			</subsection></section><section id="H529A4EFB15BE47388874EAD6D82E5A9B"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HB89F5C0678C047138184774FCF007F64"><enum>(1)</enum><text>The turmoil in the Middle East poses a serious threat to United States national security interests
			 and requires cooperation with allies that are willing to work with the
			 United States in pursuit of shared objectives.</text>
			</paragraph><paragraph id="H84949FA7A4BB46A89ECE2FD88F1CBD58"><enum>(2)</enum><text>The October 31, 1998, Memorandum of Agreement signed by President Clinton and Prime Minister
			 Netanyahu commits the United States to working jointly with Israel towards
			 enhancing Israel’s defensive and deterrent capabilities and upgrading the
			 framework of the United States-Israel strategic and military
			 relationships, as well as the technological cooperation between both
			 countries.</text>
			</paragraph><paragraph id="H37A186C0A399418AB09AC19AA0E4717D"><enum>(3)</enum><text display-inline="yes-display-inline">On August 16, 2007, the United States and Israel signed a Memorandum of Understanding reaffirming
			 United States commitment to the security of Israel and establishing a
			 10-year framework for incremental increases in United States military
			 assistance to Israel.</text>
			</paragraph><paragraph id="H5FCAE895544949B49E42CF78F313FFD1"><enum>(4)</enum><text display-inline="yes-display-inline">The Memorandum of Understanding signed two years later on January 16, 2009 reaffirmed the United
			 States commitment and noted <quote>the security, military and intelligence cooperation between the United States and Israel</quote>.</text>
			</paragraph><paragraph id="HC9237B04760A440397646DFF4F94ACAB"><enum>(5)</enum><text display-inline="yes-display-inline">The United States and Israel conduct a semi-annual Strategic Dialogue. The Department of State, in
			 a statement following the July 12, 2012, meeting of the Strategic
			 Dialogue, noted that the discussions focused on such issues of mutual
			 concern as <quote>Iran’s continued quest to develop nuclear weapons, which the United States and Israel are both
			 determined to prevent</quote> and <quote>how the continued violence of the Syrian regime against its citizens [assisted by Iran and
			 Hezbollah] could also lead to severe consequences for the entire region</quote>.</text>
			</paragraph></section><section commented="no" id="H2F5A8CCC44124836AF3D675CC349A148"><enum>3.</enum><header>Declaration of policy</header><text display-inline="no-display-inline">Congress declares that Israel is a major strategic partner of the United States.</text>
		</section><title id="H56B28ED4F2B947D4BE4E125CC1E7A51C"><enum>I</enum><header>United States-Israel strategic alliance</header>
			<section id="HBE8AF92A301E4BD69777BF8EEB804B2D"><enum>101.</enum><header>Amendments to the United States-Israel Enhanced Security Cooperation Act of 2012</header>
				<subsection id="HF3479539A5C648BC82A0FEFE43BF84B8"><enum>(a)</enum><header>United States actions To assist in the defense of Israel and protect United States interests</header><text display-inline="yes-display-inline">Section 4 of the United States-Israel Enhanced Security Cooperation Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/150">Public Law 112–150</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/8603">22 U.S.C. 8603</external-xref>) is amended—</text>
					<paragraph id="H202C7D95B51342E99C9E8EC850034682"><enum>(1)</enum><text>by striking <quote>It is the sense of Congress that the United States Government should</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general</header-in-text>.—The President should, to the maximum extent practicable,</quote>; and</text>
					</paragraph><paragraph id="H6AE39EE7AEF74886A193ED519ED67AF8"><enum>(2)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HE45636299917453899041DBC1ED8D417" style="OLC">
							<subsection id="H55E25683537442FFBC10A0C5516A2579"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this subsection, the President shall
