		<section id="HE097D9AF603844A2B856CB03109169A4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Blackstone River Valley National Historical Park Establishment Act</short-title></quote>.</text>
		</section><section id="HF2E88B20B6AE48ABB9E08D232A501938"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HC2B2D8145B7D46609344B493D15EFE60"><enum>(1)</enum><header>National heritage corridor</header><text>The term <quote>National Heritage Corridor</quote> means the John H. Chafee Blackstone River Valley National Heritage Corridor.</text>
			</paragraph><paragraph id="H4E9E1A8CFA4E48D39C1A18EE5AE2F892"><enum>(2)</enum><header>Park</header><text>The term <quote>Park</quote> means the Blackstone River Valley National Historical Park established under section 3.</text>
			</paragraph><paragraph id="H0DDA5595D74544E796A289CA2A00230A"><enum>(3)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="HCFA116B2E14F41DC8DE1B7E5809C9566"><enum>(4)</enum><header>States</header><text>The term <quote>States</quote> means—</text>
				<subparagraph id="HB006257C72E743EDBEA89B626D640293"><enum>(A)</enum><text>the State of Massachusetts; and</text>
				</subparagraph><subparagraph id="H4ABEBB633FA1406D85BBDB1AB0A32A02"><enum>(B)</enum><text>the State of Rhode Island.</text>
				</subparagraph></paragraph></section><section id="H7E3A12FB6BB24CAD964FD88FB79F9B98"><enum>3.</enum><header>Blackstone river valley national historical park</header>
			<subsection id="HD9308A93FF1E4FD699E988DFE1E947EE"><enum>(a)</enum><header>Establishment</header><text>There is established in the States a unit of the National Park System, to be known as the <quote>Blackstone River Valley National Historical Park</quote>.</text>
			</subsection><subsection id="H63A71BE4A9E444D7A999F60D8E018ED7"><enum>(b)</enum><header>Historic sites and districts</header><text>The Park may include—</text>
				<paragraph id="HFBEDEA3C94AF4489B5EB45E13725B6A8"><enum>(1)</enum><text>Blackstone River State Park; and</text>
				</paragraph><paragraph id="H14E2ECFEE1EF4A019F5ADCAF98818330"><enum>(2)</enum><text>the following resources, as described in Management Option 3 of the study entitled <quote>Blackstone River Valley Special Resource Study—Study Report 2011</quote>:</text>
					<subparagraph id="HAD340A17D8FB4AFF898BEC9ED0AE86A7"><enum>(A)</enum><text>Old Slater Mill National Historic Landmark District.</text>
					</subparagraph><subparagraph id="H5B3930F3A14D436883F8A3FFDF1645C1"><enum>(B)</enum><text>Slatersville Historic District.</text>
					</subparagraph><subparagraph id="H891D5C4EF0D1427DB84A8DCC3C66EDD0"><enum>(C)</enum><text>Ashton Historic District.</text>
					</subparagraph><subparagraph id="HB7129CCD3DD44500A970FE4AE8298C09"><enum>(D)</enum><text>Whitinsville Historic District.</text>
					</subparagraph><subparagraph id="H3AD6CC6506D74508AB2135B5FAE06872"><enum>(E)</enum><text>Hopedale Village Historic District.</text>
					</subparagraph><subparagraph id="H8203041305C54543BFD94A2749A485D8"><enum>(F)</enum><text>Blackstone River and the tributaries of Blackstone River.</text>
					</subparagraph><subparagraph id="H41865AF80751475B8AD5A22849961F4F"><enum>(G)</enum><text>Blackstone Canal.</text>
					</subparagraph></paragraph></subsection><subsection id="H2ABA32C6109349AEA675DA0151321C9E"><enum>(c)</enum><header>Acquisition of land; park boundary</header>
				<paragraph id="H03446A0A27084C9DAF8849DF93A97F92"><enum>(1)</enum><header>Land acquisition</header><text>The Secretary may acquire land or interests in land in the historic sites and districts described
			 in subsection (b)(2) for inclusion in the Park boundary by donation or
			 exchange.</text>
				</paragraph><paragraph id="HF44E7B07B04C4CC0AE9EC76F7ED1E396"><enum>(2)</enum><header>Park boundary</header><text>On a determination by the Secretary that a sufficient quantity of land or interests in land has
			 been acquired to constitute a manageable park unit, the Secretary may
			 establish a boundary for the Park by publishing a boundary map in the
			 Federal Register.</text>
				</paragraph><paragraph id="HFF3D2A0B8126457E8CC6940A922DF3CA"><enum>(3)</enum><header>Boundary adjustment</header><text>On the acquisition of additional land or interests in land under paragraph (1), the boundary of the
