			 investigation procedures, and for other purposes.</official-title>

		<section id="H9EF6E81C0EFB49D6923FCA4EC4A27951" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Security Clearance Enhancement Act of 2014</short-title></quote>.</text>
		</section><section id="HE1F1239B7FB64648A7EE1A4C788EA55F"><enum>2.</enum><header>Enhancement of security clearance investigation procedures</header>
			<subsection id="HE3DF437101724DB7A6BE9D1B4D2AC3BD"><enum>(a)</enum><header>Information collection</header><text display-inline="yes-display-inline">Section 3001(c)(2) of the Intelligence Reform and Terrorism Prevention Act of 2004 (50 U.S.C.
			 3341(c)(2)) is amended—</text>
				<paragraph id="H07B7AEA5A80F4AFEB2DBA246F953FDAE"><enum>(1)</enum><text>in subparagraph (B) by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HEA968B59822F49E5A1253FC7FEB8D120"><enum>(2)</enum><text>in subparagraph (C) by striking the period and inserting a semicolon; and</text>
				</paragraph><paragraph id="H9463229249FD4E5F9EDDE6ECDD5875F8"><enum>(3)</enum><text>by adding at the end the following:</text>
					<quoted-block id="H62A56C3E38BC4C40A7DC29FD30DBE963">
						<subparagraph id="H2C24D0F93BAC4DC0B30601CC67288FFB" indent="up1"><enum>(D)</enum><text display-inline="yes-display-inline">ensure that each personnel security investigation collects data from a variety of sources,
			 including government, commercial data, consumer reporting agencies, and
			 social media;</text>
						</subparagraph><subparagraph id="H92730AED457A4A25BD4AECC36C869E12" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">ensure that each personnel security investigation of an individual collects data relevant to the
			 granting, denial, or revocation of the access to classified information,
			 including—</text>
							<clause id="H27DB6FE603BD4DCB9D37426E1AC2A67D"><enum>(i)</enum><text display-inline="yes-display-inline">information relating to a criminal or civil legal proceeding to which the individual is or becomes
			 a party or witness;</text>
							</clause><clause id="H272A2A16033E4B7AA782CA9E581C5975"><enum>(ii)</enum><text>financial information, including information relating to—</text>
								<subclause id="HF22AFD74F9F34C9B9F1CDF32568AABC8"><enum>(I)</enum><text display-inline="yes-display-inline">a bankruptcy proceeding;</text>
								</subclause><subclause id="HDE69CD53D6544DA2B73C6BC8F6160BF7"><enum>(II)</enum><text display-inline="yes-display-inline">a lien against property;</text>
								</subclause><subclause id="HD390A6727153486EB5C51400F2293A3F"><enum>(III)</enum><text>mortgage fraud;</text>
								</subclause><subclause id="HE1D1252024DC426EAC34689BF9FE047E"><enum>(IV)</enum><text display-inline="yes-display-inline">high-value assets, including financial assets, obtained by the individual from an unknown source;
			 and</text>
								</subclause><subclause id="H163751CBC89940A8904AC50D8ABD1A91"><enum>(V)</enum><text>bank accounts and bank account balances;</text>
								</subclause></clause><clause id="HE4CCCBA33C5C4E8FBCCF15498725C7EB"><enum>(iii)</enum><text>credit reports from the major consumer reporting agencies or a wealth indicator for any individual
			 about whom the major credit reporting agencies have little or no
			 information;</text>
							</clause><clause id="H48300BD2FDFE42C7ACFDAE2A5F0DC5D0"><enum>(iv)</enum><text>associations, past or present, of the individual with an individual or group that may suggest ill
			 intent, vulnerability to blackmail, compulsive behavior, allegiance to
			 another country, or change in ideology;</text>
							</clause><clause id="H72263AE99AA74F0994604B2275EA68C4"><enum>(v)</enum><text display-inline="yes-display-inline">public information, including news articles or reports, that includes derogatory information about
			 the individual;</text>
							</clause><clause id="HCE0BF14F5EC547B1BEE9EDBB23DC331C"><enum>(vi)</enum><text display-inline="yes-display-inline">information posted on a social media website or forum that may suggest ill intent, vulnerability to
			 blackmail, compulsive behavior, allegiance to another country, or change
			 in ideology; and</text>
