<official-title>To clarify the ownership of crude oil produced within the jurisdiction of the Kurdistan Regional Government of Iraq and to authorize the President to provide defense articles and defense services to the Kurdistan Regional Government of Iraq.</official-title>

<section id="HFD3D204301FD45B88271405748BFC1B2" section-type="section-one"><enum>1.</enum><header>Ownership of crude oil produced within the jurisdiction of the Kurdistan Regional Government of Iraq</header><text display-inline="no-display-inline">Crude oil produced within the jurisdiction of the Kurdistan Regional Government of Iraq shall, upon entering the jurisdiction of the United States, be deemed to be owned exclusively by the Kurdistan Regional Government of Iraq or by any person that purchased such crude oil from the Kurdistan Regional Government of Iraq.</text></section> 
<section id="H2E0ED6771FE84C50A522836017C460BF" section-type="subsequent-section"><enum>2.</enum><header>Authority to provide defense articles and defense services to the Kurdistan Regional Government of Iraq</header>
<subsection id="H945CBADA8E124BA09A2A94E77503FD0A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding section 3 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2753">22 U.S.C. 2753</external-xref>), or any other provision of law, the President is authorized to provide defense articles and defense services directly to the Kurdistan Regional Government of Iraq.</text></subsection>
<subsection id="HB51B0F8C889A41C2A7B3F65A02076583"><enum>(b)</enum><header>Definitions</header><text>In this section, the terms <term>defense articles</term> and <term>defense services</term> have the meanings given such terms in section 47 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2794">22 U.S.C. 2794</external-xref> note). </text> </subsection> </section>