			 Park shall be adjusted to reflect the acquisition by publishing a Park
			 boundary map in the Federal Register.</text>
				</paragraph><paragraph id="H522722400193400F93126432809B6766"><enum>(4)</enum><header>Availability of map</header><text>The maps referred to in this subsection shall be available for public inspection in the appropriate
			 offices of the National Park Service.</text>
				</paragraph><paragraph id="HFA71DDCB35784BDDA0AF3EF55D043F7B"><enum>(5)</enum><header>Written consent of the owner</header><text>No non-Federal property may be included in the Park without the written consent of the owner.</text>
				</paragraph><paragraph id="H94F0916FACEC476E8142F87A839EAB97"><enum>(6)</enum><header>Limitation</header><text>Land owned by the States or a political subdivision of the States may be acquired under this
			 subsection only by donation.</text>
				</paragraph></subsection><subsection id="H9154AEC9CBAB4D97B0D30DC0EF6B9A6D"><enum>(d)</enum><header>Administration</header>
				<paragraph id="HE497ED50EED14168A263EFDB86C7F519"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer land within the boundary of the Park in accordance with—</text>
					<subparagraph id="HB117332B34E34A4F9BEF5C18B9BAD662"><enum>(A)</enum><text>this section; and</text>
					</subparagraph><subparagraph id="HE2B236D2CD0C4404973CB9B70D61963B"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System, including—</text>
						<clause id="HB2AAD8670C2A4C498C98CE52CC38C297"><enum>(i)</enum><text>the National Park Service Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
						</clause><clause id="HAFC93050B55B4EC7A8584BB54541DBF6"><enum>(ii)</enum><text>the Act of August 21, 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
						</clause></subparagraph></paragraph><paragraph id="HFB7B6FE89A9545D09FEC910F108F9AAE"><enum>(2)</enum><header>General management plan</header>
					<subparagraph id="H2F4CFA863A224F8A961D72D1D0AB17BB"><enum>(A)</enum><header>In general</header><text>Not later than 3 years after the date on which funds are made available to carry out this section,
			 the Secretary shall prepare a general management plan for the Park—</text>
						<clause id="H95C0304A54C94CD987F4069AE4568556"><enum>(i)</enum><text>in consultation with the States and other interested parties; and</text>
						</clause><clause id="H37EC32AD44A0497A9DC4A37CF23889F2"><enum>(ii)</enum><text>in accordance with section 12(b) of the National Park System General Authorities Act (16 U.S.C.
			 1a–7(b)).</text>
						</clause></subparagraph><subparagraph id="HE825B80C4B7D4A34A3000D0025B5B727"><enum>(B)</enum><header>Requirements</header><text>The plan shall consider ways to use preexisting or planned visitor facilities and recreational
			 opportunities developed in the National Heritage Corridor, including—</text>
						<clause id="HD03B8A8582074F738DBFA7A41F7BC7FB"><enum>(i)</enum><text>the Blackstone Valley Visitor Center, Pawtucket, Rhode Island;</text>
						</clause><clause id="H5183606186794D3BB3FA9C4EF31F0049"><enum>(ii)</enum><text>the Captain Wilbur Kelly House, Blackstone River State Park, Lincoln, Rhode Island;</text>
						</clause><clause id="H3492941182D04B8F91DA2937F2C35AE7"><enum>(iii)</enum><text>the Museum of Work and Culture, Woonsocket, Rhode Island;</text>
						</clause><clause id="H16CC566D1056403C9475DBD645464527"><enum>(iv)</enum><text>the River Bend Farm/Blackstone River and Canal Heritage State Park, Uxbridge, Massachusetts;</text>
						</clause><clause id="H0A9B1669A06B4ECFBAB6884CC031556C"><enum>(v)</enum><text>the Worcester Blackstone Visitor Center, located at the former Washburn &amp; Moen wire mill facility, Worcester, Massachusetts;</text>
						</clause><clause id="H4A36465F97A04D0591129F11EDA868FD"><enum>(vi)</enum><text>the Route 295 Visitor Center adjacent to Blackstone River State Park; and</text>
						</clause><clause id="HE4D26F2D1A9F4BC19317FB4589F53D97"><enum>(vii)</enum><text>the Blackstone River Bikeway.</text>
