		<section id="H229CB75333B0419FBDA104F9DE7AFFBD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Women's Small Business Ownership Act of 2014</short-title></quote>.</text>
		</section><section id="H7923F067F65247B496E00A4FF1BFB769"><enum>2.</enum><header>Definition</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="H784DCB9B74164024BDC4926E74F2F9C2"><enum>(1)</enum><text display-inline="yes-display-inline">the terms <term>Administration</term> and <term>Administrator</term> mean the Small Business Administration and the Administrator thereof, respectively;</text>
			</paragraph><paragraph id="H9029FD4A398749AC984EDCD6D88F86C2"><enum>(2)</enum><text>the term <term>disability</term> has the meaning given that term in section 3 of the Americans with Disabilities Act of 1990 (42
			 U.S.C. 12102);</text>
			</paragraph><paragraph id="H77E1344A47AE4FA8B53844CAC2A126BC"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>microloan program</term> means the program established under section 7(m) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)</external-xref>);</text>
			</paragraph><paragraph id="H473A64ED53574ACAAA60B08DA8481973"><enum>(4)</enum><text display-inline="yes-display-inline">the term <term>rural small business concern</term> means a small business concern located in a rural area, as that term is defined in section
			 1393(a)(2) of the Internal Revenue Code of 1986; and</text>
			</paragraph><paragraph id="H909CF692CB014F4DA23F216252D152BC"><enum>(5)</enum><text>the terms <term>small business concern</term>, <term>small business concern owned and controlled by veterans</term>, and <term>small business concern owned and controlled by women</term> have the meanings given those terms under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text>
			</paragraph></section><section id="H6E96E39EA6274FA48899552CDDDAC50B"><enum>3.</enum><header>Office of Women’s Business Ownership</header><text display-inline="no-display-inline">Section 29(g) of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(g)</external-xref>) is amended—</text>
			<paragraph id="H0AF9C95B72344981B4A086BD7910FFB6"><enum>(1)</enum><text>in paragraph (2)—</text>
				<subparagraph id="H556F860F0D074CD485B25A82370F8C66"><enum>(A)</enum><text>in subparagraph (B)—</text>
					<clause id="H8E5AA886A2D0432D83B30AED913CC124"><enum>(i)</enum><text>in clause (i), by striking “in the areas” and all that follows through the end of subclause (I),
			 and inserting the following: “to address issues concerning the management,
			 operations, manufacturing, technology, finance, retail and product sales,
			 international trade, Government contracting, and other disciplines
			 required for—</text>
						<quoted-block id="H1D52B401B42640248385FC405915A410" style="OLC">
							<subclause id="HAF81A2B6B0CD4276B74CFD0658B11B8D"><enum>(I)</enum><text>starting, operating, and increasing the business of a small business concern;</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block>
					</clause><clause id="H0534A04F4DD040C69A31CA0DAE657F61"><enum>(ii)</enum><text>in clause (ii), by striking <quote>Women's Business Center program</quote> each place that term appears and inserting <quote>women's business center program</quote>; and</text>
					</clause></subparagraph><subparagraph id="H650F610DD9504A9D85F0D037E6157AF0"><enum>(B)</enum><text>in subparagraph (C), by inserting before the period at the end the following: <quote>, the National Women’s Business Council, and any association of women’s business centers</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H4B69249CCB4A4A07A25C7E6F655FC017"><enum>(2)</enum><text>by adding at the end the following:</text>
				<quoted-block id="HA792683344CB41D5AAC9051CBBDE976B" style="OLC">
					<paragraph id="H249E7BFEB4024641875B34150FBA687F"><enum>(3)</enum><header>Training</header><text>The Administrator may provide annual programmatic and financial examination training for women’s
			 business ownership representatives and district office technical
			 representatives of the Administration to enable representatives to carry
			 out their responsibilities.</text>
					</paragraph><paragraph id="H177AB86F3DA0483EAAF507790914DD32"><enum>(4)</enum><header>Program and transparency improvements</header><text>The Administrator shall maximize the transparency of the women’s business center financial
			 assistance proposal process and the programmatic and financial examination
			 process by—</text>
						<subparagraph id="H0CD6C129F92D4DCDA9BEA4A2BE3BC79F"><enum>(A)</enum><text>providing public notice of any announcement for financial assistance under subsection (b) or a
			 grant under subsection (l);</text>
						</subparagraph><subparagraph id="HCE0B444E03C2412CA00EFD689DDAEC1A"><enum>(B)</enum><text>in the announcement described in subparagraph (A), outlining award and program evaluation criteria
			 and describing the weighting of the criteria for financial assistance
			 under subsection (b) and grants under subsection (l); and</text>
						</subparagraph><subparagraph id="H543131EEE86B4B4B8FAA6D02FBC50456"><enum>(C)</enum><text>not later than 60 days after the completion of a site visit to the women's business center (whether
			 conducted for an audit, performance review, or other reason), when
			 feasible, providing to each women’s business center a copy of any site
			 visit reports or evaluation reports prepared by district office technical
			 representatives or officers or employees of the Administration.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H6E41BF2BA1794D77B320CDA9761C9D6B"><enum>4.</enum><header>Women’s Business Center Program</header>
			<subsection id="HC28AAFA677E54ECAA3A97DBCB6B732CE"><enum>(a)</enum><header>Women’s Business Center financial assistance</header><text>Section 29 of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>) is amended—</text>
				<paragraph id="H9D36176B507C4CC19B8D530E9D5C4C45"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="H64F257941EDE4EB4A65DFDE26CF9E226"><enum>(A)</enum><text>by striking paragraph (4);</text>
					</subparagraph><subparagraph id="HA290C20B38A141628080A36B023A7638"><enum>(B)</enum><text>by redesignating paragraphs (2) and (3) as paragraphs (4) and (5), respectively;</text>
					</subparagraph><subparagraph id="H69F94B92A720449DA9FB4D3B92322C54"><enum>(C)</enum><text>by inserting after paragraph (1) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HC74388449EEC4A51ABE7D9ACBCA1BB38" style="OLC">
							<paragraph id="HF0EAB89B357B47208E0FCF17F4C584AE"><enum>(2)</enum><text>the term <term>association of women’s business centers</term> means an organization—</text>
								<subparagraph id="H0B26362AF1EB4B86957CB884121E0B76"><enum>(A)</enum><text>that represents not less than 51 percent of the women’s business centers that participate in a
			 program under this section; and</text>
								</subparagraph><subparagraph id="H213656BC2CD243F0B333E9F9715DF6F6"><enum>(B)</enum><text>whose primary purpose is to represent women’s business centers;</text>
								</subparagraph></paragraph><paragraph id="HF0CA28425F5F4551A04E8227A511BBB3"><enum>(3)</enum><text>the term <term>eligible entity</term> means—</text>
