			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>SCORE for Small Business Act of 2014</short-title></quote>.</text></section><section id="id27101A4C6A8148CEA964048F8F07B96E"><enum>2.</enum><header>SCORE
			 Reauthorization</header><text display-inline="no-display-inline">Section 20 of the
			 Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> note) is amended—</text><paragraph id="idb595de5c-db6c-41a1-aaf7-d9d69cd46b22"><enum>(1)</enum><text>by
			 redesignating subsection (j) as subsection (f); and</text></paragraph><paragraph id="id2f37a73e-62fb-41a8-90a2-f529f161e9a4"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id0b575c06-5918-43ee-a550-c2f5a11f32a7" style="OLC"><subsection id="idc9ddd1c0-e506-4713-bd5d-e357479cc117"><enum>(g)</enum><header>SCORE
				program</header><text>There are authorized to be appropriated to the
				Administrator to carry out the SCORE program authorized by section
			 8(b)(1) such
				sums as are necessary for the Administrator to make grants or enter
			 into
				cooperative agreements in a total amount that does not exceed—</text><paragraph id="id87b5a4d3-60b5-4cfc-9857-c23f421a33cc"><enum>(1)</enum><text>$9,100,000 in fiscal year 2015;</text></paragraph><paragraph id="id11a3a45b-d8b0-43cc-8168-683ae1568d5d"><enum>(2)</enum><text>$10,500,000 in fiscal year 2016; and</text></paragraph><paragraph id="idf2d3af4e-953e-47fa-8503-7052d3f14704"><enum>(3)</enum><text>$10,500,000 in fiscal year 2017.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id7b7b9026-b20a-431b-9918-cd823b34acda"><enum>3.</enum><header>SCORE
			 program</header><text display-inline="no-display-inline">Section 8 of the Small
			 Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637</external-xref>) is amended—</text><paragraph id="id17FDBC7BD9F140E4852F2CB44EE2E50D"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(1)(B), by striking
			 <quote>a Service Corps of Retired Executives (SCORE)</quote> and inserting
			 <quote>the SCORE program described in subsection (c)</quote>; and</text></paragraph><paragraph id="idC406EE2BD03645469C603C4FFE0E0430"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (c) and inserting
			 the following:</text><quoted-block display-inline="no-display-inline" id="idac72837a-51bd-4575-9239-5ada9073acc7" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="id5dc9ab53-4c4d-46dd-bdd6-00be5476adbf"><enum>(c)</enum><header display-inline="yes-display-inline">SCORE program</header><paragraph commented="no" display-inline="no-display-inline" id="id72083AD34A2D457D918FE3B77DFF0E89"><enum>(1)</enum><header display-inline="yes-display-inline">Definition</header><text>In this
				subsection, the term <term>SCORE program</term> means the SCORE program
				authorized by subsection (b)(1)(B).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDB2F609DDF7340BF84A1944409A43573"><enum>(2)</enum><header display-inline="yes-display-inline">Volunteers</header><text>A volunteer participating in the SCORE program
				shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id631BDC8D9F8B4B0CAC2D74519D38802D"><enum>(A)</enum><text>based on the
				business experience and knowledge of the volunteer—</text><clause commented="no" display-inline="no-display-inline" id="id2A00B1DD8EC84117AE270F79C2F5CAB8"><enum>(i)</enum><text>provide at no
				cost to individuals who own, or aspire to own, small business
			 concerns personal
				counseling, mentoring, and coaching relating to the process of
			 starting,
				expanding, managing, buying, and selling a business; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id1BB35F85C1FA4BCA97EDF97E4A051582"><enum>(ii)</enum><text>facilitate
				low-cost education workshops for individuals who own, or aspire to
			 own, small
				business concerns; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA2F638930DC147EBAD5DCEDE7B2A44D5"><enum>(B)</enum><text>as appropriate,
				use tools, resources, and expertise of other organizations to carry
			 out the
				SCORE program.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE5C1133344F1465EBB5C5D35BEFF513E"><enum>(3)</enum><header>Plans and
				goals</header><text>The
				Administrator, in consultation with the SCORE Association, shall
			 ensure that
				the SCORE program and each chapter of the SCORE program develop and
			 implement
				plans and goals to more effectively and efficiently provide
			 services to
