		  <quote><short-title>Oversight Workforce Improvement Act of 2014</short-title></quote>.</text></section><section id="id01E51302944C47B79717B7676CEC45B7"><enum>2.</enum><header>Investigations, audits, inspections, evaluations, and reviews conducted by Inspectors General</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/44/3518">Section 3518(c)</external-xref> of title 44, United States Code, is amended—</text><paragraph id="id72463d25fee14e8481272ca7cc3dbe0a"><enum>(1)</enum><text>in paragraph (1), in the matter preceding subparagraph (A), by striking <quote>paragraph (2)</quote> and inserting <quote>paragraph (3)</quote>;</text></paragraph><paragraph id="id3c06a824bdd348c2837165cdd9881085"><enum>(2)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text></paragraph><paragraph id="ida98c2136ae504f27a6a81ba20f7776c3"><enum>(3)</enum><text>by inserting after paragraph (1) the following:</text><quoted-block display-inline="no-display-inline" id="id5a5ec7de58034bb7a044806f01ab4d34" style="OLC"><paragraph id="idf2d95a3783924961831de5ebb913a6d3"><enum>(2)</enum><text>Notwithstanding paragraph (3), this subchapter shall not apply to the collection of information during the conduct of any evaluation, or other review conducted by the Federal Accountability and Spending Transparency Board, or during the conduct of any audit, investigation, inspection, evaluation, or any other review conducted by the Council of the Inspectors General on Integrity and Efficiency or any Office of Inspector General, including any Office of Special Inspector General.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="idA8C126E231C748ADABE5E969A7E6224C"><enum>3.</enum><header>Exemption from disclosure under FOIA</header><subsection id="ida9aa250f9ffa47bfb5aa0d79458dac07"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>agency</term> shall have the meaning given the term in <external-xref legal-doc="usc" parsable-cite="usc/5/551">section 551</external-xref> of title 5, United States Code.</text></subsection><subsection id="idEF3345FEBC404B47A68E6AD3D3F93806"><enum>(b)</enum><header>Exemption</header><text>Information relating to the information security program or practices  of an agency shall be exempt from disclosure under <external-xref legal-doc="usc" parsable-cite="usc/5/552">section 552(b)(3)</external-xref> of title 5, United States Code, if disclosure could reasonably be expected to lead to or result in unauthorized access, use, disclosure, disruption, modification, or destruction of such information system or the information such information system controls, processes, stores, or transmits.</text></subsection><subsection id="id7283b56f63fc4d3da2fffbde04501a20"><enum>(c)</enum><header>Non-Exempt information</header><text>Each agency that withholds information subject to the exemption in subsection (b) shall act in accordance with the obligation of the Federal agency to reasonably segregate and disclose non-exempt information under <external-xref legal-doc="usc" parsable-cite="usc/5/552">section 552(b)</external-xref> of title 5, United States Code.</text></subsection></section><section id="id7DBDF7CD4B394CC6AA3EDCBF27089D83"><enum>4.</enum><header>Amendments to the Inspector General Act of 1978 and the Inspector General Reform Act of 2008</header><subsection id="id9E9B62D461264AB8BDD664F5B35943BB"><enum>(a)</enum><header>Incorporation of provisions from the Inspector General Reform Act of 2008 into the Inspector General Act of 1978</header><paragraph id="idFDF468BEA7C54A10BE2730148A6E69C3"><enum>(1)</enum><header>Classification and pay</header><subparagraph id="id0CF997FDDF7E4536A419BA053C748994"><enum>(A)</enum><header>Amendment</header><text>Section 8G of the Inspector General Act of 1978 (5 U.S.C. App.) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id2A17DED9A2C14BA192A8510A2BF14EE3" style="OLC"><subsection id="id5993B3F4E7D74EB3802D213D68CA00FD"><enum>(i)</enum><text>Notwithstanding any other provision of law, the Inspector General of each designated Federal entity shall, for pay and all other purposes be classified at a grade, level or rank designation, as the case may be, at or above those of a majority of the senior level executives of the designated Federal entity (such as General Counsel, Chief Information Officer, Chief Financial Officer, Chief Human Capital Officer, or Chief Acquisition Officer).  The pay of an Inspector General of a designated Federal entity shall not be less than the average total compensation (including bonuses) of the senior level executives of the designated Federal entity calculated on an annual basis.