			 submit to Congress a report on the implementation of this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="H25CD9394F04A4FC5B99571BFCA93CF97"><enum>(b)</enum><header>Extension of War Reserves Stockpile authority</header><text display-inline="yes-display-inline">Section 5(a) of the United States-Israel Enhanced Security Cooperation Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/150">Public Law 112–150</external-xref>) is amended to read as follows:</text>

						<subsection id="H1C197ABBE5814AA6B41EA18CC0A60DCC"><enum>(a)</enum><header>Extension of War Reserves Stockpile authority</header>
							<paragraph commented="no" id="HBECB020CE3034B89AE80A3BCFACAF0FF"><enum>(1)</enum><header>Department of Defense Appropriations Act, 2005</header><text display-inline="yes-display-inline">Section 12001(d) of the Department of Defense Appropriations Act, 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/108/287">Public Law 108–287</external-xref>; 118 Stat. 1011), is amended by striking <quote>more than 10 years after</quote> and inserting <quote>more than 11 years after</quote>.</text>
							</paragraph><paragraph commented="no" id="H0F5BF436F63F4B79943A57ADAFB1310A"><enum>(2)</enum><header>Foreign Assistance Act of 1961</header><text>Section 514(b)(2)(A) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2321h">22 U.S.C. 2321h(b)(2)(A)</external-xref>) is amended by striking <quote>and 2014</quote> and inserting <quote>, 2014, and 2015</quote>.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H3931FE23A4F1460E9AD7C656F1A5D30F"><enum>(c)</enum><header>Amendments to requirements relating to assessment of Israel’s qualitative military edge over
			 military threats</header>
					<paragraph id="H88A205A7D7924F75A925801E1C153B1E"><enum>(1)</enum><header>Assessment required; reports</header><text display-inline="yes-display-inline">Section 201 of <external-xref legal-doc="public-law" parsable-cite="pl/110/429">Public Law 110–429</external-xref> (122 Stat. 4843; <external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref> note) is amended—</text>
						<subparagraph id="H6691DF410BA9442B89A22C9E283F7137"><enum>(A)</enum><text>in subsection (a), by striking <quote>an ongoing basis</quote> and inserting <quote>a biennial basis</quote>; and</text>
						</subparagraph><subparagraph id="H95A2D002882047AE8D755CA4F3143556"><enum>(B)</enum><text>in subsection (c)(2)—</text>
							<clause id="H970D533C69264D92BA21AF32BCC1AF46"><enum>(i)</enum><text>in the heading, by striking <quote><header-in-text level="paragraph" style="OLC">Quadrennial</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Biennial</header-in-text></quote>; and</text>

			 paragraph (1), and every four years thereafter,</quote> and inserting <quote>Not later than one year after the date of the enactment of the <short-title>United States-Israel Strategic Partnership Act of 2014</short-title>, and biennially thereafter,</quote>.</text>
							</clause></subparagraph></paragraph><paragraph id="HC0AD0D8916BA4483AFBB2DC0E4ED03AC"><enum>(2)</enum><header>Report</header>
						<subparagraph id="H07684D66FB5E406AB53063BCF2587453"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall
			 submit to the appropriate congressional committees a report on—</text>
							<clause id="H097CBC6FBC724EE0996CF5980EE93F1F"><enum>(i)</enum><text>the range of cyber and asymmetric threats posed to Israel by state and non-state actors; and</text>
							</clause><clause id="H7E75D5C4FE8C4B09B2378A79202D8472"><enum>(ii)</enum><text>the joint efforts of the United States and Israel to address the threats identified in clause (i).</text>
							</clause></subparagraph><subparagraph id="H98D831B987934B7F9F49E1BF9DBD9B6C"><enum>(B)</enum><header>Form</header><text display-inline="yes-display-inline">The report required under subparagraph (A) shall be submitted in unclassified form, but may contain
			 a classified annex.</text>
						</subparagraph><subparagraph id="H3A0B1E67AB354BD8ABEB34160E6A7471"><enum>(C)</enum><header>Appropriate congressional committees defined</header><text>In this paragraph, the term <quote>appropriate congressional committees</quote> means the Committee on Foreign Affairs of the House of Representatives and the Committee on
