		center consolidation initiative</header><subsection id="id36BF1E6E4ABB41FF8D5C73C3519D52C2"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="id1A8C19F922F14BD7B641E42C8AC52283"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means
		the Administrator for the Office of E-Government and Information Technology
		within the Office of Management and Budget.</text></paragraph><paragraph id="id1989D3938A044A0E84D5393126444A52"><enum>(2)</enum><header>FDCCI</header><text>The
		term <term>FDCCI</term> means the Federal Data Center Consolidation Initiative
		described in the Office of Management and Budget Memorandum on the Federal Data
		Center Consolidation Initiative, dated February 26, 2010, or any successor
		thereto.</text></paragraph></subsection><subsection id="idF0FD7BB056474E2CA7F6ABA618C8D14A"><enum>(b)</enum><header>Federal data
		center consolidation inventories and strategies</header><paragraph id="id1a1c31e6bf524f1db9b9668f136e0e05"><enum>(1)</enum><header>In
		general</header><subparagraph id="idFE0FCA54052948F9AEEE27DCAF2C17BA"><enum>(A)</enum><header>Annual
		reporting</header><text>Each year, beginning in the first fiscal year after the
		date of enactment of this Act and for each of the 4 fiscal years thereafter,
		the head of each agency that is described in subparagraph (D), assisted by the
		Chief Information Officer of the agency, shall submit to the
		Administrator—</text><clause id="id1389c80fb2ac4eef88cba098b1134089"><enum>(i)</enum><text>a
		comprehensive asset inventory of the data centers owned, operated, or
		maintained by or on behalf of the agency, even if the center is administered by
		a third party; and</text></clause><clause id="id0db486d6c8f84b2ea77e0d6a55372fed"><enum>(ii)</enum><text>a
		multi-year strategy to achieve the optimization and consolidation of agency
		data center assets, that includes—</text><subclause id="id41ead275ebdb4582a786edad54e4c7e2"><enum>(I)</enum><text>performance
		metrics—</text><item id="idB35E8A28EF024EFF9DC0A8EC50E7CF27"><enum>(aa)</enum><text>that are
		consistent with performance metrics established by the Administrator under
		subparagraphs (C) and (G) of paragraph (2); and</text></item><item id="idECB695FD116046ECBD1D1340C1CF410F"><enum>(bb)</enum><text>by which
		the quantitative and qualitative progress of the agency toward data center
		consolidation goals can be measured;</text></item></subclause><subclause id="id50d4e2ab5f2849b9bbd9f1ee799a10ea"><enum>(II)</enum><text>a
		timeline for agency activities completed under the FDCCI, with an emphasis on
		benchmarks the agency can achieve by specific dates;</text></subclause><subclause id="id0c25af706f5747dbb9c5e5d7a8ef304a"><enum>(III)</enum><text>an
		aggregation of year-by-year investment and cost savings calculations for the
		period beginning on the date of enactment of this Act and ending on the date
		described in subsection (e), broken down by each year, including a description
		of any initial costs for data center consolidation and life cycle cost savings,
		with an emphasis on—</text><item id="idD407F7D61F6347C4A89073A5F216EEF2"><enum>(aa)</enum><text>meeting
		the Government-wide performance metrics described in subparagraphs (C) and (G)
		of paragraph (2); and</text></item><item id="id65AF61EE4E51419497FD907B6CE10D55"><enum>(bb)</enum><text>demonstrating
		agency-specific savings each fiscal year achieved through the FDCCI; and</text></item></subclause><subclause id="id5510ad00e3a14a2aae9d690a26a92b46"><enum>(IV)</enum><text>any
		additional information required by the Administrator.</text></subclause></clause></subparagraph><subparagraph id="id512575BE848B48AC92D540A847A55481"><enum>(B)</enum><header>Use of existing
		reporting structures</header><text>The Administrator may require agencies
		described in subparagraph (D) to submit any information required to be