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="idABD053D1940B4007B47E1FC5380280F0"><enum>(B)</enum><header>Conforming repeal</header><text>Section 4(b) of the Inspector General Reform Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/409">Public Law 110–409</external-xref>; 5 U.S.C. App. note) is repealed.</text></subparagraph></paragraph><paragraph id="id3F44FEFE461A4219B2C1D1FDB1B92A41"><enum>(2)</enum><header>Pay retention</header><subparagraph id="id87DA972094194A86A67A9BEADB4DC73F"><enum>(A)</enum><header>Amendment</header><text>The Inspector General Act of 1978 (5 U.S.C. App.) is amended by adding after section 8M the following:</text><quoted-block display-inline="no-display-inline" id="id82B9BEDCFC214937AF1D851F669292E7" style="OLC"><section id="idA8D08178ED9D44A9937A3A639EA1D34E"><enum>8N.</enum><header>Pay Retention</header><subsection id="id0566F12A03D24462BEB72DDE74738387"><enum>(a)</enum><header>In general</header><text>The provisions of <external-xref legal-doc="usc" parsable-cite="usc/5/3392">section 3392</external-xref> of title 5, United States Code, other than the term <term>performance awards</term> and <term>awarding of ranks</term> in subsection (c)(1) of such section, shall apply to career appointees of the Senior Executive Service who are appointed to the position of Inspector General.</text></subsection><subsection id="id565E90101F404B6D8A4869BDF9ABC500"><enum>(b)</enum><header>Nonreduction in pay</header><text>Notwithstanding any other provision of law, career Federal employees serving on an appointment made pursuant to statutory authority found other than in <external-xref legal-doc="usc" parsable-cite="usc/5/3392">section 3392</external-xref> of title 5, United States Code, shall not suffer a reduction in pay, not including any bonus or performance award, as a result of being appointed to the position of Inspector General.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="id206A4F1E71DF481981DDDB28A4540CEF"><enum>(B)</enum><header>Conforming repeal</header><text>Section 4(c) of the Inspector General Reform Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/409">Public Law 110–409</external-xref>; 5 U.S.C. App. note) is repealed.</text></subparagraph></paragraph><paragraph id="id4CB340C7AC0E4B35A90C4D1D85168BC9"><enum>(3)</enum><header>Allegations of wrongdoing against special counsel or deputy special counsel</header><subparagraph id="idb386c602844f43e8a29346a3a6755c09"><enum>(A)</enum><header>Amendments</header><text>Section 11(d) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text><clause id="id1E61F0B8FBEE4CEF8CCC1711CE1BDFD5"><enum>(i)</enum><text>in paragraph (2)—</text><subclause id="id0F7DDB73B25343688943A4E1070F2A9B"><enum>(I)</enum><text>in subparagraph (C), by inserting <quote>or their designee</quote> before the period; and</text></subclause><subclause id="id2D943CD6A89748538AEBA30E58268547"><enum>(II)</enum><text>in subparagraph (D), by inserting <quote>or their designee</quote> before the period; and</text></subclause></clause><clause id="id36E048DFDC004E30B74D858CAA122206"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id8bb071480ae84631993df8710d6d7347" style="OLC"><paragraph id="id10d900b0231141ac8270f99a48f8196b"><enum>(12)</enum><header>Allegations of wrongdoing against special counsel or deputy special counsel</header><subparagraph id="idd029f8749022460e8e069b56df3c9d05"><enum>(A)</enum><header>Special counsel defined</header><text>In this paragraph, the term <term>Special Counsel</term> means the Special Counsel appointed under <external-xref legal-doc="usc" parsable-cite="usc/5/1211">section 1211(b)</external-xref> of title 5, United States Code.</text></subparagraph><subparagraph id="id74548ff674dc4c5c95f20fff4d0cc0d8"><enum>(B)</enum><header>Authority of integrity committee</header><clause id="id72c2acfbc9dd49bf95ad9ff3a81b1b06"><enum>(i)</enum><header>In general</header><text>An allegation of wrongdoing against the Special Counsel or Deputy Special Counsel may be received, reviewed and referred for investigation by the Integrity Committee to the same extent and in the same manner as in the case of an allegation against an Inspector General (or a member of the staff of an Office of Inspector General), subject to the requirement that the Special Counsel recuse himself or herself from the consideration of any allegation brought under this paragraph.</text></clause><clause id="id943549c3953545108af05bcf4a37f5a0"><enum>(ii)</enum><header>Coordination with existing provision of law</header><text>This paragraph does not eliminate access to the Merit Systems Protection Board for review under <external-xref legal-doc="usc" parsable-cite="usc/5/7701">section 7701</external-xref> of title 5, United States Code.  