			 <quote><short-title>Safeguarding Elections for our Nation's Troops through Reforms and Improvements (SENTRI) Act</short-title></quote>.</text></section><title changed="deleted" committee-id="SSRA00" id="idFAA813A4CDB647A9853D6C78278C8D59" reported-display-style="strikethrough"><enum>I</enum><header>Amendments
			 related to the Uniformed and Overseas Citizens Absentee Voting Act</header><section commented="no" id="IDe5bcda561c854d1fbd37023ddb3a5640"><enum>101.</enum><header>Pre-election
			 reporting requirement on transmission of absentee
			 ballots</header><subsection commented="no" id="idCE16D642B15D4B40B2C65EE67B701B19"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (c) of
			 section 102 of the Uniformed and Overseas Citizens Absentee Voting Act (42
			 U.S.C. 1973ff–1(c)) is amended by striking <quote>Not later than 90
			 days</quote> and inserting the following:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="idDFFBD2D6EF6A4B4A8A23905A14AD7A53" reported-display-style="strikethrough" style="OLC"><paragraph id="ID56dad99caab94f0fb4b60c94d87dbfee"><enum>(1)</enum><header>Pre-election
				report on absentee ballots transmitted</header><subparagraph id="id60E26A1F0432452A810FC69C6C52D2E5"><enum>(A)</enum><header>In general</header><text>Not later than 43 days
				before any election for Federal office held in a State, the chief
			 State election official of such State shall submit
				a report to the Attorney General and the Presidential designee, and
			 make that
				report publicly available that same day, confirming—</text><clause id="idE3FE18887B864017AE97851D68D53382"><enum>(i)</enum><text>the number of  absentee ballots
				validly requested by absent uniformed services voters and overseas
			 voters whose
				requests were received by the 46th day before the election, and</text></clause><clause id="idE8F8A33AA2614EA491849382CC70A53D"><enum>(ii)</enum><text>whether those ballots were timely transmitted.</text></clause></subparagraph><subparagraph id="id3294B01895AD49DC8EF5ABCF940F2B1E"><enum>(B)</enum><header>Matters to be included</header><text>The report under subparagraph (A) shall include the following information:</text><clause id="id173ea4b3eec343789069e5f48f95b23c"><enum>(i)</enum><text>Specific information about ballot transmission, including the total numbers of ballot requests
			 received from such voters and ballots transmitted to such voters by the
			 46th day before the election from each unit of local government that will
			 administer the election.</text></clause><clause id="id8d1d2f34a0434de88f23391b3d247154"><enum>(ii)</enum><text>If the chief State election official has incomplete information on any items required to be
			 included in the report, an explanation of what information is incomplete
			 information and efforts made to acquire such information.</text></clause></subparagraph><subparagraph id="idC3DC08E901B24E07AE0DF29B5FD85F53"><enum>(C)</enum><header>Requirement to supplement incomplete information</header><text>If the report under subparagraph (A) has incomplete information on any items required to be
			 included in the report,  the chief State election official shall make all
			 reasonable efforts to expeditiously supplement the report with complete
			 information.</text></subparagraph><subparagraph id="id14e9eaf55bf84809849c0cef057b7f5c"><enum>(D)</enum><header>Format</header><text>The report under subparagraph (A) shall be in a format prescribed by the Attorney General in
			 consultation with the chief State election officials of each State.</text></subparagraph></paragraph><paragraph id="id7AA0F76C2E2B4544B2C4161C71C68935"><enum>(2)</enum><header>Post election
				report on number of absentee ballots transmitted and received</header><text>Not
				later than 90
				days</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="id862F15A16B724A909CBF032C65825F10"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The heading for subsection (c) of section 102 of such
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1(c)</external-xref>) is amended by striking <quote><header-in-text level="subsection" style="OLC">Report on number of absentee ballots transmitted and
			 received</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Reports on absentee
			 ballots</header-in-text></quote>.</text></subsection></section><section id="IDacead6b6e3134dd48d638d7de961c49f"><enum>102.</enum><header>Transmission
			 requirements; repeal of waiver provision</header><subsection id="idF6B31CFE0C51462699D69BBE55DE700A"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Paragraph (8) of
			 section 102(a) of the Uniformed and Overseas Citizens Absentee Voting Act
			 (42
			 U.S.C. 1973ff–1(a)) is amended to read as follows:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="idE1C8B1E59B8849BB84DBA5B2DE5276A1" reported-display-style="strikethrough" style="OLC"><paragraph id="idD362D151EFAD49FA92AFCD68F94D91A8"><enum>(8)</enum><text>transmit a
				validly requested absentee ballot to an absent uniformed services
			 voter or
				overseas voter by the date and in the manner determined under
			 subsection
				(g);</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idC36AD6999EE7416BAE4F8C2B08B2A05A"><enum>(b)</enum><header>Ballot
			 transmission requirements and repeal of waiver
			 provision</header><text>Subsection (g) of section 102 of such Act (42 U.S.C.
			 1973ff–1(g)) is amended to read as follows:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="id38E90786A55B464AA6DF202A513DC2AD" reported-display-style="strikethrough" style="OLC"><subsection id="idCE3FD276B34746AA8EB8912B743D2071"><enum>(g)</enum><header>Ballot
				transmission requirements</header><paragraph id="id7124A42D313649DF970CE1A174C6DF98"><enum>(1)</enum><header>In
				general</header><text>For purposes of subsection (a)(8), in the case in which a
				valid request for an absentee ballot is received at least 46 days
			 before an
				election for Federal office, the following rules shall apply:</text><subparagraph id="id4B80494A854B47EF9258CBE610DC1DBC"><enum>(A)</enum><header>Transmission deadline</header><text>The State shall transmit the absentee ballot not later
				than 46 days before the election.</text></subparagraph><subparagraph id="id12B6F4582DC641C08FA69E6B6079D076"><enum>(B)</enum><header>Special rules
				in case of failure to transmit on time</header><clause id="id29C2160EA3B64EEB9DC0C1BEB87537EE"><enum>(i)</enum><header>In
				general</header><text>If the State fails to transmit any absentee ballot by the
				46th day before the election as required by subparagraph (A) and
			 the absent
				uniformed services voter or overseas voter did not request
			 electronic ballot
				transmission pursuant to subsection (f), the State shall transmit
			 such ballot
				by express delivery.</text></clause><clause id="id3CC73D2796EB445489EE525CD5A3CC44"><enum>(ii)</enum><header>Extended
				failure</header><text>If the State fails to transmit any absentee ballot by the
				41st day before the election, in addition to transmitting the
			 ballot as
				provided in clause (i), the State shall—</text><subclause id="id7D6DC537515643D081474BC119439842"><enum>(I)</enum><text>in the case of
				absentee ballots requested by absent uniformed services voters with
			 respect to
				regularly scheduled general elections, notify such voters of the
			 procedures
				established under section 103A for the collection and delivery of
			 marked
				absentee ballots; and</text></subclause><subclause id="id6F8DBF18A89B4E8DA0A85A9E4C58EAFA"><enum>(II)</enum><text>in any other
				case, provide for the return of such ballot by express
				delivery.</text></subclause></clause><clause id="id6FBFDD1632924B888FCE35AEBA8F8C51"><enum>(iii)</enum><header>Cost of express delivery</header><text>In any case in which express delivery is required under this subparagraph, the cost of such express
			 delivery—</text><subclause id="id2376CBFAF38E44FB8F8BA77DEA05E51C"><enum>(I)</enum><text>shall not be paid by the voter, and</text></subclause><subclause id="id57CFB8AEA96E4AF289799AF688FA78E7"><enum>(II)</enum><text>may be required by the State to be paid by a local jurisdiction if the State determines that
			 election officials in such jurisdiction are responsible for the failure to
			 transmit the ballot by any date required under this paragraph.</text></subclause></clause><clause commented="no" id="id695E338DA76C45DFAB792090ED985A05"><enum>(iv)</enum><header>Enforcement</header><text>A
				State’s compliance with this subparagraph does not bar the Attorney
