<official-title>To amend title 18, United States Code, to provide a penalty for violent crimes by certain State or local law enforcement officers, and for other purposes.</official-title>

<section id="HC6AF4616F02E4C2F8F56EF686FE19B27" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Police Accountability Act of 2014</short-title></quote>.</text></section> 
<section id="HBAD1A591A53C4A24A8096162EAF0CB38" section-type="subsequent-section"><enum>2.</enum><header>Violent crimes by certain State or local law enforcement officers</header> 
<subsection id="H1566D03C4D004540972535874F6973C5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/1">Chapter 1</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text> 
<quoted-block style="USC" id="H0CC32650C7BB4839B366C40B83727C09" display-inline="no-display-inline"> 
<section id="HB1AA921C796D4F70816F761BD501CE4F"><enum>28.</enum><header>Violent crimes by certain State or local law enforcement officers</header> 
<subsection id="HB9C648B7E27A47999419B4D59255DA86"><enum>(a)</enum><header>Offense</header><text display-inline="yes-display-inline">Whoever, being a State or local law enforcement officer in a public agency which receives Federal justice assistance engages in any conduct that, were the conduct to occur in the special maritime and territorial jurisdiction of the United States, would constitute a Federal crime of violence, shall be punished as is provided for that offense under Federal law.</text> </subsection> 
<subsection id="HE0F94799D2FD489FAFB45EDB95EE95A7"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section—</text> 
<paragraph id="H09B7CC812E114BB5AE2D5CAE3345B22F"><enum>(1)</enum><text>the term <quote>State or local law enforcement officer</quote> means an employee of a State or local government—</text> 
<subparagraph id="HCF454C30778348F6A60AE2A462DC171F"><enum>(A)</enum><text> who has statutory authority to make arrests or apprehensions;</text></subparagraph> 
<subparagraph id="HDBBAED278C8A438B93606902237D49C7"><enum>(B)</enum><text> who is authorized by the agency of the employee to carry firearms; and</text></subparagraph> 
<subparagraph id="H5577A61A2D9542E79DAA890E364C142F"><enum>(C)</enum><text>whose duties are primarily—</text> 
<clause id="H514344F5C3174261B57DE99F6FB6AAD8"><enum>(i)</enum><text>engagement in or supervision of the prevention, detection, investigation, or prosecution of, or the incarceration of any person for, any violation of law; or</text></clause> 
<clause id="HD48E7843B6BD42598D4C359267126D42"><enum>(ii)</enum><text>the protection of Federal, State, local, or foreign government officials against threats to personal safety; and</text></clause></subparagraph></paragraph> 
<paragraph id="H73278A4E4BC0464F9549F1D5E64A4732"><enum>(2)</enum><text>the term <quote>State or local government</quote> means the government—</text> 
<subparagraph id="HB38D78736D5F44B88E60C9B5C8C38ED7"><enum>(A)</enum><text>of a State, the District of Columbia, the Commonwealth of Puerto Rico, or any other territory or possession of the United States; or</text></subparagraph> 
<subparagraph id="H8045DD784C0542109388ED86C7ED2E99"><enum>(B)</enum><text>of a political subdivision of such a State, District, Commonwealth, territory or possession.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H016DA2A8FE75417080DA9C79D3350EDB"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/1">chapter 1</external-xref> of title 18, United States Code, is amended by adding at the end the following new item:</text>
