		<official-title>To amend title 18, United States Code, to include foreign terrorist organizations as enemies of the
			 United States for purposes of treason, and for other purposes.</official-title>

		<section id="H1BFCE7C9CE424A2C99EC76A5303BA66C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Treason and Passport Revocation Act of 2014</short-title></quote>.</text>
		</section><section id="HB94DCF1792C6440699F328C34CC62315"><enum>2.</enum><header>Treason</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/2381">Section 2381</external-xref> of title 18, United States Code, is amended—</text>
			<paragraph id="HAF51FA8EFF804751A7348E2130A4813A"><enum>(1)</enum><text>by striking <quote>Whoever</quote> and inserting the following: <quote><header-in-text level="subsection" style="USC"><enum-in-header>(a)</enum-in-header></header-in-text> Whoever</quote>; and</text>
			</paragraph><paragraph id="H23F01B58D960411A9DA09A0CAA409B28"><enum>(2)</enum><text>by inserting at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H329C56B90DFD4CB38E92C49C4662EF35" style="USC">
					<subsection id="H821ED99E60644E84A0F86831A6789C19"><enum>(b)</enum><text display-inline="yes-display-inline">For purposes of this section, an organization that the Secretary of State has designated as a
			 foreign terrorist organization under section 219 of the Immigration and
			 Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>) shall be considered an enemy of the United
			 States.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HDA359FE60CB34810BFBB9B05FF8E5F5B"><enum>3.</enum><header>Revocation or denial of passports and passport cards to individuals affiliated with foreign
			 terrorist organizations</header><text display-inline="no-display-inline">The Act entitled <quote>An Act to regulate the issue and validity of passports, and for other purposes</quote>, approved July 3, 1926 (<external-xref legal-doc="usc" parsable-cite="usc/22/211a">22 U.S.C. 211a et seq.</external-xref>), commonly known as the <quote>Passport Act of 1926</quote>, is amended by adding at the end the following:</text>
			<quoted-block id="H39E1455C41774EFFB55CC87F930CB3F8" style="OLC">
				<section id="H5303474EDEFF410CBF5294A21925ECFD"><enum>4.</enum><header>Authority to deny or revoke passport and passport card</header>
					<subsection id="H8E35601499F742FCAF4B71AF5C21431F"><enum>(a)</enum><header>Ineligibility</header>
						<paragraph id="H753B2FC14B1F474A89D14E42A8E074E3"><enum>(1)</enum><header>Issuance</header><text>Except as provided under subsection (b), the Secretary of State may not issue a passport or
			 passport card to any individual whom the Secretary has determined is a
			 member of or is otherwise affiliated with an organization the Secretary
			 has designated as a foreign terrorist organization pursuant to section 219
			 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>).</text>
						</paragraph><paragraph id="HAA6721542654490DB53BFF4C3AFC1322"><enum>(2)</enum><header>Revocation</header><text>The Secretary of State shall revoke a passport or passport card previously issued to any individual
			 described in paragraph (1).</text>
						</paragraph></subsection><subsection id="HB1743ADF35124DFB8C9CD7BF36BFD601"><enum>(b)</enum><header>Exceptions</header>
						<paragraph id="HCDF4B0F91A5A452C888639C057FE8BDF"><enum>(1)</enum><header>Emergency and humanitarian situations</header><text>Notwithstanding subsection (a), the Secretary of State may issue a passport or passport card, in
			 emergency circumstances or for humanitarian reasons, to an individual
			 described in paragraph (1) of such subsection.</text>
						</paragraph><paragraph id="HF581D66CEFEB43E7B9BC72342BA60E15"><enum>(2)</enum><header>Limitation for return to united states</header><text>Notwithstanding subsection (a)(2), the Secretary of State, before revocation, may—</text>
							<subparagraph id="H6FB3A12CCB584FB9B4E5C26A8602FE4F"><enum>(A)</enum><text>limit a previously issued passport or passport card only for return travel to the United States; or</text>
							</subparagraph><subparagraph id="H346C36DCCAF94A5693610BF18657C392"><enum>(B)</enum><text>issue a limited passport or passport card that only permits return travel to the United States.</text>
							</subparagraph></paragraph></subsection><subsection id="HC9E757141CB3488AA6D12AC728106EE1"><enum>(c)</enum><header>Report</header><text>If the Secretary of State issues or limits a passport or passport card under subsection (b), the
			 Secretary shall, not later than 30 days after such issuance or limitation,
			 submit to Congress a report on such issuance or limitation, as the case
			 may be.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