							</clause><clause id="H1D257089611A40B78B7DAE0B02F8069A"><enum>(vii)</enum><text>data maintained on a terrorist or criminal watch list maintained by an agency, State or local
			 government, or international organization, including any such list
			 maintained by—</text>
								<subclause id="H58C4524F443841D29EF99622EECDD1D0"><enum>(I)</enum><text>the Office of Foreign Assets Control of the Department of the Treasury;</text>
								</subclause><subclause id="H7DC07575EBB3466599B3CDBA4B6BABD2"><enum>(II)</enum><text>the Federal Bureau of Investigation; and</text>
								</subclause><subclause id="H7D711E092EBD43088D32E3B412647545"><enum>(III)</enum><text>the International Criminal Police Organization;</text>
								</subclause></clause></subparagraph><subparagraph id="HC4E5E2D17F7643EE8A1AE73DA8C8E1C6" indent="up1"><enum>(F)</enum><text display-inline="yes-display-inline">provide for review of the accuracy and comprehensiveness of information relating to the access to
			 classified information of an individual through timely periodic
			 reinvestigations and include data collected during such reinvestigations
			 in the database required by subsection (e); and</text>
						</subparagraph><subparagraph id="H201F3AE35B74440B81F3B5E0C24332BC" indent="up1"><enum>(G)</enum><text display-inline="yes-display-inline">provide for a process for notification of an agency employing or contracting with personnel with
			 access to classified information if a verification or periodic
			 reinvestigation has revealed information pertinent to revocation of the
			 access.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HA5854BA35B544A579FB35BFCD7B29511"><enum>(b)</enum><header>Frequency of periodic reinvestigations</header><text display-inline="yes-display-inline">Section 3001(a)(7) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/50/3341">50 U.S.C. 3341(a)(7)</external-xref>) is amended by striking <quote>every</quote> and inserting <quote>2 times every</quote> each place it occurs.</text>
			</subsection><subsection id="H30AD91921F7B4F15A9B35C368C571361"><enum>(c)</enum><header>Reports</header><text display-inline="yes-display-inline">Section 3001(h) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/50/3341">50 U.S.C. 3341(h)</external-xref>) is amended—</text>
				<paragraph id="HF6C32707FADE4C9ABF26132AC4141C50"><enum>(1)</enum><text>in paragraph (1) by striking <quote>through 2011</quote>; and</text>
				</paragraph><paragraph id="HB8309B7863C44F56879D23F35CC7B6EF"><enum>(2)</enum><text>in paragraph (2)—</text>
					<subparagraph id="H10F2BCD928064ED795CD703471B959CA"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively; and</text>
					</subparagraph><subparagraph id="HE5FEDD07D40A4AAA9477853F7F7C3EDA"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (A) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H83ACB1AB74CE4D9CAD63E0EDD08AA59C" style="OLC">
							<subparagraph id="H25DE5FC5FE3B4628A666F75A7E63252A" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">an assessment of the effectiveness of the database required by subsection (e);</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H10A79018B37549BFAA942C7873FE408A"><enum>(d)</enum><header>Funding from the revolving fund of the Office of Personnel Management</header><text><external-xref legal-doc="usc" parsable-cite="usc/5/1304">Section 1304(e)(1)</external-xref> of title 5, United States Code, is amended by inserting <quote>the security clearance system required under section 3001(e) of the Intelligence Reform and
			 Terrorism Prevention Act of 2004 (50
			 U.S.C. 3341(e)),</quote> after <quote>including</quote>.</text>
			</subsection></section><section id="H7934846DD21E4E329836FE21D1A8ED6B"><enum>3.</enum><header>Limitation</header><text display-inline="no-display-inline">None of the amendments made by this Act shall be construed as requiring increased consideration of
			 information relating to minor financial or mental health issues of an
			 individual in evaluating the access to classified information of such
			 individual.</text>
		</section><section id="H80A0251DFC2942A08B16B51EC66D4F9D"><enum>4.</enum><header>Effective date</header>
			<text display-inline="no-display-inline">The amendments made by this Act shall take effect 1 year after the date of enactment of this Act.</text>
