			</subsection></section><section display-inline="no-display-inline" id="H81E6716F40B94C299E88F1F92BB58415" section-type="subsequent-section"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H79DD0BF087D14BCF8BB9AFD7BAC180DC"><enum>(1)</enum><text display-inline="yes-display-inline">Dramatic economic, demographic, and land use changes have created pockets of arable land suitable
			 for agricultural production in and around urban areas of the United
			 States.</text>
			</paragraph><paragraph id="H57D5AFD903C64CCAB377525F043F5BAB"><enum>(2)</enum><text display-inline="yes-display-inline">Advances in agricultural practices make production possible in and around urban areas that were
			 previously cordoned off from agricultural production.</text>
			</paragraph><paragraph id="H18F199B6DC89456F9DB4151AF20CB87D"><enum>(3)</enum><text display-inline="yes-display-inline">There is a disconnect between daily urban life and food production that urban agriculture can help
			 address.</text>
			</paragraph><paragraph id="HB3A379DA76AF44E5BF385DA412685ABA"><enum>(4)</enum><text display-inline="yes-display-inline">According to the Economic Research Service of the Department of Agriculture, direct sales of
			 agricultural products have grown to $1,200,000,000 with 89 percent of all
			 sales coming from farms in urban metropolitan and adjacent areas.</text>
			</paragraph><paragraph id="HF56500FCC8464AFFAE9C0FDE3CA27B85"><enum>(5)</enum><text>It is imperative to ensure that urban agricultural production remains a viable option to help meet
			 the food production needs of the future.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HD29BFFA4C7E74A36B29758FAC101AFCE"><enum>3.</enum><header>Urban agriculture outreach program</header>
			<subsection id="HB28E45C3617E428E83DEE5C0C082B240"><enum>(a)</enum><header>Grants authorized</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall establish an urban agriculture outreach program under which the
			 Secretary shall award grants to eligible entities to support outreach
			 activities for any of the following:</text>
				<paragraph id="H7F4E5C7E249A4364A74F092116C75876"><enum>(1)</enum><text display-inline="yes-display-inline">Infrastructure, including distribution systems to support new or expanded agricultural production
			 in and around urban areas (as defined in section 226B(a) of the Department
			 of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6934">7 U.S.C. 6934(a)</external-xref>)).</text>
				</paragraph><paragraph id="HA01911F7C96144918B059D119AB74C63"><enum>(2)</enum><text display-inline="yes-display-inline">Land acquisition and land conversion to support new or expanded agricultural production in and
			 around urban areas, including in and around brownfields and other
			 underutilized tracts of land.</text>
				</paragraph><paragraph id="HB9B01861394948B6AAF46FA524E1201A"><enum>(3)</enum><text display-inline="yes-display-inline">Education and training to enhance agricultural production in and around urban areas.</text>
				</paragraph><paragraph id="H241FD68FAD9C4426B7DF13B0A7695413"><enum>(4)</enum><text>Providing assistance to farmers or ranchers in urban areas with respect to the aggregation of the
			 farmer’s or rancher’s products and supplies for purposes of transportation
			 to market.</text>
				</paragraph><paragraph id="HF35B17EF8FE043C7AC9E0F6EB8B5EAD0"><enum>(5)</enum><text display-inline="yes-display-inline">Other activities that support urban agricultural production as determined by the Secretary.</text>
				</paragraph></subsection><subsection id="H4A26A1DD66404B989301F60EB61F2D30"><enum>(b)</enum><header>Term of grant</header>
				<paragraph id="H998917265F45473A9A164DA357539EAE"><enum>(1)</enum><header>In general</header><text>The term of a grant awarded under this section shall be not less than one year.</text>
				</paragraph><paragraph id="H69A425E2D4354084AC23920EC138E3A1"><enum>(2)</enum><header>Renewals</header><text display-inline="yes-display-inline">A grant awarded under this section may be renewed at the discretion of the Secretary.</text>