		submitted under this subsection through reporting structures in use as of the
		date of enactment of this Act.</text></subparagraph><subparagraph id="id9a388d8d58a54c5fa8c59d80111828bb"><enum>(C)</enum><header>Certification</header><text>Each
		year, beginning in the first fiscal year after the date of enactment of this
		Act and for each of the 4 fiscal years thereafter, acting through the chief
		information officer of the agency, shall submit a statement to the
		Administrator certifying that the agency has complied with the requirements of
		this Act.</text></subparagraph><subparagraph id="idF2CE99C2180B486F9561F97035DBCB3A"><enum>(D)</enum><header>Agencies
		described</header><text>The agencies (including all associated components of
		the agency) described in this paragraph are the—</text><clause id="id3A77016257E84A278B69428FA2F8F2AD"><enum>(i)</enum><text>Department of
		Agriculture;</text></clause><clause id="id7E6E103CEE2C49488E14E5FDD1117038"><enum>(ii)</enum><text>Department of
		Commerce;</text></clause><clause id="idBEB8A4CF95A04BD8814D6AB0FB370599"><enum>(iii)</enum><text>Department of
		Defense;</text></clause><clause id="idD51ABD81B7BA43BAA9AD43B86514D4F3"><enum>(iv)</enum><text>Department of
		Education;</text></clause><clause id="idB11EDA342DAC43018E169A21024E90D4"><enum>(v)</enum><text>Department of
		Energy;</text></clause><clause id="idB5AE51A95E1F4EC190A2510E485191FF"><enum>(vi)</enum><text>Department of
		Health and Human Services;</text></clause><clause id="idF06270D5FF04411EAA92C2DAB6757728"><enum>(vii)</enum><text>Department of
		Homeland Security;</text></clause><clause id="id9FC59EE7BB9140538FA8F291BD099410"><enum>(viii)</enum><text>Department of
		Housing and Urban Development;</text></clause><clause id="id8C2BD4E50AD942B2AB860DFCBA19119D"><enum>(ix)</enum><text>Department of
		the Interior;</text></clause><clause id="id1408745BF2F04318977BC50AA3D0EB74"><enum>(x)</enum><text>Department of
		Justice;</text></clause><clause id="id1138DAACD3BF44C8916C91487A998D7E"><enum>(xi)</enum><text>Department of
		Labor;</text></clause><clause id="idC032A5E310B540C6A9F27FD148D4B9C6"><enum>(xii)</enum><text>Department of
		State;</text></clause><clause id="id460AC92FE1974F99A55ED3C81F84CE61"><enum>(xiii)</enum><text>Department of
		Transportation;</text></clause><clause id="idD115C05F3F5C45D290C24816BDCF0FFC"><enum>(xiv)</enum><text>Department of
		the Treasury;</text></clause><clause id="idD7B9A78BD7DC479B821F5D8AEE33F493"><enum>(xv)</enum><text>Department of
		Veterans Affairs;</text></clause><clause id="idBFF98B4E4A8C4C02823EAC898B530005"><enum>(xvi)</enum><text>Environmental
		Protection Agency;</text></clause><clause id="idFE2568EB6ED74B10AD76EA2057886F17"><enum>(xvii)</enum><text>General
		Services Administration;</text></clause><clause id="id48CC0AFD6F7443548DC44EB22003EE5A"><enum>(xviii)</enum><text>National
		Aeronautics and Space Administration;</text></clause><clause id="id9C98E8744EDF440291741BE6CB389430"><enum>(xix)</enum><text>National
		Science Foundation;</text></clause><clause id="id3DAFBC4F84F6491699D41AD6AB993FF9"><enum>(xx)</enum><text>Nuclear
		Regulatory Commission;</text></clause><clause id="id23BEC33BF88E4FD2915051D75E36D20D"><enum>(xxi)</enum><text>Office of
		Personnel Management;</text></clause><clause id="idD690911F02024A869CCB02AA78094A84"><enum>(xxii)</enum><text>Small Business
		Administration;</text></clause><clause id="idCB4517E21EB94E3CBFB02E28856DBB05"><enum>(xxiii)</enum><text>Social
		Security Administration; and</text></clause><clause id="id07FD4E0AF1634353873C7F0CC32D9293"><enum>(xxiv)</enum><text>United States
		Agency for International Development.</text></clause></subparagraph><subparagraph id="id6924B95F9AD04BB89E489DF79EC7EAF1"><enum>(E)</enum><header>Agency
		implementation of strategies</header><text>Each agency described in
