		<official-title>To amend the Homeland Security Act of 2002 to require recipients of State Homeland Security Grant
			 Program funding to preserve and strengthen interoperable emergency
			 communications capabilities, and for other purposes.</official-title>

		<section id="H161DBE3657C947F193D838B5BA840F75" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>State Wide Interoperable Communications Enhancement Act</short-title></quote> or the <quote><short-title>SWIC Enhancement Act</short-title></quote>.</text>
		</section><section id="H30688CECC9AE4C6BB8FB6DE21A22C67B"><enum>2.</enum><header>Minimum contents of application for certain homeland security grant funds</header>
			<subsection id="HE5728D8818ED4FC5BEBFE81A358482E8"><enum>(a)</enum><header>In general</header><text>Paragraph (2) of section 2004(b) of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/605">6 U.S.C. 605(b)</external-xref>) is amended
			 by—</text>
				<paragraph id="HA3CE5120D246470A834A612DFCF81D4D"><enum>(1)</enum><text>redesignating subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively; and</text>
				</paragraph><paragraph id="HA956B57D1E934644BBF9B8424BF1AA00"><enum>(2)</enum><text>inserting after subparagraph (A) the following new subparagraph:</text>
					<quoted-block id="HA3B8A2B2145C4DAE8C454DB2CE2F4240" style="OLC">
						<subparagraph id="HAD0CEEC6C3E14CC6B45D735F445E3EB1"><enum>(B)</enum>
							<clause commented="no" display-inline="yes-display-inline" id="H0BC2D1D13A2D4AC1951DE470EAC4ABC9"><enum>(i)</enum><text>certification that the Governor of the State has designated a Statewide Interoperability
			 Coordinator, including identification in such certification of the
			 individual so designated, who is shall be responsible for—</text>
								<subclause id="H72F8D96953BC471EAD64234BF270803E" indent="up1"><enum>(I)</enum><text>overseeing the daily operations of the State’s interoperability efforts;</text>
								</subclause><subclause id="HD534565CB2E441D38BAEB46B5B1D5E7E" indent="up1"><enum>(II)</enum><text>coordinating State interoperability and communications projects and grant applications for such
			 projects;</text>
								</subclause><subclause id="HF55BDB57C5F2465B87FDAC9B0D0BA43A" indent="up1"><enum>(III)</enum><text>establishing and maintaining working groups to develop and implement key interoperability
			 initiatives; and</text>
								</subclause><subclause id="HB9FEF97F0C7E4727B038B2FAD0D7A794" indent="up1"><enum>(IV)</enum><text>implementing and updating, as necessary, a Statewide Communications Interoperability Plan that
			 specifies the current status of State efforts to enhance communications
			 interoperability within the State, including progress or setbacks, and
			 future goals for communications interoperability among emergency response
			 agencies in the State; or</text>
								</subclause></clause><clause id="H8274A532A23643D9A8F76402276DF077" indent="up1"><enum>(ii)</enum><text>if a Statewide Interoperability Coordinator has not been designated in accordance with clause (i)—</text>
								<subclause id="H1C0F21AD652C47219E2A323346FC07A8"><enum>(I)</enum><text>certification that the State is performing in another manner the functions described in subclauses
			 (I) through (IV) of such clause; and</text>
								</subclause><subclause id="HBDE5EB21C7DC471181915A2E66ECF38D"><enum>(II)</enum><text display-inline="yes-display-inline">identification in such certification of an individual who has been designated by the State as the
			 primary point of contact for performance of such functions;</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="H424F41FABAED4BACB94E54CFAE8787F4"><enum>(b)</enum><header>Limitation on application</header><text>The amendment made by subsection (a) shall not apply with respect to any grant for which an
			 application was submitted under the State Homeland Security Grant Program
			 before the date of the enactment of this Act.</text>