				</paragraph></subsection><subsection id="HCB00953B32C243909A4AA974F007261A"><enum>(c)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give a preference to eligible entities
			 seeking a grant for outreach activities to be carried out in historically
			 underserved communities (as defined by the Secretary).</text>
			</subsection><subsection id="H883551BB0D8C4367BF82B93E7EBCA043"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H8CEF48D282624C14B0FB0F84628F6C81"><enum>(1)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text>
					<subparagraph id="H486D2B7A35764818B0B00CE09E358B32"><enum>(A)</enum><text>a community organization;</text>
					</subparagraph><subparagraph id="HC95FEFFA4D0F4F6D98097DFE6CFBE6B3"><enum>(B)</enum><text>a nonprofit organization;</text>
					</subparagraph><subparagraph id="H75E8AF439A564DF894625E71AF8F4E0D"><enum>(C)</enum><text>a municipality;</text>
					</subparagraph><subparagraph id="HCDD5EE74DE764A3FB159816ADBDB2EA2"><enum>(D)</enum><text display-inline="yes-display-inline">a local educational agency (as defined in section 9101 of the Elementary and Secondary Education
			 Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>));</text>
					</subparagraph><subparagraph id="HBDA9C828C7ED47BD9FE9A73B7307894D"><enum>(E)</enum><text display-inline="yes-display-inline">an institution of higher education (as defined in section 9101 of the Elementary and Secondary
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)); or</text>
					</subparagraph><subparagraph id="H0D03A85A9C624BFC873D4229FEF253BA"><enum>(F)</enum><text>any other entity as determined by the Secretary of Agriculture.</text>
					</subparagraph></paragraph></subsection><subsection id="H62D713705D17450DB8629A3130504063"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section $50,000,000 for fiscal year 2015
			 and each fiscal year thereafter.</text>
			</subsection></section><section id="HAD809EF602774131B2E0FCDB4592554E" section-type="subsequent-section"><enum>4.</enum><header>Covering urban farmers and ranchers under Office of Advocacy and Outreach</header><text display-inline="no-display-inline">Section 226B of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6934">7 U.S.C. 6934</external-xref>) is
			 amended—</text>
			<paragraph id="HFD56103919DB44ABBD4252909871DC4A"><enum>(1)</enum><text>in subsection (a), by adding at the end the following new paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H9C6B35BF60064F478CA299F2349A31F8" style="OLC">
					<paragraph id="HD8AE2933427A4820823D8D289374A245"><enum>(4)</enum><header>Urban area</header><text display-inline="yes-display-inline">The term <term>urban area</term> means an area within a Metropolitan Statistical Area (as defined by the Office of Management and
			 Budget).</text>
					</paragraph><paragraph id="HFD81FD6645F644CA81ED3E0F2E2A21E8"><enum>(5)</enum><header>Urban farmer or rancher</header><text display-inline="yes-display-inline">The term <term>urban farmer or rancher</term> means a farmer or rancher who owns or operates a farm or ranch in an urban area.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HAD68A6F62EC04ED3B34189BF8FF30BF4"><enum>(2)</enum><text>in subsection (b)(1)—</text>
				<subparagraph id="H698FA091D50E4CE8ABF8C1E8A93E7143"><enum>(A)</enum><text>by redesignating clauses (ii) and (iii) as clauses (iii) and (iv), respectively; and</text>
				</subparagraph><subparagraph id="H06D18564D3574C688A0EAB335D9F721C"><enum>(B)</enum><text>by inserting after clause (i) the following new clause:</text>
					<quoted-block display-inline="no-display-inline" id="H9FD6D32FB70740C089695A583055F79C" style="OLC">
						<clause id="HC6B46BD38A6D49BC90380E06CA845B77"><enum>(ii)</enum><text display-inline="yes-display-inline">urban farmers or ranchers;</text></clause><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="HD99CF600089242919F77969CDBBB38C8"><enum>(3)</enum><text>in subsection (c)—</text>
