		<section id="H39E616629E884BA6847BEA4ED64D9234" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Water Quality Investment Act of 2014</short-title></quote>.</text>
		</section><section id="H9765779081D0408FB9B7F4B02B9BC8C5"><enum>2.</enum><header>Sewer overflow control grants</header>
			<subsection id="H24AAEDAA8D5245D8AFE267B7AA10B630"><enum>(a)</enum><header>Administrative requirements</header><text>Section 221(e) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1301">33 U.S.C. 1301(e)</external-xref>) is amended to read as
			 follows:</text>
				<quoted-block id="HF7974DBF261C4050A8D29AABFF9C9E1B" style="OLC">
					<subsection id="H39C6533B656F47309F924A21CC48F59B"><enum>(e)</enum><header>Administrative requirements</header><text>A project that receives assistance under this section shall be carried out subject to the same
			 requirements as a project that receives assistance from a State water
			 pollution control revolving fund under title VI, except to the extent that
			 the Governor of the State in which the project is located determines that
			 a requirement of title VI is inconsistent with the purposes of this
			 section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H10ED74F6B5BC402FB74361F1B14BF315"><enum>(b)</enum><header>Authorization of Appropriations</header><text>The first sentence of section 221(f) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1301">33 U.S.C. 1301(f)</external-xref>) is amended by striking <quote>$750,000,000</quote> and all that follows before the period and inserting <quote>$250,000,000 for fiscal year 2015, $300,000,000 for fiscal year 2016, $350,000,000 for fiscal year
			 2017, $400,000,000 for fiscal year 2018, and $500,000,000 for fiscal year
			 2019</quote>.</text>
			</subsection><subsection id="HA73EEC95E4354AA38AE09FE0AAD6E262"><enum>(c)</enum><header>Allocation of funds</header><text>Section 221(g) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1301">33 U.S.C. 1301(g)</external-xref>) is amended to read as follows:</text>

					<subsection id="H1F3F6DF508C741F588F1F8C607EF8178"><enum>(g)</enum><header>Allocation of funds</header>
						<paragraph id="H9ECEED71E8624B86A731AB8D9AEB23CE"><enum>(1)</enum><header>Fiscal year 2015</header><text>Subject to subsection (h), the Administrator shall use the amounts appropriated to carry out this
			 section for fiscal year 2015 for making grants to municipalities and
			 municipal entities under subsection (a)(2) in accordance with the criteria
			 set forth in subsection (b).</text>
						</paragraph><paragraph id="HD6589D9DD6CC43058579D5E7293F5906"><enum>(2)</enum><header>Fiscal year 2016 and thereafter</header><text>Subject to subsection (h), the Administrator shall use the amounts appropriated to carry out this
			 section for fiscal year 2016 and each fiscal year thereafter for making
			 grants to States under subsection (a)(1), in accordance with a formula to
			 be established by the Administrator, after providing notice and an
			 opportunity for public comment, that allocates to each State a
			 proportional share of such amounts based on the total needs of the State
			 for municipal combined sewer overflow controls and sanitary sewer overflow
			 controls identified in the most recent survey conducted pursuant to
			 section 516.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="HBAEFFE783125430A8444EB1E72B9FD10"><enum>(d)</enum><header>Reports</header><text>Section 221(i) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1301">33 U.S.C. 1301(i)</external-xref>) is amended by striking <quote>2003</quote> and inserting <quote>2017</quote>.</text>