			 Foreign Relations of the Senate.</text>
						</subparagraph></paragraph></subsection></section><section id="H569609B95A574FA7890D4C380C6CF9A0"><enum>102.</enum><header>Authorization of assistance for Israel</header>
				<subsection id="HB997C5FA323148C4B19D660F58A8F2D9"><enum>(a)</enum><header>Finding</header><text display-inline="yes-display-inline">Congress finds that Israel has adopted high standards in the field of export controls, including by
			 becoming adherent to the Australia Group, the Missile Technology Control
			 Regime, the Nuclear Suppliers Group, and the Wassenaar Arrangement control
			 lists, and by enacting robust legislation and regulations for the control
			 of dual-use and defense items.</text>
				</subsection><subsection id="H4AAA0113BB554029B5B7E6079C0A90A6"><enum>(b)</enum><header>Expedited licensing procedures</header>
					<paragraph id="H2553B0B8E73E43AAAEE6F9FC1592BAE6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The President shall direct the Secretary of State to undertake discussions with Israel to identify
			 the steps required to be taken to include Israel within the list of
			 countries described in <external-xref legal-doc="regulation" parsable-cite="cfr/15/740.20">section 740.20(c)(1)</external-xref> of title 15, Code of Federal Regulations (relating to eligibility for Strategic Trade
			 Authorization).</text>
					</paragraph><paragraph id="HC4131EBCF32E47B2B889A2B950A67532"><enum>(2)</enum><header>Report</header>
						<subparagraph id="HF4D93A90F4DD4F98B5CFE1029651C2DF"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, and every 180 days thereafter
			 for a period of 3 years or until such time that Israel is included on the
			 list of countries determined as eligible for the Strategic Trade
			 Authorization, whichever occurs first, the President shall submit to the
			 Committee on Foreign Affairs of the House of Representatives and the
			 Committee on Foreign Relations and the Committee on Banking, Housing, and
			 Urban Affairs of the Senate a report on the following:</text>
							<clause id="H6A3741DE28954348ACF3E621D0443F9F"><enum>(i)</enum><text>The current status of negotiations.</text>
							</clause><clause id="HBC7E5DABA17742F6924BBE200F115E44"><enum>(ii)</enum><text>The reasons that Israel has not yet been determined as eligible for the Strategic Trade
			 Authorization.</text>
							</clause></subparagraph><subparagraph id="H1A456CA2F87B4863A015CB7B3A765F84"><enum>(B)</enum><header>Form</header><text>The report required by subparagraph (A) shall be submitted in unclassified form but may contain a
			 classified annex.</text>
						</subparagraph></paragraph></subsection><subsection id="HC23F8F4EF4304D7BA2222C0B90B732DC"><enum>(c)</enum><header>Licensing treatment as MTCR adherent</header><text display-inline="yes-display-inline">The President shall direct the Secretary of Commerce to ensure that, subject to the requirements of
			 section 6(l) of the Export Administration Act of 1979 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/50/2405">50 U.S.C. App. 2405(l)</external-xref>) (as continued in effect pursuant to the International Emergency Economic Powers Act), Israel is
			 treated no less favorably than other members or adherents to the Missile
			 Technology Control Regime designated in Country Group A:2 in Supplement
			 No. 1 to part 740 of title 15, Code of Federal Regulations.</text>
				</subsection><subsection id="H6C59A2FC4DEC41738E4E2A68BBC7E0B3"><enum>(d)</enum><header>Overseas Private Investment Corporation</header><text display-inline="yes-display-inline">In carrying out its authorities under title IV of chapter 2 of part I of the Foreign Assistance Act
			 of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2191">22 U.S.C. 2191 et seq.</external-xref>), the Overseas Private Investment Corporation should consider giving preference to providing
			 insurance, financing, or reinsurance for energy and water projects in
			 Israel.</text>
				</subsection><subsection id="H9EBFE4BA3A3941919AF66925262DA6FC"><enum>(e)</enum><header>Energy, water, agriculture, and alternative fuel technologies</header>