								<subparagraph id="H30F3091607234A07BC12E5497E369B77"><enum>(A)</enum><text>a private nonprofit organization;</text>
								</subparagraph><subparagraph id="H2EF76022D66E497688FABC1F0757251B"><enum>(B)</enum><text>a State, regional, or local economic development organization;</text>
								</subparagraph><subparagraph id="HD726C3F1F4C84C80BF12B2DF6C70D9A2"><enum>(C)</enum><text>a development, credit, or finance corporation chartered by a State;</text>
								</subparagraph><subparagraph id="H80E11FE0C84D4D79AC7B13B126177510"><enum>(D)</enum><text>a junior or community college, as defined in section 312(f) of the Higher Education Act of 1965 (20
			 U.S.C. 1058(f)); or</text>
								</subparagraph><subparagraph id="H9CDC5E2144264F7EB966DF7BB2840FD9"><enum>(E)</enum><text>any combination of entities listed in subparagraphs (A) through (D);</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H650D5A92FDBB4BDC9B3A7BF43A6096E4"><enum>(D)</enum><text>by adding after paragraph (5), as so redesignated, the following:</text>
						<quoted-block display-inline="no-display-inline" id="H0619792F69A746B794B279350242A1CE" style="OLC">
							<paragraph id="HD8A6E4339A6A4389A7CA1B24D8103851"><enum>(6)</enum><text>the term <term>women's business center</term> means a project conducted by an eligible entity under this section.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HC037593EF7644BC6BE91D988170C0E8D"><enum>(2)</enum><text>in subsection (b)—</text>
					<subparagraph id="H664643FE4B3844F79232493CFC679454"><enum>(A)</enum><text>by redesignating paragraphs (1), (2), and (3) as subparagraphs (A), (B), and (C), and adjusting the
			 margins accordingly;</text>
					</subparagraph><subparagraph id="H7192C09017EC401081595A826386E184"><enum>(B)</enum><text>by striking <quote>The Administration</quote> and all that follows through <quote>5-year projects</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H532F2203C9A44285960715C36FA06BA6" style="OLC">
							<paragraph id="HA29C6867BFBA4EC8AD134A6040434524"><enum>(1)</enum><header>In general</header><text>The Administration may provide financial assistance to an eligible entity to conduct a project
			 under this section</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H62F80DAB0EE1406EA525E458BF5E3BD9"><enum>(C)</enum><text>by striking <quote>The projects shall</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H40409B3DB6E94D2981CD1B9C3F798146" style="OLC">
							<paragraph id="HC3E018F0A19143A4BAC373D44F2C351D"><enum>(2)</enum><header>Use of funds</header><text>The project shall be designed to provide training and counseling that meets the needs of women,
			 especially socially and economically disadvantaged women, and shall</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H5CCB97F7FEE748A89685CE43AD3B91D2"><enum>(D)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H6B6CB53B423E418CADA33BB2D0F9C382" style="OLC">
							<paragraph id="HAE8E08872D614C6CA70ADFD4734CFBA4"><enum>(3)</enum><header>Amount of financial assistance</header><text>The Administrator may award financial assistance under this subsection of not more than $250,000
			 per project year.</text>
							</paragraph><paragraph id="H8D2733E8960044D59E7D10BC59E85380"><enum>(4)</enum><header>Consultation with associations of women’s business centers</header><text>The Administrator shall seek advice, input, and recommendations for policy changes from any
			 association of women’s business centers to develop—</text>
								<subparagraph id="HBB93214E62144AEE9F19ACD63EF667B3"><enum>(A)</enum><text>a training program for the staff of women’s business centers; and</text>
								</subparagraph><subparagraph id="HC3DAFC8008C844C58EE82774E80E8D15"><enum>(B)</enum><text>recommendations to improve the policies and procedures for governing the general operations and
			 administration of the women’s business center program, including grant
			 program improvements under subsection (g)(4).</text></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HB0B421B041124867848C92A06D401B4D"><enum>(3)</enum><text>in subsection (c)—</text>
					<subparagraph id="H7E17873059C34EB8A95A6EE4ED0EBCB7"><enum>(A)</enum><text>in paragraph (1) by striking <quote>the recipient organization</quote> and inserting <quote>an eligible entity</quote>;</text>
					</subparagraph><subparagraph id="H444952779F204543B79D4C29DE8F336C"><enum>(B)</enum><text>in paragraph (3), in the second sentence, by striking <quote>a recipient organization</quote> and inserting <quote>an eligible entity</quote>;</text>
					</subparagraph><subparagraph id="H7A0BBF60F05B49078BFCF7CC939D2B77"><enum>(C)</enum><text>in paragraph (4)—</text>
						<clause id="H2F757F8BCD3F4C36AB4C89F6309935DD"><enum>(i)</enum><text>by striking <quote>recipient of assistance</quote> and inserting <quote>eligible entity</quote>;</text>
						</clause><clause id="H8D061FE7189F42E3AD67871DBC8767FB"><enum>(ii)</enum><text>by striking <quote>such organization</quote> and inserting <quote>the eligible entity</quote>; and</text>
						</clause><clause id="HAFB72B6CF98C40388F70C8052A8ECEB1"><enum>(iii)</enum><text>by striking <quote>recipient</quote> and inserting <quote>eligible entity</quote>; and</text>
						</clause></subparagraph><subparagraph id="H0A6C9EC4703447F589B2EFA321325B3F"><enum>(D)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H079B4C6FD489435AAF299CD806553AF0" style="OLC">
							<paragraph id="H2F21C2843DF8459EAB31901F24027A7B"><enum>(5)</enum><header>Separation of project and funds</header><text>An eligible entity shall—</text>
								<subparagraph id="H6E469A3C3CF0456C9B07331430B5D2D1"><enum>(A)</enum><text>carry out a project under this section separately from other projects, if any, of the eligible
			 entity; and</text>
								</subparagraph><subparagraph id="HC9325E5F16FF4092B0915AD78BB1FB23"><enum>(B)</enum><text>separately maintain and account for any financial assistance under this section.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H5DE3FAC6695542CFB6245F1061574AFD"><enum>(4)</enum><text>in subsection (e)—</text>
					<subparagraph id="H48687FE45869420E9A4C69BDB1CA4D0A"><enum>(A)</enum><text>by striking <quote>applicant organization</quote> and inserting <quote>eligible entity</quote>;</text>
					</subparagraph><subparagraph id="H75AD882328D643F1B2C2AC606AF323F9"><enum>(B)</enum><text>by striking <quote>a recipient organization</quote> and inserting <quote>an eligible entity</quote>; and</text>
					</subparagraph><subparagraph commented="no" id="H13926275E80A4769ACB552E954FB8709"><enum>(C)</enum><text>by striking <quote>site</quote>;</text>
					</subparagraph></paragraph><paragraph id="H61C71E143E3E49CE967560A45BD082B3"><enum>(5)</enum><text>by striking subsection (f) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H9A4AF85C908146B4817D0840B8F34527" style="OLC">
						<subsection id="H7354B20DE32C4A22AB0663ECAC1D4D3F"><enum>(f)</enum><header>Applications and criteria for initial financial assistance</header>
							<paragraph id="H2DB9302F18C74F478038E71EECF4B550"><enum>(1)</enum><header>Application</header><text>Each eligible entity desiring financial assistance under subsection (b) shall submit to the
			 Administrator an application that contains—</text>
