		<official-title>To amend title 38, United States Code, to establish the Physician Ambassadors Helping Veterans
			 program to seek to employ physicians at the Department of Veterans Affairs
			 on a without compensation basis in practice areas and specialties with
			 staffing shortages and long appointment waiting times.</official-title>

		<section id="HF287F49BBEEF46E7A1A2C5AE84D366AA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Physician Ambassadors Helping Veterans Act</short-title></quote>.</text>
		</section><section id="H7A898DC3E931442E8DCB4D6643BC33ED"><enum>2.</enum><header>Physician Ambassadors Helping Veterans program</header>
			<subsection id="HC603FDE07FB741E0BE3E6DAD0DCA1AD6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/74">chapter 74</external-xref> of title 38, United States Code, is amended by inserting after section
			 7405 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HA425305F208F488193ED4487835E5E84" style="USC">
					<section id="H3A658574F97F4E43ABACBFBF4D48BECC"><enum>7405A.</enum><header>Physician Ambassadors Helping Veterans program</header>
						<subsection id="H37E30BE1DD2844A1944367BD0FEBA807"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall seek to use the authority under section 7405 of this title to employ physicians
			 on a without compensation basis in any practice area or speciality for
			 which—</text>
							<paragraph id="HF02689AE03FB44BAB0C12203192595FF"><enum>(1)</enum><text>the average waiting time for veterans seeking an appointment with a physician in such practice area
			 or specialty exceeds the waiting time goals established by the Department;
			 or</text>
							</paragraph><paragraph id="H66206E84C0B44CEFB3CE6ED5BE1DE137"><enum>(2)</enum><text>the Department facility where the physician will be employed has demonstrated staffing shortages,
			 as determined by the Secretary.</text>
							</paragraph></subsection><subsection id="H45BAAC55C61A444AB6F9324451221655"><enum>(b)</enum><header>Volunteer coordinators</header><text>There shall be in each medical facility of the Department a volunteer coordinator. The volunteer
			 coordinator for a medical facility shall—</text>
							<paragraph id="H16B9B4462765400BAFE9B8BCE842159D"><enum>(1)</enum><text>seek to establish relationships with medical associations serving the area where the facility is
			 located;</text>
							</paragraph><paragraph id="HCF30745BD2364A668F7454CB491CB551"><enum>(2)</enum><text>recruit physicians for employment on a without compensation basis in the facility; and</text>
							</paragraph><paragraph id="H2BBCAD6334234B1C9C5DFA97730D5723"><enum>(3)</enum><text>serve as the initial point of contact for physicians seeking employment on a without compensation
			 basis in the facility.</text>
							</paragraph></subsection><subsection id="H2C5E2108B7A8453CA6A32D20C45E72FD"><enum>(c)</enum><header>Qualifications</header><text>A physician employed on a without compensation basis shall agree, as a condition of being granted a
			 credential or privilege to practice medicine in a facility of the
			 Department, to commit to serving a minimum of 40 hours in the facility
			 during the 12-month period beginning on the date on which such credential
			 or privilege is granted.</text>
						</subsection><subsection id="H2633B499288844D3ACF68F830D5E1ADB"><enum>(d)</enum><header>Credentialing process</header>
							<paragraph commented="no" display-inline="yes-display-inline" id="H4622693EE8E04CE09D499A99DB851E45"><enum>(1)</enum><text>The Secretary shall ensure that each physician who seeks employment at the Department on a without
			 compensation basis receives a credential or privilege to practice medicine
			 in the Department, or a decision that such a credential or privilege will
			 not be granted, by not later than 60 days after the date on which the
			 physician requests such credential or privilege.</text>
							</paragraph><paragraph id="H1F22DDCE1AF04A698AE6D5A48D78A2AA" indent="up1"><enum>(2)</enum><text>The director of a medical facility of the Department shall approve, and accept the services of, any
			 physician who meets the qualifications under subsection (c) and receives a
			 credential or privilege to practice medicine in the facility under
			 paragraph (1).</text>
							</paragraph></subsection><subsection id="H3FB6211A81E14549AD1CBD02DA4C32E5"><enum>(e)</enum><header>Annual report</header><text>Not later than March 31 of each year, the Secretary shall submit to the Committees on Veterans’
			 Affairs and the Committees on Appropriations of the Senate and House of
			 Representatives a report on physicians employed on a without compensation
			 basis at the Department. Each such report shall include, for the year
			 preceding the year during which the report is submitted, each of the
			 following:</text>
							<paragraph id="H908D08F91F3D4627BBD7256131B4B1AC"><enum>(1)</enum><text>The number of physicians employed on a without compensation basis by the Department in each of the
			 Veterans Integrated Service Networks.</text>
							</paragraph><paragraph id="HC1106A3AE78E44C0B67FB79BE5E27B90"><enum>(2)</enum><text>Information about staffing levels and appointment waiting times for facilities located in each such
			 Veterans Integrated Service Networks.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HEA9B47AFB1EE4013B3BC5409B9AFB786"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item
			 relating to section 7405 the following new item:</text>