					<paragraph id="HF65CCB57C8704E119F53444911A13261"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The President is authorized to carry out cooperative activities with Israel and to provide
			 assistance to Israel that promotes cooperation in the fields of energy,
			 water, agriculture, alternative fuel technologies, and civil space, where
			 appropriate and pursuant to existing law.</text>
					</paragraph><paragraph id="HD07957E577564EC7A1DBEDD822273854"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the President is authorized to share and exchange with Israel
			 research, technology, intelligence, information, equipment, and personnel
			 that the President determines will advance the national security interests
			 of the United States and is consistent with the Strategic Dialogue and
			 pertinent provisions of law—</text>
						<subparagraph id="HEF44B67C595845ACB2C75884CFD14A05"><enum>(A)</enum><text>by enhancing scientific cooperation between Israel and the United States; or</text>
						</subparagraph><subparagraph id="HB1ABD273AC4E4EB8B8F2B62F5B36015C"><enum>(B)</enum><text>by the sale, lease, exchange in kind, or other techniques the President determines to be suitable.</text>
						</subparagraph></paragraph></subsection><subsection id="HEAD6F6C87E72419093E50CF10A909A05"><enum>(f)</enum><header>Cooperative research pilot programs</header>
					<paragraph id="H589C1EE92A984616AC638A2C29D918D8"><enum>(1)</enum><header>In general</header><text>The Secretary of Homeland Security, acting through the Director of the Homeland Security Advanced
			 Research Projects Agency and with the concurrence of the Secretary of
			 State, is authorized to enter into cooperative research pilot programs
			 with Israel to enhance Israel’s capabilities in the following areas:</text>
						<subparagraph id="H13DC2E1732864E8A9C47A78983589A1F"><enum>(A)</enum><text display-inline="yes-display-inline">Border, maritime, and aviation security.</text>
						</subparagraph><subparagraph id="H921C564253D84936874298EAB846F34D"><enum>(B)</enum><text>Explosives detection.</text>
						</subparagraph><subparagraph id="H1716323DF3EB47E690B7E4476CFB6B82"><enum>(C)</enum><text>Emergency services.</text>
						</subparagraph></paragraph><paragraph id="H1C79E8392492495F848E96A6B5F5DB29"><enum>(2)</enum><header>Authorization of appropriations</header><text>For fiscal year 2014, there are authorized to be appropriated to the Secretary of Homeland
			 Security—</text>
						<subparagraph id="H80B59734164946BDA3C6FEE7AD52C59A"><enum>(A)</enum><text display-inline="yes-display-inline">$1,000,000 to carry out paragraph (1)(A);</text>
						</subparagraph><subparagraph id="H151793CB395D4BFFB7EB908668779ABA"><enum>(B)</enum><text>$1,000,000 to carry out paragraph (1)(B); and</text>
						</subparagraph><subparagraph id="HD9F5CDBA72D3434887F160C034846CD1"><enum>(C)</enum><text>$1,000,000 to carry out paragraph (1)(C).</text>
						</subparagraph></paragraph></subsection></section><section id="H0EDB0ED804A64F14B910811943D69880"><enum>103.</enum><header>United States-Israel cooperation on cyber-security</header><text display-inline="no-display-inline">It is a sense of Congress that the United States and Israel should take steps and explore avenues
			 to increase cooperation on cyber-security.</text>
			</section><section id="HF77F88DBEA7D4045845F0ED3AC977B90"><enum>104.</enum><header>Statement of United States Policy Regarding Israel’s defense systems</header>
				<subsection id="H027E525893DA4F439BEC098733F59A4F"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress—</text>
					<paragraph commented="no" id="HF6F0C2F5D1B84E179136A4E2C522DC20"><enum>(1)</enum><text display-inline="yes-display-inline">commends the first phase completion of the David’s Sling Weapon System (DSWS) by the Israel Missile
			 Defense Organization and the U.S. Missile Defense Agency, which is
			 designed to provide additional opportunities for interception by the joint
			 United States-Israel Arrow Weapon System (Arrow 2 and Arrow 3);</text>
					</paragraph><paragraph id="HCAB2207B4DD1456ABE59A919209E8619"><enum>(2)</enum><text>congratulates the Israel Missile Defense Organization and the U.S. Missile Defense Agency on
