<official-title>To amend title IV of the Public Health Service Act to ensure that scientists are being funded at the age when they are most likely to make breakthroughs.</official-title>

<section id="H61BEC6CB2A564758A23E40C038CE8706" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Scientists at the Peak Age of Discovery Act of 2014</short-title></quote>.</text></section> 
<section id="H77DB43D823D64026AD2404B21D51CF5A"><enum>2.</enum><header>Funding scientists at peak age of discovery</header><text display-inline="no-display-inline">Part A of title IV of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/283">42 U.S.C. 283 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H1556E9B61EA941A696311864022235C6"><enum>404M.</enum><header>Funding scientists at peak age of discovery</header> 
<subsection id="H1A9E2A665F684A18A90409B858FA539C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director of NIH shall ensure that the median age of first-time researchers receiving grants in the R series from the institutes, centers, and offices of the National Institutes of Health—</text> 
<paragraph id="HCAC3AE804BF54E179DA568F643BDC0C3"><enum>(1)</enum><text>by January 1, 2019, is under 40 years of age;</text></paragraph> 
<paragraph id="H6F06F6633B8B4090997771822D465EC6"><enum>(2)</enum><text>by January 1, 2022, is under 39 years of age; and</text></paragraph> 
<paragraph id="H7F3E1849F8C14F2CABE460BE7F2885E8"><enum>(3)</enum><text>by January 1, 2025, is under 38 years of age.</text></paragraph></subsection> 
<subsection id="HA196FAAEDC5847379599949726897F59"><enum>(b)</enum><header>Exceptions</header><text>Subsection (a) does not apply with respect to grants in the R series which are determined by the head of the respective institute, center, or office to be within any of the following categories:</text> 
<paragraph id="HCC14FC46B4454D71996472FAE4A489AC"><enum>(1)</enum><text>Small business innovation research.</text></paragraph> 
<paragraph id="HC57DD5B0F9BE4162AA4FD90B9031E7E0"><enum>(2)</enum><text>Small business technology transfer.</text></paragraph> 
<paragraph id="H6EB9D02D6FB948CD8BD51B94D6B8A7DA"><enum>(3)</enum><text> Clinical trial planning.</text></paragraph></subsection> 
<subsection id="H45C1171E5E824646B3C1410DF5F2ACB5"><enum>(c)</enum><header>Definition</header><text>In this section:</text> 
<paragraph id="H3CBB58DE75984CF5BADEFFE6335D11D8"><enum>(1)</enum><text>The term <term>first-time researcher</term> means a researcher who has not previously served as the principal investigator for a research project supported by the National Institutes of Health through a grant in the R series.</text></paragraph> 
<paragraph id="H51E3EE47012D4137B5414E2433A2D6EC"><enum>(2)</enum><text>The term <term>R series</term> refers the category of grants that are designated by the National Institutes of Health to be covered by—</text> 
<subparagraph id="H93781A362053453BB421B4DE4063709D"><enum>(A)</enum><text>the activity code relating to <quote>research projects</quote> (as such activity code is in effect on the date of enactment of this section); or</text></subparagraph> 
<subparagraph id="HD6D432622D6D4F41A48966CCB133A525"><enum>(B)</enum><text>any successor activity code.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
