<section id="HA4A0AB1902F44BFBB18700A994ACC5ED" section-type="subsequent-section"><enum>101.</enum><header>Additional lands for reservation</header><text display-inline="no-display-inline">Section 1 of the Act entitled <quote>An Act to establish a reservation for the Confederated Tribes of the Grand Ronde Community of Oregon, and for other purposes,</quote> approved September 9, 1988 (<external-xref legal-doc="public-law" parsable-cite="pl/100/425">Public Law 100–425</external-xref>; 102 Stat. 1594; 102 Stat. 2939; 104 Stat. 207; 106 Stat. 3255; 108 Stat. 708; 108 Stat. 4566; 112 Stat. 1896), is amended—</text> 
<paragraph id="H315A3F4A4C5845588662F2C3457E828A"><enum>(1)</enum><text>in subsection (a)—</text> 
<subparagraph id="H4A7DB62BD7C641E0A3F76CFD6CD743D4"><enum>(A)</enum><text>by striking <quote>Subject to valid</quote> and inserting the following:</text>

<subparagraph id="H5DD08D3AA90F4972AB9C8BA7E0412FAE"><enum>(A)</enum><header>In general</header><text>The Secretary may accept title to any additional number of acres of real property located within the boundaries of the original 1857 reservation of the Confederated Tribes of the Grand Ronde Community of Oregon established by Executive order dated June 30, 1857, comprised of land within the political boundaries of Polk and Yamhill Counties, Oregon, if that real property is conveyed or otherwise transferred to the United States by or on behalf of the Tribe.</text> </subparagraph> 
<subparagraph id="H5B09AE67F1094598A84199CA36AEC179"><enum>(B)</enum><header>Treatment of trust land</header> 
<clause id="H22E387FF6E2E467F97F7F0BCF0373D08"><enum>(i)</enum><text display-inline="yes-display-inline">Applications to take land into trust within the boundaries of the original 1857 reservation shall be treated by the Secretary as an on-reservation trust acquisition.</text> </clause> 
<clause id="HB2139625FF354DCB917F80EB51ECB63B"><enum>(ii)</enum><text>Any real property taken into trust under this paragraph shall not be eligible, or used, for any Class II or Class III gaming activity carried out under the Indian Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2701">25 U.S.C. 2701 et seq.</external-xref>), except for real property within 2 miles of the gaming facility in existence on the date of enactment of this paragraph that is located on State Highway 18 in the Grand Ronde community of Oregon.</text> </clause></subparagraph> 
<subparagraph id="H281FE1ACE89F400BB233A5C8CCD60576"><enum>(C)</enum><header>Reservation</header><text>All real property taken into trust within those boundaries at any time after September 9, 1988, shall be part of the reservation of the Tribe.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph></paragraph> 
<paragraph id="HC8AACBB7925349F1851F318FBA165FA4"><enum>(2)</enum><text>in subsection (c)—</text> 
<subparagraph id="H808777B3F0804836949C5C9BFAB39C59"><enum>(A)</enum><text>in the matter preceding the table, by striking <quote>in subsection (a) are approximately 10,311.60</quote> and inserting <quote>in subsection (a)(1) are approximately 11,349.92</quote>; and</text> </subparagraph>

<section id="HD6D8D1E0D4CB4E0AA5AFBEFAD99B3775" section-type="subsequent-section"><enum>201.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>Oregon Coastal Lands Act</short-title></quote>.</text> </section> 
<section id="HF9108645D74A44CDBC56C8C322C991DF"><enum>202.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> 
<paragraph id="H2B5943E4A8C845EF94D390DFB530F038"><enum>(1)</enum><header>Confederated tribes</header><text>The term <term>Confederated Tribes</term> means the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians.</text> </paragraph> 
<paragraph id="HE1EBFF671D01418B87B8D3FE8D1C2323"><enum>(2)</enum><header>Oregon coastal land</header><text>The term <term>Oregon Coastal land</term> means the approximately 14,408 acres of land, as generally depicted on the map entitled <quote>Oregon Coastal Land Conveyance</quote> and dated March 27, 2013.</text> </paragraph> 
<paragraph id="H06BEB9187A144920A4F084429166E83E"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph></section> 
<section id="H041CEA88917540F79E9AE46694C91C2F"><enum>203.</enum><header>Conveyance</header> 
