		  Long Island Sound restoration and stewardship. </official-title></form><legis-body display-enacting-clause="no-display-enacting-clause"><section id="id72d66170-7700-4100-9087-23de1d81c78e" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Long Island Sound Restoration and
			 Stewardship Act</short-title></quote>.</text></section><section id="id24f5bdf2-2a2e-409e-bd9f-7fa625c38496" section-type="subsequent-section"><enum>2.</enum><header>Amendments</header><subsection id="id548563b4-1253-44c6-9eb5-a9cb9168a464"><enum>(a)</enum><header>Long Island
			 Sound restoration program</header><text>Section 119 of the Federal Water
			 Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269</external-xref>) is amended—</text><paragraph id="id453B7B3A4D0141319B4783D838A8EAFB"><enum>(1)</enum><text>in subsection
			 (b), by striking the subsection designation and heading and all that
			 follows
			 through <quote>The Office shall</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id14B4BCBDA2A140B9B68ED700D61E1E12" style="OLC"><subsection id="id93F5005ADD524066BA9A853D1662459E"><enum>(b)</enum><header>Office</header><paragraph id="id645C15DF6BCE4268B79DDD961715F0A0"><enum>(1)</enum><header>Establishment</header><text>The
				Administrator shall—</text><subparagraph id="id23739C39925A410DA8AAE55BF1D1095B"><enum>(A)</enum><text>continue to carry
				out the conference study; and</text></subparagraph><subparagraph id="idC101456A570C4AA98DCA95D1079EDFD0"><enum>(B)</enum><text>establish an
				office, to be located on or near Long Island Sound.</text></subparagraph></paragraph><paragraph id="id65E88186BC974A47B078D2FEEE8DD480"><enum>(2)</enum><header>Administration
				and staffing</header><text>The Office
				shall</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id8D0E4A965AF8455AB118431107EC52BE"><enum>(2)</enum><text>in subsection
			 (c)—</text><subparagraph id="id3180E24E89FA44A6BCE7DA0C3C657E4F"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>Management Conference of the Long
			 Island Sound Study</quote> and inserting <quote>conference
			 study</quote>;</text></subparagraph><subparagraph id="id9E839156BA8E4354ACE31705E3AEEF82"><enum>(B)</enum><text>in paragraph
			 (2)—</text><clause id="id356E9B23810F475AA590D253D395B30A"><enum>(i)</enum><text>in
			 each of subparagraphs (A) through (G), by striking the commas at the end
			 of the
			 subparagraphs and inserting semicolons;</text></clause><clause id="id1D6D16708277405C977888B67BEACD16"><enum>(ii)</enum><text>in
			 subparagraph (H), by striking <quote>, and</quote> and inserting a
			 semicolon;</text></clause><clause id="idA410982A4CA945C8BCC202642EE2482B"><enum>(iii)</enum><text>in subparagraph
			 (I), by striking the period at the end and inserting a semicolon; and</text></clause><clause id="idDD9BB046819A452AAC3C176F39CF102B"><enum>(iv)</enum><text>by
			 adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id5F11C5B98BDF47C181398FDA89EF6704" style="OLC"><subparagraph id="idFC65EE9091094D3D8482783C277F8C44"><enum>(J)</enum><text>environmental
				impacts on the Long Island Sound watershed, including—</text><clause id="ID8140326c6a284c8b9550406448ee9ac8"><enum>(i)</enum><text>the
				identification and assessment of vulnerabilities in the watershed;</text></clause><clause id="ID8d1fdca47fe143a7abc245c5d5972ea8"><enum>(ii)</enum><text>the development
				and implementation of adaptation strategies to reduce those
			 vulnerabilities;
				and</text></clause><clause id="IDa5c4dd0d14ea48e8bd8a17cc23eef38f"><enum>(iii)</enum><text>the
				identification and assessment of the impacts of sea level rise on
			 water
				quality, habitat, and infrastructure in Long Island Sound; and</text></clause></subparagraph><subparagraph id="id50861E15D16B4BFC96CD5D24065CF623"><enum>(K)</enum><text>planning
				initiatives for Long Island Sound that identify the areas that are
			 most
				suitable for various types or classes of activities in order to
			 reduce
				conflicts among uses, reduce environmental impacts, facilitate
			 compatible uses,
				or preserve critical ecosystem services to meet economic,
			 environmental,
				security, or social
				objectives;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id1EABD6D76DAE4603AA6B69D3C93894DD"><enum>(C)</enum><text>by striking
			 paragraph (4) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id6516403220094EC4848B599C7586CA76" style="OLC"><paragraph id="id7D9529A8F8FB4F6EBC0119A756A79CC5"><enum>(4)</enum><text>develop and
