			 <quote><short-title>Conference Accountability Act of
			 2013</short-title></quote>.</text></section><section changed="deleted" committee-id="SSGA00" id="id680CCA18E61945FAA07ABC358C0D7AF0" reported-display-style="strikethrough" section-type="subsequent-section"><enum>2.</enum><header>Government sponsored
			 conferences</header><subsection id="id419E5B5596964D2D9635F7556E5286EC"><enum>(a)</enum><header>Travel expenses
			 of Federal agencies relating to conferences</header><paragraph id="id7D5908FE91C04757B4D5C5C0BEA74FEF"><enum>(1)</enum><header>Limitations and
			 reports on travel expenses to conferences</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">Chapter 57</external-xref> of title 5,
			 United States Code, is amended by adding at the end the following:</text><quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="id7A7A94A093244C54B93D2534E56C7126" reported-display-style="strikethrough" style="USC"><section id="id4EEC8C854EAB4D34A203EFB7F2CFD457"><enum>5712.</enum><header>Limitations
				and reports on travel expenses to conferences</header><subsection id="id625A024FB7DB4584A6BFC1F8A70682A8"><enum>(a)</enum><text>In this section,
				the term—</text><paragraph id="id87C370877CF240A68B57E041F3891DFC"><enum>(1)</enum><text><term>conference</term>
				means a meeting that—</text><subparagraph id="idFC8FAE2C10DC4605B51B49A267F0C011"><enum>(A)</enum><text>is held for
				consultation, education, or discussion;</text></subparagraph><subparagraph id="idFCA40CE772CB4F7DB99EBA29577D8E8A"><enum>(B)</enum><text>is not held
				entirely at an agency facility;</text></subparagraph><subparagraph id="idDC6E5A7C227645E2B8C523B24E012500"><enum>(C)</enum><text>involves costs
				associated with travel and lodging for some participants; and</text></subparagraph><subparagraph id="idF0FF3D52E60B4471BB52955AF5019239"><enum>(D)</enum><text>is sponsored by 1
				or more agencies, 1 or more organizations that are not agencies, or
			 a
				combination of such agencies or organizations; and</text></subparagraph></paragraph><paragraph id="id96C584016EF348E4B9791D8F24464FE1"><enum>(2)</enum><text><term>international
				conference</term> means a conference attended by representatives of—</text><subparagraph id="idA89C5D64A8CE4B6C9F6532DE25C9AF24"><enum>(A)</enum><text>the United States
				Government; and</text></subparagraph><subparagraph id="id3D23B2FF1EE94C88A7500DD47F49D4E3"><enum>(B)</enum><text>any foreign
				government, international organization, or foreign nongovernmental
				organization.</text></subparagraph></paragraph></subsection><subsection id="idB7D30BF93E9A49ABB5339A911236A42E"><enum>(b)</enum><text>No agency may pay
				the travel expenses for more than 50 employees of that agency who
			 are stationed
				in the United States, for any international conference occurring
			 outside the
				United States, unless the Secretary of State submits to Congress
			 before the
				conference a written certification that attendance for such
			 employees is in the
				national interest.</text></subsection><subsection id="id4AE039F5185848B884D98F87AC5145FE"><enum>(c)</enum><text>Not later than 30
				days after the end of each quarter of each fiscal year, each agency
			 shall post
				on the public Internet website of that agency a report on each
			 conference for
				which the agency paid travel expenses during the preceding 3 months
			 that
				includes—</text><paragraph id="id7341CF0F4FEA4E14B031B28E6172FF30"><enum>(1)</enum><text>the itemized
				expenses paid by the agency, including travel expenses, the cost of
			 scouting
				for and selecting the location of the conference, and any agency
			 expenditures
				to otherwise support the conference;</text></paragraph><paragraph id="id21A1C525A537417896BFDE4A63198B21"><enum>(2)</enum><text>the primary