<subsection id="H51F94B9FC51E402E9FAE906B525EF479"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, including rights-of-way, all right, title, and interest of the United States in and to the Oregon Coastal land, including any improvements located on the land, appurtenances to the land, and minerals on or in the land, including oil and gas, shall be—</text> 
<paragraph id="HD01F97CC843A4964856138BF1E09E9B3"><enum>(1)</enum><text>held in trust by the United States for the benefit of the Confederated Tribes; and</text> </paragraph> 
<paragraph id="H53077C6474744C6FAC42905341959C9E"><enum>(2)</enum><text>part of the reservation of the Confederated Tribes.</text> </paragraph></subsection> 
<subsection id="H688B137429E64A289961A0048E0BF0CD"><enum>(b)</enum><header>Survey</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall complete a survey of the boundary lines to establish the boundaries of the land taken into trust under subsection (a).</text> </subsection></section> 
<section id="HE71E1A72345E41469FE8A1008A65D79E"><enum>204.</enum><header>Map and legal description</header> 
<subsection id="HE8E5A0D70C6F46E898073A4E72897971"><enum>(a)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall file a map and legal description of the Oregon Coastal land with—</text> 
<paragraph id="H7FC915CC2DB6463BB95F79B1914666CA"><enum>(1)</enum><text>the Committee on Energy and Natural Resources of the Senate; and</text> </paragraph> 
<paragraph id="HFB5FA92D29544057957672EC69A8D90F"><enum>(2)</enum><text>the Committee on Natural Resources of the House of Representatives.</text> </paragraph></subsection> 
<subsection id="H9391F7BDD9EE4B1DA7E7C224FE2CE9C0"><enum>(b)</enum><header>Force and effect</header><text>The map and legal description filed under subsection (a) shall have the same force and effect as if included in this title, except that the Secretary may correct any clerical or typographical errors in the map or legal description.</text> </subsection> 
<subsection id="HB7CAB450E18840A48D08C3FF35B57AFF"><enum>(c)</enum><header>Public availability</header><text>The map and legal description filed under subsection (a) shall be on file and available for public inspection in the Office of the Secretary.</text> </subsection></section> 
<section id="H263A68A9EF044851BF37F5F040345354"><enum>205.</enum><header>Administration</header> 
<subsection id="HE71815E1558E420D870F3774F09B6AAB"><enum>(a)</enum><header>In general</header><text>Unless expressly provided in this title, nothing in this title affects any right or claim of the Confederated Tribes existing on the date of enactment of this Act to any land or interest in land.</text> </subsection> 
<subsection id="HB8153CA9DF67475F863A6937DE5E5087"><enum>(b)</enum><header>Prohibitions</header> 
<paragraph id="H94BC49762C054B59ACAB5576C773C35A"><enum>(1)</enum><header>Exports of unprocessed logs</header><text display-inline="yes-display-inline">Federal law (including regulations) relating to the export of unprocessed logs harvested from Federal land shall apply to any unprocessed logs that are harvested from the Oregon Coastal land taken into trust under section 203.</text> </paragraph> 
<paragraph id="HB8D1DDF8A5474A56B16981D9EFC947C9"><enum>(2)</enum><header>Non-permissible use of land</header><text>Any real property taken into trust under section 203 shall not be eligible, or used, for any gaming activity carried out under <external-xref legal-doc="public-law" parsable-cite="pl/100/497">Public Law 100–497</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/25/2701">25 U.S.C. 2701 et seq.</external-xref>).</text> </paragraph></subsection> 
<subsection id="H14B45C5CBB1F42439B97E4088524C03F"><enum>(c)</enum><header>Laws applicable to commercial forestry activity</header><text display-inline="yes-display-inline">Any commercial forestry activity that is carried out on the Oregon Coastal land taken into trust under section 203 shall be managed in accordance with all applicable Federal laws.</text> </subsection> 
<subsection id="H902E1DE1B2734099AC078750F5CE900E"><enum>(d)</enum><header>Agreements</header><text display-inline="yes-display-inline">The Confederated Tribes shall consult with the Secretary and other parties as necessary to develop agreements to provide for access to the Oregon Coastal land taken into trust under section 203 that provide for—</text> 
