		<section id="H94D85FFCAADB4C0E86BE635EE479EA9A" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Payer State Transparency Act of 2014</short-title></quote>.</text>
		</section><section id="H061BD57A1B344EF5987411FF6EB7C1A5"><enum>2.</enum><header>Calculation of Federal Tax Burdens and Outlays</header>
			<subsection id="H322DA8ED8E4D407D9EF0E7784AE5D2C2"><enum>(a)</enum><header>State by State Calculation of Federal tax burdens</header>
				<paragraph id="H9DAF360623404320A4FED65AA2B86144"><enum>(1)</enum><header>In General</header><text>The Secretary of Commerce, acting through the Director of the Bureau of Economic Analysis, shall
			 calculate the Federal tax burden of each State for each fiscal year.</text>
				</paragraph><paragraph id="H6BBEB36588764307AD96A019C25455ED"><enum>(2)</enum><header>Calculation of Federal tax burden</header><text>For purposes of calculating the Federal tax burden of each State under paragraph (1), the Secretary
			 shall—</text>
					<subparagraph id="H608B25908E4D4C04AD611C123477369C"><enum>(A)</enum><text>account for variations in monthly Federal tax receipts from each State; and</text>
					</subparagraph><subparagraph id="H502D639C1E55408882D255627DD81DCE"><enum>(B)</enum><text>treat Federal taxes paid by an individual as a burden on the State in which such individual resides
			 and treat Federal taxes paid by a legal business entity as a burden on the
			 State in which the primary economic activity of such entity is performed.</text>
					</subparagraph></paragraph></subsection><subsection id="H31DC1C8FC6F24C9BA800DB259F3C6F69"><enum>(b)</enum><header>State by State Calculation of Federal Outlays</header>
				<paragraph id="HADE6469500DF4F2CA47D2FF771486CF4"><enum>(1)</enum><header>In General</header><text>The Director of the Office of Management and Budget, in coordination with the Council of Economic
			 Advisers and the Secretary of the Treasury, shall calculate the total
			 amount of Federal outlays received by each State in each fiscal year.</text>
				</paragraph><paragraph id="H2E54678B54C140F6A70C3AA4DEB956C1"><enum>(2)</enum><header>Treatment of Contract Awards</header><text>For purposes of calculating the amount of Federal outlays received by a State under paragraph (1),
			 a Federal contract award shall be treated as a Federal outlay received by
			 the State in which the primary performance under the award takes place.</text>
				</paragraph></subsection><subsection id="H90AC12BDBA874C31940AE5C145D23EE6"><enum>(c)</enum><header>State Defined</header><text display-inline="yes-display-inline">In this section the term <term>State</term> means each of the several States.</text>
			</subsection></section><section id="H5D40D047874F47DD8BC97CC84971FBFF"><enum>3.</enum><header>Joint Report</header><text display-inline="no-display-inline">Not later than the date that is 90 days after the first day of each fiscal year beginning after the
			 date of the enactment of this Act the Secretary of Commerce and the
			 Director of the Office of Management and Budget shall—</text>
			<paragraph id="H314ED021FC9C4F25B3AC40195D730727"><enum>(1)</enum><text>jointly submit to Congress a report containing the results of the calculations described in section
			 2 with respect to the previous fiscal year; and</text>
			</paragraph><paragraph id="HA91471D942F241758F1FED7B93B7E960"><enum>(2)</enum><text>publish the report on a publicly accessible website of the Bureau of Economic Analysis.</text>