				sponsor of the conference;</text></paragraph><paragraph id="id26123C60BA4D4507A5EC3AC0E529060E"><enum>(3)</enum><text>the location of
				the conference;</text></paragraph><paragraph id="id3F4525B511D24137A65013F255D1F5C7"><enum>(4)</enum><text>in the case of a
				conference for which that agency was the primary sponsor, a
			 statement
				that—</text><subparagraph id="idE85EDB75028A4AD987B3EB955D56A981"><enum>(A)</enum><text>justifies the
				location selected;</text></subparagraph><subparagraph id="id2F50F5A1BA39404CAAD1CF22E6CA495C"><enum>(B)</enum><text>demonstrates the
				cost efficiency of the location; and</text></subparagraph><subparagraph id="idf25d7d8a99c547c2abbdf5ad4e749f6d"><enum>(C)</enum><text>provides a cost
				benefit analysis of holding a conference rather than conducting a
				teleconference;</text></subparagraph></paragraph><paragraph id="id7089B1612A9045EDBC2B0134FCD5B1CE"><enum>(5)</enum><text>the date of the
				conference;</text></paragraph><paragraph id="idC79694CB1F19439DA547FC89588A2FAD"><enum>(6)</enum><text>an explanation
				how the conference advanced the mission of the agency;</text></paragraph><paragraph id="id7F0CB99AED2445E79F328C79F8B9401F"><enum>(7)</enum><text>the title and pay
				grade of any Federal employee or any individual who is not a
			 Federal employee
				whose travel expenses or other conference expenses were paid by the
			 agency;
				and</text></paragraph><paragraph id="idFE7D9CB216CD4D3588F0BD8A1A5DBD79"><enum>(8)</enum><text>the total number
				of individuals whose travel expenses or other conference expenses
			 were paid by
				the agency.</text></paragraph></subsection><subsection id="idCBEB1B7EDD99495E8A2837D85F8AFE8A"><enum>(d)</enum><text>Each report
				posted on the public Internet website under subsection (c) shall—</text><paragraph id="idDEE4D970D45A472CAE3AE45AEC1EDB60"><enum>(1)</enum><text>be in a
				searchable electronic format; and</text></paragraph><paragraph id="idB70C23605FEC4EF98BED34A85BA5A56F"><enum>(2)</enum><text>remain on that
				website for at least 5 years after the date of
				posting.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id3FDE4B4665FE479C82B063470736DCE9"><enum>(2)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 57 of
			 title 5, United States Code, is amended by inserting after the item
			 relating to
			 section 5711 the following:</text><quoted-block changed="deleted" committee-id="SSGA00" display-inline="no-display-inline" id="id6B2D89069AD146F5890F796B33C8789D" reported-display-style="strikethrough" style="OLC"><toc changed="deleted" committee-id="SSGA00" reported-display-style="strikethrough"><toc-entry bold="off" level="section">5712. Limitations and reports
				on travel expenses to
				conferences.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="idAE497AACA7BD4D59B65BEA39DD701A81"><enum>(b)</enum><header>Limitations on
			 annual travel expenses</header><paragraph id="idE8BEB841BE254471AE1F964E88992015"><enum>(1)</enum><header>In
			 general</header><text>In the case of each of fiscal years 2014 through 2018, an
			 agency (as defined under <external-xref legal-doc="usc" parsable-cite="usc/5/5701">section 5701(1)</external-xref> of title 5, United States Code)
			 may
			 not make, or obligate to make, expenditures for travel expenses, in an
			 aggregate amount greater than 80 percent of the aggregate amount of such
			 expenses for fiscal year 2010.</text></paragraph><paragraph id="id6FE9F531D2BC4C94BBA8F01FD1986B66"><enum>(2)</enum><header>Identification
			 of travel expenses</header><text>Not later than September 1, 2013, and after
			 consultation with the Administrator of General Services and the Director
			 of the
			 Administrative Office of the United States Courts, the Director of the
			 Office
			 of Management and Budget shall establish guidelines for the determination
			 of
			 what expenses constitute travel expenses for purposes of this subsection.