		subparagraph (D), under the direction of the Chief Information Officer of the
		agency shall—</text><clause id="id79D203F78F3A4DF2A8C4C7F065C729A9"><enum>(i)</enum><text>implement the
		consolidation strategy required under subparagraph (A)(ii); and</text></clause><clause id="idBE2A8C76B14B42A988D4879CB56DE401"><enum>(ii)</enum><text>provide updates
		to the Administrator, on a quarterly basis, of—</text><subclause id="id65F5015DF01D47C09E6462475CA9167E"><enum>(I)</enum><text>the
		completion of activities by the agency under the FDCCI;</text></subclause><subclause id="id97CE6CF006804D40BB320F7E45919F02"><enum>(II)</enum><text>any
		progress of the agency towards meeting the Government-wide data center
		performance metrics described in subparagraphs (C) and (G) of paragraph (2);
		and</text></subclause><subclause id="id5E48E6F3B4164888B5685B53BA36C706"><enum>(III)</enum><text>the actual cost
		savings realized through the implementation of the FDCCI.</text></subclause></clause></subparagraph><subparagraph id="id62254EF57C81483D850B4F93710FC1E2"><enum>(F)</enum><header>Rule of
		construction</header><text>Nothing in this paragraph shall be construed to
		limit the reporting of information by any agency described in subparagraph (F)
		to the Administrator, the Director of the Office of Management and Budget, or
		to Congress.</text></subparagraph></paragraph><paragraph id="idD6314C3238054D60B98060E3CD99084F"><enum>(2)</enum><header>Administrator
		responsibilities</header><text>The Administrator shall—</text><subparagraph id="idC158D507ACD547B4843CBC2896083720"><enum>(A)</enum><text>establish the
		deadline, on an annual basis, for agencies to submit information under this
		section;</text></subparagraph><subparagraph id="idA1EB143AC0B0456C9361D257C649A823"><enum>(B)</enum><text>establish a list
		of requirements that the agencies must meet to be considered in compliance with
		paragraph (1);</text></subparagraph><subparagraph id="idDF79E1FA3739456F80F335001F2F7699"><enum>(C)</enum><text>ensure that each
		certification submitted under paragraph (1)(C) and information relating to
		agency progress towards meeting the Government-wide total cost of ownership
		optimization and consolidation metrics is made available in a timely manner to
		the general public;</text></subparagraph><subparagraph id="id87d4c0bc747b407aa18269091156a740"><enum>(D)</enum><text>review the plans
		submitted under paragraph (1) to determine whether each plan is comprehensive
		and complete;</text></subparagraph><subparagraph id="id3930bb3c78ca4234b18927b6d4570ab2"><enum>(E)</enum><text>monitor the
		implementation of the data center plan of each agency described in paragraph
		(1)(A)(ii);</text></subparagraph><subparagraph id="id9d49c2ba55be4e4b8a7892c1afeeccef"><enum>(F)</enum><text>update, on an
		annual basis, the cumulative cost savings realized through the implementation
		of the agency plans; and</text></subparagraph><subparagraph id="idA7848E04970049789FFEFC9F161A0C16"><enum>(G)</enum><text>establish
		Government-wide data center total cost of ownership optimization and
		consolidation metrics, which shall include server efficiency and other
		comprehensive metrics established at the discretion of the
		Administrator.</text></subparagraph></paragraph><paragraph id="id0D046FD6C1EA4DD9BDD7318EEED50A74"><enum>(3)</enum><header>Cost saving
		goal and updates for Congress</header><subparagraph id="idab24fd25522948ab8ea52857cae176a1"><enum>(A)</enum><header>In
		general</header><text>Not later than 1 year after the date of enactment of this
		Act, the Administrator shall develop and publish a goal for the total amount of
		planned cost savings by the Federal Government through the Federal Data Center
		Consolidation Initiative during the 5-year period beginning on the date of
