraph><subparagraph id="id53489a70791d4890875da68ed6e73de5"><enum>(H)</enum><text>Working with local Weather Forecast Offices to ensure they have the technical knowledge and
			 capability to disseminate tsunami warnings to the communities they serve.</text></subparagraph><subparagraph id="id067d9973bf93494caf7b625f3e7a10f8"><enum>(I)</enum><text>Evaluating effectiveness of warnings and of coordination with local Weather Forecast Offices after
			 significant tsunami events.</text></subparagraph><subparagraph id="id34fc307c86674e83abdd3ca10a2f4889"><enum>(J)</enum><text>Coordinating with the tsunami hazard mitigation program conducted under section 805 to
			 ensure ongoing sharing of information between forecasters and emergency
			 management officials.</text></subparagraph><subparagraph id="id8bf5c0ddc9a549eb808aaceb251da373"><enum>(K)</enum><text>Making data gathered under this title and post-warning analyses conducted by the National Weather
			 Service or other relevant
			 Administration offices available to researchers.</text></subparagraph></paragraph><paragraph id="idBC8E760283634F8FB52436DD7ABC4894"><enum>(3)</enum><header>Redundant warning capability</header><text>The tsunami warning centers established or maintained pursuant to paragraph (1), including the
			 warning centers in Hawaii and Alaska that were established under this
			 section and in operation on the day before the date of the enactment of
			 the <short-title>Tsunami Warning and Education Reauthorization Act of 2014</short-title>, shall maintain a redundant warning capability and ability to perform back-up duties for each
			 other.</text></paragraph><paragraph id="id2a9f1f43a2ff42719e3aa75ec222960e"><enum>(4)</enum><header>Coordination with National Weather Service</header><text>The National Weather Service regions and local forecast offices shall coordinate with the centers
			 established or maintained pursuant to paragraph (1) to ensure that—</text><subparagraph id="idc6e0ebf23d144bc9832606bf74079768"><enum>(A)</enum><text>they have the technical knowledge and capability to disseminate tsunami warnings for the
			 communities they serve; and</text></subparagraph><subparagraph id="id66f9660812864b76a14722784260b399"><enum>(B)</enum><text>their connections with local emergency management officials are leveraged for optimally
			 disseminating tsunami warnings and forecasts.</text></subparagraph></paragraph><paragraph id="id26d8f40d8d5c463f95c8822594b7e623"><enum>(5)</enum><header>Standards</header><text>The Administrator shall—</text><subparagraph id="id614b82d76e4a403f8b25f3d3ea49449c"><enum>(A)</enum><text>establish uniform operational procedures for the centers established or maintained pursuant to
			 paragraph (1), including the employment of software applications,
			 checklists,
			 decision support tools, and tsunami warning products that have been
			 standardized across the program established under this section;</text></subparagraph><subparagraph id="id8510547094224404838b0007d1e396a8"><enum>(B)</enum><text>ensure that processes and products of the warning system operated pursuant to subsection (c)—</text><clause id="id5844c77c6b8a4d49b238b21579bc3ab3"><enum>(i)</enum><text>reflect industry best practices;</text></clause><clause id="id9b62615b26324cdda91c97f7748a3a06"><enum>(ii)</enum><text>conform with internationally recognized standards for information technology; and</text></clause><clause id="id9d4ff1c4b33742e08bf803015421abcb"><enum>(iii)</enum><text>conform to the maximum extent practicable with other warning products and practices of the National
			 Weather Service;</text></clause></subparagraph><subparagraph id="id5db9c6cab60d407a9b17d35b6464c0d7"><enum>(C)</enum><text>ensure that future adjustments to operational protocols, processes, and warning products—</text><clause id="id96b3bad6dc664d20b8ef13f47ba0e984"><enum>(i)</enum><text>are made consistently across the warning system operated pursuant to subsection (c); and</text></clause><clause id="ida2dc752c14b64aa48827e068241e8b30"><enum>(ii)</enum><text>are applied in a uniform manner across such warning system; and</text></clause></subparagraph><subparagraph id="idd6ec4b3dd3b74ad79c1e7b2274a54b60"><enum>(D)</enum><text>promote standards for evaluating and improving tsunami forecast models.</text></subparagraph></paragraph><paragraph id="idc37430560d2841b1896faf293b5eb9ad"><enum>(6)</enum><header>Outreach</header><text>The Administrator shall ensure the tsunami warning centers established or maintained pursuant to
