<official-title>To provide an increased allocation of funding for assistance in persistent poverty counties, and for other purposes.</official-title>

<section id="H8041EED5AA9D44278C9FFE30C91EA03A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>10-20-30 Act of 2014</short-title></quote>. </text></section>
<section id="H814828E386A847D8A665B2E6E100D0AD"><enum>2.</enum><header>Allocation of funds for assistance in persistent poverty counties</header> 
<subsection id="H6B97D96AD1F341369E40568738F006B6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, of the funds made available (if any) in each of fiscal years 2015 through 2025 in any appropriations Act for each of the following accounts or activities, 10 percent of such funds shall be allocated for assistance in persistent poverty counties:</text>

<paragraph id="HE4DED0AF938343D9B166D5F5EE6178CF"><enum>(2)</enum><text><quote>Department of Commerce, Economic Development Administration, Economic Development Assistance Programs</quote>.</text></paragraph> 
<paragraph id="HC736A555988242D29B13B5B56BEF6770"><enum>(3)</enum><text><quote>Department of Commerce, National Institute of Standards and Technology, Construction</quote>.</text></paragraph> 
<paragraph id="HAF61E93610494F16B4481EB561DBC104"><enum>(4)</enum><text><quote>Department of Education, Fund for the Improvement of Education</quote>.</text></paragraph>

<subsection id="H4D53A9A17E6E406ABEB0EF441B831988" indent="up1"><enum>(b)</enum><header>Determination of persistent poverty counties</header><text display-inline="yes-display-inline">For purposes of this section, the term <quote>persistent poverty counties</quote> means any county with a poverty rate of at least 20 percent, as determined in each of the 1990 and 2000 decennial censuses and the Bureau of the Census’s Small Area Income and Poverty Estimates (<quote>SAIPE</quote>) for the most recent year for which SAIPE data is available.</text></subsection> 
<subsection id="H17BF489D67924174A450FA295F8F62BE"><enum>(c)</enum><header>Reports</header><text>Not later than six months after the date of the enactment of this Act, each department or agency listed in subsection (a) shall submit to Congress a progress report on the implementation of this section.</text></subsection></section>