				<subparagraph id="H033EC6DCAF98408FAC4A0635A28AD0B9"><enum>(A)</enum><text>in the matter preceding paragraph (1), by striking <quote>and socially disadvantaged farmers or ranchers</quote> and inserting <quote>socially disadvantaged farmers or ranchers, and urban farmers or ranchers</quote>;</text>
				</subparagraph><subparagraph id="HAA1DAA4FEF084312B308249297BC2FC6"><enum>(B)</enum><text>in paragraph (1), by striking <quote>or socially disadvantaged</quote> and inserting <quote>socially disadvantaged, or urban</quote>;</text>
				</subparagraph><subparagraph id="H82F526F2846F403B811A88A4F0B223C4"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (5), by striking <quote>and socially disadvantaged farmers or ranchers</quote> and inserting <quote>socially disadvantaged farmers or ranchers, and urban farmers or ranchers</quote>; and</text>
				</subparagraph><subparagraph id="HCAC1BC68607E454A97C8B8AFED39147D"><enum>(D)</enum><text>in paragraph (6), by inserting <quote>directly</quote> after <quote>programs</quote>;</text>
				</subparagraph></paragraph><paragraph id="HB4AE6445D701419B820C10940F50442E"><enum>(4)</enum><text>by redesignating subsection (f) as subsection (g); and</text>
			</paragraph><paragraph id="H41C08E5EC180419584D98CA501A951FC"><enum>(5)</enum><text>by inserting after subsection (e) the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HE49C1F15BDB5474F995D35A36F766D52" style="OLC">
					<subsection id="H417DFBE53BEC4048AA05DE4587E2F50E"><enum>(f)</enum><header>Urban Farmers and Ranchers Group</header>
						<paragraph id="H6094FD8D099A426AB47B66E26FBD0A24"><enum>(1)</enum><header>Establishment</header><text>The Secretary shall establish within the Office the Urban Farmers and Ranchers Group.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8B47D2A1161A49DB94F690406B79DFCA"><enum>(2)</enum><header>Membership</header>
							<subparagraph commented="no" id="HFA5713AD5E4A4D73811AD2F6F3570AAB"><enum>(A)</enum><header>In general</header><text>The Urban Farmers and Ranchers Group shall be composed of—</text>
								<clause commented="no" id="HD3F606E5BE0D4E7EA6C554DCC0E0A0FA"><enum>(i)</enum><text>seven employees of the Department of Agriculture, each of whom shall represent a distinct mission
			 area of the Department; and</text>
								</clause><clause commented="no" id="HA0373FE12CF94C57805261E7C6631546"><enum>(ii)</enum><text>such other officers or employees of the United States as the Secretary determines are necessary.</text>
								</clause></subparagraph><subparagraph commented="no" id="H79452138ADED456FB4942FA60AB30A95"><enum>(B)</enum><header>Pay</header><text>Officers and employees of the United States shall not receive additional compensation for service
			 as a member of the Group.</text>
							</subparagraph></paragraph><paragraph id="H21BE506B790341419A376C09F28C0D58"><enum>(3)</enum><header>Duties</header><text display-inline="yes-display-inline">The Urban Farmers and Ranchers Group shall—</text>
							<subparagraph id="H490D203662E240D2A488E9211FFDBA36"><enum>(A)</enum><text>carry out and administer the urban agriculture outreach program established under section 3 of the
			 Urban Agriculture Production Act;</text>
							</subparagraph><subparagraph id="H1CE734150A7F440F9EB19213C8710775"><enum>(B)</enum><text>establish and administer an information clearinghouse on agricultural activities in urban areas,
			 including best practices;</text>
							</subparagraph><subparagraph id="HDC5C274E57C743CA8BF4E8B6314A08FA"><enum>(C)</enum><text>consult with public and private groups, including research institutions, on how to enhance
			 agricultural production in urban areas; and</text>
							</subparagraph><subparagraph id="H2ABC019783FD438CAE227E03C00D84A6"><enum>(D)</enum><text>provide technical assistance to urban farmers and ranchers to assist such farmers and ranchers
			 (including urban gardeners)—</text>
								<clause id="H3A016D4CB14448B3B55C97C32D1CD6AA"><enum>(i)</enum><text display-inline="yes-display-inline">in identifying appropriate land, space, or buildings for lease or purchase;</text>
