		<official-title>To amend the Public Health Service Act to authorize the Secretary of Health and Human Services to
			 make grants to eligible entities to train elementary and secondary school
			 nurses on how to respond to a biological or chemical attack or an outbreak
			 of pandemic influenza in a school building or on school grounds.</official-title>

		<section id="H2B52A6BF9E5D45C1BA1035215F6F9C93" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>School Protection Act of 2014</short-title></quote>.</text>
		</section><section id="HACF098C78A3F4E47A92E932F03A2E410"><enum>2.</enum><header>Establishment of a program</header><text display-inline="no-display-inline">Title VIII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296">42 U.S.C. 296 et seq.</external-xref>) is amended by adding at the end
			 the following:</text>
			<quoted-block display-inline="no-display-inline" id="HE9FFC7FCF2B14682AAE8938108ADAD55" style="OLC">
				<part id="HCAA7129385F446F3AE71B51A36BC603F"><enum>J</enum><header>TRAINING NURSES FOR RESPONDING TO BIOTERRORISM AND PANDEMIC INFLUENZA </header>
					<section id="H84C876E977804A8BA4AA77B674938991"><enum>875.</enum><header>GRANTS FOR RESPONDING TO BIOTERRORISM AND PANDEMIC INFLUENZA</header>
						<subsection id="HDE02084E0BF94EA497C8ED66F157D878"><enum>(a)</enum><header>Grant program</header><text display-inline="yes-display-inline">The Secretary may award grants to and enter into contracts with eligible entities to train school
			 nurses to serve as first responders and crisis managers in the event of—</text>
							<paragraph id="H95F2797B559C4C5DA9B28CC38E8B8528"><enum>(1)</enum><text display-inline="yes-display-inline">a biological or chemical attack, including a terrorist attack, affecting individuals in a school
			 building or on school grounds; or</text>
							</paragraph><paragraph id="H46E9E146E00B41CAA20A670B33897B2A"><enum>(2)</enum><text>an outbreak of pandemic influenza among students, faculty, or other individuals under their care.</text>
							</paragraph></subsection><subsection id="H62C12EB41015476F9740CD204698D349"><enum>(b)</enum><header>Required elements of training</header><text>Any training which is funded, in whole or in part, under this section shall prepare school nurses—</text>
							<paragraph id="H84E50A62F30F455AB242D90479405D86"><enum>(1)</enum><text>to take such measures as may be necessary, particularly in the critical early stages of an attack
			 or outbreak described in subsection (a), to protect and preserve life;</text>
							</paragraph><paragraph id="H99A1614B59A54212845C189DAAB2FEF7"><enum>(2)</enum><text>as part of crisis management, to notify such public health authorities as may be appropriate to
			 help contain or mitigate the effects of an attack or outbreak described in
			 subsection (a); and</text>
							</paragraph><paragraph id="HDCFAA0A0A1A541779BEFEF0D8B948F2F"><enum>(3)</enum><text>to take such other actions as may be appropriate and feasible, such as, in the case of a biological
			 or chemical attack, the preservation of evidence.</text>
							</paragraph></subsection><subsection id="H06DFD8095CD74DAEB5D29C20A8A5549E"><enum>(c)</enum><header>Definitions</header><text>For purposes of this section:</text>
							<paragraph id="HA1C2A13BDBF74E43B37F0D886EAF7DEB"><enum>(1)</enum><header>Eligible entities</header><text>The term <term>eligible entities</term> shall have the same meaning as is given such term in section 801, and includes—</text>
								<subparagraph id="H88FEAA71A0B2435F9E909C5C7CCA04D4"><enum>(A)</enum><text>a State educational agency (as defined in section 9101(41) of the Elementary and Secondary
			 Education Act of 1965); and</text>
								</subparagraph><subparagraph id="HCA69924EE2D84CCBBCF0A0548B07D652"><enum>(B)</enum><text>a local educational agency (as defined in section 9101(26) of the Elementary and Secondary
			 Education Act of 1965).</text>
								</subparagraph></paragraph><paragraph id="H9B1DF7AB87554AFDB9B414D7C1215513"><enum>(2)</enum><header>School</header><text>The term <term>school</term> means—</text>
								<subparagraph id="H426B98438A2A48F1A6F9978336402F62"><enum>(A)</enum><text>an elementary school (as defined in section 9101(18) of the Elementary and Secondary Education Act
			 of 1965); and</text>
								</subparagraph><subparagraph id="H985BE58E2F1741839321F410055B1712"><enum>(B)</enum><text>a secondary school (as defined in section 9101(38) of the Elementary and Secondary Education Act of
			 1965).</text>
								</subparagraph></paragraph><paragraph id="H1CE906ADB8584070A4A58D80C657E919"><enum>(3)</enum><header>School grounds</header><text>The term <term>school grounds</term> means the area outside of a school building that is controlled, managed, or owned by the school or
			 school district.</text>
							</paragraph></subsection><subsection id="HC252E3DCDF1E442D86C57AC4DCA8864E"><enum>(d)</enum><header>Authorization of appropriations</header><text>For the purpose of carrying out this section, there is authorized to be appropriated $20,000,000
			 for each fiscal year after fiscal year 2015.</text></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