To the extent that an allegation brought under this subsection involves section 2302(b)(8) of that title, a failure to obtain corrective action within 120 days after the date on which the allegation is received by the Integrity Committee shall, for purposes of section 1221 of such title, be considered to satisfy section 1214(a)(3)(B) of such title.</text></clause></subparagraph><subparagraph id="id79354a58e6dd4c33bab946e31c91f576"><enum>(C)</enum><header>Regulations</header><text>The Integrity Committee may prescribe any rules or regulations necessary to carry out this paragraph, subject to such consultation or other requirements as might otherwise apply.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="idA98B651C13DF4343B25F11D68AAF640B"><enum>(B)</enum><header>Conforming repeal</header><text>Section 7(b) of the Inspector General Reform Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/409">Public Law 110–409</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/5/1211">5 U.S.C. 1211</external-xref> note) is repealed.</text></subparagraph></paragraph></subsection><subsection id="idEA71C9E9630849EB853AF57C78FB2A4D"><enum>(b)</enum><header>Agency applicability</header><paragraph id="idb8ad98350bec41c8a3c75ca56f992f69"><enum>(1)</enum><header>Amendments</header><text>The Inspector General Act of 1978 (5 U.S.C. App.) is further amended—</text><subparagraph id="id94a5a3a42a2b474d8a467a1078f3dcaa"><enum>(A)</enum><text>in section 8M—</text><clause id="id9d057a1e0fd1453181579d4b21aed6f7"><enum>(i)</enum><text>in subsection (a)(1)—</text><subclause id="id2ec3caab133a445ba4bd04dbe8728e8e"><enum>(I)</enum><text>by striking  <quote>Each agency</quote> and inserting <quote> Each Federal agency and designated Federal entity</quote>; and</text></subclause><subclause id="idb9b9a0e0e5e9444c93b42f1373e88f1d"><enum>(II)</enum><text>by striking <quote>that agency</quote>  and inserting <quote>the Federal agency or designated Federal entity</quote> each place it appears; and</text></subclause></clause><clause id="ide40a85fa680f4cbb97db4fb79bed196f"><enum>(ii)</enum><text>in subsection (b)—</text><subclause id="id3376415d7c604bb4a062a75aa4356570"><enum>(I)</enum><text>in paragraph (1), in the matter preceding  subparagraph (A), by striking <quote>agency</quote> and inserting <quote>Federal agency and designated Federal entity</quote>; and</text></subclause><subclause id="ida28740597d5949bfb2f519ef0829ccbc"><enum>(II)</enum><text>in paragraph (2)—</text><item id="idfc6ea09d043b48fe80f37e3acefe7c87"><enum>(aa)</enum><text>in subparagraph (A), by striking <quote>agency</quote> and inserting <quote>Federal agency and designated Federal entity</quote>; and</text></item><item id="id57b3f8b4772148758a46e1c552d63bc4"><enum>(bb)</enum><text>in subparagraph (B), by striking <quote>agency</quote> and inserting <quote>Federal agency and designated Federal entity</quote>; and</text></item></subclause></clause></subparagraph><subparagraph id="id65e23f709a114f5892b9559d9ba85c3e"><enum>(B)</enum><text>in section 11(c)(3)(A)(ii), by striking <quote>department, agency, or entity of the executive branch which</quote> and inserting <quote>Federal agency or designated Federal entity that</quote>.</text></subparagraph></paragraph><paragraph id="id10bf4b8c14df417da9ce7e7a1d13452c"><enum>(2)</enum><header>Implementation</header><text>Not later than 180 days after the date of enactment of this Act, the head and the Inspector General of each Federal agency (as defined in <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /12">section 12</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.)) and each designated Federal entity (as defined in <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /8G">section 8G</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.)) shall implement the amendments made by this subsection.</text></paragraph></subsection><subsection id="id3c247eee230b463e966600395562c289"><enum>(c)</enum><header>Corrections</header><paragraph id="idfbc170912a8143c98ff78d2c355b96c3"><enum>(1)</enum><header>Executive Order number</header><text>Section 7(c)(2) of the Inspector General Reform Act of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/409">Public Law 110–409</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/31/501">31 U.S.C. 501</external-xref> note) is amended by striking <quote>12933</quote> and inserting <quote>12993</quote>.</text></paragraph><paragraph id="id5EF8E3385A594120A92E7A470D7DD092"><enum>(2)</enum><header>Punctuation and cross-references</header><text>The Inspector General Act of 1978 (5 U.S.C.
