		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2013</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id98C12C88C4E545228D506AC820997459" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">References to the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998</header><text display-inline="no-display-inline">Except as otherwise expressly provided, whenever in this Act an amendment or repeal is expressed in
			 terms of an amendment to, or repeal of, a section or other provision, the
			 reference shall be considered to be made to a section or other provision
			 of the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1451">16 U.S.C. 1451</external-xref> note).</text>
		</section><section commented="no" display-inline="no-display-inline" id="id5a18af60-6d9c-453d-9781-9ecf8de63ac3" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Inter-Agency task force on harmful algal blooms and hypoxia</header><text display-inline="no-display-inline">Section 603(a) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="idb70a6d19-6a3c-48ec-a6b6-ca4582b9e69b"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>the following representatives from</quote> and inserting <quote>a representative from</quote>;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id04ea7e78-5991-4366-9570-460b187afde7"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (11), by striking <quote>and</quote>;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idee4cac48-5b17-465f-b6d9-3a0ef1075b66"><enum>(3)</enum><text display-inline="yes-display-inline">by redesignating paragraph (12) as paragraph (13);</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id960db50f-4cde-496e-9e39-beab13e8bcaf"><enum>(4)</enum><text display-inline="yes-display-inline">by inserting after paragraph (11) the following:</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6eaf7e2f-f0ac-4914-9b6c-ea1ec2983c17"><enum>(5)</enum><text display-inline="yes-display-inline">in paragraph (13), as redesignated, by striking <quote>such</quote>.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ida34dae93-a2f0-4ae9-bc93-06638599a613" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">National harmful algal bloom and hypoxia program</header><text display-inline="no-display-inline">The Act is amended by inserting after section 603 the following:</text>
			<quoted-block display-inline="no-display-inline" id="id5314822e-263c-4e01-9d89-8c19906331f9" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="id89218d5d-3449-49b9-99f8-eba6d052b9f5" section-type="subsequent-section"><enum>603A.</enum><header display-inline="yes-display-inline">National harmful algal bloom and hypoxia program</header>
					<subsection commented="no" display-inline="no-display-inline" id="idcb9e3e4c-7008-4378-87cd-7e619a903067"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2013</short-title>, the Under Secretary, acting through the Task Force, shall establish and maintain a national
			 harmful algal bloom and hypoxia program, including—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id2ce418f3-19de-4e0e-bed3-2abc21691c67"><enum>(1)</enum><text display-inline="yes-display-inline">a statement of objectives, including understanding, detecting, predicting, controlling, mitigating,
			 and responding to marine and freshwater harmful algal bloom and hypoxia
			 events; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbba9dd4b-5b4e-4adc-bf56-f295be94277f"><enum>(2)</enum><text display-inline="yes-display-inline">the comprehensive research plan and action strategy under section 603B.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id994c9f7c-6ce4-46c2-9f57-3951ede11383"><enum>(b)</enum><header display-inline="yes-display-inline">Periodic revision</header><text display-inline="yes-display-inline">The Task Force shall periodically review and revise the Program, as necessary.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id8eb7d466-7ee7-4a50-8347-f09588412b7a"><enum>(c)</enum><header display-inline="yes-display-inline">Task force functions</header><text display-inline="yes-display-inline">The Task Force shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="idd6e667af-ca9b-4b98-9c97-4a3ae95c004b"><enum>(1)</enum><text display-inline="yes-display-inline">coordinate interagency review of the objectives and activities of the Program;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4C6DC4EDA041423EBE53AB1D94D7583E"><enum>(2)</enum><text display-inline="yes-display-inline">expedite the interagency review process by ensuring timely review and dispersal of required reports
			 and assessments under this title;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD5BA4271DC114A5F8FDA6957F50DB990"><enum>(3)</enum><text display-inline="yes-display-inline">support the implementation of the Action Strategy, including the coordination and integration of
			 the research of all Federal programs, including ocean and Great Lakes
			 science and management programs and centers, that address the chemical,
			 biological, and physical components of marine and freshwater harmful algal