			 successfully executing the Arrow 3 flyout of a more advanced interceptor,
			 which will improve Israel’s defenses against upper tier ballistic missile
			 threats from nations including Iran;</text>
					</paragraph><paragraph id="HB8F2134DC4984815AF9D9432FFFB901F"><enum>(3)</enum><text>recognizes that during Operation Pillar of Defense in November 2012, Israel deployed Iron Dome
			 short-range rocket defense batteries to intercept Hamas-launched rockets
			 fired from Gaza—of those rockets that posed a threat to the life of
			 Israeli citizens, 80 to 85 percent were successfully intercepted, saving
			 countless lives; and</text>
					</paragraph><paragraph id="HE7211E2A9FB1432E92A7347C9781793A"><enum>(4)</enum><text>agrees that, as stated by former Secretary of Defense Leon Panetta, <quote>Iron Dome performed, I think it’s fair to say, remarkably well during the recent escalation … Iron
			 Dome does not start wars. It helps prevent wars.</quote>.</text>
					</paragraph></subsection><subsection id="H050D034BFE184748AB0165A89C426F1B"><enum>(b)</enum><header>Statement of policy</header><text display-inline="yes-display-inline">It should be the policy of the United States that the President, acting through the Secretary of
			 Defense and the Secretary of State, should provide assistance, upon
			 request by the Government of Israel, for the enhancement of the David’s
			 Sling Weapon System, the enhancement of the joint United States-Israel
			 Arrow Weapon System (Arrow 2 and Arrow 3), and the procurement and
			 enhancement of the Iron Dome short-range rocket defense system for
			 purposes of intercepting short-range rockets, missiles, and other
			 projectiles launched against Israel.</text>
				</subsection></section><section id="H61E4F59FA31748378E84C8463235675D"><enum>105.</enum><header>Report on other matters</header>
				<subsection id="H0B1D78E9B70B4BD49FC37C13F0527FFB"><enum>(a)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that—</text>
					<paragraph id="H84F7518821D64F27942C30324F2B89B5"><enum>(1)</enum><text display-inline="yes-display-inline">the United States and Israel should continue collaborative efforts to enhance Israel’s military
			 capabilities, including through the transfer of advanced combat aircraft,
			 active phased array radar, military tanker-transports, other multi-mission
			 military aircraft, advanced or specialized munitions, and through joint
			 training and exercise opportunities in the United States;</text>
					</paragraph><paragraph id="H2884E08CE7E742639F752F7E9EFBB344"><enum>(2)</enum><text display-inline="yes-display-inline">the United States and Israel should expeditiously conclude an updated Memorandum of Understanding
			 regarding United States security assistance in order to help Israel meet
			 its unique security requirements and uphold its qualitative military edge;</text>
					</paragraph><paragraph id="H5A5B3CA7EECC49B1B11BC9A641909DC0"><enum>(3)</enum><text>the United States should ensure that Israel has timely access to important military equipment,
			 including by augmenting the forward deployed United States War Reserve
			 Stockpile in Israel and by continuing to provide Israel with critical
			 military equipment and spare parts through the Department of Defense’s
			 Excess Defense Articles program; and</text>
					</paragraph><paragraph id="H4DE162E702F24DC1A98049FE0358F9BF"><enum>(4)</enum><text>the United States should continue to support Israel’s inherent right of self-defense.</text>
					</paragraph></subsection><subsection id="H7D350D4D7BD642E99E427559F84E0A19"><enum>(b)</enum><header>Report</header>
					<paragraph id="H94C45D365F4F4B129A2134EB1F1BC571"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the Comptroller General of the
			 United States shall submit to the appropriate congressional committees a
			 report that—</text>
						<subparagraph id="H3E5A216C5BA44607B7091B6FDA68D5F5"><enum>(A)</enum><text display-inline="yes-display-inline">reviews the progress made toward the actions and efforts identified in the report required under
			 section 6(b) of the United States-Israel Enhanced Security Cooperation Act
