			 of the National Sea Grant College Program Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1121">33 U.S.C. 1121 et seq.</external-xref>).</text></section><section changed="deleted" committee-id="SSCM00" id="id6BD337C4B39E45998C5E9728D6D5E0DB" reported-display-style="strikethrough"><enum>3.</enum><header>Sea grant colleges and sea grant institutes; annual report on progress</header><text display-inline="no-display-inline">Section 207 (<external-xref legal-doc="usc" parsable-cite="usc/33/1126">33 U.S.C. 1126</external-xref>) is amended by striking subsection (e).</text></section><section changed="deleted" committee-id="SSCM00" id="id85CC60EA6D7548438821EC129F326CB6" reported-display-style="strikethrough"><enum>4.</enum><header>Dean John A. Knauss Marine Policy Fellowship</header><text display-inline="no-display-inline">Section 208(b) (<external-xref legal-doc="usc" parsable-cite="usc/33/1127">33 U.S.C. 1127(b)</external-xref>) is amended by striking <quote>may</quote> and inserting <quote>shall</quote>.</text></section><section changed="deleted" committee-id="SSCM00" id="id53343CB80460472B93DD925E720DFD95" reported-display-style="strikethrough"><enum>5.</enum><header>Report on coordination of oceans and coastal research activities</header><text display-inline="no-display-inline">Section 9 of the National Sea Grant College Program Act Amendments of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/33/857-20">33 U.S.C. 857–20</external-xref>) is
			 repealed.</text></section><section changed="deleted" committee-id="SSCM00" id="id2FA5ECB00E014665A09197E4DFD2A35E" reported-display-style="strikethrough"><enum>6.</enum><header>National Sea Grant Advisory Board report</header><text display-inline="no-display-inline">Section 209(b) (<external-xref legal-doc="usc" parsable-cite="usc/33/1128">33 U.S.C. 1128(b)</external-xref>)
			 is amended by amending paragraph (2) to read as follows:</text><quoted-block changed="deleted" committee-id="SSCM00" display-inline="no-display-inline" id="id68D9A3D35F9F45F683E41A5627B25683" reported-display-style="strikethrough" style="OLC"><paragraph id="id626610A9D86941D4A33216110714A523"><enum>(2)</enum><header>Report</header><text>The Board shall report to the Congress every 3 years on the state of the national sea grant college
			 program. The Board shall indicate in each such report the progress made
			 toward meeting the priorities identified in the strategic plan in effect
			 under section 204(c). The Secretary shall make available to the Board such
			 information, personnel, and administrative services and assistance as it

			 for each of fiscal years 2015 through 2020 
      $18,000,000 for competitive grants for the following:</text><subparagraph id="id38EA46CD281D44BA83E8C7F3F3FDED3E"><enum>(A)</enum><text>University research on the biology, prevention, and control of aquatic nonnative species.</text></subparagraph><subparagraph id="idB054396755AF4F5D9E7790D33E750AC5"><enum>(B)</enum><text>University research on oyster diseases, oyster restoration, and oyster-related human health risks.</text></subparagraph><subparagraph id="id064AB5257D9C4285BD873EBC7222FDD0"><enum>(C)</enum><text>University research on the biology, prevention, and forecasting of harmful algal blooms.</text></subparagraph><subparagraph id="id1E88A64D014D4BB7AF32BBDA6AC197A6"><enum>(D)</enum><text>University research, education, training, and extension services and activities focused on regional
			 or national priority issues identified in the strategic plan under section
			 204(c)(1).</text></subparagraph><subparagraph id="idF578BC43CA9640C29FCB58E4440C794D"><enum>(E)</enum><text>Fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance,
			 and not supplant, existing core program funding.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idC45B4F2848514E10BB4A2C7FF71D7916"><enum>(b)</enum><header>Limitations</header><text>Section 212(b)(1) (<external-xref legal-doc="usc" parsable-cite="usc/33/1131">33 U.S.C. 1131(b)(1)</external-xref>) is amended to read as follows:</text><quoted-block changed="deleted" committee-id="SSCM00" display-inline="no-display-inline" id="id6E316F1FF1714337B70AE2522F791723" reported-display-style="strikethrough" style="OLC"><paragraph id="id806EA2858BB94D68A78ACA3DE45FA60C"><enum>(1)</enum><header>Administration</header><subparagraph id="id7A2804FAC8854AFF80D98C2BC4EBB8F7"><enum>(A)</enum><header>In general</header><text>There may not be used for administration of programs under this title in a fiscal year more than
