			 programs and areas of duplication among them, and for other purposes.</official-title></form><legis-body id="HD5AA9A493A68495DB332C484146DF525" style="OLC"><section changed="deleted" committee-id="SSGA00" id="HF91B2E5265F94E608C034C4CA4C5EA38" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Taxpayers Right-To-Know Act</short-title></quote>.</text></section><section changed="deleted" committee-id="SSGA00" id="HF0DE54FC5E724A2392C8B17254B69598" reported-display-style="strikethrough"><enum>2.</enum><header>Cost and performance of Government programs</header><subsection id="H5F369517DB8F45BB80FB9B67341871B6"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/1122">Section 1122(a)</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="HFE87CBBEA1B24FA191C46AE46691EE3F" reported-display-style="strikethrough" style="USC"><paragraph id="HCDF3FF5FB50F4201A3D7ADDAFA28D559"><enum>(3)</enum><header>Additional information</header><subparagraph id="HAA8A2C2C49F244C587697F05639563AA"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Information for each program described under paragraph (1) shall include the following (which shall
			 be updated not less frequently than annually):</text><clause commented="no" display-inline="no-display-inline" id="H26F99967A6FC47C39035E04BBE830A55"><enum>(i)</enum><text>The total administrative expenses for the program for the previous fiscal year.</text></clause><clause commented="no" id="H79AAB5DB2BF449AAB1D9FB06C9A6DDFA"><enum>(ii)</enum><text display-inline="yes-display-inline">The expenditures for services for the program for the previous fiscal year.</text></clause><clause commented="no" id="H216224E85FA844408CDF1C91CF932F8D"><enum>(iii)</enum><text display-inline="yes-display-inline">An estimate of the number of clients served by the program and beneficiaries who received
			 assistance under the program (if applicable) for the previous fiscal year.</text></clause><clause commented="no" id="H3BAE5ED8EFFE4395AF192890242C046E"><enum>(iv)</enum><text display-inline="yes-display-inline">An estimate of, for the previous fiscal year—</text><subclause commented="no" id="H1A4A81C0C8464D2B990EF0205A884DEA"><enum>(I)</enum><text display-inline="yes-display-inline">the number of full-time Federal employees who administer the program; and</text></subclause><subclause commented="no" id="HA5E1254E845F482E9E507381EBC81D5E"><enum>(II)</enum><text>the number of full-time employees whose salary is paid in part or full by the Federal Government
			 through a grant or contract, a subaward of a grant or contract, a
			 cooperative agreement, or another form of financial award or assistance
			 who administer or assist in administering the program.</text></subclause></clause><clause commented="no" id="H12C4F76206DE41C9A725B35BE4FFDE26"><enum>(v)</enum><text>An identification of the specific statute that authorizes the program, including whether such
			 authorization is expired.</text></clause><clause id="HFD3D6F0FD05F4C0C936200FC13A85245"><enum>(vi)</enum><text display-inline="yes-display-inline">Any finding of duplication or overlap identified by internal review, an Inspector General, the
			 Government Accountability Office, or other report to the agency about the
			 program.</text></clause><clause id="H5BF7BF6FD74E4A0C8BECD91650231DD0"><enum>(vii)</enum><text>Any program performance reviews (including program performance reports required under section
			 1116).</text></clause></subparagraph><subparagraph id="HAFA2899EB85C4F3785B19A5531B24AB0"><enum>(B)</enum><header>Definitions</header><text>In this paragraph:</text><clause id="H42B7701CE48142A39CB021407FA87B64"><enum>(i)</enum><header>Administrative expenses</header><text>The term <term>administrative expenses</term>—</text><subclause id="idAB168E16817E4B64AF9A7AB8906BBABC"><enum>(I)</enum><text>has the meaning given that term by the Director of the Office of Management and Budget under
			 section
			 504(b)(2) of the  Energy and Water Development and Related Agencies
			 Appropriations Act, 2010 (<external-xref legal-doc="usc" parsable-cite="usc/31/1105">31 U.S.C. 1105</external-xref> note); and</text></subclause><subclause id="idA82B881312AE4659868124A87A6C3CCA"><enum>(II)</enum><text>includes, with
			 respect to an agency—</text><item commented="no" id="H677B9C132CED403BB07B3F2DBD2647E8"><enum>(aa)</enum><text>costs incurred by the agency and costs incurred by grantees, subgrantees, and other
			 recipients of funds from a grant program or other program administered by