			 paragraph (1) develop and carry out formal outreach
			 plans.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idD53DB98CFFFE4988928E5CB0DCC53C35"><enum>(d)</enum><header>Transfer of technology; maintenance and upgrades</header><text>Subsection (e) of such section is amended to read as follows:</text><quoted-block display-inline="no-display-inline" id="id0D0D65317DF149FE929F1F170D29789F" style="OLC"><subsection id="id6f9b38cbdd1748c2b4023af8dde7cdd0"><enum>(e)</enum><header>Transfer of technology; maintenance and upgrades</header><text>In carrying out this section, the Administrator shall—</text><paragraph id="id92e11c93d8f44c7282cea387c3b40b95"><enum>(1)</enum><text>develop requirements for the equipment used to forecast tsunamis, including—</text><subparagraph id="id4eefbad5efc74a09bc1878a21c94c1d6"><enum>(A)</enum><text>provisions for multipurpose detection platforms;</text></subparagraph><subparagraph id="id5a43fea54764474fb1cac31fbf47637d"><enum>(B)</enum><text>reliability and performance metrics; and</text></subparagraph><subparagraph id="id181c269702d74ec0919149a0f78db495"><enum>(C)</enum><text>to the maximum extent practicable, how the equipment will be integrated with other United States
			 and global ocean and coastal observation systems, the global earth
			 observing system of systems, the global seismic networks, and the Advanced
			 National Seismic System;</text></subparagraph></paragraph><paragraph id="idd8afa518c0224c08b919f519bdd4f155"><enum>(2)</enum><text>develop and execute a plan for the transfer of technology from ongoing research conducted as part
			 of the program established or maintained under section  806  into the
			 program under this section; and</text></paragraph><paragraph id="id612f5544ff0d469daef0833e03ba206b"><enum>(3)</enum><text>ensure that maintaining operational tsunami detection equipment is the highest priority within the
			 program carried out under this section.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idF0848A0C00B9478187F828CE4338CF47"><enum>(e)</enum><header>Federal cooperation</header><text>Subsection (f) of such section is amended to read as
			 follows:</text><quoted-block display-inline="no-display-inline" id="id726D728F211F4315972396DE2CC148EC" style="OLC"><subsection id="ida9ac3935833744cd9210b1ae0852d797"><enum>(f)</enum><header>Federal cooperation</header><text>When deploying and maintaining tsunami detection technologies under the program under this section,
			 the Administrator shall—</text><paragraph id="id1a2aae8165c34f458e9af15e35b95a88"><enum>(1)</enum><text>identify which assets of other Federal agencies are necessary to support such program; and</text></paragraph><paragraph id="idefaf5a1217c44ee0932678a67e19ba17"><enum>(2)</enum><text>work with each agency identified under paragraph (1)—</text><subparagraph id="ida166d5060bce4c35b2881ba66035bf00"><enum>(A)</enum><text>to acquire the agency’s assistance; and</text></subparagraph><subparagraph id="id8394913831ca439f96febc55433151f9"><enum>(B)</enum><text>to prioritize the necessary assets.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idEFD883850C414D2C8D9D65C6F6EE02C1"><enum>(f)</enum><header>Unnecessary provisions</header><text>Such section is further amended by striking subsections (g) through (k).</text></subsection></section><section id="id52FA3AF54E664BED86D3055E5538BF8C"><enum>5.</enum><header>Modification of national tsunami hazard mitigation program</header><subsection id="id6D8192A4DFD54CA896734A0B00B08B2D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 805 (<external-xref legal-doc="usc" parsable-cite="usc/33/3204">33 U.S.C. 3204</external-xref>) is amended by striking subsections (a) through (d) and inserting the
			 following:</text><quoted-block display-inline="no-display-inline" id="id00674463BC54435298F544ADB481368D" style="OLC"><subsection id="idf1be7feca5414434b2d4f4bef4f198d2"><enum>(a)</enum><header>Program required</header><text>The Administrator, in consultation with the
			 Administrator of the Federal Emergency Management Agency and the heads of
			 such other agencies as the Administrator considers relevant, shall conduct
			 a
			 community-based
			 tsunami hazard mitigation program to improve tsunami preparedness of
			 at-risk areas in the United States and the territories of the United