		enactment of this Act, which shall include a breakdown on a year-by-year basis
		of the projected savings.</text></subparagraph><subparagraph id="id99580b624b4144dcb9b4eef2407db419"><enum>(B)</enum><header>Annual
		update</header><clause id="id7FEAD86B63344E40812BC73A8E0325AB"><enum>(i)</enum><header>In
		general</header><text>Not later than 1 year after the date on which the goal
		described in subparagraph (A) is determined and each year thereafter until the
		end of 2018, the Administrator shall aggregate the savings achieved to date, by
		each relevant agency, through the FDCCI as compared to the projected savings
		developed under subparagraph (A) (based on data collected from each affected
		agency under paragraph (1)).</text></clause><clause id="id64DF21B58B8A46B0AE9935E07B76A08B"><enum>(ii)</enum><header>Update for
		Congress</header><text>The goal required to be developed and published under
		subparagraph (A) shall be submitted to Congress and shall include an update on
		the progress made by each agency described in subsection paragraph (1)(E)
		on—</text><subclause id="id84dffe7c644d40c692599db1fc09a2be"><enum>(I)</enum><text>whether each
		agency has in fact submitted a comprehensive asset inventory, including an
		assessment broken down by agency, which shall include the specific numbers,
		utilization, and efficiency level of data centers; and</text></subclause><subclause id="id84d4e823ade1487b919284ab48c5e05b"><enum>(II)</enum><text>whether each
		agency has submitted a comprehensive consolidation plan with the key elements
		described in paragraph (1)(A)(ii).</text></subclause></clause><clause id="idB7A2B981EE2949109E91DA5FCF79CD08"><enum>(iii)</enum><header>Request for
		information</header><text>Upon request from the Committee on Homeland Security
		and Governmental Affairs of the Senate or the Committee on Oversight and
		Government Reform of the House of Representatives, the head of an agency
		described in paragraph (1)(E) or the Director of the Office of Management and
		Budget shall submit to the requesting committee any report or information
		submitted to the Office of Management and Budget for the purpose of preparing a
		report required under clause (i) or an updated progress report required under
		clause (ii).</text></clause></subparagraph></paragraph><paragraph id="id383679C2584A433997240048DC23D52D"><enum>(4)</enum><header>GAO
		Review</header><subparagraph id="idE33F3655278B4ACBB0A79E7E7A9BD02A"><enum>(A)</enum><header>In
		general</header><text>During the 5-fiscal-year period following the date of
		enactment of this Act, the Comptroller General of the United States shall
		review the quality and completeness, and verify, each agency's asset inventory
		and plans required under paragraph (1)(A).</text></subparagraph><subparagraph id="id815F3825886E48DB9112F5BEC6C7B00D"><enum>(B)</enum><header>Report</header><text>The
		Comptroller General of the United States shall, on an annual basis during the
		5-fiscal-year period following the date of enactment of this Act, publish a
		report on each review conducted under subparagraph (A) of an agency during the
		fiscal year for which the report is published.</text></subparagraph></paragraph></subsection><subsection id="id3CA9363CBB824DB8B96C7B7B5EF27EC4"><enum>(c)</enum><header>Ensuring
		cybersecurity standards for data center consolidation and cloud
		computing</header><text display-inline="yes-display-inline">An agency required
		to implement a data center consolidation plan under this Act and migrate to
		cloud computing shall do so in a manner that is consistent with Federal
		guidelines on cloud computing security, including—</text><paragraph id="idD8309D23E9874FD09BEC0A9D289FD963"><enum>(1)</enum><text>applicable
		provisions found within the Federal Risk and Authorization Management Program