<paragraph id="HC7632CA03AA1448CB7B80DFDF8AA84AC"><enum>(1)</enum><text>honoring existing reciprocal right-of-way agreements;</text> </paragraph> 
<paragraph id="H8BDDEFBABFA34DAEBD68004804048739"><enum>(2)</enum><text>administrative access by the Bureau of Land Management; and</text> </paragraph> 
<paragraph id="H0B2BF2ED689247859C5641500CADF4D5"><enum>(3)</enum><text display-inline="yes-display-inline">management of the Oregon Coastal land that are acquired or developed under the Land and Water Conservation Fund Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/16/460l-4">16 U.S.C. 460l–4 et seq.</external-xref>), consistent with section 8(f)(3) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/162/460l-8">162 U.S.C. 460l–8(f)(3)</external-xref>).</text> </paragraph></subsection> 
<subsection id="H785C4D5E7CBE429A8406D80651AD03AB"><enum>(e)</enum><header>Land use planning requirements</header><text display-inline="yes-display-inline">Except as provided in subsection (c), once the Oregon Coastal land is taken into trust under section 203, the land shall not be subject to the land use planning requirements of the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>) or the Act of August 28, 1937 (<external-xref legal-doc="usc" parsable-cite="usc/43/1181a">43 U.S.C. 1181a et seq.</external-xref>).</text> </subsection></section> 
<section id="HE0DB80FEC458478DAA9AD432881269ED"><enum>206.</enum><header>Land reclassification</header> 
<subsection id="H47EBE8359EA0441A82BBA54E491B9623"><enum>(a)</enum><header>Identification of Oregon and California railroad grant land</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Agriculture and the Secretary shall identify any Oregon and California Railroad grant land that is held in trust by the United States for the benefit of the Confederated Tribes under section 203.</text> </subsection> 
<subsection id="H31EF3CE5DA524072A79F8253027E5366"><enum>(b)</enum><header>Identification of public domain land</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall identify public domain land in the State of Oregon that—</text> 
<paragraph id="HA88E4AF7BF2D46A78FE9DE3C3841DE1F"><enum>(1)</enum><text display-inline="yes-display-inline">is approximately equal in acreage and condition as the Oregon and California Railroad grant land identified under subsection (a); and</text> </paragraph> 
<paragraph id="H4D72E10C8CCD4381B40B58D8D8FED418"><enum>(2)</enum><text display-inline="yes-display-inline">is located in the vicinity of the Oregon and California Railroad grant land.</text> </paragraph></subsection> 
<subsection id="HE5E2F0DEB73D427DB2CBDD8F075785C6"><enum>(c)</enum><header>Maps</header><text>Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to Congress and publish in the Federal Register one or more maps depicting the land identified in subsections (a) and (b).</text> </subsection> 
<subsection id="H7C8149506A684E5DB9E5C91CF6379A5E"><enum>(d)</enum><header>Reclassification</header> 
<paragraph id="HD30A0C35CAB940A8B6F49E1276E95ED1"><enum>(1)</enum><header>In general</header><text>After providing an opportunity for public comment, the Secretary shall reclassify the land identified in subsection (b) as Oregon and California Railroad grant land.</text> </paragraph> 
<paragraph id="H3873A5F6076B45938415F1E0BE416894"><enum>(2)</enum><header>Applicability</header><text>The Act of August 28, 1937 (<external-xref legal-doc="usc" parsable-cite="usc/43/1181a">43 U.S.C. 1181a et seq.</external-xref>), shall apply to land reclassified as Oregon and California Railroad grant land under paragraph (1).</text> </paragraph></subsection></section></title> 
<title id="H5A43B3ADB2E0470889640397773AC86F"><enum>III</enum><header>Cow Creek Umpqua Land Conveyance</header> 
<section id="H69DD619D421E48AD99C03228FBDF4F4F" section-type="subsequent-section"><enum>301.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>Cow Creek Umpqua Land Conveyance Act</short-title></quote>.</text> </section> 
<section id="H85C12B7223134E1CBF786EBB93A87A58" section-type="subsequent-section"><enum>302.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> 
