		<official-title>To promote transparent, collaborative, and cost-effective national ambient air quality standards
			 for ozone under the Clean Air Act and for other purposes.</official-title>

		<section id="H86D860114D724DB4A3EA975A86AB3BDF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clear the Air with Congress Act of 2014</short-title></quote>.</text>
		</section><section id="H7F667417DB064777A5902B86B970044E"><enum>2.</enum><header>National ambient air quality standards for ozone</header>
			<subsection id="HA0A9A8BDDAE74898AEA6F4CD4D8D0CBE"><enum>(a)</enum><header>Report to Congress prior To proposing new standard</header><text>Not less than 180 days before issuance of any rule proposing a new or revised national primary or
			 secondary ambient air quality standard for ozone under section 109 of the
			 Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7409">42 U.S.C. 7409</external-xref>), the Administrator of the Environmental
			 Protection Agency shall submit to Congress and make publically available a
			 report that contains each of the following:</text>
				<paragraph id="H2A4758A0EEA74C539CDF25D031CFF3AA"><enum>(1)</enum><text>The standard (in parts per million) to be proposed.</text>
				</paragraph><paragraph commented="no" id="H72A99CDF321C4689998DEFC27833D02A"><enum>(2)</enum><text display-inline="yes-display-inline">All scientific and technical data relied upon to support the proposed standard in a manner that is
			 sufficient for independent analysis and substantial reproduction of
			 results.</text>
				</paragraph><paragraph id="H59E0DA9DFAC548A181E331B097DD2AA4"><enum>(3)</enum><text display-inline="yes-display-inline">A description of all technologies and strategies that may be utilized to achieve the standard and
			 the direct and indirect costs of such technologies and strategies.</text>
				</paragraph><paragraph id="HFE9306F1FC2D4D22AE3740CAFB75FBD7"><enum>(4)</enum><text>An economic impact analysis that estimates the total costs of the standard, including—</text>
					<subparagraph id="H9FA1AB5209B146DDBBE9092E5577BA2B"><enum>(A)</enum><text>the impact to gross domestic product and employment by State;</text>
					</subparagraph><subparagraph id="H196B0E0C8CA24F0C84892AD89E2E0580"><enum>(B)</enum><text display-inline="yes-display-inline">the cost of wholesale and retail electricity by State; and</text>
					</subparagraph><subparagraph id="H8A911A9350D346FCA12AC12C6DDEA11F"><enum>(C)</enum><text>total compliance costs by State.</text>
					</subparagraph></paragraph><paragraph id="HA9857DA569D54819B7CE711F5B662750"><enum>(5)</enum><text display-inline="yes-display-inline">A list of each area of the United States, including each county, that would be in nonattainment
			 under the standard.</text>
				</paragraph><paragraph id="HA9C3C22DD67044A8B649FAB08D097E13"><enum>(6)</enum><text display-inline="yes-display-inline">An identification of the level of ground level ozone in each county of the United States that is
			 naturally occurring or produced outside of the United States.</text>
				</paragraph></subsection><subsection id="HF08D0DB43472431AAAFE054BF0DF75CE"><enum>(b)</enum><header>Consideration of economic and technological feasibility</header><text display-inline="yes-display-inline">In establishing a national primary or secondary ambient air quality standard for ozone under
			 section 109 of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7409">42 U.S.C. 7409</external-xref>), the Administrator of
			 the Environmental Protection Agency shall take into consideration the cost
			 and economic and technological feasibility of attaining such standard.</text>
			</subsection><subsection id="H37057BADB9CB4E4E88EDBA6DAF18D7AB"><enum>(c)</enum><header>Approval by law of national ambient air quality standards for ozone</header><text>A national primary or secondary ambient air quality standard for ozone under section 109 of the
			 Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7409">42 U.S.C. 7409</external-xref>) shall not take effect unless a Federal
			 statute is enacted approving such standard.</text>
