		  <quote><short-title>Alternative Qualifications for Federal Employment Act of 2014</short-title></quote>.</text></section><section id="idC0BC1C46402043399BE38AF65B6C4117"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text><paragraph id="idCA5292A09B454000890BAA0BE57173F5"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>agency</term>
					has the meaning given the term <quote>Executive agency</quote> in <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United States Code;</text></paragraph><paragraph id="idD90982EE966C468E953C11A6F544626F"><enum>(2)</enum><text>the term <term>Director</term> means the Director of the Office of Personnel Management; and</text></paragraph><paragraph commented="no" id="idB0801D56AA994F8AB1ABF47B1CC84B0E"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>individual with alternative educational experience</term> means an individual who—</text><subparagraph commented="no" id="id8246E5DCC3224DB7B3ACA02C2C45FACD"><enum>(A)</enum><text display-inline="yes-display-inline">does not have a degree from an institution of higher education (as defined in section 101(a) of the
			 Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>)); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1BC9C5B0840E4B7F980A15E57427B41D"><enum>(B)</enum><text>has received training or education in 1 or more subject areas or occupational fields from an
			 educational provider that does not meet the requirements of such
			 section 101(a).</text></subparagraph></paragraph></section><section id="idD740FDC3996D4A95BCC3887D0C40314F"><enum>3.</enum><header>Establishment of pilot program; pilot program specifications</header><subsection id="id01BFEAF7AA744877A6169262A895EDF9"><enum>(a)</enum><header>Establishment of pilot program</header><text display-inline="yes-display-inline">Not later than 6 months after the date of enactment of this Act, the Director shall establish a
			 pilot program to appoint
			 to positions in the civil service individuals with alternative educational
			 experience, in accordance with subsection (b).</text></subsection><subsection id="id71F18E26B1BD48DBB488020C8AA8C963"><enum>(b)</enum><header>Pilot program specifications</header><paragraph id="idFD02E7BEDE824B1AB09B01A687BA999E"><enum>(1)</enum><header>In general</header><text>In carrying out the pilot program established under subsection (a), the Director shall select
			 positions in the civil service for which the employing agency—</text><subparagraph id="id5EDFE2DAC0D44B188A85FA2C6578B602"><enum>(A)</enum><text>is accepting applications for employment as of the date of establishment of the pilot program, or
			 is likely to accept applications for employment within 1 year of such
			 date;</text></subparagraph><subparagraph id="id031FA14566CB464B9C138F09EE76A0F9"><enum>(B)</enum><text>may not require an individual to have a degree from an institution of higher
			 education (as defined in section 101(a) of the Higher Education Act of
			 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>)) in order to be appointed to such positions;
			 and</text></subparagraph><subparagraph id="id47FF79E0E8554DA29E732479E25E695D"><enum>(C)</enum><text>shall consider an application for employment, if any, from an individual with alternative
			 educational experience.</text></subparagraph></paragraph><paragraph id="id1AE9959F921F45EF90F77AD310A37DB2"><enum>(2)</enum><header>Scope and number of positions selected</header><subparagraph id="idFFD602D6539E46DF97C1B36427DD6E17"><enum>(A)</enum><header>Positions selected</header><text>The Director shall select not less than 25 positions under paragraph (1) during each of fiscal
			 years 2015 through 2019.</text></subparagraph><subparagraph id="idD3CD659938644A088091356D615A268F"><enum>(B)</enum><header>Occupational fields covered</header><text>The positions selected under subparagraph (A) shall be from across not less than
			 10 diverse occupational fields.</text></subparagraph></paragraph></subsection></section><section id="id45EB93EEE7B34E13B7182DB0CCAF2F7A"><enum>4.</enum><header>Report to Congress</header><text display-inline="no-display-inline">Not later than December 31, 2020, the Director shall submit to Congress a report on the pilot
			 program established under section
			 3(a), which shall include—</text><paragraph id="id1E487B6E80FC41D086CB7337F9B19594"><enum>(1)</enum><text>the number and description of the  positions selected under section 3(b), including the
			 geographic locations and occupational fields of such positions;</text></paragraph><paragraph id="id53F14AC0C6AF42F08609BCEE037A9DA7"><enum>(2)</enum><text>the number of individuals with alternative educational experience whose applications were
			 considered for a
			 position selected under section 3(b);</text></paragraph><paragraph id="id47DBDD7DCBA84AE3B436EE9CA7B6FE02"><enum>(3)</enum><text>the number of individuals with alternative educational experience who were appointed to a position
			 selected under section 3(b); and</text></paragraph><paragraph id="idDA362338C65040DFA7BB1146DC692CE9"><enum>(4)</enum><text>the number of individuals described in paragraph (2) who, as of the end of fiscal year 2019, with
			 respect to the position to which the individual was appointed under the
			 pilot program—</text><subparagraph id="id409FB95FE2DF4418A0BB3194FF904556"><enum>(A)</enum><text>continued to occupy the position;</text></subparagraph><subparagraph id="id8201F871F1894F69BFD3F18B7DAC688A"><enum>(B)</enum><text>were promoted; or</text></subparagraph><subparagraph id="idEA931E6636784101A7B4DF8608DFCE89"><enum>(C)</enum><text>were terminated.</text></subparagraph></paragraph></section></legis-body></bill>