			 of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/150">Public Law 112–150</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/8604">22 U.S.C. 8604(b)</external-xref>); and</text>
						</subparagraph><subparagraph id="H82ECA6DF9EB0464A8561316DBA767DDF"><enum>(B)</enum><text>provides policy recommendations, if necessary.</text>
						</subparagraph></paragraph><paragraph id="HB858801C52AA41039E31860BDAC72B91"><enum>(2)</enum><header>Form</header><text>The report required by paragraph (1) may include a classified annex.</text>
					</paragraph><paragraph id="H218C16C44D324B059A7E8F2CBC2C6E45"><enum>(3)</enum><header>Appropriate congressional committees defined</header><text>In this subsection, the term <quote>appropriate congressional committees</quote> means—</text>
						<subparagraph id="HC3EC2EEB998B45BFB473F0F848C7FF18"><enum>(A)</enum><text>the Committee on Foreign Affairs and the Committee on Armed Services of the House of
			 Representatives; and</text>
						</subparagraph><subparagraph id="HA01D4816FC744337B551614DFF298DD4"><enum>(B)</enum><text>the Committee on Foreign Relations and the Committee on Armed Services of the Senate.</text>
						</subparagraph></paragraph></subsection></section><section id="HB3759D0AD3DF4EDEA01BB77EE682C924"><enum>106.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It shall be the policy of the United States to include Israel in the list of countries that
			 participate in the visa waiver program under section 217 of the
			 Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1187">8 U.S.C. 1187</external-xref>) when Israel satisfies, and as long as Israel continues to satisfy, the requirements for inclusion
			 in such program specified in such section.</text>
			</section><section id="H5ECBC360F1FD443CA66B2A872B9EAE5C"><enum>107.</enum><header>Sense of Congress</header>
				<text display-inline="no-display-inline">It is the sense of Congress that the Department of State should continue and, to the furthest
			 extent practicable, increase its coordination on monitoring and combating
			 anti-Semitism with the Government of Israel.</text>

							</paragraph><paragraph id="HB9DC2958B1144E06AFD1F492FB6CBFE8"><enum>(12)</enum><text>the United States and Israel should strive to develop more robust academic cooperation in energy
			 innovation technology and engineering, water science, technology transfer,
			 and analysis of geopolitical implications of new natural resource
			 development and associated areas;</text>
							</paragraph><paragraph id="H43A3B8F4337E46AB87474E114F4C7031"><enum>(13)</enum><text>the United States supports the goals of the Alternative Fuels Administration of Israel;</text>
							</paragraph><paragraph id="HCA462AA96EFC4ECF897ADDE4D7C7709E"><enum>(14)</enum><text>the United States strongly urges open dialogue and continued mechanisms for regular engagement and
			 encourages further cooperation between applicable departments, agencies,
			 ministries, institutions of higher education, and the private sectors of
			 the United States and Israel on energy security issues, including—</text>
								<subparagraph id="H7CA1C5CA4CFC4707A72E2578391CF69E"><enum>(A)</enum><text>identifying policy priorities associated with the development of natural resources of Israel;</text>
								</subparagraph><subparagraph id="H71E87F3711934AC4AE1E60DFBE57B7B3"><enum>(B)</enum><text>discussing best practices to secure cyber energy infrastructure;</text>
								</subparagraph><subparagraph id="H119639639CC545C39DC33C0CEF47186E"><enum>(C)</enum><text>best practice sharing;</text>
								</subparagraph><subparagraph id="HD6B5490F8CAE49FE9690B30CBCD9C878"><enum>(D)</enum><text>leveraging natural gas to positively impact regional stability;</text>
								</subparagraph><subparagraph id="H551BA2B4482A4D48B9FD1A1DEF19401A"><enum>(E)</enum><text>improving energy efficiency and the overall performance of water technologies through research and
			 development in water desalination, wastewater treatment and reclamation,
			 and other water treatment technologies;</text>
