			 Manufacturing Extension Partnership Program.</official-title>

		<section id="H8A11E6398DE647E8BDC900D1C7079DBF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bridge to Manufacturing Jobs Act</short-title></quote>.</text>
		</section><section id="HDF4514D82748432686FFF4F6B04EB7CC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress makes the following findings:</text>
			<paragraph id="HBB86F31421A24B82BED36EC0D00C6785"><enum>(1)</enum><text>In 2012, Deloitte found that the United States has 600,000 unfilled manufacturing jobs in the
			 United States.</text>
			</paragraph><paragraph id="HE86D3FF46316433BAD0778708F524619"><enum>(2)</enum><text>According to the Georgetown University Center on Education and the Workforce, the United States is
			 likely to experience a shortage of about 5,000,000 workers with technical
			 certificates and credentials.</text>
			</paragraph><paragraph id="HB213BCF7FA974AE8B532299A0B809CF6"><enum>(3)</enum><text>According to the Bureau of Labor Statistics, apprenticeship occupations are projected to grow more
			 than 20 percent from 2012 to 2022.</text>
			</paragraph><paragraph id="H3BBF97A9CBAC48379FFDEA735AEE604A"><enum>(4)</enum><text>The Department of Labor found that workers who completed an apprenticeship earn an average starting
			 salary of $50,000.</text>
			</paragraph><paragraph id="HE1E249276F4C430F944F9649F0223E3F"><enum>(5)</enum><text>Employers who support apprenticeship programs gain skilled workers, build a pipeline of employees,
			 and reduce staff turnover.</text>
			</paragraph><paragraph id="HDF0EB49A67BB482192107754F4281EEC"><enum>(6)</enum><text>Other countries, including Germany and the United Kingdom, have successfully implemented
			 apprenticeship programs. For example, Germany, even with less than
			 one-third of the United States population, has almost 2,000,000
			 apprentices with almost 500,000 sponsoring companies.</text>
			</paragraph><paragraph id="H1B8590F606644311BFD558842F548932"><enum>(7)</enum><text>The Federal Government can play an important role in facilitating the development of apprenticeship
			 and internship programs at manufacturing companies, in particular through
			 the Manufacturing Extension Program.</text>
			</paragraph></section><section id="HB0E1D88CD9E745C4B417E793C21A7844"><enum>3.</enum><header>Competitive grants to facilitate apprenticeship programs</header>
			<text display-inline="no-display-inline">Section 25(f) of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278k">15 U.S.C. 278k(f)</external-xref>) is
			 amended—</text>
			<paragraph id="HD7511F0F458D4ABC926B822ACA69EE2D"><enum>(1)</enum><text>in paragraph (3)—</text>
				<subparagraph id="H93D4FD0BCB12480FAFD60E6981A3B342"><enum>(A)</enum><text>by striking <quote>and</quote> at the end of subparagraph (B);</text>
				</subparagraph><subparagraph id="HAAE7EB8946224DD78423C56DC8B8FDF1"><enum>(B)</enum><text>by redesignating subparagraph (C) as subparagraph (D); and</text>
				</subparagraph><subparagraph id="HA624D419628147429F28A9DB9CB03CB3"><enum>(C)</enum><text>by inserting after subparagraph (B) the following:</text>
					<quoted-block id="HEA89E61827F14C67BF25480D45F0155C" style="OLC">
						<subparagraph id="H610D5F60C0884F30B455297886150238"><enum>(C)</enum><text>may be related to projects designed to facilitate the development and implementation of
			 apprenticeship programs, internship programs, or student work-based
			 learning programs to help serve the workforce needs of consortia of
			 manufacturing companies; and</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H8713B69DCA2F44B894A348BD8A26A5C6"><enum>(2)</enum><text>by amending paragraph (5)(A)(i) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HCBC365260D5646A08C5EC22EAF52BE01" style="OLC">
					<clause id="HF659DE4102E247699B0519B5EB416BA5"><enum>(i)</enum><text display-inline="yes-display-inline">create jobs and recruit and train a diverse manufacturing workforce, including through outreach to
			 women and minorities;</text></clause><after-quoted-block>.</after-quoted-block></quoted-block>
