		<section id="HCABD09C132D3426EBBAD1C6D75EA5603" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Revamping the Education of our Veterans to Align Manufacturing through Partnerships with Community
			 Colleges Act of 2014</short-title></quote> or <quote><short-title>REVAMP with Community Colleges Act of 2014</short-title></quote>.</text>
		</section><section id="HE856CDD90B814B4B8E49D4AADC2E7784"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H05B7BD6689DC45AEB4C6A2FF274F7E92"><enum>(1)</enum><text display-inline="yes-display-inline">In October 2014, the unemployment rate for veterans who had returned from Iraq and Afghanistan was
			 7.2 percent, a rate above the national average. Unemployment among
			 returning female veterans was even higher, and also was above the national
			 average.</text>
			</paragraph><paragraph id="H301C4E9036BC4F95914367ED8F808A97"><enum>(2)</enum><text display-inline="yes-display-inline">Such veterans have benefits to use under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/33">chapter 33</external-xref> of title 38, United States Code.</text>
			</paragraph><paragraph id="H72A4417C66FB46CFA1DEE78D1E281041"><enum>(3)</enum><text display-inline="yes-display-inline">Manufacturing companies have approximately 285,000 vacancies they are struggling to fill.</text>
			</paragraph></section><section id="H2900E25C10624FD9A68AE6A54C252BFB"><enum>3.</enum><header>Grant program to train veterans for local jobs</header>
			<subsection id="H25346297AA0447AABB2946A03287FA4F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Secretary of Veterans Affairs, shall establish a program to
			 award competitive grants to eligible community colleges (as described in
			 subsection (b)) to train covered veterans for jobs in the local community.</text>
			</subsection><subsection id="H13652DAD7CB94A519B036618E467C992"><enum>(b)</enum><header>Eligibility</header><text>In order to be eligible to receive a grant under this section, a community college shall submit an
			 application to the Secretary that demonstrates, to the satisfaction of the
			 Secretary, that the local community in which the community college is
			 located has—</text>
				<paragraph id="H0F4BA0EE4C14444D9AC8265BCCF0868C"><enum>(1)</enum><text>employment opportunities that require trained workers; and</text>
				</paragraph><paragraph id="H57E4F2AEC674470E9E142B32E5EADF9B"><enum>(2)</enum><text>a significant population of covered veterans that might pursue the employment opportunities
			 described in paragraph (1) if given access to necessary training.</text>
				</paragraph></subsection><subsection id="H59CD3B0B70CD40AD80A2CC33B94C4DE1"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">A community college receiving a grant under this section shall use amounts under the grant to—</text>
				<paragraph id="HEF49DDF4EC214932A2C037017BF4A9AF"><enum>(1)</enum><text>conduct an analysis of—</text>
					<subparagraph id="HE9CA7420F57545968C1A49111E469C20"><enum>(A)</enum><text display-inline="yes-display-inline">the demand for additional trained employees among local employers, including local manufacturers;
			 and</text>
					</subparagraph><subparagraph id="HE849CE3213F845189CE3287D874EBBC4"><enum>(B)</enum><text display-inline="yes-display-inline">the skills and training possessed by covered veterans seeking employment with local employers,
			 including local manufacturers;</text>
					</subparagraph></paragraph><paragraph id="H922B253A9FDB4413B57DDC8F0C86D43E"><enum>(2)</enum><text display-inline="yes-display-inline">carry out an existing, or develop and implement a new, certificate or degree program at the
			 community college that provides training to covered veterans that
			 addresses the demand for additional trained employees among local
			 employers, including local manufacturers; and</text>
				</paragraph><paragraph id="H907E07FA0C414C24B0EBC951EC77F571"><enum>(3)</enum><text display-inline="yes-display-inline">facilitate the establishment of an advisory board that consists of representatives from the local
			 business community and the employee from the Department of Veterans
			 Affairs detailed under section 4—</text>
					<subparagraph id="HBEEBCCAFA3E24B34944BD56B1E133686"><enum>(A)</enum><text>to provide assistance regarding the training described in paragraph (2); and</text>
					</subparagraph><subparagraph id="HED195798671746B28DBA9382D292788B"><enum>(B)</enum><text>to assist covered veterans who have successfully completed the training described in paragraph (2)
			 in their pursuit of local employment opportunities.</text>
					</subparagraph></paragraph></subsection></section><section id="HFA0702E17F0B42208662881D3FFD605A"><enum>4.</enum><header>Detail of Department of Veterans Affairs employee</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs shall detail an employee of the Department of Veterans Affairs to
			 participate on the supervisory board established in section 3(c)(3).</text>
		</section><section id="H0FD96F1F07DC426980FCC2AAE1496E81"><enum>5.</enum><header>Grant amount<editorial></editorial></header><text display-inline="no-display-inline">To the maximum extent practicable, the amount of a grant under section 3 shall not exceed
			 $2,000,000.</text>
		</section><section id="H1F2939BE0DFE4258BB2BAEF02F88384F"><enum>6.</enum><header>Report</header><text display-inline="no-display-inline">Not later than one year after the date of enactment of this Act, the Secretary shall submit to
			 Congress a report—</text>
			<paragraph id="H6C2B24553DBC443CA69374E1752268AA"><enum>(1)</enum><text>evaluating the success of the program established under section 3; and</text>
			</paragraph><paragraph id="H1132AADAC5334179A0FF67F02E02734D"><enum>(2)</enum><text>making recommendations as to whether the program should be continued, and if so, whether the
			 program should be expanded.</text>
			</paragraph></section><section id="HE2152D5BAF6B49C6B040419D73555FEF"><enum>7.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HA8B47870A0FB45C188C2266819AB376E"><enum>(1)</enum><header>Community college</header><text display-inline="yes-display-inline">The term <term>community college</term> has the meaning given the term <term>junior or community college</term> in section 312(f) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1058">20 U.S.C. 1058(f)</external-xref>).</text>
			</paragraph><paragraph id="H2650F20EFFAD4FBEAAFBE733F1E05669"><enum>(2)</enum><header>Covered veteran</header><text>The term <term>covered veteran</term> means a veteran receiving educational assistance under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/33">chapter 33</external-xref> of title 38, United States Code.</text>
			</paragraph><paragraph id="HE2739DE637CE492DBA14250B8BFA2BE5"><enum>(3)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Labor.</text>
			</paragraph></section><section id="HE775CAE5E54941039196E32CE970C959"><enum>8.</enum><header>Authorization of appropriations</header>
			<subsection id="H4C736B35743A4033A1053FF65AC9F519"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary $250,000,000 for fiscal year 2015 to carry
			 out this Act.</text>
			</subsection><subsection id="H2A6D93D43C814EC1BB104EDDFA622998"><enum>(b)</enum><header>Availability</header><text display-inline="yes-display-inline">Amounts appropriated pursuant to the authorization of appropriations under subsection (a) are
			 authorized to remain available until expended.</text>