			 States.</text></subsection><subsection id="idf93d0f59780c4a92b768afc2e5a8fa2e"><enum>(b)</enum><header>Program components</header><text>The program conducted pursuant to subsection (a) shall include the following:</text><paragraph id="idcbff2aeeb58b45eeabcb8f479aabab8e"><enum>(1)</enum><text>Technical and financial assistance to coastal States, territories, tribes, and local governments to
			 develop and implement activities under this section.</text></paragraph><paragraph id="id81fd4776842c4594812886f3c0244244"><enum>(2)</enum><text>Integration of tsunami preparedness and mitigation programs into ongoing State-based hazard
			 warning, resilience planning,
			 and risk management activities, including predisaster planning, emergency
			 response, evacuation
			 planning, disaster recovery, hazard mitigation, and community development
			 and redevelopment
			 programs in affected areas.</text></paragraph><paragraph id="id472bcce0e3224a95bb6e9af306ce5de3"><enum>(3)</enum><text>Activities to promote the adoption of tsunami resilience, preparedness, warning, and mitigation
			 measures by
			 Federal, State, territorial, tribal, and local governments and
			 nongovernmental entities, including educational and risk communication
			 programs to discourage
			 development in high-risk areas.</text></paragraph><paragraph id="id3b1809e47a484c16aeae9853786a8dc9"><enum>(4)</enum><text>Development of regional tsunami hazard and risk assessments, using inundation models that meet
			 programmatic standards for accuracy. Such regional risk assessments may
			 include the following:</text><subparagraph id="id45d4e057d1084bbebb41096b2907da7e"><enum>(A)</enum><text>The sources, sizes, and histories of tsunamis in that region.</text></subparagraph><subparagraph id="id72c0cd5213794a3ebb8ab267f21a15f3"><enum>(B)</enum><text>Inundation models and maps of critical infrastructure and socioeconomic vulnerability in areas
			 subject to tsunami inundation.</text></subparagraph><subparagraph id="idf0d671e5545c4ef3887f6c2c285c92cd"><enum>(C)</enum><text>Maps of evacuation areas and evacuation routes.</text></subparagraph><subparagraph id="idfc47157813644cad8ccc798c57c200e4"><enum>(D)</enum><text>Evaluations of the size of populations that will require evacuation, including populations with
			 special evacuation needs.</text></subparagraph></paragraph><paragraph id="id92327fa96deb4ff9818957b40eaee847"><enum>(5)</enum><text>Community-based outreach and education networks and programs to ensure community readiness and
			 resilience,
			 including the following:</text><subparagraph id="idf1f7d772ea3b43009216d36e6ee55271"><enum>(A)</enum><text>The implementation of technical training and public education programs.</text></subparagraph><subparagraph id="id0a8f16ba93af48609824909c07060635"><enum>(B)</enum><text>The development of decision support tools.</text></subparagraph><subparagraph id="idd7859b4780cb490698896268882f428b"><enum>(C)</enum><text>The evaluation of effectiveness of tsunami education efforts and development of education
			 guidelines based on that evidence as well as the expertise of the
			 Administration in hazard communications.</text></subparagraph></paragraph><paragraph id="id85f71d6b22ae4d4fab1f9fba82df9a2a"><enum>(6)</enum><text>Propagation of standards for community planning, education, and training products, programs, and
			 tools, including standards for—</text><subparagraph id="idef9f9616154d44f894df35d534241d37"><enum>(A)</enum><text>mapping products;</text></subparagraph><subparagraph id="id07ce431b1ca445469957d408a12e9052"><enum>(B)</enum><text>inundation models, although national standards for inundation models shall not prevent States,
			 territories, tribes, and local governments from designating additional
			 areas as being at-risk based on knowledge of local conditions; and</text></subparagraph><subparagraph id="id34609e7dad75482dbdcd9265dc3bebb5"><enum>(C)</enum><text>effective emergency exercises.</text></subparagraph></paragraph></subsection><subsection id="ide70198162afa4b49b66a0c94f119b55a"><enum>(c)</enum><header>Authorized activities</header><text>In addition to activities conducted under subsection (b), the program conducted pursuant to
			 subsection (a) may include the following:</text><paragraph id="idd78762213d5e4028ba7db8545552c328"><enum>(1)</enum><text>Multidisciplinary vulnerability assessment research, education, and training to help integrate
			 risk
			 management and resilience objective with community development planning