			 5.5 percent of the lesser of—</text><clause id="idD0B3986ADBBC4BE484706C43D8B73887"><enum>(i)</enum><text>the amount authorized to be appropriated under this title for the fiscal year; or</text></clause><clause id="idCC9072B6A849458DAFCC2C9C31589E98"><enum>(ii)</enum><text>the amount appropriated under this title for the fiscal year.</text></clause></subparagraph><subparagraph id="id50A402CE5B7F4DD89416DE754D60037B"><enum>(B)</enum><header>Critical staffing requirements</header><text>The Director shall use the authority under subchapter VI of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States
			 Code, to meet any critical staffing requirement while implementing the
			 activities authorized in this title.  The costs associated with that
			 exercise of authority shall not be counted toward the cap under
			 subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="id5A2945100F5A4AA481A24AD2B2ACC378"><enum>(c)</enum><header>Distribution of funds</header><text>Section 212(c) (<external-xref legal-doc="usc" parsable-cite="usc/33/1131">33 U.S.C. 1131(c)</external-xref>) is amended by inserting <quote>, the year in which base funding was set,</quote> after	<quote>2003</quote>.</text></subsection><subsection commented="no" id="id0D9C31F401744A5E8D21C4222818D1B8"><enum>(d)</enum><header>Conforming amendment</header><text>Section 212(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/33/1131">33 U.S.C. 1131(b)(2)</external-xref>) is amended by inserting <quote>or (a)(3)</quote> after <quote>(a)(2)</quote>.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" committee-id="SSCM00" id="id8a01b955-2217-45a2-b3d1-7d6606d3aad2" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 amended—</text><paragraph id="idAD5160A3F27342CCBB7C6C4F03058EDD"><enum>(1)</enum><text>in the first sentence, by striking <quote>The Secretary</quote> and inserting the following:</text><quoted-block changed="added" committee-id="SSCM00" display-inline="no-display-inline" id="id5574C220260F40B69B910CD4997D8D32" reported-display-style="italic" style="OLC"><paragraph id="id4D2195987424418893378FE4104531DC"><enum>(1)</enum><header>In general</header><text>The Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id3D52B97743834B96A9858C14C5C207B2"><enum>(2)</enum><text>in paragraph (1), as designated by paragraph (1), in the second sentence, by striking <quote>A fellowship</quote> and inserting the following:</text><quoted-block changed="added" committee-id="SSCM00" display-inline="no-display-inline" id="id3704D8B53EFD409E8AC2AC02BD749467" reported-display-style="italic" style="OLC"><paragraph id="idAA40B025DB764CBF8C973F556D7F6FF2"><enum>(2)</enum><header>Placement priorities</header><subparagraph id="idB80A45E6074B41A2BDB584BF14757CAD"><enum>(A)</enum><header>In general</header><text>In each year in which the Secretary awards a legislative fellowship under this subsection, when
			 considering the
			 placement of fellows, the Secretary shall prioritize placement of fellows
			 in the following:</text><clause id="idb006fa1c99bb4a66bddb2e66105ae81c"><enum>(i)</enum><text>Positions in offices of, or with members on, committees of Congress that have jurisdiction over the
			 National Oceanic and Atmospheric Administration.</text></clause><clause id="id79a07aa8d30448daba439bdc30677ce1"><enum>(ii)</enum><text>Positions in offices of members of Congress that have a demonstrated interest in ocean, coastal, or
			 Great Lakes resources.</text></clause></subparagraph><subparagraph id="id64843136B9254BE38B8C6E2ED7D7508E"><enum>(B)</enum><header>Equitable distribution</header><text>In placing fellows in offices described in subparagraph (A), the Secretary shall ensure, to the
			 degree practicable, that placements are equitably distributed among the