								<subparagraph id="H28680E3125934E1CB26DC593DA57A3D3"><enum>(A)</enum><text>a certification that the eligible entity—</text>
									<clause id="H3887E9E0DFC04CA892D5EF487D447C47"><enum>(i)</enum><text>has designated an executive director or program manager, who may be compensated using financial
			 assistance under subsection (b) or other sources, to manage the center;</text>
									</clause><clause id="H7FCD3394C1ED4AEEBC1A23766F367CF4"><enum>(ii)</enum><text>as a condition of receiving financial assistance under subsection (b), agrees—</text>
										<subclause id="H27673DF1E78542ADA6E29A5A3FA681DF"><enum>(I)</enum><text>to receive a site visit at the discretion of the Administrator as part of the final selection
			 process;</text>
										</subclause><subclause id="H4CFA9E7751744CA6992B0B8A56E4A415"><enum>(II)</enum><text>to undergo an annual programmatic and financial examination; and</text>
										</subclause><subclause id="H9F19BA6EAC9E4BF888526B5182131A2F"><enum>(III)</enum><text>to remedy any problems identified pursuant to the site visit or examination under subclause (I) or
			 (II); and</text>
										</subclause></clause><clause commented="no" display-inline="no-display-inline" id="H2756E44FFA5845D182A3034CD6A7CCA2"><enum>(iii)</enum><text display-inline="yes-display-inline">meets the accounting and reporting requirements established by the Director of the Office of
			 Management and Budget;</text>
									</clause></subparagraph><subparagraph id="H04DD00EF445E4B41A38395B912CB682D"><enum>(B)</enum><text>information demonstrating that the eligible entity has the ability and resources to meet the needs
			 of the market to be served by the women's business center for which
			 financial assistance under subsection (b) is sought, including the ability
			 to obtain the non-Federal contribution required under subsection (c);</text>
								</subparagraph><subparagraph id="H03382374A90943809633639BAFEA0EDE"><enum>(C)</enum><text>information relating to the assistance to be provided by the women's business center for which
			 financial assistance under subsection (b) is sought in the area in which
			 the women's business center is located;</text>
								</subparagraph><subparagraph id="H98C3093CB4274B1A8431025B3B622D12"><enum>(D)</enum><text>information demonstrating the experience and effectiveness of the eligible entity in—</text>
									<clause id="HB48F3E17321A42C895287BBDD33ED240"><enum>(i)</enum><text>conducting financial, management, and marketing assistance programs, as described in subsection
			 (b)(2), which are designed to teach or upgrade the business skills of
			 women who are business owners or potential business owners;</text>
									</clause><clause id="HE4DA31D1EF4B4F8F837D1D184604C4AC"><enum>(ii)</enum><text>providing training and services to a representative number of women who are socially and
			 economically disadvantaged; and</text>
									</clause><clause id="H51E3D04172544AC1AC5808AC31DEA502"><enum>(iii)</enum><text>working with resource partners of the Administration and other entities, such as universities; and</text>
									</clause></subparagraph><subparagraph id="HC18F7D221A534948A9E9A4DCF8A05434"><enum>(E)</enum><text>a 5-year plan that describes the ability of the women's business center for which financial
			 assistance is sought—</text>
									<clause id="H296445DED8BC42079C342F9594968A08"><enum>(i)</enum><text>to serve women who are business owners or potential business owners by conducting training and
			 counseling activities; and</text>
									</clause><clause id="H52F45BBDB52F48199F198F3C77D0C221"><enum>(ii)</enum><text>to provide training and services to a representative number of women who are socially and
			 economically disadvantaged.</text>
									</clause></subparagraph></paragraph><paragraph id="HC46EE8F9A12F44B5B55E8C3C96BF83C8"><enum>(2)</enum><header>Review and approval of applications for initial financial assistance</header>
								<subparagraph id="HC82C434721004F62809981210FE6411B"><enum>(A)</enum><header>In general</header><text>The Administrator shall—</text>
									<clause id="HDDBDC3E0A71A47358B154AA15035780C"><enum>(i)</enum><text>review each application submitted under paragraph (1), based on the information described in such
			 paragraph and the criteria set forth under subparagraph (B) of this
			 paragraph; and</text>
									</clause><clause id="HA20325AF128842B6A1CECFB29D3A5B54"><enum>(ii)</enum><text>to the extent practicable, as part of the final selection process, conduct a site visit to each
			 women's business center for which financial assistance under subsection
			 (b) is sought.</text>
									</clause></subparagraph><subparagraph id="HB6B23A3AEA33475F8379193D8ADF0675"><enum>(B)</enum><header>Selection criteria</header>
									<clause id="H520E40E6644B443D8139054F9F8BB4B6"><enum>(i)</enum><header>In general</header><text>The Administrator shall evaluate applicants for financial assistance under subsection (b) in
			 accordance with selection criteria that are—</text>
										<subclause id="H32ADE1611D0A4443BEAF108AA37116D6"><enum>(I)</enum><text>established before the date on which applicants are required to submit the applications;</text>
										</subclause><subclause id="H5C98D1DFBB204AAA80015E3272FE63BE"><enum>(II)</enum><text>stated in terms of relative importance; and</text>
										</subclause><subclause id="H524773DE1E534C0D8F937E2647C148C0"><enum>(III)</enum><text>publicly available and stated in each solicitation for applications for financial assistance under
			 subsection (b) made by the Administrator.</text>
										</subclause></clause><clause id="H3698681B269E4D5A82E34CD3C2945F68"><enum>(ii)</enum><header>Required criteria</header><text>The selection criteria for financial assistance under subsection (b) shall include—</text>
										<subclause id="H9991465DBB2A4753A363279B51FD237D"><enum>(I)</enum><text>the experience of the applicant in conducting programs or ongoing efforts designed to teach or
			 enhance the business skills of women who are business owners or potential
			 business owners;</text>
										</subclause><subclause id="H70AD3F3587D24EBF9589565C408FD3D7"><enum>(II)</enum><text>the ability of the applicant to begin a project within a minimum amount of time, as established
			 under the program announcement or by regulation;</text>
										</subclause><subclause id="H98E8806842904A2E9DB8BE9954A7F281"><enum>(III)</enum><text>the ability of the applicant to provide training and services to a representative number of women
			 who are socially and economically disadvantaged; and</text>
										</subclause><subclause id="HB95B3FE308724C85AA56D5578B937AF7"><enum>(IV)</enum><text>the location for the women's business center proposed by the applicant, including whether the
			 applicant is located in a State in which there is not a women's business
			 center receiving funding from the Administration.</text>
										</subclause></clause></subparagraph><subparagraph id="HB6CEEC43D77047B2A3E67F24473CF1C4"><enum>(C)</enum><header>Proximity</header><text>If the principal place of business of an applicant for financial assistance under subsection (b) is
			 located less than 50 miles from the principal place of business of a