			 and policies.</text></paragraph><paragraph id="ide332b971d50d407f9ea2b60e4fa70258"><enum>(2)</enum><text>Risk management training for the public, local officials, and institutions to enhance understanding
			 and preparedness.</text></paragraph><paragraph id="id31e8eef2f5e94afca7c938addf14751e"><enum>(3)</enum><text>Development of practical applications for existing or emerging technologies, such as modeling,
			 remote sensing, geospatial technology, engineering, and observing systems.</text></paragraph><paragraph id="id575d2a4f391548438936780d8afd02e5"><enum>(4)</enum><text>Risk management and resilience data and information services, including—</text><subparagraph id="id9500dbca135f451f971a25144e51f4ac"><enum>(A)</enum><text>access to data and products derived from observing and detection systems; and</text></subparagraph><subparagraph id="idc52bc309bc0941e49501c0d297e205b0"><enum>(B)</enum><text>development and maintenance of new integrated data products to support risk assessment, risk
			 management, and resilience programs.</text></subparagraph></paragraph><paragraph id="id5bf59cf5692541f3bd77d5b6b56e3cae"><enum>(5)</enum><text>Risk notification systems that coordinate with and build upon existing systems and actively engage
			 policy officials, government agencies, business communities,
			 nongovernmental organizations, and the media.</text></paragraph></subsection><subsection id="idd94a51e92bd24d75a58d91b6c93c41b8"><enum>(d)</enum><header>Coordinating committee</header><paragraph id="id3bba9686fac84343899ed92ef9b94e3f"><enum>(1)</enum><header>In general</header><text>The Administrator shall establish a coordinating committee to assist the Administrator in the
			 conduct of the program required by subsection (a).</text></paragraph><paragraph id="id667E922804304BCA9919001F56BED88D"><enum>(2)</enum><header>Composition</header><text>The coordinating committee shall be composed of such representatives as the Administrator considers
			 appropriate to represent Federal, State, tribal, territorial, and local
			 governments.</text></paragraph><paragraph id="id9DD41F3257CD4123B6F56BD3CF971FEF"><enum>(3)</enum><header>Subcommittees</header><text>The
			 Administrator may approve the formation of subcommittees to address
			 specific program components or regional issues.</text></paragraph><paragraph id="id59cad1e8c3da49148cc2c6a9254d4bc2"><enum>(4)</enum><header>Responsibilities</header><text>The coordinating committee shall—</text><subparagraph id="id8fb9fd80bba64c75b6e5e58732fbdaa7"><enum>(A)</enum><text>recommend how funds appropriated or otherwise made available to carry out the program required by
			 subsection (a)
			 should be allocated;</text></subparagraph><subparagraph id="id2df2267be5c948e4acd95462fc71bc8c"><enum>(B)</enum><text>ensure that areas described in section 804(c) in the United States and its territories have the
			 opportunity to participate in the program;</text></subparagraph><subparagraph id="id7e64292569ed4cbdbebee18dd96a4234"><enum>(C)</enum><text>provide recommendations to the Administrator on how to improve continuously the TsunamiReady
			 program,
			  particularly on ways to make communities more tsunami resilient through
			 the use of inundation maps and models and other hazard mitigation
			 practices; and</text></subparagraph><subparagraph id="idd394b2e693584304979d5cf7c39ce669"><enum>(D)</enum><text>ensure that all components of the program required by subsection (a) are integrated with ongoing
			 State-based hazard warning, risk management, and resilience activities,
			 including—</text><clause id="idBDD9C3D2608B4314AA160AE77C050B6D"><enum>(i)</enum><text>integrating with emergency response plans,
			 disaster recovery,  hazard mitigation, and community development programs
			 in affected areas; and</text></clause><clause id="idCF70752615934B1691A8DEB0D6236906"><enum>(ii)</enum><text>integrating information to assist in tsunami
			 evacuation route planning.</text></clause></subparagraph></paragraph><paragraph commented="no" id="idBCECCFB4EDDD4FABB732F7049A1A94B2"><enum>(5)</enum><header>Exemption from FACA termination requirement</header><text>Section 14 of the Federal Advisory Committee Act (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/5/14">5 U.S.C. App. 14</external-xref>) shall not apply to the
			 committee established pursuant to paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id654edc587986441bb74a5d83a3be53ae"><enum>(b)</enum><header>Report on accreditation of TsunamiReady program</header><text>Not later than 180 days after the date of the enactment of this Act, the Administrator of the