				implement strategies to increase public education and awareness
			 with respect to
				the ecological health and water quality conditions of Long Island
				Sound;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="id222EC07EF9224EF2A40C46123C17183A"><enum>(D)</enum><text>in paragraph (5),
			 by inserting <quote>study</quote> after <quote>conference</quote>;</text></subparagraph><subparagraph id="idAED9DC5F76774574B4A381333F328A67"><enum>(E)</enum><text>in paragraph
			 (6)—</text><clause id="idBA23EA3FB4D24729BB2955342834EACF"><enum>(i)</enum><text>by
			 inserting <quote>(including on the Internet)</quote> after <quote>the
			 public</quote>; and</text></clause><clause id="idF484B0888D234309987AB0FEAD4629F7"><enum>(ii)</enum><text>by
			 inserting <quote>study</quote> after <quote>conference</quote>; and</text></clause></subparagraph><subparagraph id="id569B7D8B71FD4A71A856E71C70728922"><enum>(F)</enum><text>by striking
			 paragraph (7) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id2CA811509942435A94317B13964467C5" style="OLC"><paragraph id="id90FE31A2FE524454817C2D7EABCFC37A"><enum>(7)</enum><text>monitor the
				progress made toward meeting the identified goals, actions, and
			 schedules of
				the Comprehensive Conservation and Management Plan, including
			 through the
				implementation and support of a monitoring system for the
			 ecological health and
				water quality conditions of Long Island Sound;
				and</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id9CEA9882312344D38D7C5837DD1B7B11"><enum>(3)</enum><text>in subsection
			 (d)(3), in the second sentence, by striking <quote>50 per centum</quote> and
			 inserting <quote>60 percent</quote>;</text></paragraph><paragraph id="id10C6AC8DE9764141A6F9FA869C605CF8"><enum>(4)</enum><text>by redesignating
			 subsection (f) as subsection (i); and</text></paragraph><paragraph id="id09C897C6DF5B4783B64BAE24BE75341A"><enum>(5)</enum><text>by inserting
			 after subsection (e) the following:</text><quoted-block display-inline="no-display-inline" id="id84848B867CDD457D97586976707E3FE6" style="OLC"><subsection id="ID5bb4a8b40b264ab0b66e4568ab7a8202"><enum>(f)</enum><header>Report</header><paragraph id="ID342c50acb0f4498194aa8842ef6ee48c"><enum>(1)</enum><header>In
				general</header><text>Not later than 2 years after the date of enactment of the
				<short-title>Long Island Sound Restoration and Stewardship
				Act</short-title>, and biennially thereafter, the Director of the Office, in
				consultation with the Governor of each Long Island Sound State,
			 shall submit to
				Congress a report that—</text><subparagraph id="ID47a201773ece4f8eb75f158e4e576da2"><enum>(A)</enum><text>summarizes and
				assesses the progress made by the Office and the Long Island Sound
			 States in
				implementing the Long Island Sound Comprehensive Conservation and
			 Management
				Plan, including an assessment of the progress made toward meeting
			 the
				performance goals and milestones contained in the Plan;</text></subparagraph><subparagraph id="ID2cc72212927d46eb8411d33fdc9c1abb"><enum>(B)</enum><text>assesses the key
				ecological attributes that reflect the health of the ecosystem of
			 the Long
				Island Sound watershed;</text></subparagraph><subparagraph id="ID8388ef85862d47a8801a515587a1fcbd"><enum>(C)</enum><text>describes any
				substantive modifications to the Long Island Sound Comprehensive
			 Conservation
				and Management Plan made during the 2-year period preceding the
			 date of
				submission of the report;</text></subparagraph><subparagraph id="ID4b8a47eac0424242b1d8cc8f56b4590d"><enum>(D)</enum><text>provides specific
				recommendations to improve progress in restoring and protecting the
			 Long Island
				Sound watershed, including, as appropriate, proposed modifications
			 to the Long
				Island Sound Comprehensive Conservation and Management Plan;</text></subparagraph><subparagraph id="IDd1b92e1d13dd403cb605068fb04fb9ca"><enum>(E)</enum><text>identifies
				priority actions for implementation of the Long Island Sound
			 Comprehensive
				Conservation and Management Plan for the 2-year period following
			 the date of
				submission of the report; and</text></subparagraph><subparagraph id="IDcbb34c146c244a9fac10f9779934fbe7"><enum>(F)</enum><text>describes the
				means by which Federal funding and actions will be coordinated with
			 the actions