		(FedRAMP); and</text></paragraph><paragraph id="id7FDD4888092F442E8B9E0F315ED29DB0"><enum>(2)</enum><text>guidance
		published by the National Institute of Standards and Technology.</text></paragraph></subsection><subsection id="idBBA640D14F504B3388E4EC3FBEEBE08B"><enum>(d)</enum><header>Classified
		information</header><text display-inline="yes-display-inline">The Director of
		National Intelligence may waive the requirements of this Act for any element
		(or component of an element) of the intelligence community.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id5C067D2562414243B1D0259CD9BCF294"><enum>(e)</enum><header>Sunset</header><text display-inline="yes-display-inline">This Act is repealed effective on

		center consolidation initiative</header><subsection id="idcc784877-167a-4881-8742-2f6d25853efe"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="idd2ae4f7b-cba9-4118-9123-cdf2c79cc245"><enum>(1)</enum><header>Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means
		the Administrator for the Office of E-Government and Information Technology
		within the Office of Management and Budget.</text></paragraph><paragraph id="id9059D4306372402EA98C074092D581B4"><enum>(2)</enum><header>Covered agency</header><text>The term <term>covered agency</term> means the following (including all associated components of the agency):</text><subparagraph id="id27AA747D480C48B2AB7884BF82D710F1"><enum>(A)</enum><text>Department of
		Agriculture;</text></subparagraph><subparagraph id="id28CFD6A0979D4206BFE4C64EBCD0E17C"><enum>(B)</enum><text>Department of

		thereto.</text></paragraph><paragraph id="id0E09F2CAEA314640861AC74AED5341FA"><enum>(4)</enum><header>Government-wide data center consolidation and optimization metrics</header><text>The term <term>Government-wide data center consolidation and optimization metrics</term> means the metrics established by the Administrator under subsection (b)(2)(G).</text></paragraph></subsection><subsection id="idfee7bff1-9d06-4fc4-8b1a-318d370cecc7"><enum>(b)</enum><header>Federal data
		center consolidation inventories and strategies</header><paragraph id="id888a4b24-7519-4564-b172-bbbfc5b4eb31"><enum>(1)</enum><header>In
		general</header><subparagraph id="id5ba0d342-a48c-43ea-b434-fe824ee3f260"><enum>(A)</enum><header>Annual
		reporting</header><text>Each year, beginning in the first fiscal year after the
		date of enactment of this Act and each fiscal year thereafter,
		the head of each covered agency, assisted by the
		Chief Information Officer of the agency, shall submit to the
		Administrator—</text><clause id="id86fc64df-2b46-4df9-b419-0c329f46e849"><enum>(i)</enum><text>a
		comprehensive inventory of the data centers owned, operated, or
		maintained by or on behalf of the agency; and</text></clause><clause id="id0de222f9-372d-4d0d-abbd-76cdaf5982fe"><enum>(ii)</enum><text>a
		multi-year strategy to achieve the consolidation and optimization of the data
			 centers inventoried under clause (i), that includes—</text><subclause id="idf792864e-d456-4893-9bb4-275d23567aab"><enum>(I)</enum><text>performance
		metrics—</text><item id="id55d0dc65-39e7-4ec2-ba2e-a0007538b03d"><enum>(aa)</enum><text>that are
		consistent with the Government-wide data center consolidation and optimization
			 metrics; and</text></item><item id="id9255569b-7720-4bed-96f8-4a0a03aa0b72"><enum>(bb)</enum><text>by which
		the quantitative and qualitative progress of the agency toward the goals of the
			 FDCCI can be measured;</text></item></subclause><subclause id="id5fcaf3a0-9fee-42d1-bd7a-de4a353d747b"><enum>(II)</enum><text>a
		timeline for agency activities to be completed under the FDCCI, with an emphasis on
		benchmarks the agency can achieve by specific dates;</text></subclause><subclause id="idf3ed4856-969b-4c0b-997d-e6476ca0aac8"><enum>(III)</enum><text>year-by-year calculations of investment and cost savings for the