			 General
				from seeking additional remedies necessary to effectuate the
			 purposes of this
				Act.</text></clause></subparagraph></paragraph><paragraph id="id21CB59F92164466CA74D8FE2BAB0F6B2"><enum>(2)</enum><header>Requests
				received after 46th day before election</header><text>For purposes of
				subsection (a)(8), in the case in which a valid request for an
			 absentee ballot
				is received less than 46 days but not less than 30 days  before an
			 election for Federal office, the State
				shall transmit the absentee ballot not later than 3 business days
			 after such
				request is
				received.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="idCB473C22BCB641B3B6179BFA0511E131"><enum>103.</enum><header>Technical
			 clarifications to conform to 2009 MOVE Act amendments related to the
			 Federal
			 write-in absentee ballot</header><subsection id="id4AD5C838E6B94BCE82A17C5232D01E64"><enum>(a)</enum><header>In
			 general</header><text>Section 102(a)(3) of the Uniformed and Overseas Citizens
			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1(a)(3)</external-xref>) is amended by striking
			 <quote>general elections</quote> and inserting <quote>general, special,
			 primary, and runoff elections</quote>.</text></subsection><subsection id="idB3350CE3ED404E559734D5E6BE15E740"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 103 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-2">42 U.S.C. 1973ff–2</external-xref>) is
			 amended—</text><paragraph id="id710A635C4878481A9DCEE5C8A75B7961"><enum>(1)</enum><text>in subsection
			 (b)(2)(B), by striking <quote>general</quote>, and</text></paragraph><paragraph id="idB1D4364F43364BF69F1ABE19B6340958"><enum>(2)</enum><text>in the heading
			 thereof, by striking <quote><header-in-text level="section" style="OLC">general</header-in-text></quote>.</text></paragraph></subsection></section><section id="ID361a862a6f4f470cae4249d1dcd2cc14"><enum>104.</enum><header>Treatment of
			 ballot requests</header><subsection id="id5CC0D4C5CD924E8192FE1F36C220B33E"><enum>(a)</enum><header>Application of
			 prohibition of refusal of applications on grounds of early submission to
			 overseas voters</header><text display-inline="yes-display-inline">Section 104
			 of the Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff–3)
			 is amended—</text><paragraph id="id33A0949D63734F99A195D2F481192C6C"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>or overseas
			 voter</quote> after <quote>submitted by an absent uniformed services
			 voter</quote>; and</text></paragraph><paragraph id="idE7EFF551E0B34E7387191FBAB729A9AB"><enum>(2)</enum><text>by striking 
			 <quote>members of the uniformed services</quote> and inserting <quote>absent uniformed services voters or overseas voters</quote>.</text></paragraph></subsection><subsection id="id16A919EFE3C645D9A7A8FD8F0EA82471"><enum>(b)</enum><header>Use of single
			 application for subsequent elections</header><paragraph id="idBE338C7DCEA643B189CE9BFD4D623DA1"><enum>(1)</enum><header>In
			 general</header><text>Section 104 of the Uniformed and Overseas Citizens
			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-3">42 U.S.C. 1973ff–3</external-xref>) is amended—</text><subparagraph id="id0188D64781E445B4B9F4C6436139932A"><enum>(A)</enum><text>by striking
			 <quote>A State</quote> and inserting the following:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="id897750FF8234434F9B4E674370B59695" reported-display-style="strikethrough" style="OLC"><subsection id="idEB8CFDFFBDCF4D9297CD8BEFC2C01E6C"><enum>(a)</enum><header>Prohibition of
				refusal of applications on grounds of early submission</header><text>A
				State</text></subsection><after-quoted-block>,
				and</after-quoted-block></quoted-block></subparagraph><subparagraph id="idBCF0E1A3232849809791D8D792BD23D7"><enum>(B)</enum><text>by adding at the
			 end the following new subsections:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="id77C12E151D3A4F5CB7DC60C2866CF51D" reported-display-style="strikethrough" style="OLC"><subsection id="idB9F5D5454F7B427AA802F51F9E580784"><enum>(b)</enum><header>Application
				treated as valid for subsequent elections</header><paragraph id="idA3B244F94E56492396A8B10D29A10D51"><enum>(1)</enum><header>In
				general</header><text>If a State accepts and processes a request for an
				absentee ballot by an absent uniformed services voter or overseas
			 voter and the
				voter requests that the application be considered an application
			 for an
				absentee ballot for each subsequent election for Federal office
			 held in the
				State through the next regularly scheduled general election for
			 Federal office
				(including any runoff elections which may occur as a result of the
			 outcome of
				such general election) and any special elections for Federal office
			 held in the
				State through the calendar year following such general election,
			 the State
				shall provide an absentee ballot to the voter for each such
			 subsequent
				election.</text></paragraph><paragraph id="idBAF322DF3BF54698BD909FCD9F5CB139"><enum>(2)</enum><header>Exceptions</header><text>Paragraph (1) shall not apply with
				respect to either of the following:</text><subparagraph id="id31C0535CF359497381EDC3169EF5089E"><enum>(A)</enum><header>Voters changing registration</header><text>A voter removed from the list of official eligible voters in accordance with subparagraph (A), (B),
			 or (C) of section 8(a)(3) of the National Voter Registration Act of 1993
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973gg-6">42 U.S.C. 1973gg–6(a)</external-xref>).</text></subparagraph><subparagraph id="idF3F39821890A4F9EB06A63289A2A3BF8"><enum>(B)</enum><header>Undeliverable ballots</header><text>A voter whose ballot is returned by mail to the State or local election officials as undeliverable
			 or, in the case of a ballot delivered electronically, if the email sent to
			 the voter was undeliverable or rejected due to an invalid email address.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idEE935DFEEF714B0CB0B9B9E829C90F8C"><enum>(2)</enum><header>Conforming
			 amendment</header><text>The heading of section 104 of such Act is amended by
			 striking <quote><header-in-text level="section" style="OLC">Prohibition of
			 refusal of applications on grounds of early submission</header-in-text></quote>
			 and inserting <quote><header-in-text level="section" style="OLC">Treatment of
			 ballot requests</header-in-text></quote>.</text></paragraph><paragraph id="IDa88082bc49204e00855b1fef868f8e6c"><enum>(3)</enum><header>Revision to
			 postcard form</header><subparagraph id="id36F6313E5AA14F97B2CA517ABC915670"><enum>(A)</enum><header>In
			 general</header><text>The Presidential designee shall ensure that the official
			 postcard form prescribed under section 101(b)(2) of the Uniformed and
			 Overseas
			 Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff(b)(2)</external-xref>) enables a voter
			 using the
			 form to—</text><clause id="ID926ead8421d64191b217515a313e8678"><enum>(i)</enum><text>request an
			 absentee ballot for each election for Federal office held in a State
			 through
			 the next regularly scheduled general election for Federal office
			 (including any
			 runoff elections which may occur as a result of the outcome of such
			 general
			 election) and any special elections for Federal office held in the State
			 through the calendar year following such general election; or</text></clause><clause id="IDed3fccafad3247289f704c42140df97f"><enum>(ii)</enum><text>request an
			 absentee ballot for a specific election or elections for Federal office
			 held in
			 a State during the period described in paragraph (1).</text></clause></subparagraph><subparagraph id="id568AF3F37CF8449A8E75919ECA2F8C68"><enum>(B)</enum><header>Presidential
			 designee</header><text>For purposes of this paragraph, the term
			 <term>Presidential designee</term> means the individual designated under
			 section 101(a) of the Uniformed and Overseas Citizens Absentee Voting Act
			 (42
			 U.S.C. 1973ff(a)).</text></subparagraph></paragraph></subsection></section><section id="IDd0cc41dad99145f8b1d04b4a5f6f684a"><enum>105.</enum><header>Applicability
			 to Commonwealth of the Northern Mariana Islands</header><text display-inline="no-display-inline">Paragraphs (6) and (8) of section 107 of the
			 Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff–6(6)) are
			 each amended by striking <quote>and American Samoa</quote> and inserting