			 the agency; and</text></item><item commented="no" id="H8AC28C0D2C59495383060AFAC67C8C23"><enum>(bb)</enum><text>expenses related to personnel salaries and benefits, property management, travel, program
			 management, promotion, reviews and audits, case management, and
			 communication about, promotion of, and outreach for programs and program
			 activities administered by the agency.</text></item></subclause></clause><clause id="H8D55CA9A5B744682A580FC8B6A2C9BDB"><enum>(ii)</enum><header>Services</header><text>The term <term>services</term>—</text><subclause id="idD3979057397C4C5E9D25D10FE71B9195"><enum>(I)</enum><text>has the meaning given that term by the Director of the Office of Management and Budget; and</text></subclause><subclause id="id813AD31724A74BB6A3E1C21892811168"><enum>(II)</enum><text>shall be
			 limited to only activities, assistance, and aid that provide a direct
			 benefit to a recipient, such as the provision of medical care, assistance
			 for housing or tuition, or financial support (including grants and loans).</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC668BDABB4DD46E1A3919AA289B696F0"><enum>(b)</enum><header>Expired grant funding</header><text display-inline="yes-display-inline">Not later than February 1 of each fiscal year, the Director of the Office of Management and Budget
			 shall publish on the public website of the Office of Management and Budget
			 the total amount of undisbursed grant funding remaining in grant accounts
			 for which the period of availability to the grantee has expired.</text></subsection></section><section changed="deleted" committee-id="SSGA00" id="HC9EBCF813724404A9D2FE501BB6ECA9D" reported-display-style="strikethrough"><enum>3.</enum><header>Government Accountability Office requirements relating to identification, consolidation, and
			 elimination of duplicative Government programs</header><text display-inline="no-display-inline">Section 21 of the <short-title>Statutory Pay-As-You-Go Act of 2010</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/31/712">31 U.S.C. 712</external-xref> note) is amended—</text><paragraph id="idBDD69F294E7F454ABEA89DD366519E90"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>The Comptroller General</quote> and inserting the following:</text><quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="id2C97752F3E864E8EBD87172096BCD258" reported-display-style="strikethrough" style="OLC"><subsection id="id7435DB64EBBB462DA0C94E4387A1BF96"><enum>(a)</enum><header>In general</header><text>The Comptroller General</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id8FE92B40E11C4CC0A9CD09049CD49EAA"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="H76843F201BA04BF686DEEB66178D1825" reported-display-style="strikethrough" style="OLC"><subsection id="H09F00D5BA10A42CAA83658C9E302A8F7"><enum>(b)</enum><header>Updates</header><text>The Comptroller General shall maintain on a publicly available website (which shall include regular
			 updates, not less frequently than annually) the status of responses
			 by Departments and Congress to suggested actions that the Comptroller
			 General has previously identified in annual reports under subsection (a).
			 The status of the suggested actions shall be tracked for an appropriate
			 period to be determined by the Comptroller General.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section changed="deleted" committee-id="SSGA00" id="H680E87369D194FDFB9B8C53A653AC9AA" reported-display-style="strikethrough"><enum>4.</enum><header>Classified information</header><text display-inline="no-display-inline">Nothing in this Act shall, or the amendments made by this Act, be construed to require the
			 disclosure of classified information.</text></section><section changed="deleted" committee-id="SSGA00" id="H4DC6DCFACA20427F8668EDBDE6C3919B" reported-display-style="strikethrough"><enum>5.</enum><header>Regulations and implementation</header><subsection id="H1AA280123DBE45A586688C2003A68295"><enum>(a)</enum><header>Regulations</header><text>Not later than 120 days after the date of enactment of this Act, the Director of the Office of
			 Management and Budget shall prescribe regulations to implement this Act,
			 and the amendments made by this Act.</text></subsection><subsection id="H5C35943C0C6344329BCCFCEDD38185DD"><enum>(b)</enum><header>Implementation</header><text>This Act, and the amendments made by this Act, shall be implemented not later than 1 year after