		period beginning on the date of enactment of this Act and ending on the date
		described in subsection (e), broken down by each year, including a description
		of any initial costs for data center consolidation and optimization and life cycle
			 cost savings and other improvements,
		with an emphasis on—</text><item id="idcc8ca2c7-5378-4c3f-98db-6c6195c05a68"><enum>(aa)</enum><text>meeting
		the Government-wide data center consolidation and optimization metrics; and</text></item><item id="id2eaac9c6-4a88-4a22-ac81-ea4a60f1b764"><enum>(bb)</enum><text>demonstrating
		the amount of agency-specific cost savings each fiscal year achieved through the
			 FDCCI; and</text></item></subclause><subclause id="id74772cc8-5935-4bc5-a627-80b61f9f0bdb"><enum>(IV)</enum><text>any
		additional information required by the Administrator.</text></subclause></clause></subparagraph><subparagraph id="id8310687c-69d4-4f9b-a9d9-4f991c38d0a6"><enum>(B)</enum><header>Use of other
		reporting structures</header><text>The Administrator may require a covered agency to include the  information required to be
		submitted under this subsection through reporting structures determined by the
			 Administrator to be appropriate.</text></subparagraph><subparagraph id="idc9cdc41c-8b7e-4506-bfcd-3050b96eb703"><enum>(C)</enum><header>Statement</header><text>Each
		year, beginning in the first fiscal year after the date of enactment of this
		Act and each fiscal year thereafter, the head of each covered agency,  acting
			 through the Chief
		Information Officer of the agency, shall—</text><clause id="idDD15B12812924D039C159994B2649A20"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="idEF9F52E1695A43BBA02B50F09355C2AC"><enum>(I)</enum><text>submit a statement to the
		Administrator stating whether the agency has complied with the requirements of
		this Act; and</text></subclause><subclause changed="added" committee-id="SSGA00" id="id37EFA3992EE644B093DDA4EA38B611A0" indent="up1" reported-display-style="italic"><enum>(II)</enum><text>make the statement submitted under subclause (I) publically available; and</text></subclause></clause><clause id="idD7A6017DAD1240C4A09C00EF403227FF"><enum>(ii)</enum><text>if the agency has not complied with the requirements of this Act, submit a statement to the
			 Administrator explaining the reasons for not complying with such
			 requirements.</text></clause></subparagraph><subparagraph id="id2f9ba580-08e9-4804-a281-e305db222bc2"><enum>(D)</enum><header>Agency
		implementation of strategies</header><text>Each covered agency, under the direction of the Chief Information Officer of the
		agency, shall—</text><clause id="id4b832246-ea9d-409b-a21b-c78434ee9fc1"><enum>(i)</enum><text>implement the
		strategy required under subparagraph (A)(ii); and</text></clause><clause id="ide7a179b7-d962-4bb5-8a62-2719e2886048"><enum>(ii)</enum><text>provide updates
		to the Administrator, on a quarterly basis, of —</text><subclause id="id03296669-54a0-4498-8c6c-ce873159af05"><enum>(I)</enum><text>the
		completion of activities by the agency under the FDCCI;</text></subclause><subclause id="idffafa2b9-3313-4fbf-aa45-63d9e5e6ccd0"><enum>(II)</enum><text>any
		progress of the agency towards meeting the Government-wide data center
		consolidation and optimization metrics;
		and</text></subclause><subclause id="id45aa3874-f056-41f8-ab8b-0d437b64e6e7"><enum>(III)</enum><text>the actual cost
		savings and other improvements realized through the implementation of the strategy
			 of the agency.</text></subclause></clause></subparagraph><subparagraph id="id1703e827-522b-4e04-8ab1-9e061323c89b"><enum>(E)</enum><header>Rule of
		construction</header><text>Nothing in this Act shall be construed to
		limit the reporting of information by a covered agency