			 <quote>American Samoa, and the Commonwealth of the Northern Mariana
			 Islands</quote>.</text></section><section id="idbb3ad21fbe654152b9f1c1a724cc1c34"><enum>106.</enum><header>Biennial report on the effectiveness of activities of the federal voting assistance
			 program and Comptroller General review</header><subsection id="idA3CB0A8460EE41B39D7DD8FD287B80BF"><enum>(a)</enum><header>In
			 general</header><text>Section 105A(b) of the Uniformed and Overseas Citizens
			 Absentee Voting Act (42 U.S.C. 1973ff–4a(b)) is amended—</text><paragraph id="idF6F26F529B3641FC8A9C1E9365CB051C"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1)—</text><subparagraph id="idd8555513c56e47d5ad03225612fc602e"><enum>(A)</enum><text>by striking
			 <quote>March 31 of each year</quote> and inserting <quote>June 30 of each
			 odd-numbered year</quote>; and</text></subparagraph><subparagraph commented="no" id="id7a96d521996d494ab480988c9d4dc156"><enum>(B)</enum><text>by striking
			 <quote>the following information</quote> and inserting <quote>the following
			 information with respect to the Federal elections held during the 2
			 preceding
			 calendar years</quote>;</text></subparagraph></paragraph><paragraph commented="no" id="idC400A44B9E3D43689C51487DFA723144"><enum>(2)</enum><text>in paragraph (1),
			 by striking <quote>separate assessment</quote> each place it appears and
			 inserting <quote>separate assessment and statistical analysis</quote>;
			 and</text></paragraph><paragraph commented="no" id="id1881923CA5F740A190939673688EDC6E"><enum>(3)</enum><text>in paragraph (2)—</text><subparagraph commented="no" id="id78CB555437814C69A5EBE8B164D84CDC"><enum>(A)</enum><text>by striking <quote>section 1566a</quote> in the matter preceding subparagraph (A) and inserting <quote>sections 1566a and 1566b</quote>;</text></subparagraph><subparagraph commented="no" id="idF5EC6CF9551C40199029918E3BE29C1F"><enum>(B)</enum><text>by striking <quote>such section</quote> each place it appears in subparagraphs (A) and (B) and inserting <quote>such sections</quote>; and</text></subparagraph><subparagraph commented="no" id="id0ED7370A546C4BEC8781E2E2D72ABF64"><enum>(C)</enum><text>by adding at the end the following new subparagraphs:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="idC8A3BBA2032840E79254033140503248" reported-display-style="strikethrough" style="OLC"><subparagraph commented="no" id="idBBB80655FAF6497E95B54E6B165FF58E"><enum>(C)</enum><text>The number of
				completed official postcard forms prescribed under section
			 101(b)(2) that were
				completed by absent uniformed services members and accepted and
			 transmitted.</text></subparagraph><subparagraph commented="no" id="id83BDCA3966014EA8B1932DBFC4B42647"><enum>(D)</enum><text>The number of
				absent uniformed services members who declined to register to
				vote under such sections.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection commented="no" id="idA3A680047BA8413B9D20526E7E33D522"><enum>(b)</enum><header>Comptroller General reviews</header><text>Section 105A of the Uniformed and Overseas Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-4a">42 U.S.C. 1973ff–4a</external-xref>) is
			 amended by redesignating subsection (c) as subsection (d) and by inserting
			 after subsection (b) the following new subsection:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="id0d4f8c3470e24ae1b34d616bd43dc558" reported-display-style="strikethrough" style="OLC"><subsection id="idf22adbd518fd46f59d16a5f367841851"><enum>(c)</enum><header>Comptroller General reviews</header><paragraph id="id097b576bea554ef3a5d7fc497460f03d"><enum>(1)</enum><header>In general</header><subparagraph id="id9EFDE4CD966F47B3A9F7DA817CFCD2EF"><enum>(A)</enum><header>Review</header><text>The Comptroller General shall conduct a review of any reports submitted by the Presidential
			 designee under subsection (b) with respect to elections occurring in
			 calendar years 2014 through 2020.</text></subparagraph><subparagraph id="id65A01EF0C2E2460385426461EB4615D7"><enum>(B)</enum><header>Report</header><text>Not later than 180 days after a report is submitted by the Presidential designee under subsection
			 (b), the Comptroller General shall submit to the relevant committees of
			 Congress a report containing the results of the review conducted under
			 subparagraph (A).</text></subparagraph></paragraph><paragraph id="id914ef488263a47ed8aab5ac10154c6de"><enum>(2)</enum><header>Matters reviewed</header><text>A review conducted under paragraph (1) shall  assess—</text><subparagraph id="id905e869687144fc5b3b0d5d162b34efd"><enum>(A)</enum><text>the methodology used by the Presidential designee to prepare the report and to develop the data
			 presented in the report, including the approach for designing,
			 implementing, and analyzing the results of any surveys,</text></subparagraph><subparagraph id="idf4c426a7cedb4667afc5fbcade21a7c9"><enum>(B)</enum><text>the effectiveness of any voting assistance covered in the report provided under subsection (b) and
			 provided by the Presidential designee to absent overseas uniformed
			 services voters and overseas voters who are not members of the uniformed
			 services, including an assessment of—</text><clause id="id72763B658C0F4F1CAF819FD83AF0CDBC"><enum>(i)</enum><text>any steps taken toward improving the implementation of such voting assistance; and</text></clause><clause id="id5612F41C522742ED83C006BBA4786C53"><enum>(ii)</enum><text>the extent of collaboration between the Presidential designee and the States in providing such
			 voting assistance; and</text></clause></subparagraph><subparagraph id="idce84584f21864b938355f2087efecf28"><enum>(C)</enum><text>any other information the Comptroller General considers relevant to the review.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id2af9a0fbfc774687a05afecaed5fb0fe"><enum>(c)</enum><header>Conforming
			 amendments</header><paragraph id="idBECEE432F4E64DF8AB3A4AA3710E5B5A"><enum>(1)</enum><text>Section 101(b) of
			 such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff(b)</external-xref>) is amended—</text><subparagraph id="id18D0F0E1C2DD46BC9A6B1CA3EB6B926F"><enum>(A)</enum><text>by striking

			 voter assistance to members of the Armed Forces</header><section commented="no" id="id22797686ED414AABAA5C27386B852E9E"><enum>201.</enum><header>Provision of annual voter assistance</header><subsection commented="no" id="idF005B947E6E448AE9B710D444F98DE58"><enum>(a)</enum><header>Annual voter assistance</header><paragraph commented="no" id="idFD87052C534E48718FB4E87DE2F8D599"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/80">Chapter 80</external-xref> of title 10, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/10/1566a">section 1566a</external-xref> the
			 following new section:</text><quoted-block changed="deleted" committee-id="SSRA00" display-inline="no-display-inline" id="idAF061FED92AF4C05BB303AFA025A5AB1" reported-display-style="strikethrough" style="USC"><section commented="no" id="idC90EC93AA6D54AF3A12693D2F1479F24"><enum>1566b.</enum><header>Annual voter assistance</header><subsection commented="no" id="id9D585D038C174C4AB1B9EEF09C532C14"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense shall carry out the following activities:</text><paragraph commented="no" id="id9F06073DDA814AEFA12D8C83B4768CB3"><enum>(1)</enum><text>In coordination with the Secretary of each military department—</text><subparagraph commented="no" id="id6F4595136CCB44B6A08A0E1AD5B82459"><enum>(A)</enum><text>affirmatively offer, on an annual basis,  each member of the armed forces on active duty (other
			 than active duty for training)  the opportunity, through the online system
			 developed under paragraph (2), to—</text><clause commented="no" id="id4946D5D5C4794FB38A0FFC961DC2D303"><enum>(i)</enum><text>register to vote in an election for Federal office;</text></clause><clause commented="no" id="id4091C634F1C248B592AA06E6966A5133"><enum>(ii)</enum><text>update the member's voter registration information; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id5A5B22B186CA42F5B0488416FDD62A2B"><enum>(iii)</enum><text>request an absentee ballot;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0DD5EF1084D5415D9166569373A1F6F1"><enum>(B)</enum><text>provide services to such members for the purpose of carrying out the activities in clauses (i),
			 (ii), and (iii) of subparagraph (A); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id278B80CF9F494671BB44FA95D6CC1179"><enum>(C)</enum><text>require any such member who declines the offer for voter assistance under subparagraph (A) to