			 National Oceanic and Atmospheric Administration shall submit to the
			 Committee
			 on Commerce, Science, and Transportation of the Senate and the Committee
			 on Science, Space, and
			 Technology of the House of Representatives a report on which authorities
			 and activities would be needed to have the TsunamiReady program of
			 the National Weather Service
			 accredited by the Emergency Management Accreditation Program.</text>
			</subsection></section><section id="id7F2626534F0148B7A43787F22F687227"><enum>6.</enum><header>Modification of tsunami research program</header><text display-inline="no-display-inline">Section 806 (<external-xref legal-doc="usc" parsable-cite="usc/33/3205">33 U.S.C. 3205</external-xref>) is amended—</text><paragraph id="id41D78ED71F3149168D933237F4168281"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter before paragraph (1), by striking <quote>The Administrator shall</quote> and all that follows through <quote>establish or maintain</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id753130C716AE4C529FFC23BE618ABE44" style="OLC"><subsection id="idAB6AF2B0B01B4041838317219B5D62E2"><enum>(a)</enum><header>In general</header><text>The Administrator shall, in consultation with such other Federal agencies, State
			 governments,  and academic institutions as the Administrator considers
			 appropriate, the coordinating committee established under section 805(d),
			 and the panel established under section 808(a), establish or maintain</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id5CE6C07D39714C8ABEC21425AFC1A8FE"><enum>(2)</enum><text>in subsection (a), as designated by paragraph (1), by striking <quote>and assessment for tsunami tracking and numerical forecast modeling. Such research program shall—</quote> and inserting the following: “assessment for tsunami tracking and numerical forecast modeling, and
			 standards development.</text><quoted-block display-inline="no-display-inline" id="idB016FECB40F6482EB85759CBE96EA9EC" style="OLC"><subsection id="id532CA14AC13E4CAB85256ADB2CA71A97"><enum>(b)</enum><header>Responsibilities</header><text>The research program established and maintained pursuant to subsection (a) shall—</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idC307A15BC76A4FBDAD179ACE8EF68912"><enum>(3)</enum><text>in subsection (b), as designated by paragraph (2)—</text><subparagraph id="id7A2C5D09A6DD4CFA92DE3CD3FA463459"><enum>(A)</enum><text>in paragraph (3)—</text><clause id="idC0306A73492E4E9CAD9298AC1434B8DB"><enum>(i)</enum><text>by striking <quote>include</quote> and inserting <quote>conduct</quote>; and</text></clause><clause id="idD0BE033225184929BF8676EEA36A943A"><enum>(ii)</enum><text>by striking <quote>and</quote> at the end;</text></clause></subparagraph><subparagraph id="id891FC1566DDE4F98ACFEF994CB27BE43"><enum>(B)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text></subparagraph><subparagraph id="idF01A375360D64374AF41B8261D1E0710"><enum>(C)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block display-inline="no-display-inline" id="id094F96D5182C439CA8FE27F6D13BC65F" style="OLC"><paragraph id="id609AB378942042219F4CA7D2305C3BE9"><enum>(4)</enum><text>develop the technical basis for validation of tsunami maps, numerical tsunami models, digital
			 elevation models, and forecasts; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="id3CAE7C16297B46D3B69591E4F8B77A8A"><enum>7.</enum><header>Global tsunami warning and mitigation network</header><text display-inline="no-display-inline">Section 807 (<external-xref legal-doc="usc" parsable-cite="usc/33/3206">33 U.S.C. 3206</external-xref>) is amended—</text><paragraph id="id6BCC157DA2194FCB9A00B29D539AFD57"><enum>(1)</enum><text display-inline="yes-display-inline">by amending subsection (a) to read as follows:</text><quoted-block display-inline="no-display-inline" id="id79E66FB1365C437D8E1C25D048C0E27E" style="OLC"><subsection id="id07ED6BA2E994465688A52D10BBF5263B"><enum>(a)</enum><header>Support for development of international tsunami warning system</header><text>The Administrator shall, in coordination with the Secretary of State and in consultation with such
			 other agencies as the Administrator considers relevant, provide technical
			 assistance and training to the Intergovernmental Oceanographic Commission
			 of the United Nations Educational, Scientific and Cultural Organization,
