		<official-title>To establish the United States Advisory Council on Human Trafficking to review Federal Government
			 policy on human trafficking.</official-title>

	<legis-body id="HA460B0726B664A478B32A7A3983DB2E7" style="OLC">
		<section id="H06EA47D7B0844872B24FBF4536848CB4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Voices of Human Trafficking Act of 2014</short-title></quote>.</text>
		</section><section id="H1AB8FE478BD543A089FC9B960FC5BEF2"><enum>2.</enum><header>United States Advisory Council on Human Trafficking</header>
			<subsection id="H6AB1BDDF01574B33A4EFE2CAE7110C66"><enum>(a)</enum><header>Establishment</header><text>There is established the United States Advisory Council on Human Trafficking (referred to in this
			 section as the <quote>Council</quote>), which shall provide advice and recommendations to the Senior Policy Operating Group (referred to
			 in this section as the <quote>Group</quote>) and the President's Task Force to Monitor and Combat Trafficking in Persons.</text>
			</subsection><subsection id="H2E22FD351A874438994A07A78048A4DB"><enum>(b)</enum><header>Membership</header>
				<paragraph id="H734E5C0B40324C8383EE7E4E9F5BC8B9"><enum>(1)</enum><header>Composition</header><text>The Council shall be composed of not fewer than 8 individuals who are—</text>
					<subparagraph id="H54CE8CEA11F54B0B9A5E2BE65F6215A7"><enum>(A)</enum><text>survivors of human trafficking; or</text>
					</subparagraph><subparagraph id="H454A11234E024A58B7B0DF88B7F422B1"><enum>(B)</enum><text>nongovernmental experts or professionals in the human trafficking field.</text>
					</subparagraph></paragraph><paragraph id="H5846B0CF15204A72A7094A15D81A8998"><enum>(2)</enum><header>Equal representation</header><text>To the extent practicable, the Council be comprised of an equal number of survivors and
			 nongovernmental experts.</text>
				</paragraph><paragraph id="H9255E182159B42F792F96A6CCA82C198"><enum>(3)</enum><header>Appointment</header><text>Not later than 180 days after the date of the enactment of this Act, the President shall appoint
			 the members of the Council.</text>
				</paragraph><paragraph id="H0710863E333E4145B6152F6448323DC8"><enum>(4)</enum><header>Term; reappointment</header><text>Council members shall serve for terms of 2 years and may be reappointed by the President to serve
			 additional 2-year terms.</text>
				</paragraph></subsection><subsection id="HC53CE63E9D424428A6617F5A15274EEB"><enum>(c)</enum><header>Functions</header><text>The Council shall—</text>
				<paragraph id="HF85734DCCF1E478888ADEF7EF6BC87CF"><enum>(1)</enum><text>be a nongovernmental advisory body to the Group;</text>
				</paragraph><paragraph id="HD697F0B8622A45EABA7774C49E252FFF"><enum>(2)</enum><text>meet, at its own discretion, not less frequently than annually or at the request of the Group to
			 review Federal, State, and local government policy and programs intended
			 to combat human trafficking, including programs related to the provision
			 of services for victims;</text>
				</paragraph><paragraph id="H3842D30EBDA34AB7870AFFEA1062AB04"><enum>(3)</enum><text>formulate assessments and recommendations to ensure that United States policy and programming
			 efforts conform, to the extent practicable, to the best practices in the
			 field of human trafficking prevention; and</text>
				</paragraph><paragraph id="HCF32D089EC9D4A70BD24546E27907D10"><enum>(4)</enum><text>meet with the Group not less frequently than annually to formally present the Council's findings
			 and recommendations.</text>
				</paragraph></subsection><subsection id="HE69E67D72CF24ED686D60F8713E3CF7A"><enum>(d)</enum><header>Reports</header><text>Every year beginning after the date of the enactment of this Act, the Council shall submit a report
			 to the chair of the President’s Interagency Task Force to Monitor and
			 Combat
			 Trafficking that contains the findings derived from the reviews conducted
			 pursuant to subsection (c)(2).</text>
			</subsection><subsection id="H32E803113F2246388259628E2BCB1987"><enum>(e)</enum><header>Employee status</header><text>Members of the Council—</text>
				<paragraph id="H025F93B6CEA84543A5C9143B16A008D8"><enum>(1)</enum><text>shall not be considered employees of the United States Government for any purpose; and</text>
				</paragraph><paragraph id="H0F368317785B41F4AACA2672B03C32A3"><enum>(2)</enum><text>shall not receive compensation other than reimbursement of travel expenses and per diem allowance
			 in accordance with <external-xref legal-doc="usc" parsable-cite="usc/5/5703">section 5703</external-xref> of title 5, United States Code.</text>
				</paragraph></subsection><subsection id="H75CD34D6D6264090B1379BE92F4947FD"><enum>(f)</enum><header>Nonapplicability of FACA</header><text>The Council shall not be subject to the requirements under the Federal Advisory Committee Act (5
			 U.S.C. App.).</text>
			</subsection></section><section id="H885FF88BC7C249F1A4B9ACA7918E4AE5"><enum>3.</enum><header>Sunset</header><text display-inline="no-display-inline">This section shall cease to be effective on September 30, 2020.</text>