			 blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id75c8577f-0ac9-4515-badf-d8327a515c1f"><enum>(4)</enum><text display-inline="yes-display-inline">support the development of institutional mechanisms and financial instruments to further the
			 objectives and activities of the Program;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0AE095EEC06E4FADB0732DE6DF3F076A"><enum>(5)</enum><text display-inline="yes-display-inline">review the Program’s distribution of Federal funding to address the objectives and activities of
			 the Program;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id538BC82276454DF4AD32B068194385B7"><enum>(6)</enum><text display-inline="yes-display-inline">promote the development of new technologies for predicting, monitoring, and mitigating harmful
			 algal bloom and hypoxia conditions; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id31060939-822b-484c-af8f-791f1ec3f56d"><enum>(7)</enum><text display-inline="yes-display-inline">establish such interagency working groups as it considers necessary.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id3d9c7b93-0e56-4e65-b0f6-0b327b2ccc4e"><enum>(d)</enum><header display-inline="yes-display-inline">Lead Federal agency</header><text display-inline="yes-display-inline">Except as provided in subsection (h), the National Oceanic and Atmospheric Administration shall
			 have primary responsibility for administering the Program.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id60b99000-00ac-448d-864b-c1ac5c5ca5a9"><enum>(e)</enum><header display-inline="yes-display-inline">Program duties</header><text display-inline="yes-display-inline">In administering the Program, the Under Secretary shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id1eb5b21d-0cb0-4ce2-8a2c-073aa4ec024c"><enum>(1)</enum><text display-inline="yes-display-inline">promote the Program;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2a80909e-fafc-47c2-846b-66429bdea6b4"><enum>(2)</enum><text display-inline="yes-display-inline">prepare work and spending plans for implementing the research and activities identified under the
			 Action Strategy;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id73826117-2255-40b9-8307-c8e1448d108a"><enum>(3)</enum><text display-inline="yes-display-inline">administer merit-based, competitive grant funding—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id89c1a565-d9d5-4019-9d58-4fb291b584cb"><enum>(A)</enum><text display-inline="yes-display-inline">to maintain and enhance baseline monitoring programs established by the Program;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4D6E4153C02446A59377B0F6F404E725"><enum>(B)</enum><text display-inline="yes-display-inline">to support the projects maintained and established by the Program; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2d9ac418-cc17-446e-8a8c-f3fe2dd2910d"><enum>(C)</enum><text display-inline="yes-display-inline">to address the research and management needs and priorities identified in the Action Strategy;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd1a58694-1549-4901-a8bb-37579a55ae7e"><enum>(4)</enum><text display-inline="yes-display-inline">coordinate and work cooperatively with regional, State, tribal, and local government agencies and
			 programs that address marine and freshwater harmful algal blooms and
			 hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7797b22d-8ea5-40b9-b4cb-e4a5de2a991b"><enum>(5)</enum><text display-inline="yes-display-inline">coordinate with the Secretary of State to support international efforts on marine and freshwater
			 harmful algal bloom and hypoxia information sharing, research, prediction,
			 mitigation, control, and response activities;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb6fae97c-5d73-4073-8db9-f9058f8b1ac7"><enum>(6)</enum><text display-inline="yes-display-inline">identify additional research, development, and demonstration needs and priorities relating to
			 monitoring, prevention, control, mitigation, and response to marine and
			 freshwater harmful algal blooms and hypoxia, including methods and
			 technologies to protect the ecosystems affected by marine and freshwater
			 harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida9702711-f979-44f3-8faf-76737b0d3f81"><enum>(7)</enum><text display-inline="yes-display-inline">integrate, coordinate, and augment existing education programs to improve public understanding and
			 awareness of the causes, impacts, and mitigation efforts for marine and
			 freshwater harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5074495a-523a-4912-80b2-b794009a23c1"><enum>(8)</enum><text display-inline="yes-display-inline">facilitate and provide resources to train State and local coastal and water resource managers in
			 the methods and technologies for monitoring, preventing, controlling, and
			 mitigating marine and freshwater harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5b2fed8a-89fc-4de7-9454-997bebef0335"><enum>(9)</enum><text display-inline="yes-display-inline">support regional efforts to control and mitigate outbreaks through—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id2a7a768e-3a42-4015-87fa-8eb419d2c766"><enum>(A)</enum><text display-inline="yes-display-inline">communication of the contents of the Action Strategy and maintenance of online data portals for
