			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Anchorage Land Conveyance Act of
			 2013</short-title></quote>.</text></section><section changed="deleted" committee-id="SSEG00" id="id1B22AEF533A440AA8EF32E6B66397765" reported-display-style="strikethrough"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idB3D64DBD6F954DD8929184E4E40A80AB"><enum>(1)</enum><header>City</header><text>The
			 term <quote>City</quote> means the city of Anchorage, Alaska.</text></paragraph><paragraph id="id25E74303F5924ED29F8F1292D413E703"><enum>(2)</enum><header>Non-federal
			 land</header><text>The term <quote>non-Federal land</quote> means certain
			 parcels of land located in the City and owned by the City, which are more
			 particularly described as follows:</text><subparagraph id="id231c4969b68846eb8c9980f54be3f9d7"><enum>(A)</enum><text>Block 42,
			 Original Townsite of Anchorage, Anchorage Recording District, Third
			 Judicial
			 District, State of Alaska, consisting of approximately 1.93 acres,
			 commonly
			 known as the Egan Center, Petrovich Park, and Old City Hall.</text></subparagraph><subparagraph id="ida5b3737eafa34dac8eeab2536677af2a"><enum>(B)</enum><text>Lots 9, 10, and
			 11, Block 66, Original Townsite of Anchorage, Anchorage Recording
			 District,
			 Third Judicial District, State of Alaska, consisting of approximately 0.48
			 acres, commonly known as the parking lot at 7th Avenue and I Street.</text></subparagraph><subparagraph id="ida57fb76a0e0e4a81a208c5b759f8b205"><enum>(C)</enum><text>Lot 13, Block 15,
			 Original Townsite of Anchorage, Anchorage Recording District, Third
			 Judicial
			 District, State of Alaska, consisting of approximately 0.24 acres, an
			 unimproved vacant lot located at H Street and Christensen Drive.</text></subparagraph></paragraph><paragraph id="id0184FE785E2F4E32B0AC147F01E68A6D"><enum>(3)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph></section><section changed="deleted" committee-id="SSEG00" id="id6EDCD0F6FA6F49E3B6D9CC0A5DAA18E5" reported-display-style="strikethrough" section-type="subsequent-section"><enum>3.</enum><header>Conveyance of
			 reversionary interests, anchorage, alaska</header><subsection id="id50ddf9b60de2407b8ae9d287656af07a"><enum>(a)</enum><header>In
			 general</header><text>Notwithstanding any other provision of law, the Secretary
			 shall convey to the City, without consideration, the reversionary
			 interests of
			 the United States in and to the non-Federal land for the purpose of
			 unencumbering the title to the non-Federal land to enable economic
			 development
			 of the non-Federal land.</text></subsection><subsection id="id54e66995ed70486ca7ae02cb95cbbcd3"><enum>(b)</enum><header>Legal
			 descriptions</header><text>As soon as practicable after the date of enactment
			 of this Act, the exact legal descriptions of the non-Federal land shall be
			 determined in a manner satisfactory to the Secretary.</text></subsection><subsection id="ide4bb1a300a584924996c4db60c893916"><enum>(c)</enum><header>Additional
			 terms and conditions</header><text>The Secretary may require such additional
			 terms and conditions to the conveyance under subsection (a) as the
			 Secretary
			 considers appropriate to protect the interests of the United States.</text></subsection><subsection id="id3093154051f44eb99b8966a9b305cb42"><enum>(d)</enum><header>Costs</header><text>The
			 City shall pay all costs associated with the conveyance under subsection
			 (a),
			 including the costs of any surveys, recording costs, and other reasonable
			 costs.</text></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" committee-id="SSEG00" id="id3CBA7A5162DF4A4EA9465F5E92059E42" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Anchorage Land Conveyance Act of 2014</short-title></quote>.</text></section><section changed="added" committee-id="SSEG00" id="id0006BD8313EC42B1A067379E8EF9AC51" reported-display-style="italic"><enum>2.</enum><header>Conveyance of Federal reversionary interest in land located in Anchorage, Alaska</header><subsection id="id13EB439B239F4E20A1E557FC4EF0D949"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id9FB21948C28446C484D4AF5F1967F730"><enum>(1)</enum><header>Municipality</header><text>The term <term>Municipality</term> means the municipality of Anchorage, Alaska.</text></paragraph><paragraph id="id26E24871D1F24946AA0824AE58CF0A5D"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph></subsection><subsection id="ide7178abcadf04400b56ca0639cb1dd3e"><enum>(b)</enum><header>Conveyance required</header><text>If, during the 1-year period beginning on the date of  completion of the appraisal required by