								</clause><clause id="H6E16D21C64BB4B31A9381B8AA4F28E62"><enum>(ii)</enum><text display-inline="yes-display-inline">in preparing loan applications, identifying appropriate funding sources, and by connecting such
			 farmers and ranchers with loan officers and other appropriate personnel;</text>
								</clause><clause id="H40EF00294FBC480EAA4E7D0ADE4B565E"><enum>(iii)</enum><text display-inline="yes-display-inline">in connecting to the network of farmers’ markets throughout the United States;</text>
								</clause><clause id="H8791A07500FE41089B84666636A5A668"><enum>(iv)</enum><text>in diversifying the marketing plans of the farmers’ or ranchers’ products by encouraging the
			 formation of community-supported agriculture groups and direct wholesale
			 opportunities;</text>
								</clause><clause id="H1DF06ACE1A5B44D889362DDAC4702904"><enum>(v)</enum><text display-inline="yes-display-inline">by providing for business development and management activities, including professional development
			 activities;</text>
								</clause><clause id="H28875E0015654ED18D44212E984C5313"><enum>(vi)</enum><text>with understanding and navigating municipal laws, regulations, ordinances, and policies with
			 respect to obtaining permits, zoning, and water access;</text>
								</clause><clause id="HB237E075B32B40E09579E788D1009326"><enum>(vii)</enum><text display-inline="yes-display-inline">with registering the farming business of such farmers or ranchers, satisfying any legal
			 requirements applicable to such registration (including obtaining licenses
			 and registrations), and organizing an appropriate business structure; and</text>
								</clause><clause id="H93DAD4D56DF94AED89E7AA32A5A6ED03"><enum>(viii)</enum><text display-inline="yes-display-inline">in establishing relationships with a wide range of field partners and in finding resources to
			 assist such farmers or ranchers achieve efficient and viable production.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H160EC2E296A1477B922F650E016E7333"><enum>5.</enum><header>Urban agriculture research initiative</header>
			<subsection id="HA20EB4E5E74B4E4FB038E9A4668E0369"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall award grants, on a competitive basis, for scientific research on
			 promoting and enhancing agricultural production in urban areas (as defined
			 in section 226B(a) of the Department of Agriculture Reorganization Act of
			 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6934">7 U.S.C. 6934(a)</external-xref>)), including, with respect to improving production
			 efficiency, production, and profitability—</text>
				<paragraph id="H1E2BE615AB6E4904BDC8902B8A538DD5"><enum>(1)</enum><text>marketing new innovations and technologies;</text>
				</paragraph><paragraph id="H7801339C938248879D0F5B649E955C4C"><enum>(2)</enum><text>methods to protect crops and agricultural products from pests and disease;</text>
				</paragraph><paragraph id="HAF2D2E0E2641436C9105FB5B369E3F8F"><enum>(3)</enum><text>methods to enhance food safety related to production; and</text>
				</paragraph><paragraph id="HF1D329F964E545CCA5DC6508D99030AB"><enum>(4)</enum><text>other research areas the Secretary determines are appropriate.</text>
				</paragraph></subsection><subsection id="H6C232AAE0C0340F09EA27EE41A4C2A90"><enum>(b)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to
			 the Committee on Agriculture of the House of Representatives and the
			 Committee on Agriculture, Nutrition, and Forestry of the Senate, and make
			 publicly available on the Internet site of the Department of Agriculture,
			 a report summarizing the research conducted under subsection (a).</text>
			</subsection><subsection id="HF3C9152AAFEC4967A166059A3D93DDA7"><enum>(c)</enum><header>Funding</header><text>Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out
			 this section $20,000,000 for each of fiscal years 2015 through 2018.</text>