			 women’s business center that received funds under this section on or
			 before the date of the application, the applicant shall not be eligible
			 for the financial assistance, unless the applicant submits a detailed
			 written justification of the need for an additional center in the area in
			 which the applicant is located.</text>
								</subparagraph><subparagraph id="HB1831D3F47D74CCC9C88DAE0CD04292C"><enum>(D)</enum><header>Record retention</header><text>The Administrator shall maintain a copy of each application submitted under this subsection for not
			 less than 7 years.</text></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H99F57FD8F85740C8A9879B9EB2676D81"><enum>(6)</enum><text>in subsection (m)—</text>
					<subparagraph id="HA417AE8AB74C4173990C906753B039A7"><enum>(A)</enum><text>by striking paragraph (3) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H053D730CFABE4DA3BD684AFC81B35B9E" style="OLC">
							<paragraph id="HD50FC6A74A33424580FD5486B5F69495"><enum>(3)</enum><header>Application and approval for renewal grants</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="HF3BEB0406C0E49F1927E2543FE29EAEF"><enum>(A)</enum><header display-inline="yes-display-inline">Solicitation of applications</header><text display-inline="yes-display-inline">The Administrator shall solicit applications and award grants under this subsection for the first
			 fiscal year beginning after the date of enactment of the <short-title>Women's Small Business Ownership Act of 2014</short-title>, and every third fiscal year thereafter.</text>
								</subparagraph><subparagraph id="H7B18D16032CE4D1CB5AFF197285C19E2"><enum>(B)</enum><header>Contents of application</header><text>Each eligible entity desiring a grant under this subsection shall submit to the Administrator an
			 application that contains—</text>
									<clause id="H818AB077A8624EE2923ADC5A0AC226DA"><enum>(i)</enum><text>a certification that the applicant—</text>
										<subclause id="HF51C9AFC0F4342A5A45E8192ABBB25BF"><enum>(I)</enum><text>is an eligible entity;</text>
										</subclause><subclause id="H4A09413FBD7C4C44AA0B04CA28F8C6A4"><enum>(II)</enum><text>has designated an executive director or program manager to manage the women's business center
			 operated by the applicant; and</text>
										</subclause><subclause id="H70B248C75DC94EEE94E5E617A01177ED"><enum>(III)</enum><text>as a condition of receiving a grant under this subsection, agrees—</text>
											<item id="H92E9F0E472104BB0BC4B7624483BAC93"><enum>(aa)</enum><text>to receive a site visit as part of the final selection process;</text>
											</item><item id="H621BAC47F92248F1BE0CBBB01C07D279"><enum>(bb)</enum><text>to submit, for the 2 full fiscal years before the date on which the application is submitted,
			 annual programmatic and financial examination reports or certified copies
			 of the compliance supplemental audits under OMB Circular A–133 of the
			 applicant; and</text>
											</item><item id="HF981969CD98947F4B6F5BB901DA66732"><enum>(cc)</enum><text>to remedy any problem identified pursuant to the site visit or examination under item (aa) or (bb);</text>
											</item></subclause></clause><clause id="H3D5EC3257D58476386D41CAF4956926B"><enum>(ii)</enum><text>information demonstrating that the applicant has the ability and resources to meet the needs of the
			 market to be served by the women's business center for which a grant under
			 this subsection is sought, including the ability to obtain the non-Federal
			 contribution required under paragraph (4)(C);</text>
									</clause><clause id="H66AA902331EC46EFA010142C83EDA1A3"><enum>(iii)</enum><text>information relating to assistance to be provided by the women's business center in the area served
			 by the women's business center for which a grant under this subsection is
			 sought;</text>
									</clause><clause id="H43D19B5BA8FB494C96E537AA2E3FBF5D"><enum>(iv)</enum><text>information demonstrating that the applicant has worked with resource partners of the
			 Administration and other entities;</text>
									</clause><clause id="HF1AE3E75DA46488D8F0724A1E254C3BA"><enum>(v)</enum><text>a 3-year plan that describes the ability of the women's business center for which a grant under
			 this subsection is sought—</text>
										<subclause id="HBCF007794A254BFCAF8453009D7A0687"><enum>(I)</enum><text>to serve women who are business owners or potential business owners by conducting training and
			 counseling activities; and</text>
										</subclause><subclause id="HB84BC00328C642E7895A100D6DD83C8B"><enum>(II)</enum><text>to provide training and services to a representative number of women who are socially and
			 economically disadvantaged; and</text>
										</subclause></clause><clause id="HE899CF09A6EB449A9804AC44BFFF2C5A"><enum>(vi)</enum><text>any additional information that the Administrator may reasonably require.</text>
									</clause></subparagraph><subparagraph id="HB272023888954CCBBF3004AC9F73D27C"><enum>(C)</enum><header>Review and approval of applications for grants</header>
									<clause id="HDEB5FDC13B9440E0BC5C7EDAFE056DB0"><enum>(i)</enum><header>In general</header><text>The Administrator shall—</text>
										<subclause id="HEA0E1CDB0DE34827ACE168E3B126E7CA"><enum>(I)</enum><text>review each application submitted under subparagraph (B), based on the information described in
			 such subparagraph and the criteria set forth under clause (ii) of this
			 subparagraph; and</text>
										</subclause><subclause id="HD697EF97ABA44D979D5B533932F13E24"><enum>(II)</enum><text>at the discretion of the Administrator, and as part of the final selection process, conduct a site
			 visit to each women's business center for which a grant under this
			 subsection is sought.</text>
										</subclause></clause><clause id="H9B62CE2A17FF45A9984EBC3B572E85E1"><enum>(ii)</enum><header>Selection criteria</header>
										<subclause id="H35864C522ABD4620A05F83B4E902BF46"><enum>(I)</enum><header>In general</header><text>The Administrator shall evaluate applicants for grants under this subsection in accordance with
			 selection criteria that are—</text>
											<item id="HD6405A78235E42EC8F25D44F06027FF6"><enum>(aa)</enum><text>established before the date on which applicants are required to submit the applications;</text>
											</item><item id="H082B7657AC9A4A6ABC077E65659D76EC"><enum>(bb)</enum><text>stated in terms of relative importance; and</text>
											</item><item id="HF9609EBB92DC499AAAF3E96C1D8E75E5"><enum>(cc)</enum><text>publicly available and stated in each solicitation for applications for grants under this
			 subsection made by the Administrator.</text>
											</item></subclause><subclause id="HF22819BB01FF4B43AD18ACF631FD46DC"><enum>(II)</enum><header>Required criteria</header><text>The selection criteria for a grant under this subsection shall include—</text>
											<item id="HD84AB9C501464296B20FF70EF6D4EB72"><enum>(aa)</enum><text>the total number of entrepreneurs served by the applicant;</text>
											</item><item id="HFAF3897DB02C4131B5F4AC7D6C8BA9F2"><enum>(bb)</enum><text>the total number of new startup companies assisted by the applicant;</text>