		to the Administrator, the Director of the Office of Management and Budget, or
			 Congress.</text></subparagraph></paragraph><paragraph id="idf01f3c8c-0c10-4a3e-937c-170134c03551"><enum>(2)</enum><header>Administrator
		responsibilities</header><text>The Administrator shall—</text><subparagraph id="idd4664ce2-2832-4490-9cf4-101189803b6d"><enum>(A)</enum><text>establish the
		deadline, on an annual basis, for covered agencies to submit information under this
		section;</text></subparagraph><subparagraph id="id9e7f906e-6a26-470b-a222-11ba523022ea"><enum>(B)</enum><text>establish a list
		of requirements that the covered agencies must meet to be considered in compliance
			 with
		paragraph (1);</text></subparagraph><subparagraph id="id587cbe36-85f2-4255-a7e9-d9c6ae327cab"><enum>(C)</enum><text>ensure that information relating to
		agency progress towards meeting the Government-wide data center
		consolidation and optimization metrics is made available in a timely manner to
		the general public;</text></subparagraph><subparagraph id="idfd8dae94-5258-47bf-80d3-7fbeb1b9075b"><enum>(D)</enum><text>review the inventories and strategies submitted under paragraph (1) to determine whether they are
			 comprehensive
		and complete;</text></subparagraph><subparagraph id="id4f9bf09d-e2e2-4776-848c-ae93edb5b002"><enum>(E)</enum><text>monitor the
		implementation of the data center strategy  of each covered agency that is required
			 under paragraph
		(1)(A)(ii);</text></subparagraph><subparagraph id="ide019c057-d35a-4662-9077-085374fc74bf"><enum>(F)</enum><text>update, on an
		annual basis, the cumulative cost savings realized through the implementation
		of the FDCCI; and</text></subparagraph><subparagraph id="ide9a23a7a-2721-475d-8591-0e049fe82f03"><enum>(G)</enum><text>establish
		metrics applicable to the consolidation and optimization of data centers
			 Government-wide, including metrics with respect to—</text><clause id="id2D046CA107C445A899DED0FCFD0C83A0"><enum>(i)</enum><text>costs;</text></clause><clause id="id3FA95920D10B4C5A824D81EB8AD09FA9"><enum>(ii)</enum><text>efficiencies, including at least server efficiency; and</text></clause><clause id="id41BCE474E3144045BCB070A25118A9FD"><enum>(iii)</enum><text>any other metrics the Administrator establishes under this subparagraph.</text></clause></subparagraph></paragraph><paragraph id="idb09ddb0e-475f-4768-8b75-14f05ad6edf9"><enum>(3)</enum><header>Cost saving
		goal and updates for Congress</header><subparagraph id="id0a33c648-adfd-4a15-9a97-b65e6ad2e430"><enum>(A)</enum><header>In
		general</header><text>Not later than 1 year after the date of enactment of this
		Act, the Administrator shall develop, and make publically available,  a goal,
			 broken down by year, for the amount of
		planned cost savings and optimization improvements achieved through the FDCCI
			 during the period beginning on the date of enactment of this Act and
			 ending on  the date described in subsection (e).</text></subparagraph><subparagraph id="id7a9b4fbe-d5cb-4409-b648-432f7ebf2d92"><enum>(B)</enum><header>Annual
		update</header><clause id="idc5e73504-449d-43ca-b93f-c93870e0c4de"><enum>(i)</enum><header>In
		general</header><text>Not later than 1 year after the date on which the goal
		described in subparagraph (A) is  made publically available, and each year
			 thereafter, the Administrator shall aggregate the reported cost savings of
			 each covered agency and optimization improvements achieved to date through
			 the FDCCI and compare the savings to the projected cost savings and
			 optimization improvements developed under subparagraph (A).</text></clause><clause id="idaa322714-1b07-4384-ba6b-2dd3177a7238"><enum>(ii)</enum><header>Update for
		Congress</header><text>The goal required to be developed under