			 indicate and record that decision.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDD9AF73BDDE940058E6314AD272CFCB8"><enum>(2)</enum><text>Implement an online system that, to the extent practicable,  is  integrated with the existing
			 systems of each of  the military departments and that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id359590B93DEF4FC78552287C6AD48146"><enum>(A)</enum><text>provides an electronic means for carrying out the requirements of paragraph (1);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5F4168C16D9C4126AA40C88CC5252A51"><enum>(B)</enum><text>in the case of an individual registering to vote in a State that accepts electronic voter
			 registration and operates its own electronic voter registration system
			 using a form that meets the requirements for mail voter registration forms
			 under section 9(b) of the National Voter Registration Act of 1993 (42
			 U.S.C. 1973gg–7(b)), directs such individual to that system; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id79FDB74E83BB44428295FED8B3B62A37"><enum>(C)</enum><text>in the case of an individual using the official postcard form prescribed under section 101(b)(2) of
			 the Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff(b)(2)) to register to vote and request an absentee ballot—</text><clause commented="no" display-inline="no-display-inline" id="idA263755440FC445FA5CE6CF414B9934D"><enum>(i)</enum><text>pre-populates  such official postcard form with the personal information of such individual, and</text></clause><clause commented="no" display-inline="no-display-inline" id="idDB055295816C4E768CAF3CFA2494B814"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="idB8662A7B393C40BB9E051DAB7A6F2D69"><enum>(I)</enum><text>produces the pre-populated form and a pre-addressed envelope for use in transmitting such official
			 postcard form; or</text></subclause><subclause changed="deleted" commented="no" committee-id="SSRA00" display-inline="no-display-inline" id="idE89FD0C44BC348EFAA88E47D8010F423" indent="up1" reported-display-style="strikethrough"><enum>(II)</enum><text>transmits the completed official postcard form electronically to the appropriate State or local
			 election officials.</text></subclause></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id68414E23C7804311823C1A805197985A"><enum>(3)</enum><text>Implement a system (either independently or in conjunction with the online system under paragraph 
			 (2)) by which any change of address by a member of the armed forces on
			 active duty who is undergoing a permanent change of station, deploying
			 overseas for at least six months, or returning from an overseas deployment
			 of at least six months automatically triggers, through the Defense
			 Enrollment and Eligibility Registration System or related systems, a
			 notification via electronic means to such member that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id7E92B97E56614644A5A48E5C1096FDF7"><enum>(A)</enum><text>indicates that such member's voter registration or absentee mailing address should be updated with
			 the appropriate State or local election officials; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7A056716B5E8415BBC88563AD700C502"><enum>(B)</enum><text>includes instructions on how to update such voter registration using the online system developed
			 under paragraph (2).</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idA20A1A5354A545C19A33CBA3ACEDF22D"><enum>(b)</enum><header>Data collection</header><text>The online system developed under subsection (a)(2) shall collect and store all data required to
			 meet the reporting requirements of section 201(b) of the  <short-title>Safeguarding Elections for our Nation's Troops through Reforms and Improvements (SENTRI) Act</short-title> and section 105A(b)(2) of the Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff–4a(b)(2)) in a manner that complies with <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5,
			 United States Code, (commonly known as the Privacy Act of 1974) and
			 imposes no new record management burden on any military unit or military
			 installation.</text></subsection><subsection id="idbaea5fa2914243d896dcdf11bc1c9d16"><enum>(c)</enum><header>Timing of voter assistance</header><text>To the extent practicable, the voter assistance under subsection (a)(1) shall be offered as a part
			 of each servicemember’s annual training.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id83C8BF2945944977AD1F43676B4F46DB"><enum>(d)</enum><header>Regulations</header><text>Not later than 1 year after the date of the enactment of this section,	the Secretary of Defense
			 shall prescribe regulations implementing the requirements of subsection
			 (a).  Such regulations shall include procedures  to inform those members
			 of the armed forces on active duty (other than active duty for training)
			 experiencing a change of address about the benefits of this section and
			 the timeframe for requesting an absentee ballot to ensure sufficient time
			 for State delivery of the ballot.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="idE0D09E42DFA042308A13D4D07C62FB72"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 80 of such title is amended by inserting after
			 the item relating to section 1566a the following new item:</text><quoted-block changed="deleted" committee-id="SSRA00" id="ida2cb4a16-7f36-4f7d-80a3-36a83a2fda8d" reported-display-style="strikethrough" style="USC"><toc changed="deleted" committee-id="SSRA00" reported-display-style="strikethrough"><toc-entry idref="idC90EC93AA6D54AF3A12693D2F1479F24" level="section">1566b. Annual voter assistance.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" id="idB1E9E5CDECA0426FA22949D993A30703"><enum>(b)</enum><header>Report on
			 status of implementation</header><paragraph commented="no" id="id9e63bec00086452db3ed11cf5af3b992"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act, the Secretary of Defense shall submit to the relevant
			 committees
			 of Congress a report on the status of the implementation of the
			 requirements of <external-xref legal-doc="usc" parsable-cite="usc/10/1566b">section 1566b</external-xref> of title 10, United States Code, as added by
			 subsection (a)(1).</text></paragraph><paragraph commented="no" id="id0122e25476b34ba289d9a632fdafa5d5"><enum>(2)</enum><header>Elements</header><text>The
			 report under paragraph (1) shall include—</text><subparagraph commented="no" id="id138DB1C3C77D4FA78ADA4F87E3077A11"><enum>(A)</enum><text>a detailed description of any specific
			 steps already taken towards the implementation of the requirements of 
			 such section 1566b;</text></subparagraph><subparagraph commented="no" id="id8CDCB5768F1F4EC29B8009D0D5531AFB"><enum>(B)</enum><text>a detailed plan for the implementation of such requirements, including milestones and deadlines for
			 the completion of such implementation;</text></subparagraph><subparagraph commented="no" id="id5561C575014449C5A33AA5C955779A03"><enum>(C)</enum><text>the costs expected to be incurred in the implementation of such requirements;</text></subparagraph><subparagraph commented="no" id="id34ABD4E361DE4A8A8BCE3F0303544CFA"><enum>(D)</enum><text>a description of how the annual voting assistance and system under subsection (a)(3) of such
			 section will be integrated with the Defense Enrollment and Eligibility
			 Registration System or other Department of Defense personnel databases
			 that track military servicemembers' address changes;</text></subparagraph><subparagraph commented="no" id="id7EDA6CE6019C44EAB103A18B5013BB34"><enum>(E)</enum><text>an estimate of how long it will take an average member to complete the voter assistance process
			 required under subsection (a)(1) of such section;</text></subparagraph><subparagraph commented="no" id="id61789850609D4B73BCDE8AE07BC48098"><enum>(F)</enum><text>an explanation of how the Secretary of Defense	will collect reliable data on the utilization of
			 the online system under subsection (a)(2) of such section; and</text></subparagraph><subparagraph commented="no" id="id048AA000836D4F00975E2EB35C480B0C"><enum>(G)</enum><text>a summary of any objections, concerns, or comments made by State or local election officials
			 regarding the implementation of such section.</text></subparagraph></paragraph><paragraph commented="no" id="idBAB83C4806194559BCCE877189C4B550"><enum>(3)</enum><header>Relevant
			 committees of congress defined</header><text>In this subsection, the term