			 other information about harmful algal blooms and hypoxia to State, tribal,
			 and local stakeholders; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id04aaf834-48bc-455b-adc7-2824d6d6ca61"><enum>(B)</enum><text display-inline="yes-display-inline">overseeing the development, review, and periodic updating of the Action Strategy;</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4dc1f600-f7c0-42b4-8336-f33c792e5ddc"><enum>(10)</enum><text display-inline="yes-display-inline">convene at least 1 meeting of the Task Force each year; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddeaeece6-34f0-40b9-b437-f222f54f22f8"><enum>(11)</enum><text display-inline="yes-display-inline">perform such other tasks as may be delegated by the Task Force.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id7b4857cf-03fe-4db2-a143-7be03d6db2d9"><enum>(f)</enum><header display-inline="yes-display-inline">National Oceanic and Atmospheric Administration activities</header><text display-inline="yes-display-inline">The Under Secretary shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="iddff5ad61-baa3-42a0-82bb-b0efc80c1968"><enum>(1)</enum><text display-inline="yes-display-inline">maintain and enhance the existing competitive programs at the National Oceanic and Atmospheric
			 Administration relating to harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8733e290-12bc-458d-937b-222ba33d4413"><enum>(2)</enum><text display-inline="yes-display-inline">carry out marine and Great Lakes harmful algal bloom and hypoxia events response activities;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf736de6d-7dfe-40b7-bb4a-877913e3c698"><enum>(3)</enum><text display-inline="yes-display-inline">establish new programs and infrastructure, as necessary, to develop and enhance critical
			 observations, monitoring, modeling, data management, information
			 dissemination, and operational forecasts relevant to harmful algal blooms
			 and hypoxia events;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3ddd49f4-dc2a-4b4a-a72e-a4bb9c0e4dd4"><enum>(4)</enum><text display-inline="yes-display-inline">enhance communication and coordination among Federal agencies carrying out marine and freshwater
			 harmful algal bloom and hypoxia activities and research;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD3B66868429345B39F114DDA08FDB41E"><enum>(5)</enum><text display-inline="yes-display-inline">to the greatest extent practicable, leverage existing resources and expertise available from local
			 research universities and institutions; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbb84ec27-4ec6-45ca-822f-969c2b6625d3"><enum>(6)</enum><text display-inline="yes-display-inline">increase the availability to appropriate public and private entities of—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="idf0d4416e-25cd-486b-a3b0-a4d9e7532e11"><enum>(A)</enum><text display-inline="yes-display-inline">analytical facilities and technologies;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id297924cb-3efe-453d-b0dc-0f02749e8d45"><enum>(B)</enum><text display-inline="yes-display-inline">operational forecasts; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4eb32ac5-cd4e-42a7-9b61-a0e58249ae9c"><enum>(C)</enum><text display-inline="yes-display-inline">reference and research materials.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id18c20cc8-9efa-4008-8256-879712ec9f43"><enum>(g)</enum><header display-inline="yes-display-inline">Cooperative efforts</header><text display-inline="yes-display-inline">The Under Secretary shall work cooperatively and avoid duplication of effort with other offices,
			 centers, and programs within the National Oceanic and Atmospheric
			 Administration, other agencies on the Task Force, and States, tribes, and
			 nongovernmental organizations concerned with marine and freshwater issues
			 to coordinate harmful algal bloom and hypoxia (and related) activities and
			 research.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id458d42b5-c282-470e-915b-433138d8c06e"><enum>(h)</enum><header display-inline="yes-display-inline">Freshwater</header><text display-inline="yes-display-inline">With respect to the freshwater aspects of the Program, the Administrator, through the Task Force,
			 shall carry out the duties otherwise assigned to the Under Secretary under
			 this section, except the activities described in subsection (f).</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id8a0acb96-3975-44af-b7a6-d1e4a6d5c8ac"><enum>(1)</enum><header display-inline="yes-display-inline">Participation</header><text display-inline="yes-display-inline">The Administrator's participation under this section shall include—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="idFFF6AD1FD52140F79B78A31C41A158C6"><enum>(A)</enum><text display-inline="yes-display-inline">research on the ecology and impacts of freshwater harmful algal blooms; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA453ED997B85442484F38393205F8610"><enum>(B)</enum><text display-inline="yes-display-inline">forecasting and monitoring of and event response to freshwater harmful algal blooms in lakes,