				individuals in rural areas, economically disadvantaged communities,
			 and other
				traditionally underserved communities, including plans for
			 electronic
				initiatives, web-based initiatives, chapter expansion,
			 partnerships, and the
				development of new skills by volunteers participating in the SCORE
				program.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFA366B6453374737B1DE3A609FBF63FE"><enum>(4)</enum><header>Annual
				report</header><text>The SCORE Association shall submit to the Administrator an
				annual report that contains—</text><subparagraph id="IDf5efe38802e644e2a9aa939c73ee82bb"><enum>(A)</enum><text>the number of
				individuals counseled or trained under the SCORE program;</text></subparagraph><subparagraph id="ID8d596d3bf1804421b04ba81d637ecae3"><enum>(B)</enum><text>the number of
				hours of counseling provided under the SCORE program; and</text></subparagraph><subparagraph id="idE1D4BF523DD442B4AD67BC19C7FEB566"><enum>(C)</enum><text>to the extent
				possible—</text><clause id="ID1899603c5b314d5088ce16a3e77a378b"><enum>(i)</enum><text>the number of
				small business concerns formed with assistance from the SCORE
			 program;</text></clause><clause id="IDf2de1f9494444fe8958acdeabb96e812"><enum>(ii)</enum><text>the number of
				small business concerns expanded with assistance from the SCORE
			 program;
				and</text></clause><clause id="ID57fa37fd90e24614ac4dd0e1dfbb8940"><enum>(iii)</enum><text>the number of
				jobs created with assistance from the SCORE program.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA956A192B3F2447BA99D33C418F628B7"><enum>(5)</enum><header display-inline="yes-display-inline">Privacy requirements</header><subparagraph commented="no" display-inline="no-display-inline" id="idf4003186-6700-4609-a6c6-1fe72ad518d7"><enum>(A)</enum><header>In
				general</header><text>Neither the Administrator nor the SCORE Association may
				disclose the name, address, or telephone number of any individual
			 or small
				business concern receiving assistance from the SCORE Association
			 without the
				consent of such individual or small business concern, unless—</text><clause id="id40e05c67-8a40-484f-a00f-b48b87a809d8"><enum>(i)</enum><text>the
				Administrator is ordered to make such a disclosure by a court in
			 any civil or
				criminal enforcement action initiated by a Federal or State agency;
			 or</text></clause><clause id="idafb1a272-0817-4de6-9641-80e933983d63"><enum>(ii)</enum><text>the
				Administrator determines such a disclosure to be necessary for the
			 purpose of
				conducting a financial audit of the SCORE program, in which case
			 disclosure
				shall be limited to the information necessary for the audit.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3260ab10-f014-45f8-9498-808e35f6d130"><enum>(B)</enum><header>Administrator
				use of information</header><text>This paragraph	shall not—</text><clause id="id579b69c5-ce74-4153-998d-8d7226c1b1ac"><enum>(i)</enum><text>restrict the
				access of the Administrator to program activity data; or</text></clause><clause id="id5bdc0ee5-0caa-486d-bf15-b170fc562ca8"><enum>(ii)</enum><text>prevent the
				Administrator from using client information to conduct client
			 surveys.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4f313e7c-6c31-42fc-a751-f70c24e2df59"><enum>(C)</enum><header>Regulations</header><clause id="id1bb38816-c130-4963-bdd8-aba8e6087548"><enum>(i)</enum><header>In
				general</header><text>The Administrator shall issue regulations to establish
				standards for—</text><subclause id="id0e2df92c-2b5e-40ac-9d01-2e3efe051d67"><enum>(I)</enum><text>disclosures
				with respect to financial audits under subparagraph (A)(II); and</text></subclause><subclause id="id475bc209-50c8-4365-a968-d65dc4fffa48"><enum>(II)</enum><text>conducting
				client surveys, including standards for oversight of the surveys
			 and for
				dissemination and use of client information.</text></subclause></clause><clause id="id55d0499a-c54b-4aaf-80e8-01d21db5051e"><enum>(ii)</enum><header>Maximum
				privacy protection</header><text>The regulations issued under this subparagraph
				shall, to the extent practicable, provide for the maximum amount of
			 privacy
				protection.</text></clause><clause id="id0726c3d9-7010-482b-a014-35760b2a47fe"><enum>(iii)</enum><header>Inspector
				general</header><text>Until the effective date of the regulations issued under