			 the date of enactment of this Act.</text></subsection><subsection commented="no" id="HE5B1A1ECE6C54AF5A479AB6D211C1ABF"><enum>(c)</enum><header>No additional funds authorized</header><text display-inline="yes-display-inline">No additional funds are authorized to carry out the requirements of this Act, or the amendments
			 made by this Act.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" committee-id="SSGA00" id="idcbdc7871-84ea-428e-aa95-25f9db47baca" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Taxpayers Right-To-Know Act</short-title></quote>.</text></section><section changed="added" committee-id="SSGA00" id="id5cdece0d-ca7f-472e-88e9-f4c98835ed4d" reported-display-style="italic"><enum>2.</enum><header>Cost and performance of Government programs</header><subsection id="id3260e460-c1bb-43ba-923d-5b7000bd5cf2"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/31/1122">Section 1122(a)</external-xref> of title 31, United States Code, is amended—</text><paragraph id="idE8016232AA2A4BF099A78C24682B0162"><enum>(1)</enum><text>by redesignating paragraphs (1) and (2) as paragraphs (2) and (3), respectively;</text></paragraph><paragraph id="idD1A76ED6AC6740FFB54C5D164413B548"><enum>(2)</enum><text>by inserting before paragraph (2), as so redesignated, the following:</text><quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="idD7FD458F07A14F38A4FF1D83D5FA094E" reported-display-style="italic" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id610268BB7FBD4B5086490C1A2B94061E"><enum>(1)</enum><header display-inline="yes-display-inline">Definition of program</header><text display-inline="yes-display-inline">For purposes of this subsection, the term <term>program</term>  means an organized set of activities by 1 or more agencies directed toward a common
			 purpose or goal.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idbd8d0e4b4bc94950aa1807f002ae84a4"><enum>(3)</enum><text>in paragraph (2), as so redesignated—</text><subparagraph id="idF9A52BA4FCF4440D867E818CE464BCB2"><enum>(A)</enum><text>by striking <quote><header-in-text level="paragraph" style="USC">In general</header-in-text>.—Not later than October 1, 2012, the Office of Management and Budget shall</quote> and inserting <quote><header-in-text level="paragraph" style="USC">Website and program inventory</header-in-text>.—The Director of the Office of Management and Budget shall</quote>;</text></subparagraph><subparagraph id="id15c787b4f4e2424eadd560e14b65f861"><enum>(B)</enum><text>by striking  subparagraph (C) and inserting the following:</text><quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="id3f4c134496674b9b99f7a91bf3602547" reported-display-style="italic" style="OLC"><subparagraph id="id022255afbddc4c6c83f0a32099bd321c"><enum>(C)</enum><text>include on the website—</text><clause id="id257577606c0b4cad86ebba042ad51ab9"><enum>(i)</enum><text>a program inventory that shall identify each program of the Federal Government, which shall
			 include—</text><subclause id="id7F1414C8813C49C7BF0C1EDE61B0516A"><enum>(I)</enum><text>any activity that is commonly referred to as a program;</text></subclause><subclause id="idBC9A8BF25B7E40958C9074AA1721AAB4"><enum>(II)</enum><text>any activity specifically created by law, or referenced in law, as a program;</text></subclause><subclause id="id12502AB2635B4B71A007BCAF67948EBB"><enum>(III)</enum><text>each program that has an application process;</text></subclause><subclause id="idE0A8819011154FBC9A9A54A01A956710"><enum>(IV)</enum><text>each program for which financial awards are made on a competitive basis; and</text></subclause><subclause id="idF3B7AFF940A74A229406A4EF9986EC30"><enum>(V)</enum><text>any activity identified as a program activity in a budget request; and</text></subclause></clause><clause id="ida85e901d10eb44cd9daeb4342fe008b3"><enum>(ii)</enum><text>for each program identified in the program inventory, the information required under paragraph (3).</text></clause></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id1242A1D7F8A44DD69FEA1675E9C61988"><enum>(4)</enum><text>in paragraph (3), as so redesignated—</text><subparagraph id="idE369BECF14D940B29574740D2D699553"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>described under paragraph (1)</quote> and inserting <quote>identified in the program inventory required under paragraph (2)</quote>;</text></subparagraph><subparagraph id="idF04870E9550547A2958C3C36C1D1DC09"><enum>(B)</enum><text>by striking subparagraph (A) and inserting the following:</text><quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="id0178D3DE78AE4BD9B51DB76F3DA78BCD" reported-display-style="italic" style="OLC"><subparagraph