			 rivers, estuaries (including their tributaries), and reservoirs.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id652e36be-849d-4404-8186-6c73968ed86c"><enum>(2)</enum><header display-inline="yes-display-inline">Nonduplication</header><text display-inline="yes-display-inline">The Administrator shall ensure that activities carried out under this title focus on new approaches
			 to addressing freshwater harmful algal blooms and are not duplicative of
			 existing research and development programs authorized by this title or any
			 other law.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id52d5e65d-7840-4775-8549-9f222e3561eb"><enum>(i)</enum><header display-inline="yes-display-inline">Integrated coastal and ocean observation system</header><text display-inline="yes-display-inline">The collection of monitoring and observation data under this title shall comply with all data
			 standards and protocols developed pursuant to the Integrated Coastal and
			 Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3601">33 U.S.C. 3601 et seq.</external-xref>). Such data shall be made available through the system established under that Act.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="idc15fa9a2-557e-445f-9763-3a4e2c19cf51" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Comprehensive Research Plan and Action Strategy</header><text display-inline="no-display-inline">The Act, as amended by section 4 of this Act, is further amended by inserting after section 603A
			 the following:</text>
			<quoted-block display-inline="no-display-inline" id="id20f74139-98d7-4573-832b-32d5da781d1b" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="id13d42876-bc7d-410c-a021-ff7685065cb3" section-type="subsequent-section"><enum>603B.</enum><header display-inline="yes-display-inline">Comprehensive Research Plan and Action Strategy</header>
					<subsection commented="no" display-inline="no-display-inline" id="idd7531cbe-e440-4663-bcc3-10839277f475"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2013</short-title>, the Under Secretary, through the Task Force, shall develop and submit to Congress a comprehensive
			 research plan and action strategy to address marine and freshwater harmful
			 algal blooms and hypoxia. The Action Strategy shall identify—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="idca009fd2-466d-4686-add9-edab79417294"><enum>(1)</enum><text display-inline="yes-display-inline">the specific activities to be carried out by the Program and the timeline for carrying out those
			 activities;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcab484cf-3928-4d95-9dc9-5805a28c2493"><enum>(2)</enum><text display-inline="yes-display-inline">the roles and responsibilities of each Federal agency in the Task Force in carrying out the
			 activities under paragraph (1); and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0A7CB55CBB8B45D0AEF948FA4EC3C655"><enum>(3)</enum><text display-inline="yes-display-inline">the appropriate regions and subregions requiring specific research and activities to address local,
			 State, and regional harmful algal blooms and hypoxia.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idba778038-3b3c-4cb7-98e6-e7b3d53f18b0"><enum>(b)</enum><header display-inline="yes-display-inline">Regional focus</header><text display-inline="yes-display-inline">The regional and subregional parts of the Action Strategy shall identify—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id4cd78b73-cdf2-4db9-83d2-8ffd9d981504"><enum>(1)</enum><text display-inline="yes-display-inline">regional priorities for ecological, economic, and social research on issues related to the impacts
			 of harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4f378710-3108-4208-ab47-339eebfde7d0"><enum>(2)</enum><text display-inline="yes-display-inline">research, development, and demonstration activities needed to develop and advance technologies and
			 techniques for minimizing the occurrence of harmful algal blooms and
			 hypoxia and improving capabilities to detect, predict, monitor, control,
			 mitigate, respond to, and remediate harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5D652AEA97B6455EA68897971B3AB474"><enum>(3)</enum><text display-inline="yes-display-inline">ways to reduce the duration and intensity of harmful algal blooms and hypoxia, including deployment
			 of response technologies in a timely manner;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5A79491259FF4F189500240AB03DB7B1"><enum>(4)</enum><text display-inline="yes-display-inline">research and methods to address human health dimensions of harmful algal blooms and hypoxia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id78090D0DB87142A8BE710305C72C3309"><enum>(5)</enum><text display-inline="yes-display-inline">mechanisms, including the potential costs and benefits of those mechanisms, to protect ecosystems
			 that may be or have been affected by harmful algal bloom and hypoxia