			 <term>relevant committees of Congress</term> means—</text><subparagraph commented="no" id="id5623f096d1b34f78979df7850a325ae0"><enum>(A)</enum><text>the Committees on
			 Appropriations, Armed Services, and Rules and Administration of the
			 Senate;
			 and</text></subparagraph><subparagraph commented="no" id="id997e27c8f4b04a9e9b192c7db35cac95"><enum>(B)</enum><text>the Committees on
			 Appropriations, Armed Services, and House Administration of the House of
			 Representatives.</text></subparagraph></paragraph></subsection></section></title><title changed="deleted" committee-id="SSRA00" id="id6732320044A14AB7832CACE0678C8F37" reported-display-style="strikethrough"><enum>III</enum><header>Electronic

			 section 102 of the Uniformed and Overseas Citizens Absentee Voting Act (42
			 U.S.C. 1973ff–1(c)) is amended by striking <quote>Not later than 90

			 State election official of such State shall submit
				a report containing the information in subparagraph (B) to the
			 Attorney General and the Presidential designee, and

				report publicly available that same day.</text></subparagraph><subparagraph id="id657E1A8786694132856BB9F2CFE55A3D"><enum>(B)</enum><header>Information reported</header><text>The report under subparagraph (A) shall consist of the following:</text><clause id="id9C36A13375CE4AC0BDADDFFE08A78E91"><enum>(i)</enum><text>The total number of  absentee ballots
				validly requested by absent uniformed services voters and overseas
			 voters whose
				requests were received by the 47th day before the election.</text></clause><clause id="id230682929E184E7CA6AD77734B2C489F"><enum>(ii)</enum><text>The total number of ballots transmitted to such voters by the
			 46th day before the election by each unit of local government within the
			 State that will
			 administer the election.</text></clause><clause id="id5078CC5491164BB8A3770B43BA986A33"><enum>(iii)</enum><text>If the chief State election official has incomplete information on any items required to be
			 included in the report, an explanation of what information is incomplete
			 information and efforts made to acquire such information, including the
			 identity of any unit of local government that failed to provide required
			 information to the State.</text></clause></subparagraph><subparagraph id="id3D0597037AC24BB2B7D51E02DEDC6045"><enum>(C)</enum><header>Requirement to supplement incomplete information</header><text>If the report under subparagraph (A) has incomplete information on any items required to be
			 included in the report,  the chief State election official shall make all
			 reasonable efforts to expeditiously supplement the report with complete
			 information.</text></subparagraph><subparagraph id="id06AC9A3B2DD744E6A26D4927068C704C"><enum>(D)</enum><header>Format</header><text>The report under subparagraph (A) shall be in a format prescribed by the Attorney General in
			 consultation with the chief State election officials of each State.</text></subparagraph></paragraph><paragraph id="id09EE63BA89B54C65952484DFE63E55A5"><enum>(2)</enum><header>Post election

			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1(c)</external-xref>) is amended by striking <quote><header-in-text level="subsection" style="OLC">Report on number of absentee ballots transmitted and
			 received</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Reports on absentee
			 ballots</header-in-text></quote>.</text></subsection></section><section id="idcf2e86c0-01bd-4e57-9955-58a4f10ce733"><enum>102.</enum><header>Transmission
			 requirements; repeal of waiver provision</header><subsection id="id4f9691e4-c5e4-461a-acd1-d57a465a7958"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Paragraph (8) of
			 section 102(a) of the Uniformed and Overseas Citizens Absentee Voting Act
			 (42
			 U.S.C. 1973ff–1(a)) is amended to read as follows:</text><quoted-block changed="added" committee-id="SSRA00" display-inline="no-display-inline" id="id0e8aaa0b-2dff-48c3-a778-d47b4335629a" reported-display-style="italic" style="OLC"><paragraph id="id63476b21-2a50-446a-9f6b-b981bffdfe94"><enum>(8)</enum><text>transmit a
				validly requested absentee ballot to an absent uniformed services
			 voter or
				overseas voter by the date and in the manner determined under
			 subsection
				(g);</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id2a774cdb-8dac-40c8-ac1d-838d231436bf"><enum>(b)</enum><header>Ballot
			 transmission requirements and repeal of waiver
			 provision</header><text>Subsection (g) of section 102 of such Act (42 U.S.C.
			 1973ff–1(g)) is amended to read as follows:</text><quoted-block changed="added" committee-id="SSRA00" display-inline="no-display-inline" id="idc5fc67f4-47c0-4bdf-9da7-1e218d580d59" reported-display-style="italic" style="OLC"><subsection id="idf1bcfad3-0d57-4dad-b2eb-49b78c965510"><enum>(g)</enum><header>Ballot
				transmission requirements</header><paragraph id="id2c1c304d-77c8-429b-86dc-5577122f2a50"><enum>(1)</enum><header>In
				general</header><text>For purposes of subsection (a)(8), in the case in which a
				valid request for an absentee ballot is received at least 47 days
			 before an
				election for Federal office, the following rules shall apply:</text><subparagraph id="id111e4fcb-0204-4cfa-8c3a-2c8fb3f4dec5"><enum>(A)</enum><header>Transmission deadline</header><text>The State shall transmit the absentee ballot not later
				than 46 days before the election.</text></subparagraph><subparagraph id="idc2a4b3a9-984f-4fdc-a0f0-18754b8bc541"><enum>(B)</enum><header>Special rules
				in case of failure to transmit on time</header><clause id="id1029327c-4533-4d2d-b0f4-7ea4f82bc6cb"><enum>(i)</enum><header>In
				general</header><text>If the State fails to transmit any absentee ballot by the
				46th day before the election as required by subparagraph (A) and
			 the absent
				uniformed services voter or overseas voter did not request
			 electronic ballot
				transmission pursuant to subsection (f), the State shall transmit
			 such ballot
				by express delivery.</text></clause><clause id="idcf87cf82-1322-4a2c-88f2-d8a7eb5016c7"><enum>(ii)</enum><header>Extended
				failure</header><text>If the State fails to transmit any absentee ballot by the
				41st day before the election, in addition to transmitting the
			 ballot as
				provided in clause (i), the State shall—</text><subclause id="id04875bd9-ee6d-4541-8c51-aa9c20cd7f8c"><enum>(I)</enum><text>in the case of
				absentee ballots requested by absent uniformed services voters with
			 respect to
				regularly scheduled general elections, notify such voters of the
			 procedures
				established under section 103A for the collection and delivery of
			 marked
				absentee ballots; and</text></subclause><subclause id="id4043a84f-ab75-4e3d-b977-0e8894aa788c"><enum>(II)</enum><text>in any other
				case, provide for the return of such ballot by express
				delivery.</text></subclause></clause><clause id="idb0fb68e3-1242-4d91-8b01-01b1cee05f31"><enum>(iii)</enum><header>Cost of express delivery</header><text>In any case in which express delivery is required under this subparagraph, the cost of such express
			 delivery—</text><subclause id="idf60a9e11-13d1-4733-bbe2-5778e1700e5b"><enum>(I)</enum><text>shall not be paid by the voter, and</text></subclause><subclause id="id185e945e-d726-464a-8011-1cc6fdd3d56e"><enum>(II)</enum><text>may be required by the State to be paid by a local jurisdiction if the State determines that
			 election officials in such jurisdiction are responsible for the failure to
			 transmit the ballot by any date required under this paragraph.</text></subclause></clause><clause id="id371cace6865741e6a491f4439c6f09ea"><enum>(iv)</enum><header>Exception</header><text>Clause (ii)(II) shall not apply when an absent uniformed services voter or overseas voter indicates
			 the preference to return the late sent absentee ballot by electronic
			 transmission in a State that permits return of an absentee ballot by
			 electronic transmission.</text></clause><clause commented="no" id="id3d8d0403-cbcc-44f0-b23d-931677e56638"><enum>(v)</enum><header>Enforcement</header><text>A
				State’s compliance with this subparagraph does not bar the Attorney
			 General
				from seeking additional remedies necessary to fully resolve or
			 prevent ongoing, future, or systematic violations of this provision.</text></clause></subparagraph><subparagraph id="id702f606e20f04c1183d1b0cb4004edd4"><enum>(C)</enum><header>Special procedure in event of disaster</header><text>If a disaster (hurricane, tornado, earthquake, storm, volcanic eruption, landslide, fire, flood, or
