<official-title>To provide for recipients of community development block grant funds to return such funds to the Treasury of the United States without prejudice, and for other purposes.</official-title>

<section id="HF6F337660E09497AA051B4153E009682" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CDBG Grant Return Act of 2014</short-title></quote>.</text> </section>
<section id="HA99A37214DFD49A988258585DBDAA77B"><enum>2.</enum><header>Return of unused grant funds</header><text display-inline="no-display-inline">Section 106 of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5306">42 U.S.C. 5306</external-xref>) is amended by adding at the end the following new subsection:</text>

<subsection id="H91F7E37F1232427DBFDC1E2D5E1D7CB7"><enum>(g)</enum><header>Return of unused grant funds</header> 
<paragraph id="H4F02A2716D1548B0A65639F43D9AA53D"><enum>(1)</enum><header>Authority</header><text display-inline="yes-display-inline">Any metropolitan city, urban county, unit of general local government, Indian tribe, or insular area that directly or indirectly receives amounts pursuant to this section may, at the sole discretion of such entity, return to the Treasury any or all of such amounts, subject to paragraph (2).</text> </paragraph>
<paragraph id="H6CCB41D3C7B84E77AAF86567434831DC"><enum>(2)</enum><header>Retention and use of 10 percent of return amount</header><text display-inline="yes-display-inline">In returning any amounts pursuant to this subsection, a metropolitan city, urban county, unit of general local government, Indian tribe, or insular area, such city, county unit, tribe, or insular area may retain and use for any purpose, at the discretion of such city, county unit, tribe, or insular area and notwithstanding any other provision of this title, an amount not exceeding <fraction>1/10</fraction> of the total of such amounts otherwise to be returned.</text> </paragraph>
<paragraph id="HF78D736EB92D4A6EB05658C888600D3A"><enum>(3)</enum><header>Treatment of future grant amounts</header><text>Any return of amounts pursuant to this subsection shall not in any manner affect the future eligibility of such entity for grant funds under this title or the amount of such grant funds provided.</text> </paragraph>
<paragraph id="HB63766DBB4F745D0A11682AA221632CF"><enum>(4)</enum><header>Treatment of returned amounts</header><text>Any amounts returned to the Treasury pursuant to this subsection shall be covered into the general fund and shall not be reallocated, redistributed, or otherwise made available under this title.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section>