			 events;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id26010F24B09D42D68B9FB716C210CEEE"><enum>(6)</enum><text display-inline="yes-display-inline">mechanisms by which data, information, and products may be transferred between the Program and the
			 State, tribal, and local governments and research entities;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAC64834D8FC6495998F15AC1759D189B"><enum>(7)</enum><text display-inline="yes-display-inline">communication and information dissemination methods that State, tribal, and local governments may
			 undertake to educate and inform the public concerning harmful algal blooms
			 and hypoxia; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5332F5C6592548A6B9174A9A1492B7B6"><enum>(8)</enum><text display-inline="yes-display-inline">roles that Federal agencies may have to assist in the implementation of the Action Strategy,
			 including efforts to support local and regional scientific assessments
			 under section 603(e).</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb355c508-1b02-4a71-a0ee-f313b4ba357e"><enum>(c)</enum><header display-inline="yes-display-inline">Utilizing available studies and information</header><text display-inline="yes-display-inline">In developing the Action Strategy, the Under Secretary shall utilize existing research,
			 assessments, reports, and program activities, including—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id6e4ad522-3f57-403a-a00a-7db5e26e0c4d"><enum>(1)</enum><text display-inline="yes-display-inline">those carried out under existing law; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc9ded34c-c107-4d5e-ac46-68318a2cc89b"><enum>(2)</enum><text display-inline="yes-display-inline">other relevant peer-reviewed and published sources.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6bf19deb-16a2-46f5-8b90-f5430fe48d89"><enum>(d)</enum><header display-inline="yes-display-inline">Development of the Action Strategy</header><text display-inline="yes-display-inline">In developing the Action Strategy, the Under Secretary shall, as appropriate—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="id7f9ed5c7-0c3e-4309-8027-8df7d2f9c646"><enum>(1)</enum><text display-inline="yes-display-inline">coordinate with—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="idCC48AFD482CE46B0BE64AC6B483EDA3E"><enum>(A)</enum><text display-inline="yes-display-inline">State coastal management and planning officials;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id92F4B1639C374A13BB44A6E0EB141956"><enum>(B)</enum><text display-inline="yes-display-inline">tribal resource management officials; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2002D5BD71384B17956F6F105CD1A4F3"><enum>(C)</enum><text display-inline="yes-display-inline">water management and watershed officials from both coastal States and noncoastal States with water
			 sources that drain into water bodies affected by harmful algal blooms and
			 hypoxia; and</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA5491D9ECD904CFCA1926A4420F299AA"><enum>(2)</enum><text display-inline="yes-display-inline">consult with—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id337CC480D05142F99964519989C64359"><enum>(A)</enum><text display-inline="yes-display-inline">public health officials;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA9D765D1D54F484C81058A353FC6E2AE"><enum>(B)</enum><text display-inline="yes-display-inline">emergency management officials;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id025EB6B05E184DB4B1E82B734CF59ABD"><enum>(C)</enum><text display-inline="yes-display-inline">science and technology development institutions;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8E31F77753EE4E97A6242FACE3EC107A"><enum>(D)</enum><text display-inline="yes-display-inline">economists;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2432B951BFA146DCB3420E725763425A"><enum>(E)</enum><text display-inline="yes-display-inline">industries and businesses affected by marine and freshwater harmful algal blooms and hypoxia;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id956590DB0F6E4C0D893F198EA424255A"><enum>(F)</enum><text display-inline="yes-display-inline">scientists with expertise concerning harmful algal blooms or hypoxia from academic or research
			 institutions; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB7C66890E3AA4A20A509417AE2D3F330"><enum>(G)</enum><text display-inline="yes-display-inline">other stakeholders.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id07fd6a31-4cf7-47be-b9db-cddf4aea396f"><enum>(e)</enum><header display-inline="yes-display-inline">Federal Register</header><text display-inline="yes-display-inline">The Under Secretary shall publish the Action Strategy in the Federal Register.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id2AA8E14FB66144A8AA36C919B5917DF6"><enum>(f)</enum><header display-inline="yes-display-inline">Periodic revision</header><text display-inline="yes-display-inline">The Under Secretary, in coordination and consultation with the individuals and entities under
			 subsection (d), shall periodically review and revise the Action Strategy