			</subsection></section><section id="HF36D50F406B7481B86EBEF593C3A3F25"><enum>6.</enum><header>Amending agriculture programs</header>
			<subsection id="HBAD8A7F1C57A44C9810CDF12F02EE192"><enum>(a)</enum><header>Expansion of the farmers’ market promotion program</header>
				<paragraph id="HFCAEA6D704F84513B91938FEDDE9F0D7"><enum>(1)</enum><header>Promotion program establishment</header><text display-inline="yes-display-inline">Section 6(a) of the Farmer-to-Consumer Direct Marketing Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/7/3005">7 U.S.C. 3005(a)</external-xref>) is amended—</text>
					<subparagraph id="HF195EF1FA8054905AB8768EBC6286C8D"><enum>(A)</enum><text>by inserting <quote>, loans, or loan guarantees</quote> after <quote>make grants</quote>;</text>
					</subparagraph><subparagraph id="H4EFB7B393B9B475F9D142BC72147BADB"><enum>(B)</enum><text>by inserting <quote>or activities</quote> after <quote>projects</quote>; and</text>
					</subparagraph><subparagraph id="H0AF9CD3180294184B9EFD09357E11D28"><enum>(C)</enum><text display-inline="yes-display-inline">by striking <quote>development of local food business enterprises.</quote> and inserting the following:</text>
						<quoted-block display-inline="yes-display-inline" id="H9401665A99FA4ABFB622B8E910DA0B71" style="OLC"><text>development of local food business enterprises, including—</text><paragraph id="H86E70CEE998047A7BD06B5A275B68830"><enum>(1)</enum><text display-inline="yes-display-inline">projects for the construction of new farmers’ markets;</text>
							</paragraph><paragraph id="H7CC02A1AF21E454785979D243468CF3D"><enum>(2)</enum><text>projects for the improvement or rehabilitation of existing farmers’ markets;</text>
							</paragraph><paragraph id="HA6BFC2CF2929438D9D2A9D8599715CE5"><enum>(3)</enum><text>projects for the acquisition of equipment for farmers’ markets and other infrastructure needs;</text>
							</paragraph><paragraph id="H48AB963B4FAC45EEBF3224BB9FD10B1B"><enum>(4)</enum><text>projects for the purchase, acquisition, and rehabilitation of land or property for use as a
			 farmers' market;</text>
							</paragraph><paragraph id="HA6F5B598B1484B84BF06CC62518A0C36"><enum>(5)</enum><text>activities carried out through agri-tourism initiatives;</text>
							</paragraph><paragraph id="HDC48655952A74A75B7C776DF776F740B"><enum>(6)</enum><text>marketing and advertising activities;</text>
							</paragraph><paragraph id="H95169C29066145879678039866BD87EA"><enum>(7)</enum><text>transportation and delivery activities;</text>
							</paragraph><paragraph id="H90667791BE634B0E939BB60BD57B5DE4"><enum>(8)</enum><text>education and outreach and activities to encourage farmers’ markets participation in Federal and
			 State food and nutrition assistance programs;</text>

								<paragraph id="H401D3D9B7D204E6F8166BD2731932FA9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The interest rate on a loan under this section (other than a loan guarantee under this section)
			 shall be as determined by the Secretary, but not less than such rate as
			 determined by the Secretary of the Treasury taking into consideration the
			 current average market yield on outstanding marketable obligations of the
			 United States with remaining periods to maturity comparable to the
			 maturities of such loan, as determined by the Secretary of the Treasury on
			 the date the loan is made.</text>
								</paragraph><paragraph id="H0A3DFDB1B5AB4BAFB761C793022FF10F"><enum>(2)</enum><header>Duration</header><text display-inline="yes-display-inline">The interest rate for each loan under this section shall remain in effect for the term of the loan.</text>
								</paragraph></subsection><subsection id="H400AB076EDF8466AA4CB0AEE267F38B4"><enum>(f)</enum><header>Application</header><text>An eligible entity seeking a grant, loan, or loan guarantee under this section shall submit to the
			 Secretary an application in such time and in such manner and containing