											</item><item id="H2E2B0F781DE742D0813A19C39AD5AC19"><enum>(cc)</enum><text>the percentage of clients of the applicant that are socially or economically disadvantaged; and</text>
											</item><item id="HC3FC0E7A80EC41C798CBB5EDCF93E61C"><enum>(dd)</enum><text>the percentage of individuals in the community served by the applicant who are socially or
			 economically disadvantaged.</text>
											</item></subclause></clause><clause id="H16ABE324C63D47E29A449156F30F6BD0"><enum>(iii)</enum><header>Conditions for continued funding</header><text>In determining whether to make a grant under this subsection, the Administrator—</text>
										<subclause id="H0B993E2F7E4A44BC8EDBAD8418CC69D5"><enum>(I)</enum><text>shall consider the results of the most recent evaluation of the women's business center for which a
			 grant under this subsection is sought, and, to a lesser extent, previous
			 evaluations; and</text>
										</subclause><subclause id="HCA4F768BFDCA45FDBBEA3C14870B7FB6"><enum>(II)</enum><text>may withhold a grant under this subsection, if the Administrator determines that the applicant has
			 failed to provide the information required to be provided under this
			 paragraph, or the information provided by the applicant is inadequate.</text>
										</subclause></clause></subparagraph><subparagraph id="HC3CA5969A6B24306BA27525795665C01"><enum>(D)</enum><header>Notification</header><text>Not later than 60 days after the date of each deadline to submit applications, the Administrator
			 shall approve or deny any application under this paragraph and notify the
			 applicant for each such application of the approval or denial.</text>
								</subparagraph><subparagraph id="H34EF938E856C4A6E8FFF1F71A3395A28"><enum>(E)</enum><header>Record retention</header><text>The Administrator shall maintain a copy of each application submitted under this paragraph for not
			 less than 7 years.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H69D884412CE34AE6A6461D857687A20E"><enum>(B)</enum><text>by striking paragraph (5) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H59A2EBDCDD0B42AFB7BC5C88DD9805F3" style="OLC">
							<paragraph id="HDEA62ADAF51B4037B536E00426EA7A43"><enum>(5)</enum><header>Award to previous recipients</header><text>There shall be no limitation on the number of times the Administrator may award a grant to an
			 applicant under this subsection.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="HFBFA465F9FC44F4FAFCD712474C550BB"><enum>(b)</enum><header>Technical and conforming amendments</header><text>Section 29 of the <act-name parsable-cite="SBA">Small Business Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>) is amended—</text>
				<paragraph id="H1F686136DCEA4A418197256454E74F6E"><enum>(1)</enum><text>in subsection (h)(2), by striking <quote>to award a contract (as a sustainability grant) under subsection (l) or</quote>;</text>
				</paragraph><paragraph id="HB76A13EC8D6D4695AE983F58F8DA8380"><enum>(2)</enum><text>in subsection (j)(1), by striking <quote>The Administration</quote> and inserting <quote>Not later than November 1 of each year, the Administrator</quote>;</text>
				</paragraph><paragraph id="H62680A5CFD614C4DABA629316C9E1832"><enum>(3)</enum><text>in subsection (k)—</text>
					<subparagraph id="HC2578B4E69E8479B9CCF8395DB83A4ED"><enum>(A)</enum><text>by striking paragraphs (1) and (4);</text>
					</subparagraph><subparagraph id="HF6CBD5A5926145A6834C7B7986EE7108"><enum>(B)</enum><text>by redesignating paragraph (3) as paragraph (4);</text>
					</subparagraph><subparagraph id="HC63E8E795D2F4E7DB147D17428D3EABE"><enum>(C)</enum><text>by inserting before paragraph (2) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HFEC9213A6499402C8903C991C5CB36F9" style="OLC">
							<paragraph id="HFDF006BFBB0D44C7A32E8131039A501E"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated to the Administration to carry out this section, to remain
			 available until expended, $26,750,000 for each of fiscal years 2015
			 through 2019.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H8C0465676E7F40B0AAFABC15FF0A2FC7"><enum>(D)</enum><text>by inserting after paragraph (2) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H08FBFDE1D7A948BCB7FB2307027916F3" style="OLC">
							<paragraph id="H4E4F85FC9A0542879B83AE73902D954D"><enum>(3)</enum><header>Continuing grant and cooperative agreement authority</header>
								<subparagraph id="H3F088C47F89C4D2BAFD8D85C8DD26269"><enum>(A)</enum><header>Prompt disbursement</header><text>Upon receiving funds to carry out this section for a fiscal year, the Administrator shall, to the
			 extent practicable, promptly reimburse funds to any women’s business
			 center awarded financial assistance under this section if the center meets
			 the eligibility requirements under this section.</text>
								</subparagraph><subparagraph id="HACD86F5E657047918CCC98DFC1334A3E"><enum>(B)</enum><header>Suspension or termination</header><text>If the Administrator has entered into a grant or cooperative agreement with a women's business
			 center under this section, the Administrator may not suspend or terminate
			 the grant or cooperative agreement, unless the Administrator—</text>
									<clause id="HDE6EF136AE7D4EF8929D6B859A172086"><enum>(i)</enum><text>provides the women's business center with written notification setting forth the reasons for that
			 action; and</text>
									</clause><clause id="H4163D65F18D249CB95EA6BBB9B491345"><enum>(ii)</enum><text>affords the women's business center an opportunity for a hearing, appeal, or other administrative
			 proceeding under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/5">chapter 5</external-xref> of title 5, United States Code.</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HF4E68CBF868445AEBF19ED3BDDE8F4CD"><enum>(4)</enum><text>in subsection (m)—</text>
					<subparagraph id="HA504E21EFFA54EDCA06422E00EEB610E"><enum>(A)</enum><text>in paragraph (2), by striking <quote>subsection (b) or (l)</quote> and inserting <quote>this subsection or subsection (b)</quote>; and</text>
					</subparagraph><subparagraph id="H4F3699FBDD314D46A799728DA7A5ADB7"><enum>(B)</enum><text>in paragraph (4)(D), by striking <quote>or subsection (l)</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H652D1D77FBF74ACF9379C86675F49E42"><enum>(5)</enum><text>by redesignating subsections (m), (n), and (o), as amended by this Act, as subsections (l), (m),
			 and (n), respectively.</text>
				</paragraph></subsection><subsection id="HBA8D3B10BFD74786A22FDDD3FDC82605"><enum>(c)</enum><header>Effect on existing grants</header>
				<paragraph id="HC191996CBEB34CF58FCE1F99164471F5"><enum>(1)</enum><header>Terms and conditions</header><text>A nonprofit organization receiving a grant under section 29(m) of the Small Business Act (15 U.S.C.
			 656(m)), as in effect on the day before the date of enactment of this Act,
			 shall continue to receive the grant under the terms and conditions in
			 effect for the grant on the day before the date of enactment of this Act,
			 except that the nonprofit organization may not apply for a renewal of the
			 grant under section 29(m)(5) of the Small Business Act (15 U.S.C.
