		<section id="H099BB6F442194089A2E8CFD65C10F4A9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Foreclosure Restitution Act of 2014</short-title></quote>.</text>
		</section><section id="HCB759D1558F345538C8369A0DD6771AC" section-type="subsequent-section"><enum>2.</enum><header>Use of settlement amounts</header>
			<subsection id="H42F0B3E5869A424C963EC19EDF2F491F"><enum>(a)</enum><header>Neighborhood stabilization assistance</header><text display-inline="yes-display-inline">From any amounts received by the Treasury as a civil monetary penalty pursuant to the settlement
			 agreement specified in subsection (e), $5,000,000,000 is hereby
			 appropriated, to remain available until expended, for use only for
			 providing assistance under title III of division B of the Housing and
			 Economic Recovery Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note) to units of general
			 local government (as such term is defined in section 102 of the Housing
			 and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5302">42 U.S.C. 5302</external-xref>)), subject to
			 subsections (b), (c), and (d).</text>
			</subsection><subsection id="HA1EC4E2E49BA4446958F54CEA32F37B2"><enum>(b)</enum><header>Allocation and distribution</header><text>The amounts appropriated by subsection (a) shall be—</text>
				<paragraph id="H9800B16E69BE45048313B487A36D692B"><enum>(1)</enum><text>allocated to units of general local government based on a funding formula established by the
			 Secretary of Housing and Urban Development that is based upon the number
			 and percentage of home foreclosures in each such unit; and</text>
				</paragraph><paragraph id="H1609B6A777854BFFA16B17AF8FC11281"><enum>(2)</enum><text>distributed according to such funding formula not later than 30 days after the establishment of
			 such formula.</text>
				</paragraph></subsection><subsection id="HBF87F938C5634426A4F7BA5C9355F36A"><enum>(c)</enum><header>Inapplicable provisions of NSP</header><text display-inline="yes-display-inline">The following provisions of title III of division B of the Housing and Economic Recovery Act of
			 2008 shall not apply to the assistance provided with amounts appropriated
			 by subsection (a):</text>
				<paragraph id="H3CE809F7A1534763B5ED3629F0B2693E"><enum>(1)</enum><text>Subsection (b) of section 2301 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note; relating to allocation of appropriated
			 amounts).</text>
				</paragraph><paragraph commented="no" id="H9C6C7EEAC52D4D02858DD97E8C92D093"><enum>(2)</enum><text>Subparagraphs (B) and (C) of section 2301(c)(2) (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note; relating to priority).</text>
				</paragraph><paragraph commented="no" id="H7C3ED2534B4C4ED6B58D839790F7D1AF"><enum>(3)</enum><text display-inline="yes-display-inline">Paragraph (3) of section 2301(c) (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note; relating to exception for certain States).</text>
				</paragraph><paragraph commented="no" id="HF66EA1D1AD864A45A609AA3DD88D048D"><enum>(4)</enum><text>Section 2302 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note; relating to nationwide distribution of resources).</text>
				</paragraph></subsection><subsection id="H19895AFB66154724BC9274168C7A280D"><enum>(d)</enum><header>Eligible uses</header><text display-inline="yes-display-inline">Notwithstanding subsection (a) and paragraphs (1) and (4) of subsection (c) of section 2301 of the
			 Housing and Economic Recovery Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note), amounts
			 appropriated by subsection (a) of this section may be used by units of
			 general local government to assist in providing affordable housing or to
			 mitigate indirect costs relating to foreclosures on residential mortgages.</text>
			</subsection><subsection id="H35F65CB57B0A4D9EB54C2077E9360715"><enum>(e)</enum><header>Settlement agreement</header><text display-inline="yes-display-inline">The settlement agreement specified in this subsection is the settlement agreement entered into
			 August 2014 between the United States acting through the United States
			 Department of Justice, along with the States of California, Delaware,
			 Illinois, Maryland, and New York, and the Commonwealth of Kentucky, acting
			 through their respective Attorneys General, and Bank of America
			 Corporation, Bank of America, N.A., and Banc of America Mortgage
			 Securities, as well as their current and former subsidiaries and
			 affiliates.</text>