			 such information as the Secretary may require, including documentation
			 demonstrating the financial need of the entity.</text>
							</subsection><subsection id="H16CC25816F5D4FA6886B0A22448F1C96"><enum>(g)</enum><header>Condition</header><text display-inline="yes-display-inline">As a condition of receiving a grant, loan, or loan guarantee under this section, a recipient of
			 such a grant, loan, or loan guarantee shall certify that the recipient
			 will reserve, for the sale of locally produced food products (as
			 determined by the Secretary) produced by farmers, ranchers, or
			 aquaculture, mariculture, or fisheries operators, or by associations of
			 farmers, ranchers, or those operators, not less than 50 percent of the
			 floor area of a farmers’ market—</text>
								<paragraph id="H80CF5845B8054D3AB680555F095BABC2"><enum>(1)</enum><text>that is operated or facilitated by the recipient; and</text>
								</paragraph><paragraph id="H563E75C11B0B482DB563A8565D43C26B"><enum>(2)</enum><text>with respect to which grant or loan funds will be used.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H5991E8B068EE470292C58DD921135066"><enum>(6)</enum><header>Funding</header><text display-inline="yes-display-inline">Subsection (i) of section 6 of the Farmer-to-Consumer Direct Marketing Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/7/3005">7 U.S.C. 3005</external-xref>)

					</subparagraph><subparagraph id="HA97608298FF84600A1EDAB5C2BCEFBDC"><enum>(C)</enum><text>in paragraph (5)—</text>

				<paragraph id="H2CE70403C7224AB0962FD50BFA25BE6E"><enum>(1)</enum><header>Extension of program</header><text>Section 4402(a) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/3007">7 U.S.C. 3007(a)</external-xref>) is amended
			 to read as follows:</text>

						<subsection id="H1A35134DBF12494F92B3ED7D8D0DE04F"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Agriculture shall use funds available to the Commodity Credit Corporation to carry
			 out and expand a seniors farmers’ market nutrition program in the
			 following amounts:</text>
							<paragraph id="HBA93E77E7A6C43B7821D7719DCFA7B30"><enum>(1)</enum><text>For fiscal year 2015, $25,000,000.</text>
							</paragraph><paragraph id="HEABE94556A7B4A2BAA363383DE2CBDE9"><enum>(2)</enum><text>For fiscal year 2016, $50,000,000.</text>
							</paragraph><paragraph id="H0A2518BE7B4C465BA2F5A93F745C41A3"><enum>(3)</enum><text>For fiscal year 2017, $75,000,000.</text>
							</paragraph><paragraph id="H62187C9966F7449A9642806354A28EF2"><enum>(4)</enum><text>For each of fiscal years 2018 through 2020, $100,000,000.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H55B8DE96DC7341D4A68F4C50B5A77F69"><enum>(2)</enum><header>Purposes</header><text display-inline="yes-display-inline">Section 4402(b)(1) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/3007">7 U.S.C. 3007(b)(1)</external-xref>) is
			 amended—</text>
					<subparagraph id="H0A203E22A93B43E5BD6EFBEAF18A3177"><enum>(A)</enum><text>by striking <quote>unprepared</quote> and inserting <quote>minimally processed</quote>; and</text>

					</subparagraph></paragraph><paragraph id="H94F23B26F34047C1ADD02C9BE5D01CC4"><enum>(3)</enum><header>Administrative costs; unexpended funds</header><text display-inline="yes-display-inline">Section 4402 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/3007">7 U.S.C. 3007</external-xref>) is amended by
			 adding at the end the following:</text>

						<subsection id="H42D6C12EECF047C887254B2C4B6258B3"><enum>(h)</enum><header>Administrative costs</header><text>Not more than 10 percent of the funds made available for a fiscal year under subsection (a) may be
			 used to pay administrative costs incurred in carrying out this section.</text>
						</subsection><subsection id="HD11824F004F24107AA48173926C46307"><enum>(i)</enum><header>Unexpended funds</header><text>To the extent the funds made available under subsection (a) for a fiscal year are not expended in
			 that fiscal year, the Secretary shall use such funds in a subsequent