			 political parties.</text></subparagraph></paragraph><paragraph id="id3DC5AEB4DD684D5094F42B932CA18060"><enum>(3)</enum><header>Duration</header><text>A fellowship</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id26051CFFD5264DC1B3B6EECCDE9F1AEF"><enum>(c)</enum><header>Effective date</header><text>The amendments made by subsection (b) shall apply with respect to the first calendar year beginning
			 after the date of enactment of this Act.</text></subsection><subsection id="id898D28D10CFE402B974208F62AF271A1"><enum>(d)</enum><header>Sense of Congress; encouragement of career development</header><text>It is the sense of Congress that in recognition of the competitive nature of the fellowship under
			 section 208(b) of the National Sea Grant College Program
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1127">33 U.S.C. 1127(b)</external-xref>), and of the exceptional qualifications
			 of fellowship awardees, the Secretary of Commerce, acting through the
			 Under Secretary of Commerce for Oceans and Atmosphere, should encourage
			 participating
			 Federal agencies to consider opportunities for fellowship awardees at
			 the conclusion of their
			 fellowship for workforce positions appropriate for their education and
			 experience.</text></subsection></section><section changed="added" commented="no" committee-id="SSCM00" id="id4308BE9F8B01452B9B2D0F8028B3D58B" reported-display-style="italic"><enum>5.</enum><header>Donations</header><subsection commented="no" id="idFFEDA839136E408B8336157FD0CE77E6"><enum>(a)</enum><header>In general</header><text>Section 204(c)(4)(E) (<external-xref legal-doc="usc" parsable-cite="usc/33/1123">33 U.S.C. 1123(c)(4)(E)</external-xref>) is amended to read as follows:</text><quoted-block changed="added" committee-id="SSCM00" display-inline="no-display-inline" id="id509DC4AF974B4A4B88ACEF7FD70A7823" reported-display-style="italic" style="OLC"><subparagraph commented="no" id="idCB20A60C15844B43B2EF3D191CAD09B0"><enum>(E)</enum><text>accept donations of money and, notwithstanding <external-xref legal-doc="usc" parsable-cite="usc/31/1342">section 1342</external-xref> of title 31, United States Code, of
			 voluntary and uncompensated services;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="id12766044DFC64D489F1FAAADA7B6F486"><enum>(b)</enum><header>Priorities</header><text>The Secretary of Commerce, acting through the Under Secretary of Commerce for Oceans and
			 Atmosphere, shall establish priorities for the use of donations accepted
			 under section 204(c)(4)(E) of the National Sea Grant College Program Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/33/1123">33 U.S.C. 1123(c)(4)(E)</external-xref>), and shall consider among those priorities the
			 possibility of expanding the Dean John A. Knauss Marine Policy
			 Fellowship's placement of additional fellows in relevant legislative
			 offices
			 under section 208(b) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1127">33 U.S.C. 1127(b)</external-xref>), in accordance with
			 the recommendations under subsection (c) of this section.</text></subsection><subsection commented="no" id="id2E46D832AC9D45A2A3D9D9B2AAC93189"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the
			 National Sea Grant Office, in consultation with the National Sea Grant
			 Advisory Board and the Sea Grant Association, shall—</text><paragraph commented="no" id="idE19B63941B2C48E584C39EA87DDDF8A3"><enum>(1)</enum><text>recommend the optimal use of any donations accepted under section 204(c)(4)(E) of the National Sea
			 Grant College Program Act (33
			 U.S.C. 1123(c)(4)(E)); and</text></paragraph><paragraph commented="no" id="id27ECE4E71C6647DA811DD1406E7BAB0A"><enum>(2)</enum><text>report the recommendations under paragraph (1) to Congress.</text></paragraph></subsection><subsection commented="no" id="idEA8B6327501142C0A0B9B4016A0BD8B4"><enum>(d)</enum><header>Construction</header><text>Nothing in this section shall be construed to limit or otherwise affect any other amounts available
			 for marine policy fellowships under section 208(b) of the National Sea
			 Grant College Program Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1127">33 U.S.C. 1127(b)</external-xref>), including amounts accepted
			 under section 204(c)(4)(F) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1123">33 U.S.C. 1123(c)(4)(F)</external-xref> or