		subparagraph (A) shall be submitted to Congress and shall be accompanied by a
			 statement describing—</text><subclause id="id47032ce8-4932-4d21-ad69-def6eb4f8afe"><enum>(I)</enum><text>whether each
		covered agency has in fact submitted a comprehensive asset inventory, including an
		assessment broken down by agency, which shall include the specific numbers,
		utilization, and efficiency level of data centers; and</text></subclause><subclause id="idc952e08a-0ade-49b2-9bf6-7c21ae129513"><enum>(II)</enum><text>whether each covered
		agency has submitted a comprehensive consolidation strategy with the key elements
		described in paragraph (1)(A)(ii).</text></subclause></clause></subparagraph></paragraph><paragraph id="id592bf628-3191-4468-8f15-01a893c7f94d"><enum>(4)</enum><header>GAO
		Review</header><subparagraph id="idf81f1188-4177-4e4b-8b41-a4b908fb2789"><enum>(A)</enum><header>In
		general</header><text>Not later than 1 year after the date of
		enactment of this Act, and each year thereafter, the Comptroller General of the
			 United States shall
		review and verify the quality and completeness of  the asset inventory
		and strategy of each covered agency required under paragraph (1)(A).</text></subparagraph><subparagraph id="id57860b53-b32a-4872-acae-d22a081d784d"><enum>(B)</enum><header>Report</header><text>The
		Comptroller General of the United States shall, on an annual basis, publish a
		report on each review conducted under subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="id4cd547fc-affc-47ce-a121-03d2d049c96d"><enum>(c)</enum><header>Ensuring
		cybersecurity standards for data center consolidation and cloud
		computing</header><paragraph id="id6A94486924C648858355B49C5EDDAC61"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In implementing a data center consolidation and optimization strategy under this Act, a covered
			 agency shall do so in a manner that is consistent with Federal
		guidelines on cloud computing security, including—</text><subparagraph id="ide88864c0-4dd2-405e-bf78-5a7d5329727f"><enum>(A)</enum><text>applicable
		provisions found within the Federal Risk and Authorization Management Program
		(FedRAMP); and</text></subparagraph><subparagraph id="ide111cba4-8a75-4bf2-9f18-cc31f72023ed"><enum>(B)</enum><text>guidance
		published by the National Institute of Standards and Technology.</text></subparagraph></paragraph><paragraph id="idFB74DCCB0806427F95AEE2E3C857D521"><enum>(2)</enum><header>Rule of construction</header><text>Nothing in this Act shall be construed to limit the ability of the Director of the Office of
			 Management and Budget to update or modify the Federal guidelines on cloud
			 computing security.</text></paragraph></subsection><subsection id="ideb491711-d65e-46d5-bad7-84e9aadaa3de"><enum>(d)</enum><header>Waiver of disclosure requirements</header><text display-inline="yes-display-inline">The Director of
		National Intelligence may waive the applicability to any element (or component of
			 an element) of the intelligence community of any provision of this Act if 
			 the Director of National Intelligence determines that such waiver is in
			 the interest of national security. Not later than 30 days after making a
			 waiver under this subsection, the Director of National Intelligence shall
			 submit to the Committee on Homeland Security and Governmental Affairs and
			 the Select Committee on Intelligence of the Senate and the Committee on
			 Oversight and Government Reform and the Permanent Select Committee on
			 Intelligence of the House of Representatives a statement describing the
			 waiver and the reasons for the waiver.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id3670b80e-71aa-43c5-9eb2-37059e48ee33"><enum>(e)</enum><header>Sunset</header><text display-inline="yes-display-inline">This Act is repealed effective on