			 prepared under this section, as necessary.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="id98ed5757-d903-4155-af0c-942a859d4e7a" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Reporting</header><text display-inline="no-display-inline">Section 603 is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idfb8cb2de-1e70-46c6-9814-8224138f4a8a" style="OLC">
				<subsection commented="no" display-inline="no-display-inline" id="id4174c9a8-ffcc-4c3b-a052-b11d9b8822fe"><enum>(j)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 2 years after the date the Action Strategy is submitted under section 603B, the
			 Under Secretary shall submit a report to Congress that describes—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id17b75561-1ae0-45f3-b92a-03150e60b67b"><enum>(1)</enum><text display-inline="yes-display-inline">the proceedings of the annual Task Force meetings;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id16aab2bb-1088-412c-8c88-69f000a74315"><enum>(2)</enum><text display-inline="yes-display-inline">the activities carried out under the Program, including the regional and subregional parts of the
			 Action Strategy;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC729AD3B227B4B4BB738E59FF68C14E7"><enum>(3)</enum><text display-inline="yes-display-inline">the budget related to the activities under paragraph (2);</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf521f538-dbdf-4b15-bf13-9ca8ab1416ad"><enum>(4)</enum><text display-inline="yes-display-inline">the progress made on implementing the Action Strategy; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idebccc044-5eb2-4ad4-ab42-a22eb7d39701"><enum>(5)</enum><text display-inline="yes-display-inline">any need to revise or terminate research and activities under the Program.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="id8757cd8c-4ae6-41ca-ad14-482df190636c" section-type="subsequent-section"><enum>7.</enum><header display-inline="yes-display-inline">Northern Gulf of Mexico hypoxia</header><text display-inline="no-display-inline">Section 604 is amended to read as follows:</text>

				<section commented="no" display-inline="no-display-inline" id="idd5219cb2-2d93-4680-a7e7-24606df82edd" section-type="subsequent-section"><enum>604.</enum><header display-inline="yes-display-inline">Northern Gulf of Mexico hypoxia</header>
					<subsection commented="no" display-inline="no-display-inline" id="idcc545954-8097-499a-abec-19c3c64041a0"><enum>(a)</enum><header display-inline="yes-display-inline">Initial progress reports</header><text display-inline="yes-display-inline">Beginning not later than 12 months after the date of enactment of the <short-title>Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2013</short-title>, and biennially thereafter, the Administrator, through the Mississippi River/Gulf of Mexico
			 Watershed Nutrient Task Force, shall submit a progress report to the
			 appropriate congressional committees and the President that describes the
			 progress made by activities directed by the Mississippi River/Gulf of
			 Mexico Watershed Nutrient Task Force and carried out or funded by the
			 Environmental Protection Agency and other State and Federal partners
			 toward attainment of the goals of the Gulf Hypoxia Action Plan 2008.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id39ece6cc-2aac-4598-b5a8-89e6332db249"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">Each report required under this section shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ida2268881-dcd3-415f-bbb6-2158580d19f0"><enum>(1)</enum><text display-inline="yes-display-inline">assess the progress made toward nutrient load reductions, the response of the hypoxic zone and
			 water quality throughout the Mississippi/Atchafalaya River Basin, and the
			 economic and social effects;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id153de695-af99-403c-a341-87e8a3dddb95"><enum>(2)</enum><text display-inline="yes-display-inline">evaluate lessons learned; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida74bcbff-1726-4912-b9ec-68830c985787"><enum>(3)</enum><text display-inline="yes-display-inline">recommend appropriate actions to continue to implement or, if necessary, revise the strategy set
			 forth in the Gulf Hypoxia Action Plan 2008.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="idD233171A80464EA6943442958802704A" section-type="subsequent-section"><enum>8.</enum><header display-inline="yes-display-inline">Great Lakes hypoxia and harmful algal blooms</header><text display-inline="no-display-inline">Section 605 is amended to read as follows:</text>

					<subsection commented="no" display-inline="no-display-inline" id="idE0B6B2F0A74040F2875CF271A87E5171"><enum>(a)</enum><header display-inline="yes-display-inline">Integrated assessment</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of the <short-title>Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2013</short-title>, the Task Force, in accordance with the authority under section 603, shall complete and submit to
			 the Congress and the President an integrated assessment that examines the