id="id3BE8F8A57F6B45B2AC7E48090F4DFDC5"><enum>(A)</enum><text>the program activities that are  considered a program by the agency;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="idA7ED4639781A4A1EB783D69648CCD451"><enum>(C)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="id667DDE0189AB46E393380EEF992FB249"><enum>(D)</enum><text>in subparagraph (C), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph id="id3BA05DCF9E644A3985EBB05BA0AFE005"><enum>(E)</enum><text>by adding at the end the following:</text><quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="id9157639BA96447B88B3AF4B7870B8EDF" reported-display-style="italic" style="OLC"><subparagraph commented="no" id="idC959CCA9EF2243AB9915F07C87F85B2F"><enum>(D)</enum><text>an identification of the specific statute that authorizes the program and any regulations
			 specific to the program;</text></subparagraph><subparagraph id="ida86a2c27b4ee438a9c601704c3ffb759"><enum>(E)</enum><text>for any program that provides grants or other financial assistance to individuals or entities, for
			 the most recent fiscal year—</text><clause id="id7774daa089b54eab86986a0e4eb28227"><enum>(i)</enum><text>an estimate of the number of individuals served by the program and beneficiaries who received
			 financial assistance under the program; and</text></clause><clause id="idd4e1eef3903c40b9ad01e9d1f5211f7e"><enum>(ii)</enum><text>an estimate of—</text><subclause id="id17c5c176701444da8a0fe92130ad19d7"><enum>(I)</enum><text>the number of full-time equivalents who administer the program; and</text></subclause><subclause id="id9fa0726024e34e878831f1afe8af5ccc"><enum>(II)</enum><text>the number of full-time equivalents whose salary is paid in part or full by the Federal Government
			 through a grant, contract, cooperative agreement, or another form of
			 financial award or assistance who administer or assist in any way in
			 administering the program;</text></subclause></clause></subparagraph><subparagraph id="idF3B76C33CEBB47B38679811A7919512A"><enum>(F)</enum><text>links to any evaluation, assessment, or program performance reviews by the agency, an Inspector
			 General, or
			 the Government Accountability Office (including program performance
			 reports required under section
			 1116) released during the preceding 5 years; and</text></subparagraph><subparagraph id="idba4a0749ddc2462fa9daad2a95e77219"><enum>(G)</enum><text>to the extent available, financial information for each program required to be reported under
			 section 3(b) of the
			 Federal Funding
			 Accountability and Transparency Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/31/6101">31 U.S.C. 6101</external-xref> note), or a
			 direct link to such information for a specific program on the website
			 established under section 2 of that Act.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="id766E18DEDD0B47E0AF51617B2EDE21C2"><enum>(b)</enum><header>Guidance</header><text>Not later than 1 year after the date of enactment of this Act, the Director of the Office of
			 Management and Budget—</text><paragraph id="idD845AB37884D45BEB6A7A19CA3778538"><enum>(1)</enum><text>shall issue guidance to agencies to identify how the program activities used in budget or
			 appropriations accounts correspond with programs identified in the program
			 inventory required under section
			 1122(a)(2)(A) of title 31, United States Code, as amended by subsection
			 (a); and</text></paragraph><paragraph id="id0F77D103D1574EBD8DCC0AFBC4861C08"><enum>(2)</enum><text>may issue guidance to agencies on more closely aligning program activities to the programs in the
			 program inventory for purposes of the budget of the President submitted to
			 Congress under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code.</text></paragraph></subsection></section><section changed="added" committee-id="SSGA00" id="id0ea300a5-f390-47c8-b42b-b2099decbb0d" reported-display-style="italic"><enum>3.</enum><header>Regulations and implementation</header><subsection id="idf83aad1e-16fd-4070-8ad8-7cb05272ac28"><enum>(a)</enum><header>Regulations</header><text>Not later than 120 days after the date of enactment of this Act, the Director of the Office of
			 Management and Budget shall prescribe regulations or other guidance to
			 implement this Act,
			 and the amendments made by this Act.</text></subsection><subsection id="id819ae0f6-40d4-474a-925a-1b3102057162"><enum>(b)</enum><header>Implementation</header><text>This Act, and the amendments made by this Act, shall be implemented not later than 1 year after