								</subparagraph><subparagraph id="H4F6ECE9B829B4167966360FD935925C6"><enum>(F)</enum><text>technical and environmental management of deep-water exploration and production;</text>
								</subparagraph><subparagraph id="H85024796D6FF4F98A8E80492D51BE7E8"><enum>(G)</enum><text>coastal protection and restoration;</text>
								</subparagraph><subparagraph id="H9175AF1B24244DFC89B7988ADAF56343"><enum>(H)</enum><text>academic outreach and engagement;</text>
								</subparagraph><subparagraph id="H4A0157D224BF48CA93BCAFB209B6DE0E"><enum>(I)</enum><text>private sector and business development engagement;</text>
								</subparagraph><subparagraph id="HFE9175AC509445ECA743A1579FFDF1D9"><enum>(J)</enum><text>regulatory consultations;</text>
								</subparagraph><subparagraph id="H0ADED6163AB345F5AC52FCF9BCA13FE9"><enum>(K)</enum><text>leveraging alternative transportation fuels and technologies; and</text>
								</subparagraph><subparagraph id="H2091855A9F1847E9BEDC91D567DD0382"><enum>(L)</enum><text>any other areas determined appropriate by the United States and Israel;</text>
								</subparagraph></paragraph><paragraph id="H3C87C0956F964BDCA23B75BB6262E0A8"><enum>(15)</enum><text display-inline="yes-display-inline">the United States acknowledges the achievements and importance of the United States-Israel
			 Binational Industrial Research and Development Foundation and the United
			 States-Israel Binational Science Foundation and supports continued
			 multiyear funding to ensure the continuity of the programs of the
			 Foundations; and</text>
							</paragraph><paragraph id="H178B15B0EA1E4F7A81FCB3640FECA641"><enum>(16)</enum><text display-inline="yes-display-inline">the United States and Israel have a shared interest in addressing their immediate, near-term, and
			 long-term energy and environmental challenges.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="HF4EFF02AF4C6467DB1FC5D5425444D01"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 917(b)(1) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(b)(1)</external-xref>) is amended by striking <quote>renewable energy or energy efficiency</quote> and inserting <quote>covered energy</quote>.</text>

								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC934F78960884320B7F353E278583CF0"><enum>(2)</enum><header>Federal share</header><text>The Secretary may not pay more than 50 percent of the costs described in paragraph (1).</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1EB17B490C824ABDB702FFE8765E32D0"><enum>(3)</enum><header>Annual reports</header><text>The Secretary shall submit to the Committee on Energy and Commerce, the Committee on Science,
			 Space, and Technology, the Committee on Foreign Affairs, and the Committee
			 on Appropriations of the House of Representatives and the Committee on
			 Energy and Natural Resources, the Committee on Foreign Relations, and the
			 Committee on Appropriations of the Senate an annual report that describes—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H6B5AD213BD2F40FB9920A333AC8EEED1"><enum>(A)</enum><text>actions taken to carry out this subsection; and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9107B68EB5244256AEEB8F9B744B3022"><enum>(B)</enum><text>any projects under this subsection for which the Secretary requests funding.</text>
									</subparagraph></paragraph></subsection><subsection id="H97482244E74C47CB9296821FD48A51BB"><enum>(d)</enum><header>United States-Israel Center</header><text>The Secretary may establish a joint United States-Israel Center based in an area of the United
			 States with the experience, knowledge, and expertise in offshore energy
			 development to further dialogue and collaboration to develop more robust
			 academic cooperation in energy innovation technology and engineering,
			 water science, technology transfer, and analysis of geopolitical
			 implications of new natural resource development and associated areas.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="HD80448054A524853959952258D5508BA"><enum>(3)</enum><text>by amending subsection (f) (as redesignated) to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="HB3B2BF972B884D71A0937FAE581F1AA8" style="OLC">