			 656(m)(5)), as in effect on the day before the date of enactment of this
			 Act.</text>
				</paragraph><paragraph id="HD621232D9AD64F0E8F27D2DB4DB529EC"><enum>(2)</enum><header>Length of renewal grant</header><text>The Administrator may award a grant under section 29(l) of the Small Business Act, as so
			 redesignated by subsection (a)(5) of this section, to a nonprofit
			 organization receiving a grant under section 29(m) of the Small Business
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(m)</external-xref>), as in effect on the day before the date of
			 enactment of this Act, for the period—</text>
					<subparagraph id="H8DCC6BDA3FE641C59F8A06D36A9AC263"><enum>(A)</enum><text>beginning on the day after the last day of the grant agreement under such section 29(m); and</text>
					</subparagraph><subparagraph id="H2DF14C9146E146D183BC4F80801F68E9"><enum>(B)</enum><text>ending at the end of the third fiscal year beginning after the date of enactment of this Act.</text>
					</subparagraph></paragraph></subsection></section><section id="H94AE64EAEB564ED1A5CDED3AF0264508"><enum>5.</enum><header>Matching requirements under women's business center program</header>
			<subsection id="H1D5635CA919842788CC6916DC67A484B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 29(c) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656(c)</external-xref>), as amended by section 4 of this Act, is
			 amended—</text>
				<paragraph id="H45DBF2EA422F44FDA3F84D2F8BA97D90"><enum>(1)</enum><text>in paragraph (1), by striking <quote>As a condition</quote> and inserting <quote>Subject to paragraph (6), as a condition</quote>; and</text>
				</paragraph><paragraph id="HF5A47473ECAD4EED8751E17609FC5AA8"><enum>(2)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB42EA47A7E1A491F9218CCA44436BE8F" style="OLC">
						<paragraph id="HDF17146AACCE45C5B4E0C58F2E6B4DD9"><enum>(6)</enum><header>Waiver of non-Federal share relating to technical assistance and counseling</header>
							<subparagraph id="HB1B269B2D7D04D2AA33E9025997924B8"><enum>(A)</enum><header>In general</header><text>Upon request by a recipient organization, and in accordance with this paragraph, the Administrator
			 may waive, in whole or in part, the requirement to obtain non-Federal
			 funds under this subsection for the technical assistance and counseling
			 activities of the recipient organization carried out using financial
			 assistance under this section for a fiscal year. The Administrator may not
			 waive the requirement for a recipient organization to obtain non-Federal
			 funds under this paragraph for more than a total of 2 consecutive fiscal
			 years.</text>
							</subparagraph><subparagraph id="H275172BAA931494BAA99BEAF3D0A7FF2"><enum>(B)</enum><header>Considerations</header><text>In determining whether to waive the requirement to obtain non-Federal funds under this paragraph,
			 the Administrator shall consider—</text>
								<clause id="H986EC026D5E445F38272B045EBD07968"><enum>(i)</enum><text>the economic conditions affecting the recipient organization;</text>
								</clause><clause id="HF2104EF3DD2545A793EFA5F964CD0110"><enum>(ii)</enum><text>the impact a waiver under this clause would have on the credibility of the women's business center
			 program under this section;</text>
								</clause><clause id="H61773903261846E4836F9B86F96438DF"><enum>(iii)</enum><text>the demonstrated ability of the recipient organization to raise non-Federal funds; and</text>
								</clause><clause id="H00FCB8E2B8544167B62DE7209ED788E8"><enum>(iv)</enum><text>the performance of the recipient organization.</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H52415FE0332E4B80A2C87282345BB3D3"><enum>(C)</enum><header>Limitation</header><text>The Administrator may not waive the requirement to obtain non-Federal funds under this paragraph if
			 granting the waiver would undermine the credibility of the women's
			 business center program under this section.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1F15F5380E9A46FFB52376DAE2CFDBBD"><enum>(7)</enum><header>Solicitation</header><text>Notwithstanding any other provision of law, a recipient organization may—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H211E63E0A1AA46339DBF4884541DBE69"><enum>(A)</enum><text>solicit cash and in-kind contributions from private individuals and entities to be used to carry
			 out the activities of the recipient organization under the project
			 conducted under this section; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H91F7EC332378473EB36107FF1C96C869"><enum>(B)</enum><text>use amounts made available by the Administration under this section for the cost of such
			 solicitation and management of the contributions received.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H9E3FEB1B499847AAA0608C78A6B1937F"><enum>(b)</enum><header>Regulations</header>
				<paragraph id="HB2DB7350A9D64AA891C0F218E5229799"><enum>(1)</enum><header>In general</header><text>The Administrator shall—</text>
					<subparagraph id="H151751BB485C40498B380382C93B69B7"><enum>(A)</enum><text>except as provided in paragraph (2), and not later than 1 year after the date of enactment of this
			 Act, publish in the Federal Register proposed regulations by the
			 Administrator to carry out the amendments made to section 29 of the Small
			 Business Act by this Act; and</text>
					</subparagraph><subparagraph id="H6D49B0DE3F9F48D6AA76FAECD2A16FAD"><enum>(B)</enum><text>accept public comments on such proposed regulations for not less than 60 days.</text>
					</subparagraph></paragraph><paragraph id="H15AEBC73CC8641A09BF5E8DA69CD6973"><enum>(2)</enum><header>Existing proposed regulations</header><text>Paragraph (1)(A) shall not apply to the extent proposed regulations by the Administrator have been
			 published on the date of enactment of this Act that are sufficient to
			 carry out the amendments made to section 29 of the Small Business Act by
			 this Act.</text>
				</paragraph></subsection></section><section id="H2155E9FE624A4539BA50C70C6B359368"><enum>6.</enum><header>Study and report on economic issues facing women's business centers</header>
			<subsection id="H97C3A3D2318D4427972B238947A3AD9C"><enum>(a)</enum><header>Study</header><text>The Comptroller General of the United States shall conduct a broad study of the unique economic
			 issues facing women's business centers located in covered areas to
			 identify—</text>
				<paragraph id="H6FDE5C1B0D8A4F11BF328EF5A4F8F86C"><enum>(1)</enum><text>the difficulties such centers face in raising non-Federal funds;</text>
				</paragraph><paragraph id="HAE7537FE9CBA40E9AA2EB511E817E394"><enum>(2)</enum><text>the difficulties such centers face in competing for financial assistance, non-Federal funds, or
			 other types of assistance;</text>
				</paragraph><paragraph id="H76D8599545CC46F4A875DA6CEE10667F"><enum>(3)</enum><text>the difficulties such centers face in writing grant proposals; and</text>
				</paragraph><paragraph id="H95195CECC94D4ED7BB3E0612D0F3A136"><enum>(4)</enum><text>other difficulties such centers face because of the economy in the type of covered area in which
			 such centers are located.</text>
				</paragraph></subsection><subsection id="H5B43D8F1CD544B949FD9C8140707AE1B"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit
			 to Congress a report containing the results of the study under subsection
			 (a), which shall include recommendations, if any, regarding how to—</text>
				<paragraph id="HD5154685A961402DB397F2C6C39AB861"><enum>(1)</enum><text>address the unique difficulties women's business centers located in covered areas face because of
			 the type of covered area in which such centers are located;</text>
				</paragraph><paragraph id="HF8210084C7124E85976255226D44F858"><enum>(2)</enum><text>expand the presence of, and increase the services provided by, women's business centers located in
			 covered areas; and</text>
