		<legis-type>A BILL</legis-type>
		<official-title>To require the Bureau of Land Management to incorporate the needs, uses, and input of affected
			 communities, and to obtain the concurrence of affected communities, before
			 taking any travel management action affecting access to public lands,
			 including access to mining claims or access using motorized vehicles or
			 nonmotorized means, and for other purposes.</official-title>

		<section id="H8944EFB07772479D85DF39BE19723009" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Travel and Resource Access Including Local Stakeholders Act</short-title></quote>.</text>
		</section><section id="H2425F2096CD149F38DED1F85775ACA34"><enum>2.</enum><header>Conditions on Bureau of Land Management access travel management actions for units of the bureau of
			 land management derived from the public domain</header>
			<subsection id="H52B8728F67A74B87A48539C8151C9DBA"><enum>(a)</enum><header>Definitions</header><text>In this section:</text>
				<paragraph id="H856672D3E9A24968B7F3148B8019E919"><enum>(1)</enum><header>Access travel management action</header><text>The term <quote>access travel management action</quote> means any Bureau of Land Management action regarding public lands that—</text>
					<subparagraph id="HF9CCF166B2B54F5E92555E30D4808632"><enum>(A)</enum><text>will, or can reasonably be expected to, alter public access to public lands, including any change
			 in access to mining claims or access using motorized vehicles or
			 nonmotorized means resulting from—</text>
						<clause id="H662A94B7860946FABF9197BCE6C1CAB8"><enum>(i)</enum><text>the decommissioning in whole or in part of a road, trail, or combination road and trail system;</text>
						</clause><clause id="H78D681CF6AAF42ED987BBDC1FE7DD6A1"><enum>(ii)</enum><text>a change in the status of a road as open or closed; or</text>
						</clause><clause id="H971FA63D32934E25BC59A28909EF4DC6"><enum>(iii)</enum><text>a change in road densities; and</text>
						</clause></subparagraph><subparagraph id="HFA5F3E0F13F14CEB87AA04D902A5C95B"><enum>(B)</enum><text>requires the preparation of an environmental impact statement or environmental assessment under the
			 National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4331">42 U.S.C. 4331 et seq.</external-xref>).</text>
					</subparagraph></paragraph><paragraph id="HBA9C77FBFB6D478EBF79B4CB2D520CBE"><enum>(2)</enum><header>Affected county</header><text>The term <quote>affected county</quote> means—</text>
					<subparagraph id="H58E4279D23EF49D899913AF84B8EAF89"><enum>(A)</enum><text>a political subdivision whose boundaries contain public lands affected by an access travel
			 management action; or</text>
					</subparagraph><subparagraph id="H3CF4A6702E4548CFB2778C6FBDF0FAD0"><enum>(B)</enum><text>a political subdivision adjacent to a political subdivision described in subparagraph (A).</text>
					</subparagraph></paragraph><paragraph id="H4FD2B373147344A1B89E794E0FDA42F5"><enum>(3)</enum><header>Political subdivision</header><text display-inline="yes-display-inline">The term <quote>political subdivision</quote> means any county, municipality, city, town, or township created pursuant to State law.</text>
				</paragraph><paragraph id="HBCBB2F090179456BAA63ACDBD31F9388"><enum>(4)</enum><header>Public lands</header><text display-inline="yes-display-inline">The term <quote>public lands</quote> has the meaning given that term in section 103(e) of the Federal Land Policy and Management Act of
			 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1702">43 U.S.C. 1702</external-xref>).</text>
				</paragraph><paragraph id="H3DA45A3D551248FE9D1C522DD1FE5F10"><enum>(5)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior, acting through the Director of the Bureau of Land Management.</text>
				</paragraph></subsection><subsection id="H64FCB12DEB0A4B0986FCA01A784912FC"><enum>(b)</enum><header>Consultation with affected counties required</header><text>As a condition on the preparation of an environmental impact statement or environmental assessment
			 under the National Environmental Policy Act of 1969 (42 U.S.C. 4331 et
			 seq.) for a proposed access travel management action, the Secretary shall
			 consult with each affected county for the purpose of incorporating the
			 needs, uses, and input of affected counties.</text>
			</subsection><subsection id="H788EC058503F4A9DB0F3AC04F7318098"><enum>(c)</enum><header>Concurrence of affected counties required</header><text>The Secretary may not implement an access travel management action unless and until the Secretary—</text>
				<paragraph id="HB43C344C1F7142558AD04327AFE167BF"><enum>(1)</enum><text>complies with the consultation requirement imposed by subsection (b); and</text>
				</paragraph><paragraph id="H89C46032AA1947AD9458611AEED1DE3F"><enum>(2)</enum><text>obtains the concurrence of each affected county for implementation of the access travel management
			 action.</text>
				</paragraph></subsection></section></legis-body>