			 fiscal year for the same purpose.</text>
						</subsection><subsection id="HCF13F06E295248559E3F1F1C3D8F00A2"><enum>(j)</enum><header>Priorities</header><text display-inline="yes-display-inline">In providing funds made available under this section, the Secretary shall give priority to farmers’
			 markets that have an operational seniors farmers’ market program and to
			 seniors farmers’ markets programs in historically underserved communities
			 (as defined by the Secretary).</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H66A68A85664C4C94A3AA33938365B5BF"><enum>(c)</enum><header>Community food projects</header><text>Section 25 of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2034">7 U.S.C. 2034</external-xref>) is amended—</text>

				</paragraph></subsection></section><section id="H0DF484E6E6C24FA7B354426E7620252C"><enum>7.</enum><header>Improving agricultural reporting</header>
			<subsection id="HA29728E3569A450BA9B1E38E0D37736F"><enum>(a)</enum><header>Evaluation of farmers’ markets in census of agriculture</header><text display-inline="yes-display-inline">Section 2(a) of the Census of Agriculture Act of 1997 (<external-xref legal-doc="usc" parsable-cite="usc/7/2204g">7 U.S.C. 2204g(a)</external-xref>) is amended by adding at
			 the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H98BC5B92C6214FD1B2707AFE7B034E17" style="OLC">
					<paragraph id="H3D88B3A66FD74B48BDB2B3029F2989C5"><enum>(3)</enum><header>Inclusion of farmers’ markets</header><text display-inline="yes-display-inline">Effective beginning with the first census of agriculture conducted after the date of the enactment
			 of the <short-title>Urban Agriculture Production Act</short-title>, the Secretary shall include as part of each census of agriculture—</text>
						<subparagraph id="HE2E7EDF3D3CF4D59A88A10372C7384F4"><enum>(A)</enum><text>an evaluation of the state of farmers’ markets in the United States, including information
			 regarding the size, location, operational capacity, and geographic
			 dispersion of farmers’ markets and types of food products sold (both in
			 terms of product diversity and sales locations) through farmers’ markets;
			 and</text>
						</subparagraph><subparagraph id="H603E4E2387684A5A8C6315F982D14550"><enum>(B)</enum><text>an analysis of the economic impact of farmers’ markets, including the success of Federal programs
			 in promoting and supporting farmers’ markets.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H56B7DD94AB144DF995DF04EA5B53E2DF"><enum>(b)</enum><header>Coordinated annual report on farmers’ markets</header><text>Beginning on the date that is 90 days after the date of the enactment of this Act and each year
			 thereafter, the Secretary of Agriculture shall submit to Congress and
			 publish on the Internet site of the Department of Agriculture a report on
			 the status of farmers’ markets in the United States. Such report shall
			 include with respect to farmers’ markets in the United States for each
			 year, the following information:</text>
				<paragraph id="HFB1F2ACDAD3F40CDA9810F65DDF7E293"><enum>(1)</enum><text display-inline="yes-display-inline">The number of farmers’ markets.</text>
				</paragraph><paragraph id="HBAED27D53B894C368F2E2C9B804B1675"><enum>(2)</enum><text>The number of farmers’ markets established during such year except that for the first year a report
			 is submitted under this section, the report shall include the number of
			 farmers’ markets for the five years immediately preceding the first
			 reporting year.</text>
				</paragraph><paragraph id="HD60B2441A2344523A667C39AE998A9C9"><enum>(3)</enum><text>The economic value of an average farmers’ market.</text>
				</paragraph><paragraph id="H0E566F1354B943A1872A19214BF14F71"><enum>(4)</enum><text>The type of governmental assistance provided to farmers’ markets.</text>
				</paragraph><paragraph id="HF2F9343EC785496CAF2243F091736D17"><enum>(5)</enum><text>The products that are typically sold at farmers’ markets.</text>
