			<enum>1.</enum>
			<header>Short title</header>
			<text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>American Natural Gas Security and
			 Consumer Protection Act</short-title></quote>.</text>
		</section><section id="HF1523203AB0F4F12AF69CBE874E7A5A9">
			<enum>2.</enum>
			<header>Authorization for
			 the Exportation of Natural Gas</header>
			<text display-inline="no-display-inline">Section 3(a) of the Natural Gas Act (15
			 U.S.C. 717b(a)) is amended—</text>
			<paragraph display-inline="no-display-inline" id="H0D17EBC3747A4832B26D93BDDA9E1B04">
				<enum>(1)</enum>
				<text>by inserting
			 before <quote>After six months from the date on which</quote> the following:
			 <quote>(1) <header-in-text level="paragraph" style="OLC">Authorization for the Importation of Natural
			 Gas</header-in-text>.—</quote>;</text>
			</paragraph><paragraph id="HC155F5B7CEA146968DA73D32A031A724">
				<enum>(2)</enum>
				<text>by striking
			 <quote>export any natural gas from the United States to a foreign country
			 or</quote>;</text>
			</paragraph><paragraph id="HF757B2979F0E41EF8657FA99009CB1CF">
				<enum>(3)</enum>
				<text>by striking
			 <quote>exportation or</quote>; and</text>
			</paragraph><paragraph id="HD86E41AC6D494C7E9C7BE91C630B38BF">
				<enum>(4)</enum>
				<text>by adding at the
			 end the following new paragraphs:</text>

					<paragraph id="H9DDA1D51D9144E1C94E804956AE98224" indent="up1">
						<enum>(2)</enum>
						<header>Authorization for the Exportation
				of Natural Gas</header>
						<subparagraph id="HE799B18F167D4E5498C205594FAB536A">
							<enum>(A)</enum>
							<header>Prohibition</header>
							<text>No person
				may export any natural gas from the United States to a foreign
			 country without
				first having secured an order of the Secretary of Energy
			 authorizing such
				person to do so.</text>
						</subparagraph><subparagraph id="H29FD2BDB207A43AD9E31F245DDD72A5C">
							<enum>(B)</enum>
							<header>Issuance of orders</header>
							<text display-inline="yes-display-inline">The Secretary of Energy may issue an order
				authorizing a person to export natural gas from the United States
			 to a foreign
				country, upon application, if the Secretary determines that the
			 proposed
				exportation will be consistent with the public interest, in
			 accordance with the
				regulations issued under paragraph (3)(B). The Secretary may by
			 order grant
				such application, in whole or in part, with such modification and
			 upon such
				terms and conditions as the Secretary may find necessary or
			 appropriate.</text>
						</subparagraph><subparagraph id="HA77C6F4263944264B0F154A55178D155">
							<enum>(C)</enum>
							<header>Timing</header>
							<text>No order may be
				issued by the Secretary of Energy under this paragraph prior to the
			 date on
				which the Secretary issues final regulations under paragraph
			 (3)(B).</text>
						</subparagraph></paragraph><paragraph id="H1D5CF49FB0F14667A2AC31A4210D5704" indent="up1">
						<enum>(3)</enum>
						<header>Public Interest
				Determination</header>
						<subparagraph id="H638CB900532C4AF8B1B88190F7B82705">
							<enum>(A)</enum>
							<header>NEPA review</header>
							<text display-inline="yes-display-inline">The Secretary of Energy shall issue a
				detailed statement under section 102(2)(C) of the National
			 Environmental Policy
				Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>) of the environmental impact of
			 the issuance
				of orders under paragraph (2), including by conducting an analysis
			 of the
				impacts of extraction of exported natural gas on the environment in
			 communities
				where the natural gas is extracted.</text>
						</subparagraph><subparagraph id="H57B13B0E168F434A971A7427EE6637C8">
							<enum>(B)</enum>
							<header>Regulations</header>
							<clause id="H49565253641D45328C14E0A6DE28B404">
								<enum>(i)</enum>
								<header>Deadline</header>
								<text>Not later
				than 2 years after the date of enactment of this paragraph, the
			 Secretary of
				Energy shall issue final regulations, after notice and public
			 comment, for
				determining whether an export of natural gas from the United States
			 to a