			 the World Meteorological Organization of the United Nations, and such
			 other international entities as the Administrator considers appropriate,
			 as part of international efforts to develop a fully functional global
			 tsunami forecast and warning system comprising regional tsunami warning
			 networks.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id57C88ED376344F4FA458EC180FE89678"><enum>(2)</enum><text>by striking subsection (b); and</text></paragraph><paragraph id="id3B19DD57DF0F4539B09C92513F1A325D"><enum>(3)</enum><text>by redesignating subsections (c) and (d) as subsections (b) and (c), respectively.</text></paragraph></section><section id="idB15BA37A44164C868D0CC26CE8453D4C"><enum>8.</enum><header>Tsunami science, technology, and preparedness panel</header><subsection id="id0B776483D45A45228BBFE3974D11EF83"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title VIII of the Magnuson-Stevens Fishery Conservation and Management
			 Reauthorization Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/479">Public Law 109–479</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/33/3201">33 U.S.C. 3201 et seq.</external-xref>)
			 is amended—</text><paragraph id="idC2958A66C813406C9D39E4D9B145D5D9"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 808 as section 809; and</text></paragraph><paragraph id="id236704E699254987B78971ABC6B1767D"><enum>(2)</enum><text>by inserting after section 807 the following:</text><quoted-block display-inline="no-display-inline" id="idEB5E9B7DD8A847EB88053CBD6E5433E6" style="OLC"><section id="id676EAA0A4393498A933DB738D737B9DD"><enum>808.</enum><header>Tsunami science, technology, and preparedness panel</header><subsection id="id84ECBA8BDF10484EA48B57C4EBD036E1"><enum>(a)</enum><header>Establishment</header><paragraph id="idDA156DBE4BF6466581444023B42176DD"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator shall establish a panel to provide advice to the Administrator on matters
			 regarding tsunami science, technology, and preparedness.</text></paragraph><paragraph id="id685DE0A4E1FE4F04B68F57563FC89030"><enum>(2)</enum><header>Subcommittee of Science Advisory Board</header><text>The panel established pursuant to paragraph (1) shall be a standing subcommittee of the Science
			 Advisory Board of the Administration.</text></paragraph></subsection><subsection id="id1C2433E714084A0FB888CF26864DD1FE"><enum>(b)</enum><header>Membership</header><paragraph id="id13C330A7D5834B619EBE731CB3B600B9"><enum>(1)</enum><header>Composition</header><text display-inline="yes-display-inline">The panel established under subsection (a) shall be composed of not fewer than 7 members selected
			 by the Administrator from among individuals who have academic or practical
			 expertise in physical sciences, social sciences, information technology,
			 coastal resilience, emergency management, or such other disciplines as the
			 Administrator considers appropriate.</text></paragraph><paragraph id="id5D763CC6F3FD4CEF8EEF94D33CDF977A"><enum>(2)</enum><header>Federal employment</header><text>No member of the panel established pursuant to subsection (a) may be a Federal employee.</text></paragraph></subsection><subsection id="idF11FFD169D834018A235FAC2C5330BD9"><enum>(c)</enum><header>Responsibilities</header><text>Not less frequently than once every 2 years, the panel established under subsection (a) shall—</text><paragraph id="id804ECECE801A43E88FCE2CCE8DFAB3B0"><enum>(1)</enum><text>review the activities of the Federal Government (including the activities of the program conducted
			 under section 805) relating to tsunami research, forecasting, warning, and
			 preparation;</text></paragraph><paragraph id="id25D4AAF141434C029918FC9FD7E1BAF3"><enum>(2)</enum><text>submit to the Administrator and such others as the Administrator considers appropriate—</text><subparagraph id="id71C0C8C0240344E4993DBF4AB29535EE"><enum>(A)</enum><text>the findings of the panel with respect to the most recent review conducted pursuant to paragraph
			 (1); and</text></subparagraph><subparagraph id="id22C6D152EE434D95B2CEC7FE1D4B359F"><enum>(B)</enum><text>such recommendations for legislative or administrative action as the panel considers appropriate to
			 improve Federal tsunami research, forecasting, warning, and preparation.</text></subparagraph></paragraph></subsection><subsection id="id5C079B6524D4415EBC317107D1B92DAF"><enum>(d)</enum><header>Biennial reports to Congress</header><text>Not less frequently than once every 2 years, the Administrator shall submit to the Committee on
