<official-title>To direct the Secretary of Education to conduct a study to determine the relationship between school start times and adolescent health, well-being, and performance.</official-title>

<section id="H80DDE9DF202743E89A8EB31512BFFF55" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>ZZZ’s to A’s Act</short-title></quote>. </text></section> 
<section id="H53F8F408B95648EAB6B7684E9FC15FF2"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the followings:</text> 
<paragraph id="HC200F9F0C2554CDB85BAEF53C3DC8417"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary of Education has not formally issued policy guidance on school start times.</text></paragraph> 
<paragraph id="HB72B279F4976491A8FD8C1D14A6FFCCF"><enum>(2)</enum><text> Numerous local educational agencies have recently changed or are considering changing school start times in an effort to improve adolescent health, well-being, and performance.</text></paragraph></section> 
<section id="H9BD85582D964408A87C9EBE7F449CFD7"><enum>3.</enum><header>Study and report</header><text display-inline="no-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary of Education shall—</text> 
<paragraph id="HFA7805BCA872438FABCE39ACD9739783"><enum>(1)</enum><text>conduct a study, directly or through awarding a grant or contract, to examine the relationship between school start times and adolescent health, well-being, and performance that—</text> 
<subparagraph id="H1658AF830BC24616822007BBB28759F2"><enum>(A)</enum><text display-inline="yes-display-inline">provides a comprehensive review of the scientific evidence relating to school start times and adolescent health, well-being, and performance; </text></subparagraph> 
<subparagraph id="H037C3177A0944BD9B98BACF673EF986B"><enum>(B)</enum><text display-inline="yes-display-inline">compares adolescent health, well-being, and performance among local educational agencies with different school start times; and </text></subparagraph> 
<subparagraph id="H1435C60C734545B491D94F7D3091DBFA"><enum>(C)</enum><text>evaluates factors that contribute to or affect school start times; and</text></subparagraph></paragraph> 
<paragraph id="HBFD0C5CC2B5246978350EAD7A1C93CB7"><enum>(2)</enum><text>submit to Congress a report that describes—</text> 
<subparagraph id="H99715B5AAF4A4F67A918B2B3E5D63A48"><enum>(A)</enum><text>the findings of the study; and </text></subparagraph> 
<subparagraph id="H717287FAB77E4D6289F6CEFDB872D8C2"><enum>(B)</enum><text>any recommendations of the Secretary based on such findings.</text></subparagraph></paragraph></section> 
<section id="H97EC6A699E334EDCA9527CC3A31A8333"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HB30F4B44470F415F9B9612BFE21EC25C"><enum>(1)</enum><header>Local educational agency</header><text display-inline="yes-display-inline">The term <quote>local educational agency</quote> has the meaning given the term in section 9101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph> 
<paragraph id="H99E3E33582844A8CA87323E2E3EA35EB"><enum>(2)</enum><header>Performance</header><text>The term <quote>performance</quote> means a measurement of how well an individual achieves a desired task, and which may include academic performance and cognitive performance.</text></paragraph> 
<paragraph id="HE66528F1D02B46239045D403FAD0E2F8"><enum>(3)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Education. </text> </paragraph></section>