				foreign country is in the public interest for purposes of issuing
			 an order
				under paragraph (2).</text>
							</clause><clause id="H67B02D7C8D13413793E0DA82DCDAE849">
								<enum>(ii)</enum>
								<header>Contents</header>
								<text>Regulations
				issued under this paragraph shall require the Secretary of Energy
			 to determine,
				with respect to each application for export of natural gas from the
			 United
				States to a foreign country, whether such export is in the public
			 interest
				through—</text>
								<subclause id="H7F4A2D90709847689FC23796953511EF">
									<enum>(I)</enum>
									<text>use of the latest available data on
				current and projected United States natural gas demands,
			 production, and
				price;</text>
								</subclause><subclause id="H9B5CF7006F0F4B33998841A1DF0BA34D">
									<enum>(II)</enum>
									<text>consideration of the effects of such
				natural gas exports on—</text>
									<item id="H0B953B92E4D445A1BA6D70887C710785">
										<enum>(aa)</enum>
										<text>household and business energy
				expenditures by electricity and natural gas consumers in the United
				States;</text>
									</item><item id="H63B85A6DB302481CA6B99088316782A0">
										<enum>(bb)</enum>
										<text>the United States economy, jobs, and
				manufacturing, including such effects on wages, investment, and
			 energy
				intensive and trade exposed industries, as determined by the
			 Secretary;</text>
									</item><item id="H0E5634E655614EB4A19CAEAED012DEC7">
										<enum>(cc)</enum>
										<text>the energy security of the United
				States, including the ability of the United States to reduce its
			 reliance on
				imported oil;</text>
									</item><item id="H98BE40C7A60B406C8B6C759EE721AFC1">
										<enum>(dd)</enum>
										<text>the conservation of domestic natural
				gas supplies to meet the future energy needs of the United States;</text>
									</item><item id="HA49621CFAF384CE7A1EEDDA8916948C3">
										<enum>(ee)</enum>
										<text>the potential for natural gas use in
				the transportation, industrial, and electricity sectors of the
			 United
				States;</text>
									</item><item id="H8D51146B6AFA426DB7F62274EF899654">
										<enum>(ff)</enum>
										<text>the ability of the United States to
				reduce greenhouse gas emissions;</text>
									</item><item id="H704F06C40C8D4FA6B84E299FD195F2CF"><enum>(gg)</enum><text>the national security and foreign policy of the United States;</text></item><item id="H10C45E42543441DFA24A4384B5203C87">
										<enum>(hh)</enum>
										<text>domestic natural gas supply and
				availability, including such effects on pipelines and other
				infrastructure;</text>
									</item><item id="H8C0259EA3C2F4E5CB3D364728ED2714E">
										<enum>(ii)</enum>
										<text>the balance of trade of the United
				States; and</text>
									</item><item id="H5520F9E256A54AF0A3D57259FC21F000">
										<enum>(jj)</enum>
										<text>other issues determined relevant by
				the Secretary; and</text>
									</item></subclause><subclause id="HC3126649158E4E91AF83BB8BCE3B3B00">
									<enum>(III)</enum>
									<text>consideration of the detailed statement
				issued under subparagraph (A).</text>
								</subclause></clause></subparagraph></paragraph><paragraph id="H1E4D844BC5144012A6F9C0DDD5C9AC1D" indent="up1">
						<enum>(4)</enum>
						<header>Exemptions</header>
						<text>Paragraph
				(2) does not apply with respect to any order authorizing the
			 exportation of
				natural gas if the natural gas that would be exported as a result
			 of the order
				is exported solely to meet a requirement imposed pursuant to
			 section 203 of the
				International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1702">50 U.S.C. 1702</external-xref>),
			 section 5(b) of
				the Trading with the Enemy Act (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/50/5">50 U.S.C. App. 5(b)</external-xref>), or part B of
			 title II of
				the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6271">42 U.S.C. 6271 et seq.</external-xref>). In
			 such cases,
				the Secretary of Energy may issue such order upon application
			 without
				modification or
				delay.</text>
