		<official-title>To amend the Federal Election Campaign Act of 1971 to provide for a limitation on the time for the
			 use of contributions or donations, and for other purposes.</official-title>

		<section id="H9E1D62B71E844FE2BADF40303EFC1867" section-type="section-one"><enum>1.</enum><header>Timeframe for and prioritization of disposal of contributions or donations</header><text display-inline="no-display-inline">Section 313 of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30114">52 U.S.C. 30114</external-xref>) is amended—</text>
			<paragraph id="HFD18F30546DE4317884B9574E61E7ACB"><enum>(1)</enum><text>by redesignating subsection (c) as subsection (d); and</text>
			</paragraph><paragraph id="H3289BFC02C324F4B942F98A8210B284B"><enum>(2)</enum><text>by inserting after subsection (b) the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H6A80DDF92A074BE2ABDD0AC9355C21DA" style="OLC">
					<subsection id="HA4A525BCA9A74C0EBB76886E27BF842D"><enum>(c)</enum><header>Disposal</header>
						<paragraph id="H1FC12659BA1E41A99B794270ACC624C1"><enum>(1)</enum><header>Timeframe</header><text display-inline="yes-display-inline">Contributions or donations described in subsection (a) may only be used, in the case of an
			 individual who is not a candidate with respect to an election for any
			 Federal office for a 6-year period beginning on the day after the date of
			 the most recent such election in which the individual was a candidate for
			 any such office, during such 6-year period.</text>
						</paragraph><paragraph id="HC94D48B76DEC487591CD78257B88F9B1"><enum>(2)</enum><header>Prioritization</header><text>Beginning on the date the 6-year period described in paragraph (1) ends, contributions or donations
			 that remain available to an individual described in such paragraph shall
			 be disposed of, not later than 30 days after such date, as follows:</text>
							<subparagraph id="H60E1F8BC0CDC438AB6BC2FF49AC3FC91"><enum>(A)</enum><text display-inline="yes-display-inline">First, to pay any debts or obligations owed in connection with the campaign for election for
			 Federal office of the individual.</text>
							</subparagraph><subparagraph id="H0CC6E1F570A24AB492B7D3EA26076691"><enum>(B)</enum><text display-inline="yes-display-inline">Second, to the extent such contribution or donations remain available after the application of
			 subparagraph (A), to return such contributions or donations to the
			 individuals, entities, or both, who made such contributions or donations.</text>
							</subparagraph><subparagraph id="HAF1554BD2EE7458DA14D69D840D77C44"><enum>(C)</enum><text display-inline="yes-display-inline">Third, to the extent such contributions or donations remain available after the application of
			 subparagraphs (A) and (B), to make contributions to an organization
			 described in <external-xref legal-doc="usc" parsable-cite="usc/26/170">section 170(c)</external-xref> of the Internal Revenue Code of 1986.</text>
							</subparagraph><subparagraph id="HE86CB4A9FFA54472B0DB6005EFEF6703"><enum>(D)</enum><text display-inline="yes-display-inline">Fourth, to the extent such contributions or donations remain available after the application of
			 subparagraphs (A), (B), and (C), to make transfers to a national, State,
			 or local committee of a political party.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H9426FDF0939243FFAC54CDEE066B034D"><enum>2.</enum><header>1-year transition period for certain individuals</header>
			<subsection id="H66929E8FDF4B462395EC517F4E5E282C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of an individual described in subsection (b), any contributions or donations remaining
			 available to the individual shall be disposed of—</text>
				<paragraph id="H2E0FAD3352514489BAFA279D5D971EB3"><enum>(1)</enum><text>not later than one year after the date of the enactment of this Act; and</text>
				</paragraph><paragraph id="H9080D1F57F7B4A85A77C77E8E26BC0EC"><enum>(2)</enum><text>in accordance with the prioritization specified in subparagraphs (A) through (D) of subsection
			 (c)(2) of section 313 of the Federal Election Campaign Act of 1971 (52
			 U.S.C. 30114), as amended by section 1.</text>
				</paragraph></subsection><subsection id="HDF3300B6FB544A02B852EE5A625E5574"><enum>(b)</enum><header>Individuals described</header><text display-inline="yes-display-inline">An individual described in this subsection is an individual who, as of the date of the enactment of
			 this Act—</text>
				<paragraph id="HA4C2A180883842E092587F14E01B388C"><enum>(1)</enum><text>is not a candidate with respect to an election for any Federal office for a period of not less than
			 6 years beginning on the day after the date of the most recent such
			 election in which the individual was a candidate for any such office; and</text>
				</paragraph><paragraph id="HF6B25A53DE3F420B96887B8F16E31B2F"><enum>(2)</enum><text>would be in violation of subsection (c) of section 313 of the Federal Election Campaign Act of 1971
			 (<external-xref legal-doc="usc" parsable-cite="usc/52/30114">52 U.S.C. 30114</external-xref>), as amended by section 1.</text>