			 subsection (d), the Municipality submits to the Secretary an offer to
			 acquire the
			 Federal reversionary interest in all land described in subsection (c), the
			 Secretary shall convey to the Municipality that reversionary interest by
			 not later
			 than 30 days after the date of receipt of the offer.</text></subsection><subsection id="idc9c8e29cc0364c2db0aa97af65d7070e"><enum>(c)</enum><header>Description of land</header><text>The land referred to in subsection (b) is described as follows:</text><paragraph id="id914f4f93fbd541318de0d1588ecf5642"><enum>(1)</enum><text>Block 42, Original Townsite of Anchorage, Anchorage Recording District, Third Judicial District,
			 State of Alaska, consisting of approximately 1.93 acres, commonly known as <quote>The Egan Center</quote>, <quote>Petrovich Park</quote>, and <quote>Old City Hall</quote>.</text></paragraph><paragraph id="id8dd5f3ac2de94ab3a233e790fb303a94"><enum>(2)</enum><text>Lots 9, 10, and 11, Block 66, Original Townsite of Anchorage, Anchorage Recording District, Third
			 Judicial District, State of Alaska, consisting of approximately 0.48
			 acres, commonly known as <quote>the parking lot at 7th Avenue and I Street</quote>.</text></paragraph><paragraph id="ide67ba4a38f2b4769ad8497a46059ba23"><enum>(3)</enum><text>Lot 13, Block 15, Original Townsite of Anchorage, Anchorage Recording District, Third Judicial
			 District, State of Alaska, consisting of approximately 0.24 acres of an
			 unimproved vacant lot located at H Street and Christensen Drive.</text></paragraph></subsection><subsection id="id7d1e2fd24c6e4f6ba0356dab84b0c743"><enum>(d)</enum><header>Appraisal</header><paragraph id="idE5436EE9BAD04D698494D21ADBC8F2BF"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), not later than 180 days after the date on which the Secretary selects an
			 appraiser that is mutually acceptable to the Secretary and the
			 Municipality under paragraph (2)(A), the
			 Secretary shall complete an appraisal of the Federal reversionary interest
			 in the land described in subsection (c).</text></paragraph><paragraph id="id2E422714327B4840A239820980082C09"><enum>(2)</enum><header>Requirements</header><text>The appraisal under paragraph (1) shall be—</text><subparagraph id="id9CC40FEDB7EA49C49A33B0C22D339A72"><enum>(A)</enum><text>conducted by an appraiser that is mutually acceptable to the Secretary and the Municipality; and</text></subparagraph><subparagraph id="id718F4DE989C04877B0A0F58D7EF271CD"><enum>(B)</enum><text>completed in accordance with the Uniform Appraisal Standards for Federal Land Acquisitions and the
			 Uniform Standards of Professional Appraisal Practice.</text></subparagraph></paragraph></subsection><subsection id="id3a81c8ac552243deb73cb2ac583988d9"><enum>(e)</enum><header>Consideration</header><paragraph id="id674229138F37454980620FC000D079D8"><enum>(1)</enum><header>In general</header><text>As consideration for conveyance of the Federal reversionary interest under subsection (b), the
			 Municipality
			 shall pay to the Secretary an amount equal to the appraised value of the
			 Federal reversionary interest, as determined by the appraisal under
			 subsection (d).</text></paragraph><paragraph id="idD8C0F667D61D4347A0A7AB1806D5EEAD"><enum>(2)</enum><header>Deadline</header><text>The consideration under paragraph (1) shall be paid not later than 30 days after the date of the
			 conveyance.</text></paragraph></subsection><subsection id="id649d7ce043ab45739d8f16a2ac440bec"><enum>(f)</enum><header>Costs of conveyance</header><text>As a condition of the conveyance of the Federal reversionary interest under subsection (b), all
			 costs associated with the conveyance, including the cost of the appraisal
			 required by subsection (d), shall be paid by the Municipality.</text></subsection></section></legis-body><endorsement><action-date>December 10, 2014</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