			 explosion), or an act of terrorism prevents the State from transmitting
			 any absentee ballot by the 46th day before the election as required by
			 subparagraph (A), it shall notify the Attorney General as soon as
			 practicable and
			 take all actions necessary, including seeking any necessary judicial
			 relief, to ensure that affected absent uniformed services voters and
			 overseas voters are provided a reasonable opportunity to receive and
			 return their
			 absentee ballots in time to be counted.</text></subparagraph></paragraph><paragraph id="id5320efe2-b00f-4e77-82d6-9f3e83f0efe6"><enum>(2)</enum><header>Requests
				received after 47th day before election</header><text>For purposes of
				subsection (a)(8), in the case in which a valid request for an
			 absentee ballot
				is received less than 47 days but not less than 30 days  before an
			 election for Federal office, the State
				shall transmit the absentee ballot not later than 3 business days
			 after such
				request is
				received.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="id91862720-afbb-48ea-842e-48573e4dab66"><enum>103.</enum><header>Technical
			 clarifications to conform to 2009 MOVE Act amendments related to the
			 Federal
			 write-in absentee ballot</header><subsection id="idf2cc8fd6-a1ec-478b-9491-1f9952c97b61"><enum>(a)</enum><header>In
			 general</header><text>Section 102(a)(3) of the Uniformed and Overseas Citizens
			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1(a)(3)</external-xref>) is amended by striking
			 <quote>general elections</quote> and inserting <quote>general, special,
			 primary, and runoff elections</quote>.</text></subsection><subsection id="idf93bd04d-dda7-4880-ae26-6af2d8fc73ae"><enum>(b)</enum><header>Conforming

			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-1">42 U.S.C. 1973ff–1</external-xref>) is amended by adding at the end
			 the following new subsection:</text><quoted-block changed="added" committee-id="SSRA00" display-inline="no-display-inline" id="id439975BFBBD347E2A540AD2360DC5AE7" reported-display-style="italic" style="OLC"><subsection id="id947D3C109E5F434DA1879E74D46DA7ED"><enum>(j)</enum><header>Treatment of post card registrations</header><text>A State shall not remove any voter who has registered to vote using the official post card form
			 (prescribed under section 101) except in accordance with  subparagraph
			 (A), (B),
			 or (C) of section 8(a)(3) of the National Voter Registration Act of 1993
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973gg-6">42 U.S.C. 1973gg–6(a)</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id803a3b30-7c1d-4422-98a2-7f07129209c1"><enum>105.</enum><header>Treatment of

			 prohibition of refusal of applications on grounds of early submission to
			 overseas voters</header><text display-inline="yes-display-inline">Section 104
			 of the Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff–3)
			 is amended—</text><paragraph id="id5c099cb9-ba47-481f-8e97-8c4407c6ad76"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>or overseas
			 voter</quote> after <quote>submitted by an absent uniformed services
			 voter</quote>; and</text></paragraph><paragraph id="ide81f4ce9-4701-4892-95b8-cd1ce7fee49e"><enum>(2)</enum><text>by striking 
			 <quote>members of the uniformed services</quote> and inserting <quote>absent uniformed services voters or overseas voters</quote>.</text></paragraph></subsection><subsection id="id94f68892-06f0-4278-bb5f-c49eba90d94f"><enum>(b)</enum><header>Use of single
			 application for subsequent elections</header><paragraph id="idfa2b34b9-6de1-460c-94cb-b59f04b01cc1"><enum>(1)</enum><header>In
			 general</header><text>Section 104 of the Uniformed and Overseas Citizens
			 Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-3">42 U.S.C. 1973ff–3</external-xref>) is amended—</text><subparagraph id="id81464f48-5eac-4ab3-821e-de6255e84bfd"><enum>(A)</enum><text>by striking
			 <quote>A State</quote> and inserting the following:</text><quoted-block changed="added" committee-id="SSRA00" display-inline="no-display-inline" id="id3c4e64c9-f6b8-4906-ba31-bee8c7c04cd3" reported-display-style="italic" style="OLC"><subsection id="ide5d46b52-5bb5-427d-8648-894f5031e763"><enum>(a)</enum><header>Prohibition of

				general</header><text>If a State accepts and processes a request for an
				absentee ballot by an absent uniformed services voter or overseas
			 voter and the
				voter requests that the application be considered an application
			 for an
				absentee ballot for each subsequent election for Federal office
			 held in the
				State through the next regularly scheduled general election for
			 Federal office
				(including any runoff elections which may occur as a result of the
			 outcome of
				such general election),
			 the State
				shall provide an absentee ballot to the voter for each such
			 subsequent
				election.</text></paragraph><paragraph id="id197d61dc-18aa-48ab-970c-429ee672c909"><enum>(2)</enum><header>Exceptions</header><text>Paragraph (1) shall not apply with
				respect to either of the following:</text><subparagraph id="id1451eb36-3761-4596-8b1c-79a19ba908b4"><enum>(A)</enum><header>Voters changing registration</header><text>A voter removed from the list of official eligible voters in accordance with subparagraph (A), (B),
			 or (C) of section 8(a)(3) of the National Voter Registration Act of 1993
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973gg-6">42 U.S.C. 1973gg–6(a)</external-xref>).</text></subparagraph><subparagraph id="idd1f2b989-fd7c-4986-b782-9bdde1ae186a"><enum>(B)</enum><header>Undeliverable ballots</header><text>A voter whose ballot is returned by mail to the State or local election officials as undeliverable
			 or, in the case of a ballot delivered electronically, if the email sent to
			 the voter was undeliverable or rejected due to an invalid email address.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idf1247fcd-a72a-490c-aecd-03d0403b1807"><enum>(2)</enum><header>Conforming
			 amendment</header><text>The heading of section 104 of such Act is amended by
			 striking <quote><header-in-text level="section" style="OLC">Prohibition of
			 refusal of applications on grounds of early submission</header-in-text></quote>
			 and inserting <quote><header-in-text level="section" style="OLC">Treatment of

			 general</header><text>The Presidential designee shall ensure that the official
			 postcard form prescribed under section 101(b)(2) of the Uniformed and
			 Overseas
			 Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff(b)(2)</external-xref>) enables a voter
			 using the
			 form to—</text><clause id="idd79a8a62-cf3b-4a42-8325-baaec2186f9b"><enum>(i)</enum><text>request an
			 absentee ballot for each election for Federal office held in a State
			 through
			 the next regularly scheduled general election for Federal office
			 (including any
			 runoff elections which may occur as a result of the outcome of such
			 general
			 election); or</text></clause><clause id="idcf88851f-2f60-46c8-aed7-1ed3126161f4"><enum>(ii)</enum><text>request an
			 absentee ballot for a specific election or elections for Federal office
			 held in
			 a State during the period described in paragraph (1).</text></clause></subparagraph><subparagraph id="id9c9c6a12-64b7-41be-a305-d219e868657d"><enum>(B)</enum><header>Presidential
			 designee</header><text>For purposes of this paragraph, the term
			 <term>Presidential designee</term> means the individual designated under
			 section 101(a) of the Uniformed and Overseas Citizens Absentee Voting Act
			 (42
			 U.S.C. 1973ff(a)).</text></subparagraph></paragraph></subsection></section><section id="idc7f12e61-ccc1-43a5-9041-3274d46cedc6"><enum>106.</enum><header>Applicability
			 to Commonwealth of the Northern Mariana Islands</header><text display-inline="no-display-inline">Paragraphs (6) and (8) of section 107 of the
			 Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff–6(6)) are
			 each amended by striking <quote>and American Samoa</quote> and inserting
			 <quote>American Samoa, and the Commonwealth of the Northern Mariana
			 Islands</quote>.</text></section><section id="id725d987d-bda3-4d3f-9185-a6f10b58f1b9"><enum>107.</enum><header>Biennial report on the effectiveness of activities of the federal voting assistance
			 program and Comptroller General review</header><subsection id="idf5cc36d6-b9a7-4b78-937f-b4eca374298c"><enum>(a)</enum><header>In