			 The
			 guidelines shall identify specific expenses, and classes of expenses, that
			 are
			 to be treated as travel expenses.</text></paragraph></subsection><subsection id="id1655A4E7E44142FC8E52B02CA358810E"><enum>(c)</enum><header>Conference
			 transparency and limitations</header><paragraph id="id9C1FC27316714113A1C03C32246272F6"><enum>(1)</enum><header>Definitions</header><text>In
			 this subsection—</text><subparagraph id="id178225191509487FA4CD7BBF6D4E5831"><enum>(A)</enum><text>the term
			 <term>agency</term> has the meaning given under <external-xref legal-doc="usc" parsable-cite="usc/5/5701">section 5701(1)</external-xref> of title 5,
			 United States Code; and</text></subparagraph><subparagraph id="idAE180DB12E704421850C527B88089DF1"><enum>(B)</enum><text>the term
			 <term>conference</term> has the meaning given under section 5712(a)(1) of title
			 5, United States Code (as added by subsection (a)).</text></subparagraph></paragraph><paragraph id="IDdc90b52e80604aaeb85d4ff1e8f6f1b6"><enum>(2)</enum><header>Public
			 availability of conference materials</header><text display-inline="yes-display-inline">Each agency shall post on the public
			 Internet website of that agency detailed information on any presentation
			 made
			 by any employee of that agency at a conference, including—</text><subparagraph id="id731043A4237E462CB61BCCDD5BB607A7"><enum>(A)</enum><text display-inline="yes-display-inline">any minutes relating to the
			 presentation;</text></subparagraph><subparagraph id="id3FC4B7AD4F9A4DE696A53C62BD52D4AD"><enum>(B)</enum><text display-inline="yes-display-inline">any speech delivered;</text></subparagraph><subparagraph id="idF8D5FD76E76E4454A6F6D64BF6A2EC51"><enum>(C)</enum><text display-inline="yes-display-inline">any visual exhibit, including photographs
			 or slides;</text></subparagraph><subparagraph id="idC7C39B25B1104918B1CD5C95E68DD90D"><enum>(D)</enum><text display-inline="yes-display-inline">any video, digital, or audio recordings of
			 the conference; and</text></subparagraph><subparagraph id="id0A92D8F9FA174035B5A5E426AC98A2CA"><enum>(E)</enum><text display-inline="yes-display-inline">information regarding any financial support
			 or other assistance from a foundation or other non-Federal source used to
			 pay
			 or defray the costs of the conference, which shall include a certification
			 by
			 the head of the agency that there is no conflict of interest resulting
			 from the
			 support received from each such source.</text></subparagraph></paragraph><paragraph id="IDb924e966f7514fffa24025a13bd07dbc"><enum>(3)</enum><header>Limitation on
			 amount expended on a conference</header><subparagraph id="idB32069F920E3420AB70D8ABE0DAE294D"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">No agency may expend
			 more than $500,000 to support a single conference.</text></subparagraph><subparagraph id="id8706f58a932f4024872ff94294bdf92f"><enum>(B)</enum><header>Rule of
			 construction</header><text>Nothing in this paragraph shall be construed to
			 preclude an agency from receiving financial support or other assistance
			 from a
			 foundation or other non-Federal source to pay or defray the costs of a
			 conference the total cost of which exceeds $500,000.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID84356941952a4119a6505439ac813bca"><enum>(4)</enum><header>Limitation on
			 the annual number of conferences an agency may support</header><subparagraph commented="no" display-inline="no-display-inline" id="id8273C8BC1855431D9C819D0651DAF7A7"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">An agency may expend
			 funds on not more than 1 conference that is sponsored or organized by a
			 particular organization during any fiscal year, unless the agency is the
			 primary sponsor and organizer of the conference.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9E6B2BB64B8F424DBE8B393F5E54207D"><enum>(B)</enum><header>Rule of
			 construction</header><text>Nothing in this paragraph shall be construed to
			 preclude an agency from paying travel expenses for an employee of that
			 agency
			 to attend a conference.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF2AB72C1F4DB48C0A1847E5024D980DB"><enum>(5)</enum><header>Limitation on
			 conference policies</header><text>An agency may not establish or implement a
			 policy that discourages or prohibits the selection of a location for
			 travel, an
			 event, a meeting, or a conference because the location is perceived to be
			 a
			 resort or vacation destination.</text></paragraph></subsection></section></legis-body><legis-body display-enacting-clause="no-display-enacting-clause"><section changed="added" committee-id="SSGA00" id="id75b51c90-fbf3-4b0f-a9c2-fd800df97980" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Conference Accountability Act of 2014</short-title></quote>.</text></section><section changed="added" committee-id="SSGA00" id="idC5AC62F03C3E4A1D97522E34ECD00916" reported-display-style="italic"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text><paragraph id="id782fe51b-cc9a-4ddd-8a7d-1ebba62663a4"><enum>(1)</enum><text>the term
