		<section id="HE2E2C1BBB1D44D3BA214FF9850761469" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds that—</text>
			<paragraph id="H68FC1755E6C04542AE6B21FF8AEAE2B6"><enum>(1)</enum><text display-inline="yes-display-inline">the United States has enjoyed a renaissance in energy production, establishing the United States as
			 the world’s leading oil producer;</text>
			</paragraph><paragraph id="H689682E9C73B441EB5410DBF4CCDC4A4"><enum>(2)</enum><text>the United States upholds a commitment to free trade and open markets and has consistently opposed
			 attempts by other nations to restrict the free flow of energy; and</text>
			</paragraph><paragraph id="H4C8FAC7F3B5A4B7CB8F7334C60D1B7AC"><enum>(3)</enum><text>the United States should remove all restrictions on the export of crude oil, which will provide
			 domestic economic benefits, enhanced energy security, and flexibility in
			 foreign diplomacy.</text>
			</paragraph></section><section id="H237FE5F947E140959E10C585590C7C8D"><enum>2.</enum><header>Repeal</header><text display-inline="no-display-inline">Section 103 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6212">42 U.S.C. 6212</external-xref>) and the item relating
			 thereto in the table of contents of that Act are repealed.</text>
		</section><section id="H7C34FAE64E124CC38DA80B5D104DFF31"><enum>3.</enum><header>National policy on oil export restriction</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, to promote the efficient exploration, production,
			 storage, supply, marketing, pricing, and regulation of energy resources,
			 including fossil fuels, no official of the Federal Government shall impose
			 or enforce any restriction on the export of crude oil.</text>
		</section><section id="H4A84922D5A6142D6B7E85ECCC3F86EBC"><enum>4.</enum><header>Study and recommendations</header><text display-inline="no-display-inline">Not later than 120 days after the date of enactment of this Act, the Secretary of Energy shall
			 conduct a study and transmit to the Committee on Energy and Commerce of
			 the House of Representatives and the Committee on Energy and Natural
			 Resources of the Senate recommendations on the appropriate size,
			 composition, and purpose of the Strategic Petroleum Reserve.</text>