				this subparagraph, any client survey and the use of any client
			 information shall
				be approved by the Inspector General of the Administration, who
			 shall include
				any such approval in the semi-annual report of the Inspector
				General.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="id871d2dbaf28f48acab61dcee6308a21f"><enum>4.</enum><header>Repeal of authority for the Program for Investment in Microentrepreneurs</header><subsection id="id2cf9c882fe904d58a0d68b2af03f42b8"><enum>(a)</enum><header>Repeal</header><text>Subtitle C of title I of the Riegle Community Development and Regulatory Improvement Act of 1994
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/6901">15 U.S.C. 6901 et seq.</external-xref>) is repealed.</text></subsection><subsection id="id2115d11dd4e74b9e855145b654171e86"><enum>(b)</enum><header>Rule of construction</header><text>Nothing in this section shall affect any grant or assistance provided under subtitle C of title I
			 of the Riegle Community Development and Regulatory Improvement Act of 1994
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/6901">15 U.S.C. 6901 et seq.</external-xref>) before the date of enactment of this Act, and any
			 such grant or assistance shall be subject to such subtitle C, as in effect
			 on the day before the date of enactment of this Act.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id7B72930B104B4496903FCEBC88DD614E"><enum>5.</enum><header>Technical
			 and conforming amendments</header><subsection commented="no" display-inline="no-display-inline" id="idadcaf362-91a6-4510-8a59-c475c1debbf4"><enum>(a)</enum><header>Small
			 Business Act</header><text>The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631 et seq.</external-xref>) is
			 amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id3930ccca-0fad-49f5-85e2-0d3b878ddb60"><enum>(1)</enum><text>in section
			 7(m)(3)(A)(i)(VIII) (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)(3)(A)(i)(VIII)</external-xref>), by striking
			 <quote>Service Corps of Retired Executives</quote> and inserting <quote>SCORE
			 program</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id31f5cd92-7c47-4578-ab46-9fa3d30b47da"><enum>(2)</enum><text>in section
			 22 (<external-xref legal-doc="usc" parsable-cite="usc/15/649">15 U.S.C. 649</external-xref>)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id29AA17020B0848C3B360279EE22BD34F"><enum>(A)</enum><text>in subsection (b)—</text><clause commented="no" display-inline="no-display-inline" id="idD01FA3D07B46422A962E96E2D0078AF5"><enum>(i)</enum><text>in paragraph (1), by striking
			 <quote>Service Corps of Retired Executives</quote> and inserting <quote>SCORE
			 program</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id6A3FD01D19E140F9AF8894C9876A062C"><enum>(ii)</enum><text>in paragraph (3), by striking
			 <quote>Service Corps of Retired Executives</quote> and inserting <quote>SCORE
			 program</quote>;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD3F4F00EFAD74BB6B5CB650E9E63D25E"><enum>(B)</enum><text>in subsection (c)(12), by striking
			 <quote>Service Corps of Retired Executives</quote> and inserting <quote>SCORE
			 program</quote>.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id07429d79-d2f9-4f48-9b6f-70bc190fb84c"><enum>(b)</enum><header>Other
			 laws</header><paragraph commented="no" display-inline="no-display-inline" id="id1D2D3129E6C94B58B193C568EC86F0F5"><enum>(1)</enum><text>Section 621 of the Children's Health Insurance Program
			 Reauthorization Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/15/657p">15 U.S.C. 657p</external-xref>) is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="idC783930DD0B046F08F4A4550DD8B8608"><enum>(A)</enum><text>in subsection
			 (a), by striking paragraph (4) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id5EDE044EC314480C811B5B5A72061481" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id643477352A204C86A2E356E0650042D8"><enum>(4)</enum><text>the term

			 and inserting <quote>SCORE program</quote>.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB7DFB5178C7D47F88E9F98BAB21F8E1C"><enum>(2)</enum><text>Section 337(d)(2)(A) of the  Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6307">42 U.S.C. 6307(d)(2)(A)</external-xref>) is
			 amended by striking <quote>Service Corps of Retired Executives (SCORE)</quote>