				</paragraph><paragraph id="HB3EC5D8CB38E4DBD9BA57EE427600C14"><enum>(3)</enum><text>best use technology and other resources to better serve women business owners located in covered
			 areas.</text>
				</paragraph></subsection><subsection id="H6003F63A5C3846CFA72575595FC0120A"><enum>(c)</enum><header>Definition of covered area</header><text>In this section, the term <term>covered area</term> means—</text>
				<paragraph id="H174E0498BF554A6EB52929F0262B2AC0"><enum>(1)</enum><text>any State that is predominantly rural, as determined by the Administrator;</text>
				</paragraph><paragraph id="HDE1E1618962F4722B60600E789F5076C"><enum>(2)</enum><text>any State that is predominantly urban, as determined by the Administrator; and</text>
				</paragraph><paragraph id="H252A1CB0EF634F5C89C37B41A6985941"><enum>(3)</enum><text>any State or territory that is an island.</text>
				</paragraph></subsection></section><section id="H6BED39B32F604E418915E8C17C1E14E7"><enum>7.</enum><header>Study and report on oversight of women's business centers</header>
			<subsection id="H6F647AD7499443B393981BDF4DD16878"><enum>(a)</enum><header>Study</header><text>The Comptroller General of the United States shall conduct a study of the oversight of women's
			 business centers by the Administrator, which shall include—</text>
				<paragraph id="HF97ECD5D5F1844C9B006219CE42B60AE"><enum>(1)</enum><text>an analysis of the coordination by the Administrator of the activities of women's business centers
			 with the activities of small business development centers, the Service
			 Corps of Retired Executives, and Veteran Business Outreach Centers;</text>
				</paragraph><paragraph id="H7C637D53F2A040E8B758DD859B43A063"><enum>(2)</enum><text>a comparison of the types of individuals and small business concerns served by women's business
			 centers and the types of individuals and small business concerns served by
			 small business development centers, the Service Corps of Retired
			 Executives, and Veteran Business Outreach Centers; and</text>
				</paragraph><paragraph id="H51C1D181EB9E4315AD33B2B0E27EBF27"><enum>(3)</enum><text>an analysis of performance data for women's business centers that evaluates how well women's
			 business centers are carrying out the mission of women's business centers
			 and serving individuals and small business concerns.</text>
				</paragraph></subsection><subsection id="HC7203B2325DA4C44AD85FFC342CEA81E"><enum>(b)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit
			 to Congress a report containing the results of the study under subsection
			 (a), which shall include recommendations, if any, for eliminating the
			 duplication of services provided by women's business centers, small
			 business development centers, the Service Corps of Retired Executives, and
			 Veteran Business Outreach Centers.</text>
			</subsection></section><section id="H6C10D2664D494BE19DFAD2ACAE570596"><enum>8.</enum><header>Sole source contracts for small business concerns owned and controlled by women</header>
			<subsection id="HBC2E392B7D6B4C9C8CC32ACCD6C88C9E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 8(m) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(m)</external-xref>) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="HA4D065D9F6304BF7BE889B1B446528D7" style="OLC">
					<paragraph id="HF7D94F1B532C4D6494FEEFAC206B4303"><enum>(7)</enum><header>Authority for sole source contracts for economically disadvantaged small business concerns owned
			 and controlled by women in underrepresented industries</header><text display-inline="yes-display-inline">A contracting officer may award a sole source contract under this subsection to a small business
			 concern owned and controlled by women that meets the requirements under
			 paragraph (2)(A) if—</text>
						<subparagraph id="H1BC1DC3FC3214A90A1942F318BD73982"><enum>(A)</enum><text display-inline="yes-display-inline">the small business concern owned and controlled by women is in an industry in which small business
			 concerns owned and controlled by women are underrepresented, as determined
			 by the Administrator;</text>
						</subparagraph><subparagraph id="H7489F8FBDF6147FD846FA12EBB57DCC5"><enum>(B)</enum><text display-inline="yes-display-inline">the contracting officer determines that the small business concern owned and controlled by women is
			 a responsible contractor with respect to performance of the contract
			 opportunity;</text>
						</subparagraph><subparagraph id="HEC7D3C06F3B240E2AAC82037085784F9"><enum>(C)</enum><text>the anticipated award price of the contract, including options, is not more than—</text>
							<clause id="HCB3367A1875F43E29EFF9E488798A64C"><enum>(i)</enum><text>$6,500,000, in the case of a contract opportunity assigned a North American Industry Classification
			 System code for manufacturing; or</text>
							</clause><clause id="HCA27CF76F54544428F4C876D0E0AD972"><enum>(ii)</enum><text>$4,000,000, in the case of any other contract opportunity; and</text>
							</clause></subparagraph><subparagraph id="H1F95F876C07E4E7C87171A1EBBC82474"><enum>(D)</enum><text>in the estimation of the contracting officer, the contract award can be made at a fair and
			 reasonable price.</text>
						</subparagraph></paragraph><paragraph id="HC6ABA60A50704EB2930928C348F993F6"><enum>(8)</enum><header>Authority for sole source contracts for small business concerns owned and controlled by women in
			 substantially underrepresented industries</header><text display-inline="yes-display-inline">A contracting officer may award a sole source contract under this subsection to a small business
			 concern owned and controlled by women that meets the requirements under
			 paragraph (2)(E) if—</text>
						<subparagraph id="HBC43A332D1B04992BF5445A9C647ABB2"><enum>(A)</enum><text>the small business concern owned and controlled by women is in an industry in which small business
			 concerns owned and controlled by women are substantially underrepresented,
			 as determined by the Administrator;</text>
						</subparagraph><subparagraph id="H38E42AF732604F4FB45157BFE914826F"><enum>(B)</enum><text display-inline="yes-display-inline">the contracting officer determines that the small business concern owned and controlled by women is
			 a responsible contractor with respect to performance of the contract
			 opportunity;</text>
						</subparagraph><subparagraph id="H760D0C70BECC4504A762BA6967F43BC8"><enum>(C)</enum><text>the anticipated award price of the contract, including options, is not more than—</text>
							<clause id="HFF32B35817F748DCBF636E34753DCA95"><enum>(i)</enum><text>$6,500,000, in the case of a contract opportunity assigned a North American Industry Classification
			 System code for manufacturing; or</text>
							</clause><clause id="HBADCA64530AA4B998C4A0F9E28D3DA34"><enum>(ii)</enum><text>$4,000,000, in the case of any other contract opportunity; and</text>
							</clause></subparagraph><subparagraph id="HD31D3313E5054BD0A8F1AD24C8CB1D31"><enum>(D)</enum><text>in the estimation of the contracting officer, the contract award can be made at a fair and
			 reasonable price.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE69710E285944650BF970A0C0C87F840"><enum>(b)</enum><header>Reporting on goals for sole source contracts for small business concerns owned and controlled by
			 women</header><text>Section 15(h)(2)(E)(viii) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/644">15 U.S.C. 644(h)(2)(E)(viii)</external-xref>) is amended—</text>
				<paragraph id="HBB9B92F6A2C14D33812FA5BB5F7612FE"><enum>(1)</enum><text>in subclause (IV), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HE40875BC1EF84007982EDC26EC79BA38"><enum>(2)</enum><text>by redesignating subclause (V) as subclause (VIII); and</text>

			 on the small business concern that is relevant to credit reporting,