			 <term>agency</term> has the meaning given that term under <external-xref legal-doc="usc" parsable-cite="usc/5/5701">section 5701(1)</external-xref> of title 5,
			 United States Code; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id813e7c2c-ccba-4245-824b-0d218e560809"><enum>(2)</enum><text>the term
			 <term>conference</term> means a meeting, retreat, seminar, symposium, or event that involves attendee travel.</text></paragraph></section><section changed="added" committee-id="SSGA00" id="ide417212f-3896-490d-a91c-e1dc0150c65e" reported-display-style="italic" section-type="subsequent-section"><enum>3.</enum><header>Government sponsored
			 conferences</header><subsection id="idb1bf662b-99c0-476c-85f5-1a51043c578d"><enum>(a)</enum><header>Expenses
			 of Federal agencies relating to conferences</header><paragraph id="ide02e7609-6f9c-49be-bca9-153630442c01"><enum>(1)</enum><header>Limitations and
			 reports on conference expenses</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5,
			 United States Code, is amended by adding at the end the following:</text><quoted-block changed="added" committee-id="SSGA00" display-inline="no-display-inline" id="ida9821fe9-bf74-4a2e-86c6-ee99f0c2fa39" reported-display-style="italic" style="USC"><section id="idb81ae68c-84db-4afd-abe5-0453adbc2c63"><enum>5712.</enum><header>Limitations
				and reports on conference expenses</header><subsection id="id87424eab-e7f9-48ae-b84e-d15b766fc2db"><enum>(a)</enum><text>In this section, the term <term>conference</term>
				means a meeting, retreat, seminar, symposium, or event that
			 involves attendee travel.</text></subsection><subsection id="id810fce04-fef3-4a3e-ae55-33963ee2b7f4"><enum>(b)</enum><text>No agency may pay
				the travel expenses for more than 50 employees of that agency who
			 are stationed
				in the United States, for any conference occurring
			 outside the
				United States, unless the Deputy Secretary (or the equivalent) and
			 the Chief Financial Officer of the agency submit to Congress
			 before the
				conference a written certification that attendance for such
			 employees is in the
				national interest.</text></subsection><subsection id="id4f100f6b-9b6a-441e-a727-1b91f06776ff"><enum>(c)</enum><text>Not later than 30
				days after the end of each quarter of each fiscal year, each agency
			 shall post
				on the public Internet website of the agency a report on each
			 conference that was held during the preceding 3 months for
				which the agency expended  more than $50,000 that
				includes—</text><paragraph id="idc3f761d1-e3b2-4ba5-bb82-cf5b94109ff1"><enum>(1)</enum><text>the itemized
				expenses paid by the agency, including travel expenses, the cost of
			 scouting
				for and selecting the location of the conference, and any agency
			 expenditures
				to otherwise support the conference;</text></paragraph><paragraph id="idd324ecc1-87d8-405b-b705-6d2bbc362dff"><enum>(2)</enum><text>the primary
				sponsor of the conference;</text></paragraph><paragraph id="id495c72eb-2f48-43f6-83ef-9746cb5c3ca3"><enum>(3)</enum><text>the location of
				the conference;</text></paragraph><paragraph id="idb78b503f-2e7a-48ca-b107-0ddf98dc5379"><enum>(4)</enum><text>in the case of a
				conference for which the agency was the primary sponsor, a
			 statement
				that—</text><subparagraph id="idb4debbdb-7d4a-4353-94dc-45440d6a51c7"><enum>(A)</enum><text>justifies the
				location selected;</text></subparagraph><subparagraph id="id65518853-be9e-494a-b726-d3d7c314a45e"><enum>(B)</enum><text>demonstrates the
				cost efficiency of the location; and</text></subparagraph><subparagraph id="id1a699dce-8f02-4c5b-953e-b6a3936be0c2"><enum>(C)</enum><text>provides a cost
				benefit analysis of holding a conference rather than conducting a
				teleconference, video conference, video training, or other means of
			 remote communication;</text></subparagraph></paragraph><paragraph id="idf725e624-5bce-40bb-bc2a-c125a2ec17de"><enum>(5)</enum><text>the dates of the
				conference;</text></paragraph><paragraph id="id2cca5c05-b7a1-4fe3-8f3f-23aca866b57e"><enum>(6)</enum><text>an explanation
				of how the conference advanced the mission of the agency;</text></paragraph><paragraph id="id7997b8de-81d9-41e5-a5c2-a6a11b8bf722"><enum>(7)</enum><text>the pay
				grade of any Federal employee or any individual who is not a
			 Federal employee
				whose travel expenses or other conference expenses were paid by the
			 agency;</text></paragraph><paragraph id="ide78ff377-28e5-4333-aa02-2b9f583f98b7"><enum>(8)</enum><text>the total number