			 causes, consequences, and approaches to reduce hypoxia and harmful algal
			 blooms in the Great Lakes, including the status of and gaps within current
			 research, monitoring, management, prevention, response, and control
			 activities by—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="idBF7880F83F7C4477811EB699548AF604"><enum>(1)</enum><text display-inline="yes-display-inline">Federal agencies;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9BC4804111B34D4790D29F265F8162D4"><enum>(2)</enum><text display-inline="yes-display-inline">State agencies;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id028E72BC4971462ABFA92B687E963D6C"><enum>(3)</enum><text display-inline="yes-display-inline">regional research consortia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA67017E8E2994D0EBFDECDF52FF713EF"><enum>(4)</enum><text display-inline="yes-display-inline">academia;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4E3A97E0AB17416C923A4E365DC3E57A"><enum>(5)</enum><text display-inline="yes-display-inline">private industry; and</text>

						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id997342522EB44EF09249C453441730C3"><enum>(b)</enum><header display-inline="yes-display-inline">Plan</header>
						<paragraph commented="no" display-inline="no-display-inline" id="id599636905B6A48DD92313BC2BF9CAE84"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of the <short-title>Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2013</short-title>, the Task Force shall develop and submit to the Congress a plan, based on the integrated
			 assessment under subsection (a), for reducing, mitigating, and controlling
			 hypoxia and harmful algal blooms in the Great Lakes.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0ED764A188F249D085A943157D0B058B"><enum>(2)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">The plan shall—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id124BCF3521004A34A4CBAE908E809185"><enum>(A)</enum><text display-inline="yes-display-inline">address the monitoring needs identified in the integrated assessment under subsection (a);</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3029889C14374709BBEF6A9BD09B6522"><enum>(B)</enum><text display-inline="yes-display-inline">develop a timeline and budgetary requirements for deployment of future assets;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAFA856C516824FAD85F0E2EA6BB247E5"><enum>(C)</enum><text display-inline="yes-display-inline">identify requirements for the development and verification of Great Lakes hypoxia and harmful algal
			 bloom models, including—</text>
								<clause commented="no" display-inline="no-display-inline" id="idA3279F0D55394729A4D52D524D9A2100"><enum>(i)</enum><text display-inline="yes-display-inline">all assumptions built into the models; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id151B2EE72E904D86A0AFAFDD3A3C17DA"><enum>(ii)</enum><text display-inline="yes-display-inline">data quality methods used to ensure the best available data are utilized; and</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB1261FF12098405E9CE6940B70CBCFAB"><enum>(D)</enum><text display-inline="yes-display-inline">describe efforts to improve the assessment of the impacts of hypoxia and harmful algal blooms by—</text>
								<clause commented="no" display-inline="no-display-inline" id="id9F5065EF31E6468480B069406644C64F"><enum>(i)</enum><text display-inline="yes-display-inline">characterizing current and past biological conditions in ecosystems affected by hypoxia and harmful
			 algal blooms; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="id54FD16A8680642E2831252CF17308371"><enum>(ii)</enum><text display-inline="yes-display-inline">quantifying effects, including economic effects, at the population and community levels.</text>
								</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9CB86004F2F548159154744204453DB0"><enum>(3)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">In developing the plan, the Task Force shall—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="idAE575CD98E744B9AA3DFF966D5FDC17A"><enum>(A)</enum><text display-inline="yes-display-inline">consult with State and local governments and representatives from academic, agricultural, industry,
			 and other stakeholder groups;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA172D4FE88BA4BD8817BA3A72851EAE5"><enum>(B)</enum><text display-inline="yes-display-inline">consult with relevant Canadian agencies;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4C148763335E40DFAAA4654ADB169D7B"><enum>(C)</enum><text display-inline="yes-display-inline">ensure that the plan complements and does not duplicate activities conducted by other Federal or
			 State agencies;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF1650FDE3D4C4578824C00991A3B3CA7"><enum>(D)</enum><text display-inline="yes-display-inline">identify critical research for reducing, mitigating, and controlling hypoxia events and their