			 including the payment activity of the small business concern on the loan.</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC17E4FDCA2564190A0E65A86A91DD8BE"><enum>(5)</enum><text>in paragraph (7)—</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H39A604BDF7E84ADF9597EB9C8B980E10"><enum>(7)</enum><text>in paragraph (11)(B), by striking <quote>short-term,</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFB7ABF94F36B48AA822A099B6A967359"><enum>(b)</enum><header>Guarantee fee waiver</header><text>During fiscal year 2016, the Administrator may not collect a guarantee fee under section
			 7(a)(18)(A)(i) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(18)(A)(i)</external-xref>) with
			 respect to a loan guaranteed under section 7(a) of such Act, unless
			 amounts are made available to the Administrator to subsidize the cost of
			 guaranteeing such loans for fiscal year 2016.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HDD25D1C66EA94BFABBB86C5958D40DF4"><enum>(c)</enum><header>Annual report</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H87FF6F2F90E148C18C6BC8FE1ABB88EE"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, and every year thereafter, the
			 Office of Capital Access of the Administration shall submit to the
			 Committee on Small Business and Entrepreneurship of the Senate and the
			 Committee on Small Business of the House of Representatives a report on
			 assistance provided by the Administration under—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H4E0F98C2832C44C38855C3A9E1E27C95"><enum>(A)</enum><text>section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE9C6863C432C4030AA2E2CD388E9A5E3"><enum>(B)</enum><text>the microloan program;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDD629DEED89843209E760A99C9B79886"><enum>(C)</enum><text>part A of title III of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/681">15 U.S.C. 681 et seq.</external-xref>); and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H98AA988F7D7B47C486AB1AA4944E6600"><enum>(D)</enum><text>section 502 of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/696">15 U.S.C. 696</external-xref>).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H79739C4B06FF42009467CACA87B613C6"><enum>(2)</enum><header>Requirement</header><text>Each report required under paragraph (1) shall include, for the year preceding the date on which
			 the report is submitted—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HAF7F39E476C24B2B87212D95580D9A69"><enum>(A)</enum><text>for each type of assistance described under subparagraphs (A), (B), and (D) of paragraph (1)—</text>
						<clause commented="no" display-inline="no-display-inline" id="HE3E6DB38F0BE416CB20D728453C97366"><enum>(i)</enum><text>the number of loans made by the Administration;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H3C2E7210AEEB4255A2C9DEA4251BA4E4"><enum>(ii)</enum><text>the total amount of loans made by the Administration;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="HE1CEC4DA7F37450380D27CF620FE9CE5"><enum>(iii)</enum><text>the percentage of the number and total amount of loans made by the Administration to—</text>
							<subclause commented="no" display-inline="no-display-inline" id="HCA3AC095826540D3829E75DBE3302864"><enum>(I)</enum><text>rural small business concerns;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="HCC0B8C9C0F9F4474A852468BC62FBA0E"><enum>(II)</enum><text>small business concerns owned and controlled by individuals with a disability;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H0E4795849AB941C4A1AE2BD7A000FC01"><enum>(III)</enum><text>small business concerns owned and controlled by low-income individuals, broken down by each racial
			 or ethnic minority group of which those individuals are members;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="HFF431754B14340979AE87E20F42C11C0"><enum>(IV)</enum><text>small business concerns owned and controlled by veterans;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H93EAF5FEFA6F44F784BF8194FECB64D4"><enum>(V)</enum><text>small business concerns owned and controlled by women; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="HCF0C17D558E44E068D64FAAEDE4490E2"><enum>(VI)</enum><text>small business concerns owned and controlled by members of a racial or ethnic minority group,
			 broken down by each such racial or ethnic minority group; and</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="H19D36A9D8B48430B80211B492415D7B5"><enum>(iv)</enum><text>the number of jobs created and retained by borrowers as a result of such assistance; and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H49C48C80D7B24592BF55377C86DD90BD"><enum>(B)</enum><text>for assistance described under subparagraph (C) of paragraph (1)—</text>
						<clause commented="no" display-inline="no-display-inline" id="H80B0E5E2DD58469E88B3D18ADDEC7702"><enum>(i)</enum><text>the number of investments made by small business investment companies;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="HD01EB74A21B34678979D59FDC14E16B9"><enum>(ii)</enum><text>the total amount of equity capital provided and loans made by small business investment companies;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H5B02F68274F34CD885A1E83FA6AE0B2E"><enum>(iii)</enum><text>the percentage of the number of investments and loans made and total amount of equity capital
			 provided by small business investment companies to—</text>
							<subclause commented="no" display-inline="no-display-inline" id="HCDA1A76D1203410F8FEEF77D8EE4D8A1"><enum>(I)</enum><text>rural small business concerns;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H01BE35E85FE3458EB886641C457D1D15"><enum>(II)</enum><text>small business concerns owned and controlled by individuals with a disability;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="HA8FAE521A04E496987F4B044227EC510"><enum>(III)</enum><text>small business concerns owned and controlled by low-income individuals, broken down by each racial
			 or ethnic minority group of which those individuals are members;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H3C406F786273406CAC3D6156FD94FFD3"><enum>(IV)</enum><text>small business concerns owned and controlled by veterans;</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H538954F2C73942328D29F7D80E677EB3"><enum>(V)</enum><text>small business concerns owned and controlled by women; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="HF7EC172E8CC0410EA739A3E352A5E584"><enum>(VI)</enum><text>small business concerns owned and controlled by members of a racial or ethnic minority group,
			 broken down by each such racial or ethnic minority group;</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="HA937AE000D7646F99FD42D7834E864FB"><enum>(iv)</enum><text>the number of jobs created and retained by small business concerns as a result of investments made
			 by small business investment companies; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H7E39C672D0024C9083EC188FD5876F28"><enum>(v)</enum><text>the number of licenses issued by the Administration under section 301(c) of the Small Business
			 Investment Act (<external-xref legal-doc="usc" parsable-cite="usc/15/681">15 U.S.C. 681(c)</external-xref>), including the percentage of licenses
			 issued to entities headed by a woman or a member of a racial or ethnic
			 minority, respectively.</text>
						</clause></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H9D4B0DD450924BE5B827B1BCC6BCE995"><enum>11.</enum><header>Sense of the House</header><text display-inline="no-display-inline">It is the sense of the House of Representatives that—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H61B78EB1158F4D18A39C68F9941018FC"><enum>(1)</enum><text>access to capital for small business concerns owned and controlled by women comes from a variety of
			 sources, including important contributions and early investments from
			 angel capital and other venture capital investors; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB2F17025699E4D848B6EA83BD5F6391C"><enum>(2)</enum><text>those investors should continue to work to develop small business concerns owned and controlled by
			 women to expand the rate at which those women receive venture investment.</text>