				of individuals whose travel expenses or other conference expenses
			 were paid by
				the agency;</text></paragraph><paragraph id="id1326ED0B045B4BB493FDC3C7CDF9A5E6"><enum>(9)</enum><text>detailed information on any presentation made by  a Federal employee at the conference, including
			 any speech, visual exhibit, photograph, slide, or video, digital, or audio
			 recording; and</text></paragraph><paragraph id="idA90E351D9751434890DC78688B51298D"><enum>(10)</enum><text>information regarding any financial support
			 or other assistance from a foundation or other non-Federal source used to
			 pay
			 or defray the costs of the conference, which shall include a certification
			 that there is no conflict of interest resulting
			 from the
			 support received from each such source.</text></paragraph></subsection><subsection id="idc0004df4-a8aa-454e-ac0c-e8f670566b1e"><enum>(d)</enum><text>Each report
				posted on the public Internet website under subsection (c)—</text><paragraph id="idAB26A3DE07444BC897F1024D3667D85D"><enum>(1)</enum><text>shall—</text><subparagraph id="id1386a723-5dc5-4671-8d7c-9fda67741d1d"><enum>(A)</enum><text>be in a
				searchable electronic format; and</text></subparagraph><subparagraph id="id218d6a7b-ee4f-4d29-9962-8c785feadd7d"><enum>(B)</enum><text>remain on the
				website for not less than 5 years after the date of
				posting; and</text></subparagraph></paragraph><paragraph id="id67DFF4BE01A6473CBDA60018CFFCA9BD"><enum>(2)</enum><text>shall not include—</text><subparagraph id="idCFC1BBB9AE5746FC8A7AF46425E510B7"><enum>(A)</enum><text>information regarding travel or conference expenses involving military combat, the training or
			 deployment of members
			 of the Armed Forces, or other similar expenses, as determined by
			 the Director of the Office of Management and Budget in consultation with
			 the Administrator of General Services; or</text></subparagraph><subparagraph id="idAFEDD5A2A9144E7999883BF58D22F155"><enum>(B)</enum><text>scientific or medical research presented by a Federal employee at a conference that was previously
			 unpublished.</text></subparagraph></paragraph></subsection><subsection id="idF3A22028E10A4E749ED3B3833C96BC27"><enum>(e)</enum><text>The head of an agency may exclude certain information, expenses, and materials from a report
			 required under subsection (c) only if the head of the agency determines
			 that the inclusion of such information would undermine national security,
			 international diplomacy, health and safety inspections, law enforcement,
			 or site visits required for oversight or investigatory purposes.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id0d094fa9-c272-4c85-83bd-4635b035de9a"><enum>(2)</enum><header>Technical and
			 conforming amendment</header><text>The table of sections for chapter 57 of
			 title 5, United States Code, is amended by inserting after the item
			 relating to

			 general</header><text display-inline="yes-display-inline">No agency may expend
			 more than $500,000 to support a single conference, unless the head of the
			 agency and the Chief Financial Officer of the agency submit to Congress
			 before the conference a written certification that the
			 conference is in the national interest, which shall include—</text><clause id="idD355F56B5A064EE6BEB0D1C4E921860E"><enum>(i)</enum><text display-inline="yes-display-inline">an estimate of the total cost of the conference;</text></clause><clause id="id352651004E954C46A8C0654856AAFDFA"><enum>(ii)</enum><text>the dates of the conference;</text></clause><clause id="id3499F7F8449C40058D7B1F963B76EF65"><enum>(iii)</enum><text>an estimate of the number of full-time equivalent employees attending the conference;</text></clause><clause id="idB811CA7B2A7B4ABD95CC1A34AED7F2E2"><enum>(iv)</enum><text>any costs associated with planning for the conference; and</text></clause><clause id="idB722EF41122C47D3BF749C8A86529E9F"><enum>(v)</enum><text>an explanation of how the conference advances the mission of the agency.</text></clause></subparagraph><subparagraph id="id98be6836-94b4-45e1-ba54-c4f9ac67d2a3"><enum>(B)</enum><header>Rule of
			 construction</header><text>Nothing in this paragraph shall be construed to
			 preclude an agency from receiving financial support or other assistance
			 from a
			 foundation or other non-Federal source to pay or defray the costs of a
			 conference.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61394b47-0058-4c8f-ada6-3a07038f8b1a"><enum>(2)</enum><header>Limitation on
			 conference policies</header><text>An agency may not establish or implement a
			 policy that discourages or prohibits the selection of a location for
			 travel, an
			 event, a meeting, or a conference because the location is perceived to be
			 a