			 effects;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD8B660BBBEF24DC98A03B1D63AF43117"><enum>(E)</enum><text display-inline="yes-display-inline">evaluate cost-effective, incentive-based partnership approaches;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id317AFD7286244771A61317E513FBDE7F"><enum>(F)</enum><text display-inline="yes-display-inline">utilize existing research, assessments, reports, and program activities;</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB6DCE3F1EFCA4C5C9CB4C9F7D8FBE8F0"><enum>(G)</enum><text display-inline="yes-display-inline">publish a summary of the proposed plan in the Federal Register at least 180 days prior to
			 submitting the completed plan to Congress; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF057163067304696AFA180E619759D2D"><enum>(H)</enum><text display-inline="yes-display-inline">after submitting the completed plan to Congress, provide biennial progress reports on the
			 activities toward achieving the objectives of the plan.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" display-inline="no-display-inline" id="id3f816999-9fe5-4f14-a15b-d3b85a9bdc18" section-type="subsequent-section"><enum>9.</enum><header display-inline="yes-display-inline">Application with other laws</header><text display-inline="no-display-inline">The Act is amended by adding after section 606 the following:</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddce91403-4ed2-440e-926b-162557c00b9d"><enum>(2)</enum><header display-inline="yes-display-inline">Administrator</header><text display-inline="yes-display-inline">The term <term>Administrator</term> means the Administrator of the Environmental Protection Agency.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf5207d38-00e7-490f-8bba-8d8902a0cfb9"><enum>(3)</enum><header display-inline="yes-display-inline">Harmful algal bloom</header><text display-inline="yes-display-inline">The term <term>harmful algal bloom</term> means marine and freshwater phytoplankton that proliferate to high concentrations, resulting in
			 nuisance conditions or harmful impacts on marine and aquatic ecosystems,
			 coastal communities, and human health through the production of toxic
			 compounds or other biological, chemical, and physical impacts of the algae
			 outbreak.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf7ecd434-b1a6-4d85-be9d-8c685081989b"><enum>(4)</enum><header display-inline="yes-display-inline">Hypoxia</header><text display-inline="yes-display-inline">The term <term>hypoxia</term> means a condition where low dissolved oxygen in aquatic systems causes stress or death to resident
			 organisms.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb2e469cd-51e2-4418-a9e4-507e44fad8a9"><enum>(5)</enum><header display-inline="yes-display-inline">Program</header><text display-inline="yes-display-inline">The term <term>Program</term> means the national harmful algal bloom and hypoxia program established under section 603A.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb7723f6d-b679-4646-b113-58d5f1e53dce"><enum>(6)</enum><header display-inline="yes-display-inline">State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States of the United States, the District of Columbia, the Commonwealth
			 of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth
			 of the Northern Mariana Islands, any other territory or possession of the
			 United States, and any Indian tribe.</text>

			 and share, transfer, receive, obligate, and expend funds appropriated to
			 any member of the Task Force for the purposes of carrying out any
			 administrative or programmatic project or activity under this title,
			 including support for the Program, a common infrastructure, information
			 sharing, and system integration for harmful algal bloom and hypoxia
			 research, monitoring, forecasting, prevention, and control. Funds may be
			 transferred among the departments and agencies through an appropriate
			 instrument that specifies the goods, services, or space being acquired
			 from another Task Force member and the costs of the goods, services, and
			 space. The amount of funds transferrable under this section for any fiscal
			 year may not exceed 5 percent of the account from which the transfer was
			 made.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>

					<subsection commented="no" display-inline="no-display-inline" id="id58320e55-d09f-4ccb-b854-1ed02e5c3fa6"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Under Secretary to carry out sections 603A and 603B
			 $20,500,000 for each of fiscal years 2014 through 2018.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id2b67509e-dc56-4cdf-aa89-3c9e01eb63d5"><enum>(b)</enum><header display-inline="yes-display-inline">Extramural research activities</header><text display-inline="yes-display-inline">The Under Secretary shall ensure that a substantial portion of funds appropriated pursuant to
			 subsection (a) that are used for research purposes are allocated to
			 extramural research activities. For each fiscal year, the Under Secretary
			 shall publish a list of all grant recipients and the amounts for all of
			 the funds allocated for research purposes, specifying those allocated for
			 extramural research activities.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