				of the Long Island Sound States and other entities.</text></subparagraph></paragraph><paragraph id="ID0e9638169efd44a4b77be2eb452e3f57"><enum>(2)</enum><header>Public
				availability</header><text>The Administrator shall make the report described in
				paragraph (1) available to the public, including on the Internet.</text></paragraph></subsection><subsection id="ID64528244bf4c4d5d9f4430560d6db552"><enum>(g)</enum><header>Annual budget
				plan</header><text>The President shall submit, together with the annual budget
				of the United States Government submitted under section 1105(a) of
			 title 31,
				United States Code, information regarding each Federal department
			 and agency
				involved in the protection and restoration of the Long Island Sound
			 watershed,
				including—</text><paragraph id="ID5b2cfdf0978d417ebdd945dbc7f1b168"><enum>(1)</enum><text>an interagency
				crosscut budget that displays for each department and agency—</text><subparagraph id="ID71419955be6c4158820046d6f589d41a"><enum>(A)</enum><text>the amount
				obligated during the preceding fiscal year for protection and
			 restoration
				projects and studies relating to the watershed;</text></subparagraph><subparagraph id="ID4c77bdc3a1664ec08d5d0237ae1ce252"><enum>(B)</enum><text>the estimated
				budget for the current fiscal year for protection and restoration
			 projects and
				studies relating to the watershed; and</text></subparagraph><subparagraph id="ID6a5140ba926c4bf59b64852a759b69e4"><enum>(C)</enum><text>the proposed
				budget for succeeding fiscal years for protection and restoration
			 projects and
				studies relating to the watershed; and</text></subparagraph></paragraph><paragraph id="ID126d3e8cd78d459b829602a037e4321e"><enum>(2)</enum><text>a summary of any
				proposed modifications to the Long Island Sound Comprehensive
			 Conservation and
				Management Plan for the following fiscal year.</text></paragraph></subsection><subsection id="idE545DE3BD8F848C38523569B2A50D4FC"><enum>(h)</enum><header>Federal
				entities</header><paragraph id="ID6d79c722149c43ae8d7466627f9e304f"><enum>(1)</enum><header>Coordination</header><text>The
				Administrator shall coordinate the actions of all Federal
			 departments and
				agencies that impact water quality in the Long Island Sound
			 watershed in order
				to improve the water quality and living resources of the watershed.</text></paragraph><paragraph id="IDc7a90c96ba5a44b7bf3331f882487a70"><enum>(2)</enum><header>Methods</header><text>In
				carrying out this section, the Administrator, acting through the
			 Director of
				the Office, may—</text><subparagraph id="id36C59B15264842F88606C4A606E4ACE4"><enum>(A)</enum><text>enter into
				interagency agreements; and</text></subparagraph><subparagraph id="idE804BF64C07F42A6A71FE6581FA89739"><enum>(B)</enum><text>make
				intergovernmental personnel appointments.</text></subparagraph></paragraph><paragraph id="IDadd9793597d54530a49ab8b8d404537b"><enum>(3)</enum><header>Federal
				participation in watershed planning</header><text>A Federal department or
				agency that owns or occupies real property, or carries out
			 activities, within
				the Long Island Sound watershed shall participate in regional and
			 subwatershed
				planning, protection, and restoration activities with respect to
			 the
				watershed.</text></paragraph><paragraph id="ID88e7df24dacd4d8ca3f50c39ac40cec4"><enum>(4)</enum><header>Consistency
				with comprehensive conservation and management plan</header><text>To the
				maximum extent practicable, the head of each Federal department and
			 agency that
				owns or occupies real property, or carries out activities, within
			 the Long
				Island Sound watershed shall ensure that the property and all
			 activities
				carried out by the department or agency are consistent with the
			 Long Island
				Sound Comprehensive Conservation and Management Plan (including any
			 related
				subsequent agreements and
				plans).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id09ea72b2-29a0-4152-9df0-e36be275a17a"><enum>(b)</enum><header>Long Island
			 Sound stewardship program</header><paragraph id="id13efdcc6-aa27-4cab-bfb2-f75fe2c510a7"><enum>(1)</enum><header>Long Island
			 Sound Stewardship Advisory Committee</header><text>Section 8 of the Long Island
			 Sound Stewardship Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/109/359">Public Law 109–359</external-xref>) is
			 amended—</text><subparagraph id="idd5c445f6-5562-4a63-a831-e0c0b9b999ca"><enum>(A)</enum><text>in subsection
