<section id="HF9B7F57833AA460A89687CB84E5C4E93" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Domestic Nuclear Security Act of 2014</short-title></quote>.</text> </section> 
<section id="HB7D54C5EE3E5495C8365323212331C1F"><enum>2.</enum><header>Domestic Nuclear Detection Office</header> 
<subsection id="H9DEB145EE34A4CF49D1F537C997BCF14"><enum>(a)</enum><header>In general</header><text>Title XIX of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/591">6 U.S.C. 591 et seq.</external-xref>) is amended by adding at the end the following new sections:</text> 
<quoted-block display-inline="no-display-inline" id="H71E26F41389F4086A85D366820B47397" style="OLC"> 
<section id="H5B8F117B19084F898857BA2C1818B2D3"><enum>1908.</enum><header>Domestic implementation of the global nuclear detection architecture</header><text display-inline="no-display-inline">In carrying out the mission of the Office under subparagraph (A) of section 1902(a)(4), the Director for Domestic Nuclear Detection shall provide support for planning, organization, equipment, training, exercises, and operational assessments to Federal, State, local, territorial, and tribal entities to assist in implementing radiological and nuclear detection capabilities in the event of a radiological or nuclear act of terror or other attack. Such capabilities shall be integrated into the enhanced global nuclear detection architecture referred to in such section 1902(a)(4), and shall inform and be guided by architecture studies, technology needs, and research activities of the Office.</text> </section> 
<section id="H094E5A1D21044CDB95E1425BB0E4E5FC"><enum>1909.</enum><header>Securing the Cities program</header> 
<subsection id="HCB9512A1F8EB42DA989E8C9033C08970"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Director for Domestic Nuclear Detection shall establish the <quote>Securing the Cities</quote> (<quote>STC</quote>) program to enhance, through Federal, State, local, tribal, and private entities, the ability of the United States to detect and prevent a radiological or nuclear act of terror or other attack in high-risk urban areas.</text> </subsection> 
<subsection id="H9D8347A0E7994C6D91810289DA1257C6"><enum>(b)</enum><header>Designation of jurisdictions</header><text>In designating jurisdiction under subsection (a), the Director for Domestic Nuclear Detection shall consider jurisdictions designated by the Secretary as high-risk urban areas under section 2003, and other cities and regions as appropriate, for the selection of new STC locations.</text> </subsection> 
<subsection id="H4014B130C21B4739AF3E206CEA7BFCF1"><enum>(c)</enum><header>Congressional notification</header><text>The Director for Domestic Nuclear Detection shall notify the Committee on Homeland Security and the Committee on Appropriations of the House of Representatives and the Committee on Homeland Security and Governmental Affairs and the Committee on Appropriations of the Senate not later than 30 days after any additions or changes to the jurisdictions participating in the STC program under this section.</text> </subsection> 
<subsection id="H744CF67C04534FFDBCD2F11200A5D9A3"><enum>(d)</enum><header>GAO report</header><text>Not later than one year after the date of the enactment of this section, the Comptroller General of the United States shall submit to the congressional committees specified in subsection (c) an assessment, including an evaluation of the effectiveness, of the STC program.</text> </subsection></section> 
<section id="H03592A9421F74AFCBCE6A62E018B1C4A"><enum>1910.</enum><header>Procurement reform</header><text display-inline="no-display-inline">In the event of an acquisition of a new system for a component of the Department of Homeland Security or any other Department-related or -associated end-user, the head of such component shall complete and sign a Mission Need Statement and Operational Requirements Document, in accordance with relevant Department Acquisition Management Directives.</text></section>
<section id="H64858F535F5E4811A1371787CE8E5A17"><enum>1911.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to carry out this title $291,000,000 for each of fiscal years 2015 and 2016.</text></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="H2B5431A92B274B3C88669F4174370D06"><enum>(b)</enum><header>Clerical amendments</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by striking the item relating to section 1907 and inserting the following new items:</text>

<subsection id="HB451730F646040D7B33BD21C2532114D"><enum>(c)</enum><header>Effective date</header><text>This Act shall take effect on the date that is 30 days after the date of the enactment of this Act.</text> </subsection></section> 
<section id="HF4140438B32145449730E0AED38611AB"><enum>3.</enum><header>Reporting requirements</header><text display-inline="no-display-inline">The Homeland Security Act of 2002 is amended—</text> 
<paragraph id="H296D5D208F67498F811CE95E3944F02A"><enum>(1)</enum><text>in section 1906 (<external-xref legal-doc="usc" parsable-cite="usc/6/596">6 U.S.C. 596</external-xref>), in the matter preceding paragraph (1), by striking <quote>paragraphs (6) and (7) of</quote>; and</text></paragraph> 
<paragraph id="H9E684DF758D240E5969E1FFB8FD2B02B"><enum>(2)</enum><text>in section 1907 (<external-xref legal-doc="usc" parsable-cite="usc/6/596a">6 U.S.C. 596a</external-xref>)—</text> 
<subparagraph id="H1BE87C6237EB4FAFA2317844E89C08EA"><enum>(A)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">annual</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">biennial</header-in-text></quote>;</text></subparagraph> 
<subparagraph id="HF74410B88E954F7496014B16A8219E25"><enum>(B)</enum><text>in subsection (a)—</text>