			 Commerce, Science, and Transportation of the Senate and the Committee on
			 Science, Space, and Technology of the House of Representatives a report on
			 the findings and
			 recommendations received by the Administrator under subsection (c)(2).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idAF885378D9924EEDB5EDF0771C35D31B"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of such Act is amended by striking the item relating to
			 section 808 and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id9E9224BCDB234529AA92299F65A57DA7" style="OLC"><toc><toc-entry bold="off" level="section">Sec. 808. Tsunami science, technology, and preparedness panel.</toc-entry><toc-entry bold="off" level="section">Sec. 809. Authorization of appropriations.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="idD70240FFBF1B4D6A9FC8D58BFA24700A"><enum>9.</enum><header>Report on implementation of Tsunami Warning and Education Act</header><subsection id="id3357E82E89E64FE8A8F08BC632856D4B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Administrator of the
			 National Oceanic and Atmospheric Administration shall submit to Congress a
			 report on the implementation of the Tsunami Warning and Education Act (33
			 U.S.C. 3201 et seq.), as amended by this Act.</text></subsection><subsection id="idE7769447C9DF401F9EFC0A71C50DB1F8"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The report required by subsection (a) shall include the following:</text><paragraph id="idE1083872FAB44BFFA873A4A9E3EB6249"><enum>(1)</enum><text display-inline="yes-display-inline">A detailed description of the progress made in implementing sections 804(d)(5), 805(b)(6), and
			 806(b)(4) of the Tsunami Warning and Education Act (<external-xref legal-doc="usc" parsable-cite="usc/33/3203">33 U.S.C. 3203</external-xref>, 3204,
			 3205), as amended by this Act.</text></paragraph><paragraph id="id9547A5BA21AC431689378432ADF9D97B"><enum>(2)</enum><text>A description of the ways that tsunami warnings and warning products issued by the Tsunami
			 Forecasting and Warning Program established under section 804 of such Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/33/3203">33 U.S.C. 3203</external-xref>), as amended by this Act, can be standardized and
			 streamlined with warnings and warning products for hurricanes, coastal
			 storms, and other coastal flooding events.</text></paragraph></subsection></section><section id="idAE6A09CB363E4A13BBE7D3F0C03A2274"><enum>10.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 809, as redesignated by section 8(a)(1), is amended—</text><paragraph id="id923E046DC7164CCFBAEC70E1FE1A2A95"><enum>(1)</enum><text>in paragraph (4)(B), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="id5F5BF39B93834CA08B9AFA64A2D21800"><enum>(2)</enum><text>in paragraph (5)(B), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="id357DF1171B184BFE8BCA2CF8A64B5A71"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id2BBF2FCB3E114AFCB27616498EE2B187" style="OLC"><paragraph id="idA146C52D200A45E19B628B2A862B38F4"><enum>(6)</enum><text>$36,000,000 for each of fiscal years 2015 through 2019, of which—</text><subparagraph id="id425D775C78024F9AA2CEE9D3C39FADD7"><enum>(A)</enum><text>not less than 27 percent of the amount appropriated shall be for activities under the
			 tsunami hazard mitigation program under section 805; and</text></subparagraph><subparagraph id="idF7229579545D4E36B2C32C67AF96299D"><enum>(B)</enum><text>not less than 8 percent of the amount appropriated shall be for the tsunami research program under
			 section 806.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id998279A2725D4B7E89D934CA3756B5BD"><enum>11.</enum><header>Repeal of duplicate provisions of law</header><subsection id="id87C968FFBBA344B2BBBA0FB64CA7127C"><enum>(a)</enum><header>Repeal</header><text display-inline="yes-display-inline">Public Law 109–424 (120 Stat. 2902) is hereby repealed.</text></subsection><subsection id="id0A82281545EC4A70866D0EEA15C0E895"><enum>(b)</enum><header>Construction</header><text>Nothing in this section shall be construed to repeal, or affect in any way, title VIII of the
			 Magnuson-Stevens Fishery Conservation and Management Reauthorization Act
			 of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/479">Public Law 109–479</external-xref>).</text></subsection></section></legis-body>