			 general</header><text>Section 105A(b) of the Uniformed and Overseas Citizens
			 Absentee Voting Act (42 U.S.C. 1973ff–4a(b)) is amended—</text><paragraph id="ide5676741-618d-45f6-acf4-288c404f3428"><enum>(1)</enum><text>in the matter

				vote under such sections.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection commented="no" id="id54e739e0-78da-486c-9307-cfe33bfc786b"><enum>(b)</enum><header>Comptroller General reviews</header><text>Section 105A of the Uniformed and Overseas Citizens Absentee Voting Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff-4a">42 U.S.C. 1973ff–4a</external-xref>) is
			 amended by redesignating subsection (c) as subsection (d) and by inserting
			 after subsection (b) the following new subsection:</text><quoted-block changed="added" committee-id="SSRA00" display-inline="no-display-inline" id="id4f08546b-43a5-49f8-8f66-31a082b1e4a0" reported-display-style="italic" style="OLC"><subsection id="id8eb89154-4714-4ebf-8866-6d488e53d264"><enum>(c)</enum><header>Comptroller General reviews</header><paragraph id="ideb9ede37-c711-44dc-a891-7b5a7a166935"><enum>(1)</enum><header>In general</header><subparagraph id="idfcc0e55d-cc98-40f9-aa3e-cc71040b0802"><enum>(A)</enum><header>Review</header><text>The Comptroller General shall conduct a review of any reports submitted by the Presidential
			 designee under subsection (b) with respect to elections occurring in
			 calendar years 2014 through 2020.</text></subparagraph><subparagraph id="id342f6499-74e8-469f-b39b-43c06c20ab9e"><enum>(B)</enum><header>Report</header><text>Not later than 180 days after a report is submitted by the Presidential designee under subsection
			 (b), the Comptroller General shall submit to the relevant committees of
			 Congress a report containing the results of the review conducted under
			 subparagraph (A).</text></subparagraph></paragraph><paragraph id="id671e801a-4194-4606-a7f9-b3cdc1115a59"><enum>(2)</enum><header>Matters reviewed</header><text>A review conducted under paragraph (1) shall  assess—</text><subparagraph id="id72b18140-ab8e-481d-b70e-228f57837f89"><enum>(A)</enum><text>the methodology used by the Presidential designee to prepare the report and to develop the data
			 presented in the report, including the approach for designing,
			 implementing, and analyzing the results of any surveys,</text></subparagraph><subparagraph id="idd0b6fc08-3f9f-4f42-a37b-12630bd5d8c2"><enum>(B)</enum><text>the effectiveness of any voting assistance covered in the report provided under subsection (b) and
			 provided by the Presidential designee to absent overseas uniformed
			 services voters and overseas voters who are not members of the uniformed
			 services, including an assessment of—</text><clause id="idcff02944-9dda-4932-8012-17de7f887733"><enum>(i)</enum><text>any steps taken toward improving the implementation of such voting assistance; and</text></clause><clause id="id18eecd10-b7e6-41cb-8d87-bdf9704baf06"><enum>(ii)</enum><text>the extent of collaboration between the Presidential designee and the States in providing such
			 voting assistance; and</text></clause></subparagraph><subparagraph id="id535e28d5-2510-49fb-b5ae-1833f75ffa1e"><enum>(C)</enum><text>any other information the Comptroller General considers relevant to the review.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idbf3548e6-07dd-4be3-be17-2978205617d6"><enum>(c)</enum><header>Conforming
			 amendments</header><paragraph id="id56f889a2-7364-44a4-af52-b69ee54ef948"><enum>(1)</enum><text>Section 101(b) of
			 such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff(b)</external-xref>) is amended—</text><subparagraph id="id893b0eae-a533-458a-b011-8b8dfef89f2f"><enum>(A)</enum><text>by striking

			 of such Act (42 U.S.C. 1973ff–4a(b)) is amended—</text><subparagraph id="id836335e4-e973-4134-941d-2a4bea3c832a"><enum>(A)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="OLC">Annual
			 report</header-in-text></quote> in the subsection heading and inserting
			 <quote><header-in-text level="subsection" style="OLC">Biennial
			 report</header-in-text></quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd32ac6c4-f367-41d0-ac3d-d40197870aa6"><enum>(B)</enum><text>by striking
			 <quote>In the case of</quote> in paragraph (3) and all that follows through
			 <quote>a description</quote> and inserting <quote>A description</quote>.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB2997ADFA77B474AB250B9AE090E426D"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply to reports required to be issued after the date of
			 the enactment of this Act.</text></subsection></section><section commented="no" id="id366da8cd-6d9a-4a65-bdc5-c2ebcf67dce5"><enum>108.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">Except as provided in section 107(d), the amendments made by
			 this title shall take effect on January 1, 2015.</text></section></title><title changed="added" commented="no" committee-id="SSRA00" id="idad65faec-37f7-4872-bf3a-a32c5505a5b7" reported-display-style="italic"><enum>II</enum><header>Provision of
			 voter assistance to members of the Armed Forces</header><section commented="no" id="idedf3c585-7560-4d16-b1e5-89515aef3c3e"><enum>201.</enum><header>Provision of annual voter assistance</header><subsection commented="no" id="id105c323c-a801-4dec-b0ec-6b7fcc3cf683"><enum>(a)</enum><header>Annual voter assistance</header><paragraph commented="no" id="idf2c0814d-a69a-4daa-9ea9-06f97a9e03d5"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/80">Chapter 80</external-xref> of title 10, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/10/1566a">section 1566a</external-xref> the
			 following new section:</text><quoted-block changed="added" committee-id="SSRA00" display-inline="no-display-inline" id="idaf80f203-0ab5-43e6-91e6-8b44dc0eaf7e" reported-display-style="italic" style="USC"><section commented="no" id="id6e00604d-fe26-423d-8eb7-3ade2e55c0db"><enum>1566b.</enum><header>Annual voter assistance</header><subsection commented="no" id="idaf998a04-da02-424c-b712-c726b62c8b8a"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense shall carry out the following activities:</text><paragraph commented="no" id="id5a4971da-0a10-4fc7-89db-ba8e3ee9b360"><enum>(1)</enum><text>In coordination with the Secretary of each military department—</text><subparagraph commented="no" id="id524716b2-a9da-4cd6-81b8-4d2e7b08d33f"><enum>(A)</enum><text>affirmatively offer, on an annual basis,  each member of the armed forces on active duty (other
			 than active duty for training)  the opportunity, through the online system
			 developed under paragraph (2), to—</text><clause commented="no" id="id0194d90f-30a8-492d-8add-b3ebd40b1767"><enum>(i)</enum><text>register to vote in an election for Federal office;</text></clause><clause commented="no" id="id724c2f5e-5c83-4c25-91b0-2e53a0e179cc"><enum>(ii)</enum><text>update the member's voter registration information; or</text></clause><clause commented="no" display-inline="no-display-inline" id="idee81862d-43ac-455e-9d29-6bf71ef97cc1"><enum>(iii)</enum><text>request an absentee ballot;</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbcf19425-3618-4793-a72f-63baf18cfef8"><enum>(B)</enum><text>provide services to such members for the purpose of carrying out the activities in clauses (i),
			 (ii), and (iii) of subparagraph (A); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1f512281-9dd6-42ab-bbba-a35def5e250e"><enum>(C)</enum><text>require any such member who declines the offer for voter assistance under subparagraph (A) to
			 indicate and record that decision.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id574701d9-2eff-47ab-b8c5-0e761b64a493"><enum>(2)</enum><text>Implement an online system that, to the extent practicable,  is  integrated with the existing
			 systems of each of  the military departments and that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5c1f2d4a-061b-4eb1-83ad-ae457a55544b"><enum>(A)</enum><text>provides an electronic means for carrying out the requirements of paragraph (1);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id52d22002-12e0-4b2c-93f9-ae931066921e"><enum>(B)</enum><text>in the case of an individual registering to vote in a State that accepts electronic voter
			 registration and operates its own electronic voter registration system
			 using a form that meets the requirements for mail voter registration forms
			 under section 9(b) of the National Voter Registration Act of 1993 (42