<paragraph id="H7E78114247154919916B914599E3090C"><enum>(1)</enum><header>Council creek land</header><text>The term <term>Council Creek land</term> means the approximately 17,519 acres of land, as generally depicted on the map entitled <quote>Canyon Mountain Land Conveyance</quote> and dated June 27, 2013.</text> </paragraph> 
<paragraph id="HC33754555DFE4E27A09A55066237C78D"><enum>(2)</enum><header>Tribe</header><text>The term <term>Tribe</term> means the Cow Creek Band of Umpqua Tribe of Indians.</text> </paragraph> 
<paragraph id="H1FA69C5D619E43ED8F91CD29B58717A5"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph></section>

<subsection id="H2D1E1852BCCB461DB246A48FED1D6DE6"><enum>(a)</enum><header>Identification of Oregon and California railroad grant land</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary of Agriculture and the Secretary shall identify any Oregon and California Railroad grant land that is held in trust by the United States for the benefit of the Tribe under section 303.</text> </subsection> 
<subsection id="H4471CFBD02A74C8DA9EB19017DD167B3"><enum>(b)</enum><header>Identification of public domain land</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall identify public domain land in the State of Oregon that—</text> 
<paragraph id="H9CAB56EEE32D481F80DD8A75DD70F646"><enum>(1)</enum><text display-inline="yes-display-inline">is approximately equal in acreage and condition as the Oregon and California Railroad grant land identified under subsection (a); and</text> </paragraph> 
<paragraph id="HF2AA8E7CE695412D8BADD7905B2506D1"><enum>(2)</enum><text display-inline="yes-display-inline">is located in the vicinity of the Oregon and California Railroad grant land.</text> </paragraph></subsection> 
<subsection id="HE15D5E38103342A79689A04DF2FBC3E4"><enum>(c)</enum><header>Maps</header><text>Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to Congress and publish in the Federal Register one or more maps depicting the land identified in subsections (a) and (b).</text> </subsection> 
<subsection id="HC4659BA615B742F4BF4B7210296C031F"><enum>(d)</enum><header>Reclassification</header> 
<paragraph id="HC11B7DC3D28F4620BB68F47FD5BD7DB9"><enum>(1)</enum><header>In general</header><text>After providing an opportunity for public comment, the Secretary shall reclassify the land identified in subsection (b) as Oregon and California Railroad grant land.</text> </paragraph> 
<paragraph id="HE790FFBF781641D88BF23CE8F25A6469"><enum>(2)</enum><header>Applicability</header><text>The Act of August 28, 1937 (<external-xref legal-doc="usc" parsable-cite="usc/43/1181a">43 U.S.C. 1181a et seq.</external-xref>), shall apply to land reclassified as Oregon and California Railroad grant land under paragraph (1).</text> </paragraph></subsection></section></title> 
<title id="H5327F30827E14171A81F91F1FC71DC4B"><enum>IV</enum><header>Siletz Tribe Indian Restoration Act</header> 
<section id="H9846BA7746304DD083A7B7EE7A0F4AB4" section-type="subsequent-section"><enum>401.</enum><header>Purpose; clarification</header> 
<subsection id="HC00480EA767C47B49C65B04F3D14C365"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this title is to facilitate fee-to-trust applications for the Siletz Tribe within the geographic area specified in the amendment made by this title.</text> </subsection> 
<subsection id="H87E712CC56384FD8A60235C382345AF2"><enum>(b)</enum><header>Clarification</header><text>Except as specifically provided otherwise by this title or the amendment made by this title, nothing in this title or the amendment made by this title, shall prioritize for any purpose the claims of any federally recognized Indian tribe over the claims of any other federally recognized Indian tribe.</text> </subsection></section> 
<section id="HBF1CD21485204A15A30062578A8218E0" section-type="subsequent-section"><enum>402.</enum><header>Treatment of certain property of the Siletz tribe of the State of Oregon</header><text display-inline="no-display-inline">Section 7 of the Siletz Tribe Indian Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/25/711e">25 U.S.C. 711e</external-xref>) is amended by adding at the end the following:</text>