			 (g), by striking <quote>2011</quote> and inserting <quote>2018</quote>;
			 and</text></subparagraph><subparagraph id="id74cd1fb0-77f1-4273-91cc-28038cc04518"><enum>(B)</enum><text>by adding at
			 the end the following:</text><quoted-block display-inline="no-display-inline" id="idbdadfd04-715b-4b3b-93d6-c52833458d92" style="OLC"><subsection id="idc68938cf-6812-499f-8c66-b39c1032a646"><enum>(h)</enum><header>Nonapplicability
				of FACA</header><text display-inline="yes-display-inline">The Federal Advisory
				Committee Act (5 U.S.C. App.) shall not apply to—</text><paragraph id="idef23bc0d-02b0-49e9-b163-463dfccfbcfd"><enum>(1)</enum><text display-inline="yes-display-inline">the Advisory Committee; or</text></paragraph><paragraph id="idd9abb864-3d36-43a4-b480-8cc5ac2d8058"><enum>(2)</enum><text display-inline="yes-display-inline">any board, committee, or other group
				established under this
				Act.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idc56a86be-fa8a-4e28-9583-bb916a10bc3d"><enum>(2)</enum><header>Reports</header><text>Section
			 9(b)(1) of the Long Island Sound Stewardship Act of 2006 (33 U.S.C. 1269
			 note;
			 <external-xref legal-doc="public-law" parsable-cite="pl/109/359">Public Law 109–359</external-xref>) is amended in the matter preceding subparagraph (A) by
			 striking <quote>2011</quote> and inserting <quote>2018</quote>.</text></paragraph><paragraph id="ide54ce951-a72c-4201-9e9b-4f2a8a0efff1"><enum>(3)</enum><header>Authorization</header><text>Section
			 11 of the Long Island Sound Stewardship Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269</external-xref> note;
			 <external-xref legal-doc="public-law" parsable-cite="pl/109/359">Public Law 109–359</external-xref>) is amended—</text><subparagraph id="idb9331412-fa52-449c-9cd9-4b3941364ad4"><enum>(A)</enum><text>by striking
			 subsection (a);</text></subparagraph><subparagraph id="id74d4482d-3fc9-4991-8efc-18a17d6225d5"><enum>(B)</enum><text>by
			 redesignating subsections (b) through (d) as subsections (a) through (c),
			 respectively; and</text></subparagraph><subparagraph id="id53cdbaf8-9fdc-4ff7-97c9-7b4ab7d9e3ab"><enum>(C)</enum><text>in subsection
			 (a) (as so redesignated), by striking <quote>under this section each</quote>

			 date</header><text>The amendments made by this subsection take effect on
			 October 1, 2011.</text></paragraph></subsection></section><section id="idc153fa50-25d9-4cd7-9a71-5bb237ea9096" section-type="subsequent-section"><enum>3.</enum><header>Reauthorization</header><subsection id="id75b71139-0f2b-4ee2-a063-99ce725d307c"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There are authorized
			 to be appropriated to the Administrator of the Environmental Protection
			 Agency
			 such sums as are necessary for each of fiscal years 2014 through 2018 for
			 the
			 implementation of—</text><paragraph id="idb03e8fdf-193d-4e53-a069-15a57997be04"><enum>(1)</enum><text display-inline="yes-display-inline">section 119 of the Federal Water Pollution
			 Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269</external-xref>), other than subsection (d) of that section;
			 and</text></paragraph><paragraph id="idfb830899-51a1-46f2-acb7-fd3527205cb5"><enum>(2)</enum><text display-inline="yes-display-inline">the Long Island Sound Stewardship Act of
			 2006 (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/109/359">Public Law 109–359</external-xref>).</text></paragraph></subsection><subsection id="id89a9b423-13a6-4974-a245-c85ab6d6dc2e"><enum>(b)</enum><header>Long Island
			 Sound grants</header><text>There is authorized to be appropriated to the
			 Administrator of the Environmental Protection Agency to carry out section
			 119(d) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269(d)</external-xref>)
			 $40,000,000 for each of fiscal years 2014 through 2018.</text></subsection><subsection id="idd4d86b6c-1980-4e2d-bf93-5db2f95f67a1"><enum>(c)</enum><header>Long Island
			 Sound stewardship grants</header><text>There is authorized to be appropriated
			 to the Administrator of the Environmental Protection Agency to carry out
			 the
			 Long Island Sound Stewardship Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/33/1269">33 U.S.C. 1269</external-xref> note; Public Law
			 109–359) $25,000,000 for each of fiscal years 2014 through 2018.</text></subsection></section></legis-body><endorsement><action-date>June 5, 2014</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