				</paragraph><paragraph id="HD5DF2BFC2AC74C9DB08556C24F617F6D"><enum>(6)</enum><text>The number of farmers’ markets that accept as a form of payment benefits distributed through—</text>
					<subparagraph id="H05E575170A2D4C4EB7B46EE2815CC6F5"><enum>(A)</enum><text display-inline="yes-display-inline">the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008
			 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>);</text>
					</subparagraph><subparagraph id="HBBEEFCB5CFD34C32ACF75D6C81BFBA5A"><enum>(B)</enum><text>the seniors farmers’ market nutrition program established under section 4402 of the Farm Security
			 and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/3007">7 U.S.C. 3007</external-xref>);</text>
					</subparagraph><subparagraph id="H526044BFE60D4FD2B76658A9CA0E5180"><enum>(C)</enum><text>the special supplemental nutrition program for women, infants, and children established under
			 section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>); and</text>
					</subparagraph><subparagraph id="HA009B97D29E549E3868509B73CBC7E0D"><enum>(D)</enum><text>any other Federal or State nutrition assistance program as determined appropriate by the Secretary.</text>

			 determines is important to promote and enhance the use of farmers’

				</paragraph></subsection><subsection id="H12151FB4C05342DCB4B018417EB6C568"><enum>(c)</enum><header>Report on status of agricultural production in and around urban areas</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act and not later than 90 days after
			 the end of each fiscal year thereafter, the Secretary of Agriculture shall
			 submit a report to Congress (and make such report publicly available
			 electronically) on the status of agricultural production in urban areas
			 (as defined in section 226B(a) of the Department of Agriculture
			 Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6934">7 U.S.C. 6934(a)</external-xref>)). The report shall include—</text>
				<paragraph id="HA399C732E2CD408DA0313B7C4E7A8F00"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to agricultural production in urban areas, information on—</text>
					<subparagraph id="H534BEA9FF3BC4077887733E650D0C93F"><enum>(A)</enum><text>the percentage and economic value of such production;</text>
					</subparagraph><subparagraph id="H0F4AA17105F4412C9C600B9214AADBA7"><enum>(B)</enum><text>the most popular type of agricultural activity in which individuals are engaged in such production;</text>
					</subparagraph><subparagraph id="H6D25155D7A8F4A3A9D830E5411C9BA61"><enum>(C)</enum><text>the most recent best practices for such production;</text>
					</subparagraph><subparagraph id="H84DA387279B941268E93C2263C1EF48E"><enum>(D)</enum><text>the type of agricultural products marketed and sold through such production; and</text>
					</subparagraph><subparagraph id="HBC14D9B1FAEE4C0B9F8A31C14088A1AA"><enum>(E)</enum><text>the progress made toward strengthening local food systems in carrying out such production;</text>
					</subparagraph></paragraph><paragraph id="H74810102BCBC4387BD737D7FD333CAC3"><enum>(2)</enum><text display-inline="yes-display-inline">an analysis of local government regulations, including zoning, that have supported or could support
			 sustainable agricultural production in urban areas; and</text>
				</paragraph><paragraph id="H40F7D45E04824EE9912E483FA8256373"><enum>(3)</enum><text>recommendations on how to further agricultural production in urban areas.</text>
				</paragraph></subsection><subsection id="H871C694E4FA84691887B3E09B7D92942"><enum>(d)</enum><header>Performance goals</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall incorporate promoting and enhancing agricultural production in
			 urban areas into the Department of Agriculture performance goals
			 established in the agency performance plan under <external-xref legal-doc="usc" parsable-cite="usc/31/1115">section 1115</external-xref> of title 31,
			 United States Code, and updated in accordance with section 1116 of such
			 title.</text>