			 U.S.C. 1973gg–7(b)), directs such individual to that system; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id94b34f65-da9b-4394-948d-e54827ae69f6"><enum>(C)</enum><text>in the case of an individual using the official postcard form prescribed under section 101(b)(2) of
			 the Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff(b)(2)) to register to vote and request an absentee ballot—</text><clause commented="no" display-inline="no-display-inline" id="id1351e355-2c39-4bc2-80d2-fac06e4d0a61"><enum>(i)</enum><text>pre-populates  such official postcard form with the personal information of such individual, and</text></clause><clause commented="no" display-inline="no-display-inline" id="id84eb054a-e4e4-4e6f-b0ff-30ea57f4a551"><enum>(ii)</enum><subclause commented="no" display-inline="yes-display-inline" id="id17cd4df6-bc92-4be1-8735-ef69547e7163"><enum>(I)</enum><text>produces the pre-populated form and a pre-addressed envelope for use in transmitting such official
			 postcard form; or</text></subclause><subclause changed="added" commented="no" committee-id="SSRA00" display-inline="no-display-inline" id="id50ba8964-6cdb-46ea-a20a-b36ae2f89587" indent="up1" reported-display-style="italic"><enum>(II)</enum><text>transmits the completed official postcard form electronically to the appropriate State or local
			 election officials.</text></subclause></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id39585b1b-c5fa-46dc-8fc3-0b3547d4c4de"><enum>(3)</enum><text>Implement a system (either independently or in conjunction with the online system under paragraph 
			 (2)) by which any change of address by a member of the armed forces on
			 active duty who is undergoing a permanent change of station, deploying
			 overseas for at least six months, or returning from an overseas deployment
			 of at least six months automatically triggers a
			 notification via electronic means to such member that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8afaee26-eb7e-4097-a92c-3d05f082ecc3"><enum>(A)</enum><text>indicates that such member's voter registration or absentee mailing address should be updated with
			 the appropriate State or local election officials; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id66611930-8574-4fff-9d90-4bdb67e50f37"><enum>(B)</enum><text>includes instructions on how to update such voter registration using the online system developed
			 under paragraph (2).</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idfcb39741-54e2-423b-8ca7-fa72b9ea0fad"><enum>(b)</enum><header>Data collection</header><text>The online system developed under subsection (a)(2) shall collect and store all data required to
			 meet the reporting requirements of section 201(b) of the  <short-title>Safeguarding Elections for our Nation's Troops through Reforms and Improvements (SENTRI) Act</short-title> and section 105A(b)(2) of the Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973ff–4a(b)(2)) in a manner that complies with <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section 552a</external-xref> of title 5,
			 United States Code, (commonly known as the Privacy Act of 1974) and
			 imposes no new record management burden on any military unit or military
			 installation.</text></subsection><subsection id="id020e5a66-1bf3-4a0e-9079-5eeb3c1585ca"><enum>(c)</enum><header>Timing of voter assistance</header><text>To the extent practicable, the voter assistance under subsection (a)(1) shall be offered as a part
			 of each servicemember’s annual training.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idb13e4218-a31a-47fb-800b-fda2e0c3ee8e"><enum>(d)</enum><header>Regulations</header><text>Not later than 1 year after the date of the enactment of this section,	the Secretary of Defense
			 shall prescribe regulations implementing the requirements of subsection
			 (a).  Such regulations shall include procedures  to inform those members
			 of the armed forces on active duty (other than active duty for training)
			 experiencing a change of address about the benefits of this section and
			 the timeframe for requesting an absentee ballot to ensure sufficient time
			 for State delivery of the ballot.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="idde58e237-5395-4abe-96c8-705e2f29d333"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 80 of such title is amended by inserting after
			 the item relating to section 1566a the following new item:</text><quoted-block changed="added" committee-id="SSRA00" id="id2addb5e1-d142-47b6-92f9-c88852eae231" reported-display-style="italic" style="USC"><toc changed="added" committee-id="SSRA00" reported-display-style="italic"><toc-entry idref="idC90EC93AA6D54AF3A12693D2F1479F24" level="section">1566b. Annual voter assistance.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" id="id867e1f16-cb57-4e69-b0d0-ea5d4c2a4c1c"><enum>(b)</enum><header>Report on
			 status of implementation</header><paragraph commented="no" id="idb383e15b-2a45-4844-9ba3-d89f478d6b30"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act, the Secretary of Defense shall submit to the relevant
			 committees
			 of Congress a report on the status of the implementation of the
			 requirements of <external-xref legal-doc="usc" parsable-cite="usc/10/1566b">section 1566b</external-xref> of title 10, United States Code, as added by
			 subsection (a)(1).</text></paragraph><paragraph commented="no" id="ida25cd073-460e-49db-9033-aa34fd441b43"><enum>(2)</enum><header>Elements</header><text>The
			 report under paragraph (1) shall include—</text><subparagraph commented="no" id="id96002c8a-190a-4064-8c33-c4ce40b63321"><enum>(A)</enum><text>a detailed description of any specific
			 steps already taken towards the implementation of the requirements of 
			 such section 1566b;</text></subparagraph><subparagraph commented="no" id="idcb993642-7e5b-487d-bbe6-d87b5baa5f96"><enum>(B)</enum><text>a detailed plan for the implementation of such requirements, including milestones and deadlines for
			 the completion of such implementation;</text></subparagraph><subparagraph commented="no" id="id7f7ca048-c44a-46a1-b987-945900b328be"><enum>(C)</enum><text>the costs expected to be incurred in the implementation of such requirements;</text></subparagraph><subparagraph commented="no" id="id5d9bbd39-2766-4558-b44f-df6f913325f1"><enum>(D)</enum><text>a description of how the annual voting assistance and system under subsection (a)(3) of such
			 section will be integrated with Department of Defense personnel databases
			 that track military servicemembers' address changes;</text></subparagraph><subparagraph commented="no" id="ide73de81b-cac1-4243-ab39-7f2733fd07dc"><enum>(E)</enum><text>an estimate of how long it will take an average member to complete the voter assistance process
			 required under subsection (a)(1) of such section;</text></subparagraph><subparagraph commented="no" id="id438e4a3f-5bd9-4a96-93fd-3c1185aa1e13"><enum>(F)</enum><text>an explanation of how the Secretary of Defense	will collect reliable data on the utilization of
			 the online system under subsection (a)(2) of such section; and</text></subparagraph><subparagraph commented="no" id="id2bac339f-d533-4c8c-8c07-28ed3950dd7a"><enum>(G)</enum><text>a summary of any objections, concerns, or comments made by State or local election officials
			 regarding the implementation of such section.</text></subparagraph></paragraph><paragraph commented="no" id="idbdffcf43-898e-433f-a8a9-bd9835e9e044"><enum>(3)</enum><header>Relevant
			 committees of congress defined</header><text>In this subsection, the term
			 <term>relevant committees of Congress</term> means—</text><subparagraph commented="no" id="iddf6693c9-bbc0-4145-96d8-6b09572918ad"><enum>(A)</enum><text>the Committees on
			 Appropriations, Armed Services, and Rules and Administration of the
			 Senate;
			 and</text></subparagraph><subparagraph commented="no" id="idd5da1edc-5fa8-49b3-8712-9d0a1a32207c"><enum>(B)</enum><text>the Committees on
			 Appropriations, Armed Services, and House Administration of the House of
			 Representatives.</text></subparagraph></paragraph></subsection></section></title><title changed="added" committee-id="SSRA00" id="idb5ddde5b-971d-463a-bbd4-b6ff23ff7e12" reported-display-style="italic"><enum>III</enum><header>Electronic
			 voting systems</header><section id="iddb8afd53-4ce8-451e-b7b4-8a0ef63914be"><enum>301.</enum><header>Repeal of
			 electronic voting demonstration project</header><text display-inline="no-display-inline">Section 1604 of the National Defense
			 Authorization Act for Fiscal Year 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1973ff">42 U.S.C. 1973ff</external-xref> note) is