			 appropriated under section 212 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1131">33 U.S.C. 1131</external-xref>).</text></subsection></section><section changed="added" committee-id="SSCM00" id="id22C0A5808F60420C867AFDE94AED565B" reported-display-style="italic"><enum>6.</enum><header>Report on coordination of oceans and coastal research activities</header><text display-inline="no-display-inline">Section 9 of the National Sea Grant College Program Act Amendments of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/33/857-20">33 U.S.C. 857–20</external-xref>) is

      $6,000,000 for competitive grants for the following:</text><subparagraph id="idd13aad1d-0ec2-4767-8a17-c74d5d1b4079"><enum>(A)</enum><text>University research on the biology, prevention, and control of aquatic nonnative species.</text></subparagraph><subparagraph id="idd594a0f1-31d7-42ee-8b85-adb50d0f625b"><enum>(B)</enum><text>University research on oyster diseases, oyster restoration, and oyster-related human health risks.</text></subparagraph><subparagraph id="id61d8dd7f-3440-4b05-8c1e-8611e7c04ebb"><enum>(C)</enum><text>University research on the biology, prevention, and forecasting of harmful algal blooms.</text></subparagraph><subparagraph id="idb909f642-fe18-4321-ba5a-09d0dbe7ac25"><enum>(D)</enum><text>University research, education, training, and extension services and activities focused on
			 coastal resilience and U.S. working waterfronts and other regional
			 or national priority issues identified in the strategic plan under section
			 204(c)(1).</text></subparagraph><subparagraph id="idF88EDC8390E347F3AC544DE7E1E4C163"><enum>(E)</enum><text>University research on sustainable aquaculture techniques and technologies.</text></subparagraph><subparagraph id="ide4878c04-9743-4f5e-9538-b679c3330fa8"><enum>(F)</enum><text>Fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance,
			 and not supplant, existing core program funding.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id2deb84a6-1a5d-4556-bcd6-cc39e09eb87a"><enum>(b)</enum><header>Limitations</header><text>Section 212(b)(1) (<external-xref legal-doc="usc" parsable-cite="usc/33/1131">33 U.S.C. 1131(b)(1)</external-xref>) is amended to read as follows:</text><quoted-block changed="added" committee-id="SSCM00" display-inline="no-display-inline" id="id1b8bcde2-3b8f-4901-aa28-e84f63edc170" reported-display-style="italic" style="OLC"><paragraph id="id3e8bbc5d-f15b-4cab-a041-7d990eb5b31c"><enum>(1)</enum><header>Administration</header><subparagraph id="id728f784e-4a1e-4980-bca0-3c91117d78ad"><enum>(A)</enum><header>In general</header><text>There may not be used for administration of programs under this title in a fiscal year more than
			 5.5 percent of the lesser of—</text><clause id="id2849ce0f-9b97-4c05-985f-f814ba010051"><enum>(i)</enum><text>the amount authorized to be appropriated under this title for the fiscal year; or</text></clause><clause id="id4b390c3c-f694-41b0-a1c5-750bf5158083"><enum>(ii)</enum><text>the amount appropriated under this title for the fiscal year.</text></clause></subparagraph><subparagraph id="id2269939a-f517-4b3e-a253-743398a3713b"><enum>(B)</enum><header>Critical staffing requirements</header><text>The Director shall use the authority under subchapter VI of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/33">chapter 33</external-xref> of title 5, United States
			 Code, to meet any critical staffing requirement while implementing the
			 activities authorized in this title.  The costs associated with that
			 exercise of authority shall not be counted toward the cap under
			 subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="id20c3a75a-3315-4094-a080-0ea2e39e88c9"><enum>(c)</enum><header>Allocation of funding</header><paragraph commented="no" id="id7D41470FE20348899959F139E2E35167"><enum>(1)</enum><header>In general</header><text>Section 204(d)(3) (<external-xref legal-doc="usc" parsable-cite="usc/33/1123">33 U.S.C. 1123(d)(3)</external-xref> is amended—</text><subparagraph commented="no" id="idEDF7D36CE75942BE8C13865EC3AF3ED8"><enum>(A)</enum><text>by striking <quote>With respect to sea grant colleges and sea grant institutes</quote> and inserting <quote>With respect to sea grant colleges, sea grant institutes, sea grant programs, and sea grant