<subsection id="HF1BB638E39674C2E902C5BE0DBA6D497"><enum>(f)</enum><header>Treatment of certain property</header> 
<paragraph id="H0D56FEEBE5DF47DB83DF4CCD4D34670F"><enum>(1)</enum><header>In general</header> 
<subparagraph id="H8805DC6EF9924093BF5EEDAAF926E7BB"><enum>(A)</enum><header>Title</header><text>The Secretary may accept title to any additional number of acres of real property located within the boundaries of the original 1855 Siletz Coast Reservation established by Executive order dated November 9, 1855, comprised of land within the political boundaries of Benton, Douglas, Lane, Lincoln, Tillamook, and Yamhill Counties in the State of Oregon, if that real property is conveyed or otherwise transferred to the United States by or on behalf of the tribe.</text> </subparagraph> 
<subparagraph id="H5F0DFEC8DA23489C8A729B3D83A3686A"><enum>(B)</enum><header>Trust</header><text>Land to which title is accepted by the Secretary under this paragraph shall be held in trust by the United States for the benefit of the tribe.</text> </subparagraph></paragraph> 
<paragraph id="H0645EEE1B1E1479A83828C7E8DC60977"><enum>(2)</enum><header>Treatment as part of reservation</header><text>All real property that is taken into trust under paragraph (1) shall—</text> 
<subparagraph id="H85B0E8582DBE469AAFBADD9455E91533"><enum>(A)</enum><text>be considered and evaluated as an on-reservation acquisition under part 151.10 of title 25, Code of Federal Regulations (or successor regulations); and</text> </subparagraph> 
<subparagraph id="H1B34E701B44444DDA9018460F1B160FB"><enum>(B)</enum><text>become part of the reservation of the tribe.</text> </subparagraph></paragraph> 
<paragraph id="HB80A795D0A2040DFA59C9A01D2D313C6"><enum>(3)</enum><header>Prohibition on gaming</header><text>Any real property taken into trust under paragraph (1) shall not be eligible, or used, for any gaming activity carried out under the Indian Gaming Regulatory Act (<external-xref legal-doc="usc" parsable-cite="usc/25/2701">25 U.S.C. 2701 et seq.</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section></title> 
<title id="HA080FA7BBBF84E9E9A68D871B8D8EAB6"><enum>V</enum><header>Amendments to Coquille Restoration Act</header> 
<section id="H11DAE2393DF24244AF27CE05C6A6EF8E"><enum>501.</enum><header>Amendments to Coquille Restoration Act</header><text display-inline="no-display-inline">Section 5(d) of the Coquille Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/25/715c">25 U.S.C. 715c(d)</external-xref>) is amended—</text> 
<paragraph id="H2D46B6FB532B494EAEC268A706AC22B2"><enum>(1)</enum><text>by striking paragraph (5) and inserting the following:</text>

<paragraph id="H853E74B2F83542589B9C3898C9AF09AB"><enum>(5)</enum><header>Management</header> 
<subparagraph id="H1A64E207A2DE4BA5842C5AC01B5A69BE"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the Secretary, acting through the Assistant Secretary for Indian Affairs, shall manage the Coquille Forest in accordance with the laws pertaining to the management of Indian trust land.</text> </subparagraph> 
<subparagraph id="H00F4EE2D6BFE4EA4BF6D3F50E9188BBF"><enum>(B)</enum><header>Administration</header> 
<clause id="HB258FBBB382D49E8BAE81F92CDEDEE6C"><enum>(i)</enum><header>Unprocessed logs</header><text>Unprocessed logs harvested from the Coquille Forest shall be subject to the same Federal statutory restrictions on export to foreign nations that apply to unprocessed logs harvested from Federal land.</text> </clause> 
<clause id="H8A6AC1B2CE344DC482BB6C3D4DD02457"><enum>(ii)</enum><header>Sales of timber</header><text>Notwithstanding any other provision of law, all sales of timber from land subject to this subsection shall be advertised, offered, and awarded according to competitive bidding practices, with sales being awarded to the highest responsible bidder.</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HE425D3B957934612BEC4FF67454A14FA"><enum>(2)</enum><text>by striking paragraph (9); and</text></paragraph> 
<paragraph id="HA4D7B13FFFBC455AB15D5607AAB431A3"><enum>(3)</enum><text>by redesignating paragraphs (10) through (12) as paragraphs (9) through (11), respectively.</text> </paragraph> </section></title>
