			 buildings of the Department of Veterans Affairs at the West Los Angeles
			 Medical Center, California, and for other purposes.</official-title></form><legis-body><section id="HC8808302347C" section-type="section-one"><enum>1.</enum><header>Authority to enter into enhanced-use leases for certain buildings of the Department of Veterans
			 Affairs at the West Los Angeles Medical Center, California</header><subsection id="HDF28C5E03BA14F11955278FA67F1AC24"><enum>(a)</enum><header>Authority</header><paragraph id="id8C8E6ABDA002408D95B38F3F33E45E9C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided by subsection (b), in accordance with subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/81">chapter 81</external-xref> of title 38,
			 United States Code, the Secretary of Veterans Affairs may enter into an
			 enhanced-use lease for a covered building for the provision of long-term
			 therapeutic housing for covered veterans.</text></paragraph><paragraph id="id4A139DDE1FEC449B8459BD3249E16FFA"><enum>(2)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">The authority provided by paragraph (1) is a specific authorization for purposes of section 8162(c)
			 of such title.</text></paragraph></subsection><subsection id="H294B8FF5F0904E619EA9CBDED4EA2295"><enum>(b)</enum><header>Prohibition on disposition of leased property</header><paragraph id="id147C5375C4294ACABB00376AA76A7922"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In accordance with section 224(a) of the Military Construction and Veterans Affairs and Related
			 Agencies Appropriations Act, 2008 (division I of <external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>; 121
			 Stat. 2272), <external-xref legal-doc="usc" parsable-cite="usc/38/8164">section 8164</external-xref> of title 38, United States Code, shall not apply
			 to a covered building.</text></paragraph><paragraph id="id5BA2C92D3BAB4B9F92568CC7B752F162"><enum>(2)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to affect the prohibition under such section 224(a) on
			 the disposal of a covered building.</text></paragraph></subsection><subsection id="H24D979E40ACF43D9B0AD59A409A87EFE"><enum>(c)</enum><header>Biennial review and report</header><paragraph id="H31B916181BB14DBDB28C947226BF0C63"><enum>(1)</enum><header>Review required</header><text display-inline="yes-display-inline">Not less than once during each two-year period in which an enhanced-use lease is in effect under
			 subsection (a), the Secretary of Veterans Affairs shall conduct a review
			 of such lease, including by assessing the party that is entered into such
			 lease and determining whether such lease should continue.</text></paragraph><paragraph id="H6A821B0D75C84ACCA10368534FA87CC4"><enum>(2)</enum><header>Report required</header><text display-inline="yes-display-inline">During each two-year period in which an enhanced-use lease is in effect under subsection (a), the
			 Secretary shall submit to Congress a report on the review conducted under
			 paragraph (1).</text></paragraph></subsection><subsection id="H623AFE28B4DD4832B56A9719BEB500E3"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HB8F25E5D8CF84911B8D5BEB4FDB6800D"><enum>(1)</enum><header>Covered building</header><text>The term <term>covered building</term> means any of the following buildings located at the West Los Angeles Medical Center, California:</text><subparagraph id="H9278DAD8963F44AE93DE390B05AC83C5"><enum>(A)</enum><text>Building 205.</text></subparagraph><subparagraph id="H158FFD30B9B74D7F907DFF73F1B7F840"><enum>(B)</enum><text>Building 208.</text></subparagraph></paragraph><paragraph id="HD94073A94A6B4B22A942720D3E14AF62"><enum>(2)</enum><header>Covered veteran</header><text>The term <term>covered veteran</term> means a veteran who is—</text><subparagraph id="H0E882C60F5814B5D9B62E3A9DF554469"><enum>(A)</enum><text display-inline="yes-display-inline">homeless; and</text></subparagraph><subparagraph id="HCBEF0D2A6CEA4A1FA62FA4A5B86BD9F6"><enum>(B)</enum><text>with respect to housing, requires assisted living or other similar form of care.</text></subparagraph></paragraph><paragraph id="H23CCBB9FCFCA48B38DDC191811E991C3"><enum>(3)</enum><header>Enhanced-use lease</header><text>The term <term>enhanced-use lease</term> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/38/8161">section 8161</external-xref> of title 38, United States Code.</text></paragraph><paragraph id="HF7CDBB3250184AE09EB8AC6F98F48A35"><enum>(4)</enum><header>Long-term therapeutic housing</header><text display-inline="yes-display-inline">The term <term>long-term therapeutic housing</term> means supportive housing consisting of clinically supportive living facilities that provide
			 housing to a homeless veteran for a period that is sufficient for the
			 veteran to achieve stability and require a lower level of care than is
			 provided at such facilities.</text></paragraph></subsection></section></legis-body></bill>