						</clause></subparagraph></paragraph><paragraph id="H79FDD359CC1D4278981CA2313A5D8EE1"><enum>(3)</enum><header>Technical assistance</header><text>The Secretary may provide technical assistance to State, local, or tribal governments,
			 organizations, or individuals for the management, interpretation, and
			 historic preservation of historically significant Blackstone River Valley
			 resources not included within the Park.</text>
				</paragraph><paragraph id="H2A9B00EF0B1A4D2E8A999D558740F978"><enum>(4)</enum><header>Cooperative agreements</header>
					<subparagraph id="H47119BC8EA8C485FAE3E65D6CB80A34B"><enum>(A)</enum><header>In general</header><text>The Secretary may enter into cooperative agreements to carry out this Act.</text>
					</subparagraph><subparagraph id="H390920F7F5374C5D8736298DB37B6298"><enum>(B)</enum><header>Matching requirement</header><text>The Secretary shall require that any Federal funds made available under a cooperative agreement
			 entered into under this paragraph are to be matched on a 1-to-1 basis by
			 non-Federal funds.</text>
					</subparagraph><subparagraph id="HD66CE6628889429891D367A289B5F796"><enum>(C)</enum><header>Reimbursement</header><text>Any payment made by the Secretary under subparagraph (A) shall be subject to an agreement that the
			 conversion, use, or disposal of the project for purposes that are
			 inconsistent with the purposes of this section, as determined by the
			 Secretary, shall result in a right of the United States to reimbursement
			 of the greater of—</text>
						<clause id="HA933D0B7AFDE47BBA859728FF57FE5D3"><enum>(i)</enum><text>the amount provided by the Secretary to the project under subparagraph (A); or</text>
						</clause><clause id="H0FBBB43B303749028EEBE2483ABB62EC"><enum>(ii)</enum><text>an amount equal to the increase in the value of the project that is attributable to the funds, as
			 determined by the Secretary at the time of the conversion, use, or
			 disposal.</text>
						</clause></subparagraph><subparagraph id="H7D0E2DF0D01F46848FA5B8A7DE894B91"><enum>(D)</enum><header>Public access</header><text>Any cooperative agreement entered into under this paragraph shall provide for reasonable public
			 access to the resources covered by the cooperative agreement.</text>
					</subparagraph></paragraph></subsection><subsection id="H879C24DC2179431B806541B41D7B060B"><enum>(e)</enum><header>Dedication; memorial</header>
				<paragraph id="HE48D422952B748B9ADA7FB3B51BF53BD"><enum>(1)</enum><header>In general</header><text>Congress dedicates the Park to John H. Chafee, the former United States Senator from Rhode Island,
			 in recognition of—</text>
					<subparagraph id="H7464ECF483BE4798B3E99D44FE2F4D3E"><enum>(A)</enum><text>the role of John H. Chafee in the preservation of the resources of the Blackstone River Valley and
			 the heritage corridor that bears the name of John H. Chafee; and</text>
					</subparagraph><subparagraph id="H3A7FE65251A04715A85630AB3850793B"><enum>(B)</enum><text>the decades of the service of John H. Chafee to the people of Rhode Island and the United States.</text>
					</subparagraph></paragraph><paragraph id="H16285270AA2042798007605FB68D21D3"><enum>(2)</enum><header>Memorial</header><text>The Secretary shall display a memorial at an appropriate location in the Park that recognizes the
			 role of John H. Chafee in preserving the resources of the Blackstone River
			 Valley for the people of the United States.</text>
				</paragraph></subsection><subsection id="HAA20B289D7A34B34BAC094CD13E12657"><enum>(f)</enum><header>No use of condemnation</header><text>The Secretary may not acquire by condemnation any land or interest in land under this Act for the
			 purposes of this Act.</text>
			</subsection><subsection id="H5EA5D9D20E6743F4AA82AC4E58D32B5F"><enum>(g)</enum><header>No buffer zone created</header><text>Nothing in this Act, the establishment of the Park, or the management plan for the Park shall be
			 construed to create buffer zones outside of the Park. That activities or
			 uses can be seen, heard, or detected from areas within the Park shall not
			 preclude, limit, control, regulate, or determine the conduct or management
			 of activities or uses outside of the Park.</text>
			</subsection></section></legis-body>
